Call to Order, Introductions, Approval of Minutes Anna Burton called the meeting to order at 9:12 a.m. Kevin Regan and William Ramirez of the Department of Recreation and Parks (RAP) were introduced. The minutes of the October meeting were approved with the following corrections: 1) Add The Los Angeles Fire Department (LAFD) CERT request was referred to the Logistics Subcommittee to the Subcommittee report, 2) Change the date for the WebEOC presentation to the Airport Security Advisory Council to October 9. II. Subcommittee Reports and Planning Teams Budget Mayra Puchalski reported that the proposed FY Emergency Operations Fund budget request is $ 595,568 from 11 City departments. Copies of the proposed budget were provided. Anna Burton added that the proposed budget will include an 8 percent reduction package. The Emergency Management Committee (EMC) accepted the proposed budget and recommended it be forwarded to the Emergency Operations Board (EOB) at its next meeting for approval. Community Preparedness Carol Parks reported that the subcommittee met on October 10 and discussed the 2007 Fair events. The recommendations made by the subcommittee will be reflected in the after-action report. The fair reached out to more than 1,200 households. Each household was given an emergency kit and a pledge card to be involved in community preparedness. The forth session of the Neighborhood Preparedness Ambassador Program was completed with 14 people trained in San Pedro. Two more sessions are being planned for March The recruitment process for the Los Angeles Community Preparedness Corps is now underway. A total of 27 members are expected to be recruited by December 3. A press conference is tentatively scheduled on November 13. The monthly bulletin for November which features wildfire recovery awareness, is available in hard copy and for download from the Department (EPD) website. The next subcommittee meeting will be held on November 28. Richard Roupoli suggested hosting the Los Angeles Police Department s (LAPD) Emergency Preparedness Summits in conjunction with future Annual Fair.

3 Emergency Management Committee 3 November 7, 2007 Fire/Life Safety Lourdes Morales reported that the subcommittee did not meet in October due to the Arrowhead Workshop and the Emergency Operations Center (EOC) activation. The EOC was activated on October 21 through 24 at level 1 due to the fire in the Los Angeles and San Diego Counties. A suspicious package was reported on October 2 and 12. Both were found to be false alarms. Six evacuation drill reports were received. Ten training sessions were conducted with 356 city employees trained. There are nine training sessions scheduled for November. The next subcommittee meeting will be held on November 14. Human Resources No reports were made. Joyce Edson reported that the subcommittee did not meet in October due to the EOC activation. Copies of the status update for subcommittee s projects were provided. The next subcommittee meeting will be held on November 28. Logistics Joon Lee reported that the November 8 subcommittee meeting has been rescheduled. The subcommittee requested EMC s recommendation to revise the emergency purchasing card policy to allow emergency credit card usage not only during a Mayor s declaration of local emergency, but also during activation of the City s EOC, Alternate EOC, Department Operations Center and Bureau Operations Center as well as during field/tactical emergency operations. The request was accepted by EMC and will be forwarded to EOB for approval. Operations Rob Freeman reported that the next WebEOC training will be held on November 8. The 2008 EOC training schedule is being finalized. The classes will be customized to meet the specific training needs of users. ICF consultants have now completed reviewing the departmental emergency plans. Departments are asked to review ICF s recommendations and forward any comments to EPD. The subcommittee requested EMC s approval to implement a pilot information-sharing program using the WebEOC Daily Situation Status Report for the first three months of The request was accepted by EMC and will be forwarded to EOB for approval. Rob reminded departments to submit their after-action corrective-action report on the October 2007 EOC activation. The next subcommittee meeting will be held on November 13. Planning Larry Meyerhofer reported that he is currently working with the ICF consultants on the draft guidelines for the departmental emergency plan. EPD has reviewed the bids on the Point of Dispensing Sites (PODS) Project. 25 RAP facilities will be evaluated as medications dispensing sites during public health emergency. A kick-off meeting will be held to announce the winning bid. The Mass Care Plan is currently being drafted and will be presented to EPD for review by the end of November. The draft Communication Plan has been put on hold due to the Extreme Heat and Cold Emergency Plan. The final draft of the Debris Management Plan was distributed to stakeholders for review and comment. The draft Extreme Heat and Cold Emergency Plan was completed on September 27. The Mayor s Office has requested that the plan should address the needs of the aging population and disability concerns more clearly. EPD will work closely with the Mayor s Office to address the issue. The second Storm Plan meeting will be held on November 14. Departments are asked to submit their matrix to Keith Garcia by November 9. Larry gave a PowerPoint presentation on the Tsunami Response Plan Annex and highlighted the following: 1) Nine City departments identified with critical responsibilities were LAPD, LAFD, EPD, RAP, Harbor, Animal Services, Transportation, Disability, and Aging; 2) Alert and notification procedures; 3) Evacuation decision will be made by the Mayor or designated command staff based on recommendations from the Chief of Police, the Fire Chief, EPD General Manager, the Los Angeles County Sheriff, and the State and

