Call to Order, Introductions, Approval of Minutes Anna Burton called the meeting to order at 9:07 a.m. She asked everyone to observe a moment of silence in remembrance of the victims of the Metrolink Train Collision. Patrick Findley of the Department of Water and Power (DWP) and Bob Garcia of the Bureau of Street Services were introduced. The minutes of the September meeting were approved. II. Subcommittee Reports and Planning Teams Budget Mayra Puchalski reported that the next meeting is scheduled for October 14. Community Preparedness Lisa Hayes presented a slide show of the 2008 Annual Emergency Preparedness Fair and highlighted activities held throughout September. The events were huge success and well-received by the community. She thanked all involved departments, vendors, Councilmember Greig Smith, and AmeriCorps members for participating in the Fair. The first session of the Neighborhood Preparedness Ambassador Program was held with approximately 40 people in attendance. All City employees are encouraged to participate and register online at ShakeOut.org for the Drop, Cover, and Hold On drill on November 13. The next subcommittee will meet on October 29 to discuss the Fair recommendations. /Life Safety Eric Robles reported that five evacuation drills were conducted in September. 539 people were trained in ten training sessions. The next training session is scheduled for October 7. A notification will be sent to all Building Emergency Coordinators regarding the ShakeOut drill on November 13. The subcommittee will meet on October 15. Human Resources Arnie Surmenian reminded the audience that the subcommittee will be held on October 1 to discuss the Aidmatrix, a centralized portal used to manage/track donations and volunteers for disaster relief. Joyce Edson reported that the subcommittee did not meet in September. An user ID and a limited-time password will be provided to allow access to the WebEOC Fusion Switch Board and the VoxGen voice-to-text pilot interactive board. The technology will be pilot-tested at the Los Angeles Unified School District and the Department of Recreation and Parks (RAP) sites for the Golden Guardian 2008 (GG08) Exercise on November 13. The next meeting will be held on October 29. Logistics Eric Robles reported that the subcommittee met on September 24 and debriefed on the following issues: 1) the Citywide Logistics Annex was introduced; 2) The Emergency Management Department (EMD) and the Department of General Services (GSD) will develop survey questions to identify challenges, issues, and strategies on 72-hour period of selfsustainability during an emergency; 3) procurement guidebook for the Department Operations Center emergency field logistics; 4) logistics process through the WebEOC. The next meeting is scheduled for October 29.

3 Committee 3 October 1, 2008 Operations Rob Freeman reported that the subcommittee met on September 16 and discussed the Chino Hills Earthquake Emergency Operations Center (EOC) activation After Action Report (AAR). The 2008 Workshop is scheduled for October at the UCLA Conference Center at Lake Arrowhead. The theme for this year s workshop is Crisis Leadership. EMD is in the process of finalizing the guest list for the Workshop. The confirmation letters will be sent via . Confirmed guest speakers include: Jeffrey Upperman, Children s Hospital; Dr. Lucy Jones, USGS; Arn Howitt, Harvard University Kennedy School of Government; Harvey E. Johnson, Federal Agency; Ron Lane, San Diego County Office of Emergency Services; Brent Woodworth, private consultant; Joe Castro, Los Angeles Department (LAFD); and Henry Renteria, California Governor s Office of Emergency Services. The next EOC orientation training class is scheduled for October 2. Planning Larry Meyerhofer reported that the subcommittee met on September 9. The Citywide Logistics Annex was approved by the Emergency Operations Board (EOB) in September and will be forwarded to the Mayor for transmittal to the City Council. The Agency (ITA), GSD, and EMD will begin phase II of the EOC Citywide Asset Management System. The preparation for the flu shots Point of Dispensing (PODs) Exercises is underway. Seven departments will be participating in the PODs Exercise: Mayor s Office, EMD, RAP, GSD, Los Angeles Police Department (LAPD), LAFD, and Department of Transportation. Anyone interested in being involved should contact Devra Brukman or Steve Dargan. The Earthquake Annex Revision Task Force meeting was held on September 25. The department roles and responsibilities matrix was due on September 17. Departments that have not yet submitted their matrices are urged to do so as soon as possible by October 8. The next Task Force meeting is scheduled for October 16. The Recovery and Reconstruction Subcommittee of the Earthquake Caucus will meet on October 8. The Department Emergency Plan Guidelines, a final revision will be made and distributed to all departments. The Plan will be broken down into four element of the emergency management: Preparedness, Mitigation, Response, and Recovery. The next subcommittee will meet on October 14. Shelter and Welfare Sharie Abajian reported that the subcommittee met on September 24. The committee discussed the Shelter Activation Exercise scheduled for day one of the GG08 Exercise. A site visit of the Balboa Sports Complex is scheduled for October 2. All participating departments have been invited to visit the facility. The committee was also requested to develop a clear set of goals and objectives for the individual departments. The exercise will be evaluated based on how well the exercise objectives are met. For the EOC exercise, each department will be asked to assign an evaluator as well as attend the required training. Training / Exercises Chris Ipsen reported that the GG08 Exercise will be held on November The full scale exercise will be held on November 13. The functional exercise (EOC activation Level III) will be held on November 13 and 14. Three main components for the field activities are medical surge, urban search and rescue (USAR), and mass care/shelter. For the medical surge component, the design team is actively recruiting volunteers from the Bishop Alemany High School and Holy Cross Hospital to role-play victims during the exercise. Station 88 will host an USAR drill and the mass care/shelter activities at the Balboa Park. GSD will also be conducting a mobile credentialing drill at the Balboa Park site. EMD is currently reviewing the Support Team (EMST) applications. The selection of a contractor to train EMST continues. The Disaster Awareness Course (DAC) training to City employees will be offered on a quarterly basis. The Incident Action Planning Workshop is tentatively scheduled for December 2. Departments are reminded to notify EMD on any

