Reentry Coordinator Brendon Woods stated that the Process/Evaluation Workgroup met Nov. 6th and made a decision to revise the Reentry Coordinator paragraph on page 7. As part of CCP/EC s prior agreement, the Process Work Group would be tasked with facilitating the hiring and defining the duties, responsibilities and structure for the Reentry Coordinator position. The Process Workgroup suggested eliminating the first 10 lines under the Reentry Coordinator paragraph and leaving in the last six lines of the paragraph starting with, During Year Three Chief Harris commented that the location where the Reentry Coordinator position is housed does not need to be specified in the plan. 3. Jail Programming On page 8, under Post-release Outcomes, bullet #2, Nancy O Malley recommended revising the definition for recidivism to include adjudicated findings or no new arrest that resulted in a sustained finding. Per Chief Harris, a placeholder will be attached to this bullet and Ms. O Malley will reword bullet #2. The definition of recidivism will be ratified at this table. CCP/EC agreed to change the wording for bullet #3 under Post-release Outcomes to read as follows: Placement in secure, safe, stable, and drug-free housing upon release from custody.

2 CCP Executive Committee Meeting 2 On the 3 rd bullet add the Sustained placement in secure, safe On the 6 th bullet, reword to read: Increase rates of family re-unification, when possible 4. Bridges Between Jail and the Community no changes 5. Community Supervision On page 10, under Performance Measures, spell out the symbols %/#, to be consistent throughout the document. 6. Transition/Day Reporting Center On page 11, 3 rd paragraph from the top starting with, Depending on the site, the T/DRC will offer a resting/overnight stay component It was recommended to change the word will to may. The sentence will state, Depending on the site, the T/DRC may offer a resting/overnight stay component. A recommendation was made to not rule out multiple T/DRC sites by changing all the site words in this section to site(s). 7. Public/Private Partnerships Chief Harris indicated Tom Trabin s discomfort with BHCS sharing their information with the District Attorney s Office absent an MOU. A placeholder was put on this item for Mr. Trabin to submit his recommendation. David Abramson stated that although he is present today in place of Mr. Trabin, he is unable to make a recommendation. According to Chief Harris, Probation is in the process of developing a data sharing MOU with BHCS. Chief Harris asked whether the District Attorney s Office is willing to develop a data sharing MOU with BHCS. Per Ms. O Malley, if someone is released and their condition of release is based on an agreement they participate in a treatment program, it would be a violation of their order if they didn t comply. The District Attorney, Public Defender and external law enforcement agencies should be entitled to this information if it s a condition of their post conviction. Per Ms. Crosby, the fourth bullet will be reworded and read as follows: Establish MOUs with relevant agencies. On page 13, under Benchmarks, Mr. Trabin had asked to change the first word in Bullet #2, Initiate and replace it with Implement. According to Ms. Crosby, Mr. Trabin submitted a response stating that it was already changed on the updated revision of the Year 3 Plan. 8. Procurement Strategies no changes 9. Realignment Innovations Fund Karen Meredith stated that we ve already identified the Innovations Fund allocations and the contracts have been executed. The agreement was to remove these items if they were completed. Ms. Crosby recommended we leave them in to acknowledge the work was done. 10. Consolidated Records Information Management System (ecrims) There was a question about e-filing documents to private attorneys. Per Ms. O Malley, accommodations are being made to create a mailbox and the attorney of record will receive

3 CCP Executive Committee Meeting 3 a password to go to the mailbox and download the document. That s the plan for getting efiling to private attorneys, attorneys of record, and court appointed attorneys. It was agreed to change the wording to: The first portion of the Event Phase will begin with e-filing all documents, including the Accusatory Pleading filed by the District Attorney to the Court, with primary copies to the attorney of record (deleting the word Public Defender ). 11. Independent External Evaluation no changes 12. Realignment Web Page - no changes 13. Interactions with the Reentry Community- no changes 14. Sustainability - no changes 15. Court-Related Strategies On page 19 under Clean Slate Program and Public Defender Social Workers, the courts have an exception to the wording, Clients with misdemeanor and felony convictions are eligible to participate, as long as they have made significant progress towards completion of their court orders, such as restitution, fines/fees, and child support, or have made significant progress towards completion. Additionally, clients convicted of public assistance fraud and clients who have completed diversion programs are also eligible. Per Ms. O Malley, once clients are terminated from Probation, if they still owe restitution or child support, the courts do not want to set aside their conviction or allow them to conceal their records. The law outlines this so we just follow the law. Per Chief Harris, Mr. Woods will word smith the Clean Slate paragraph and send it to Ms. O Malley for her review and inclusion in the plan. On page 20 under Benchmarks (Revocation Proceedings, Reentry Court and Pre-Trial Services), discussion on eliminating all references related to budget was recommended. The Executive Committee agreed to eliminate the following bullets: Submit proposal and budget to CCPEC for expansion of Pretrial Services; Submit a proposal and budget to the CCPEC for expansion of the Parolee Reentry Court; Submit budget request to Board of Supervisors for proposals for Pretrial Services and Parolee Reentry Court; Execute contracts for the Parolee Reentry Court, as required. On page 20, under Benchmarks (Revocation Proceedings, Reentry Court and Pre-Trial Services), add a bullet that states: Develop strategies to expand collaborative courts for realigned clients. On page 20 under Benchmarks (Early Termination) Eliminate this bullet entirely. On page 20 under Performance Measures (Clean Slate): Delete the # of clients who obtained a Certificate of Rehabilitation.