4 Emergency Management Committee 4 November 7, 2007 federal government; 4) Safe Refuge Centers and Shelters; 5) 18,000 tsunami brochures were mailed to residents in the tsunami evacuation zones; 6) Unified Command Post to be established in three primary areas: Harbor, Venice, and West Los Angeles; and, 7) The Los Angeles County Operation Higher Ground Exercise to be held in February The request to approve the Tsunami Response Plan Annex was accepted by EMC, with inclusion of provision of assistance to aged and special needs population. The Plan will be forwarded to EOB for approval at its next meeting. Shelter and Welfare Anthony Gonzales reported that the subcommittee did not meet in October and work on the Mass Care Plan continues. The next subcommittee meeting will be held on November 21. Kevin Regan gave an overview of the rainstorm in October. No injuries were reported. However, several vehicles were badly damaged by the mudslides at the Forest Lawn. RAP is collaborating with the National Weather Service to receive weather updates in the Griffith Park area. The Multi-Agency Task Force led by Councilmember LaBonge and RAP, is working to develop a plan for removing mud debris during major storm events. Training Chris Ipsen reported that the Los Angeles County Operation Higher Ground Exercise has been postponed to February 5, 12, and 19, Special thanks were given to Jeff Elder, Joe Castro, Don Farrell, and Philip Fontanetta for facilitating the tabletop exercises at the Arrowhead Workshop. The sessions went very well. The Golden Guardian 2007 exercise will be held on November 14 in Anaheim. The exercise involves a simulated explosive device in the Angel Stadium parking lot. The Port 2007 evacuation exercise will be held on December 10 at the San Pedro Port. The administration building in the San Pedro City Hall and other facilities will be evacuated. The Grove s exercise is being scheduled on February 24, 2008 at the Farmers Market, which will simulate the evacuation of crowds from a backpack explosive device. The preparation for the FY 2006 UASI grant funded Emergency Management Mutual Aid project is underway and the first meeting is scheduled for November 16 in Sacramento. Mohsen Moayedi announced that the Bureau of Sanitation s Annual Sinkhole Exercise is scheduled on December 4. Copies of the exercise handout were provided. III. Proposed FY 2008/09 Emergency Operations Fund Budget This item was discussed under the Budget Subcommittee report. IV. City of Los Angeles Integration of Emergency Support Functions Anna Burton reported that the Governor s Office of Emergency Services has begun developing the implementation plan for integration of Emergency Support Functions (ESFs). EPD recommends that the City begin its review and integration of ESFs into the Emergency Operations Organization. Upon approval, the Task Force will develop an implementation plan. The integration may require changes to the Los Angeles Administrative Code, training of City staff and revisions to existing emergency plans. The request was accepted by EMC and will be forwarded to EOB for approval. V October Firestorm Anna Burton reported that Jim Featherstone along with LAPD staffs visited the San Diego County Emergency Operations Center immediately after the firestorm.

5 Emergency Management Committee 5 November 7, 2007 Anthony Gonzalez gave a brief overview on his tour of a local assistance center. He was impressed by the coordination of the distribution of relief supplies and the insurance company representatives on site to assist the community. VI Emergency Management Workshop Rob Freeman thanked everyone who helped with the preparation of the 2007 Emergency Management Workshop. The workshop presentations and other materials will be posted on EPD website. Rob invited workshop attendees to submit their evaluations. VII. New Emergency Operations Center (Prop Q) Rob Freeman reported that the change order for heating, ventilation, and air-conditioning work continues. The Department of General Services and RAP are currently working on landscaping project. The occupancy date is scheduled for early VIII. Citywide Status of Homeland Security Grants Laura Shin announced that the 2008 National Urban Area Security Initiative (UASI) Conference is scheduled for April in Charlotte, North Carolina. The next grant stats meeting will be held on November 29. Laura thanked Sheila Darling of LAPD, Salvador Martinez of LAFD, and Mayra Puchalski of EPD for assisting the FY 2005 UASI grant spending process. The current status of the remaining FY 2005 UASI are as follow: LAFD - $2.3 million; LAPD - $200,000; EPD - $700,000. The FY 2005 UASI modification transmittal is scheduled at the Public Safety Committee meeting on November 29. The FY 2007 UASI of $58 million is pending for City Council approval and acceptance. Departments are urged to work with their grants coordinators for the FY 2007 UASI implementation plan. The planning phase for the FY 2008 UASI is underway. IX. Old / New Business Anna Burton reported that Councilmember LaBonge made a motion to implement a mass notification system in Los Angeles. The system will have the capability for individual residents who register via the Internet. EPD is currently working with the CAO, CLA, LAFD, LAPD and Department of Water and Power to determine its capability. David Malin provided a copy of the proposed meeting schedule for EMC s consideration. EMC accepted its recommendation to support efforts towards developing a plan that best serves the subcommittees. EPD will send out a list of all the standing subcommittees. Lisa Hayes stated that appreciation certificates will be given to all who worked at the Fair events. The veterans in the audience were asked to stand up and be recognized for their service.