4 Committee 4 October 1, 2008 emergency management-related training and exercises to ensure all exercises are posted on the Emergency Operations Organization s Master Calendar of Events and Exercises. The next meeting will be held on October 14. III. Earthquake Caucus Anna Burton reported that various subcommittees have met and discussed specific issues on the Earthquake Annex and the Recovery/Reconstruction Plan. Subcommittee leads and other participating agencies are working to develop objectives and initiatives to be presented in the November EMC meeting. The next Earthquake Caucus meeting is scheduled on October 20. IV. September 12 Metrolink Train Collision Mario Rueda of the LAFD provided a PowerPoint presentation, Metrolink Train 111: Collision / Derailment September 12, The followings were highlighted: 1) Los Angeles City s resources were dispatched into the first 8 hours; 2) agencies assisted were: Los Angeles County Department, Los Angeles County Sheriffs, Ventura County Department, Los Angeles County Coroner s Office, National Transportation Safety Board, and Federal Bureau of Investigation; 3) a total of 25 fatalities and 135 were injured; 4) air transport was very effective and the distribution of the patients were excellent; 5) areas of improvement include patient tracking and family assistance center. V. After Action Report Tracking Mayra Puchalski provided handouts of the After Action Report (AAR) tracking template. It was decided that the AAR tracking details will be addressed at the subcommittee level. The subcommittee will focus in the AAR prioritizing process. VI. Pandemic Influenza Tabletop Exercise After Action Report Larry Meyerhofer requested the EMC to approve the Pandemic Influenza Tabletop Exercise After Action Report. The report was accepted by the EMC and will be forwarded to the EOB at its next meeting for approval. VII. Pandemic Influenza Continuity of Operations Annex and Prepositioning of Antibiotics Storage and Distribution Program Larry Meyerhofer requested the EMC to approve the Pandemic Influenza Continuity of Operations Annex and Prepositioning of Antibiotics Storage and Distribution Program. Both plans were accepted by the EMC and will be forwarded to the EOB at its next meeting for approval. VIII. July 29, 2008 Chino Hills Earthquake Emergency Operations Center Activation After Action / Corrective Action Report Rob Freeman requested the EMC to approve the After-Action/Corrective Action Report regarding the July 29, 2008 Chino Hills Earthquake EOC Activation. The concerns previously identified by ITA and GSD were addressed. The reports were accepted by the EMC and will be forwarded to the EOB at its next meeting for approval.

New Emergency Operations Center (Prop Q) Rob Freeman reported that the heating, ventilation, and air-conditioning (HVAC) retrofit project and the technological system installation continues. The anticipated completion date is May/June X. Citywide Status of Homeland Security Grants Anna Burton reported that the expenditure on the remaining FY 2006 Urban Area Security Initiative (UASI) grant continues. The transmittal to accept the FY 2007 UASI grant is pending for final approval. Departments are urged to finalize their service procurement process for the FY 2007 UASI grant as soon as possible. The FY 2008 UASI grant application has been submitted and awaiting final approval from the Department of Homeland Security. It is anticipated that the FY 2009 Homeland Security Grant Program Guidelines will be released at the end of year. Departments were reminded the importance of record keeping and documenting any expenditure related to the Homeland Security Grant. XI. Old / New Business Anna Burton noted that the City of Los Angeles International Earthquake Conference is scheduled on November at the Omni Hotel. EMD and the Mayor s Office continue to seek funding through Homeland Security Grants to cover the registration costs.