4 CCP Executive Committee Meeting 4 On page 20 under Performance Measures (Early Termination), change the wording on the 3 rd bullet that reads, #/% of clients determined ineligible at the two year mark and change it to #/% of clients determined ineligible by Probation. 16. Law Enforcement Partnerships Chief Lucero asked if ecrims can be integrated with their law enforcement agencies database since they are moving towards using one common database. He recommended the 2 nd Benchmark under Law Enforcement Partnership be changed to: The Probation Department will discuss integration with ARIES server and CopLink s platform. Per Chief Harris, she would be willing to come up with the language but cannot commit to an integrated system without knowing what the monetary implications would be. Chief Harris recommended adding language to the 2 nd Benchmark to read as follows, The Probation Department will create a mechanism to provide timely and accurate information to local law enforcement agencies regarding clients and their terms and conditions of probation and work towards linkages or shared data with local law enforcement. In addition to the footnote referenced at the bottom of page 4 under Guiding Principles, Ms. Crosby will include CCPEC s definition of realignment to the Guiding Principles section on page 4 of the Year 3 Plan. Chief Harris asked if the Executive Committee is willing to make a motion, with the noted corrections, to finalize the Year 3 Plan and move it forward. Nancy O Malley motioned to move the Year 3 Plan to the Board of Supervisors for approval. Rich Lucia seconded the motion. All in favor, 5 ayes, 0 opposed. The motion was carried. T/DRC Scope of Services Per Neola Crosby, at the last CCPEC meeting, they agreed to move the T/DRC Scope of Services forward as it stands. GSA has developed the calendar and the RFP will go into effect on Tuesday, Nov. 26 th. If anyone knows of suitable organizations that should apply, please send their information to Ms. Crosby. Barbara Bernstein volunteered to send the information to Eden I&R s contacts. CDA Report Out Linda Gardner distributed a cumulative status report on PRCS Housing Program. Since Aug. 2013, the program has received 144 referrals. 124 referrals made it to the intake stage. 86% of referred clients have been enrolled to date 46% of enrolled clients have been permanently housed to date 69% of enrolled clients were homeless in the last 3 years Ms. Gardner provided updates on the current status of clients, exited clients, percentage housed in Berkeley, Oakland and East/South/Mid Alameda County, income levels and the number of times clients have been homeless

5 CCP Executive Committee Meeting 5 The Housing Program is coordinating with employment programs and benefits advocates because income is key to the client s success. Per Chief Harris, 4 contacts have been awarded for employment. There was a delay at GSA but the contracts are moving forward and should be online in the immediate future. Operation My Hometown The Sheriff s Office received a 2nd Chance Grant Award. Operation My Hometown s program description and copies of the PowerPoint presentation were distributed. Commander Kennedy provided historical data and an overview of the program. Danielle Toussaint provided key findings and lessons learned on Operation My Hometown s pilot program. Per Ms. Meredith, it s important for the Executive Committee to support Operation My Hometown. They have an existing model and we should look at their resources and support their program. Ms. Meredith would like to put Operation My Hometown on the next CCPEC meeting agenda. Questions, answers, discussion The next CAB forum will target the Spanish-speaking community in the Fruitvale area. The meeting is scheduled on Monday, Dec.2 nd, from 5:30 pm-8:00 pm at 1470 Fruitvale Ave. Meeting adjourned at 5:22 pm. The next CCP/EC meeting will be held at 3:00 PM, December 16, 2013 at the Probation Center, Room 430.
