Tatro Chair, NPCC Working Group on Inter-Area Dynamic Analysis (SS-38) Antitrust Guidelines for NPCC Meetings The NPCC Reliability Coordinating Committee was informed that the current antitrust laws require that all meeting participants avoid discussion of topics that could result in charges of anti-competitive behavior, including restraint of trade and conspiracies to monopolize, unfair or deceptive business acts or practices, price discrimination, division of markets, allocation of production, imposition of boycotts and exclusive dealing arrangements. Accordingly the meeting attendees were advised that, during the meeting 2
3 or during any breaks, they should not enter into conversation involving the following topics: The prices for products or services, or the prices charged by competitors, should not be discussed. Costs, discounts, terms of sale, profit margins or anything else that might affect prices should not be discussed. The resale prices customers charge for products sold should not be discussed. The allocation of markets, customers, territories or products with competitors should not be discussed. The limiting of production should not be discussed. The decision to deal, or not to deal, with any company should not be discussed. Any competitively sensitive information concerning a company or a competitor should not be discussed. Items for Affirmation The following items were approved by affirmation: Minutes of the Meeting of September 7, 2005 The Draft for Approval of the minutes of the Reliability Coordinating Committee meeting of September 7, 2005, was approved as amended. Mr. Kopman will release the minutes as final. Roster Changes The NPCC Reliability Coordinating Committee approved the following changes to Task Force and Working Group memberships: Task Force on System Studies Mr. David Conroy of Central Maine Power Company as Chairman to replace Mr. Steven Corey, New York Independent System Operator. Task Force on Coordination of Planning Mr. Hani Zayat of Hydro Québec Distribution to serve as a member. Task Force on Coordination of Operation Mr. David Little succeeds Mr. Clarence Penwell as a member, both from Nova Scotia Power Inc. 3
4 CP-8 Working Group Mr. Pierre Poirier of Hydro Québec Distribution to serve as a member. Mr. Fei Zeng succeeds Mr. Peter Wong as a member, both from ISO New England, Inc. Maritimes Area Interim Transmission Review The RCC reviewed the report and concurred with its main conclusion, that the Maritimes bulk power transmission system, as planned for year 2009/2010, is judged to be in conformance with the NPCC Basic Criteria for Design and Operation of Interconnected Power Systems (A-2) and approved the report. New England Area Interim Transmission Review The RCC reviewed the report and concurred with its main conclusion, that the New England bulk power transmission system, as planned for year 2010, is judged to be in conformance with the NPCC Basic Criteria for Design and Operation of Interconnected Power Systems (A-2) and approved the report. Quebec Area Interim Transmission Review After receiving and discussing revisions to the report the RCC concurred with its main conclusion, that the Quebec bulk power transmission system, as planned for year 2009/2010, will be in conformance with the NPCC Basic Criteria for Design and Operation of Interconnected Power Systems (A-2) and approved the report. Ontario Area Interim Review of Resource Adequacy The RCC reviewed the report and concurred with its main conclusion, that the Ontario bulk power transmission system, as planned for year 2006/2008, will be in conformance with the NPCC Basic Criteria for Design and Operation of Interconnected Power Systems (A-2) and approved the report. 4
5 Triennial Review and Approval of the Scope of the Task Force on Coordination of Operation The RCC approved the revised Scope and Terms of Reference as presented. The significant changes to the Scope and Terms of Reference include those that provide for a greater emphasis on the assessment of system disturbances and clarification of reporting channels. Scope for the Task Force on Infrastructure Security and Technology (TFIST) Telecommunications Working Group and the Scope for the TFIST EMS-SCADA Working Group TFIST presented Scopes of work for two new workings to the RCC for approval. The first, the Telecommunications Working Group (IST-2) would provide a forum to identify, discuss and advance the technology of telecommunications infrastructure for the reliable operation of the NPCC Bulk Power System. The second, the EMS SCADA Working Group would provide a forum to identify, discuss and advance the technology of EMS- SCADA for the reliable operation of the NPCC Bulk Power System. The RCC approved both scopes. Scope and Schedule for CP Summer Multi-Area Probabilistic Assessment Working Group TFCP presented the proposed scope and schedule for the 2006 Summer Multi-Area Probabilistic Assessment Working Group. The group, working under CP-8, and using the G.E. Multi-Area Reliability Simulation (MARS) program, would review NPCC Area reliability resulting from the anticipated resources and transmission transfer capability reported for the year 2006 under Base Case and Severe Case assumptions, and summarize the range of results for the summer and shoulder season months (the period from May to September). The RCC approved the scope and proposed schedule Account #800 Budget At its September 8, 2005 meeting, the NPCC Executive Committee approved a recommendation that NPCC s 2006 Regional budget include $327,600 in the Account #800 Project Expense. The RCC reviewed and approved the proposed budget. 5
6 RCC Actions Financial Impact of proposed changes to Document A-5, Bulk Power System Protection Criteria and the Review and approval of Revised Document A-5 Bulk Power System Protection Criteria Mr. Ingleson, Chairman of TFSP, provided an impact assessment of the cost associated with strengthening section 2.7 in A-05 regarding fault recorder installations. The TFSP assessed the cost of full compliance to be approximately $14 million over 3 to 7 years. Most of this cost is associated with installing new digital fault recording devices this relates to approximately 30 new devices in NPCC. Document A-5 was revised to remove must language and to replace it with shall language. TFSP also committed to future work to move the "should" language to a separate B procedure document. After discussion it was proposed that Section be revised as follows: Event and fault recording capability shall be provided to the extent required to permit analysis of system disturbances and protection system performance. A motion to accept the document as revised above was made with the understanding that TFSP will commit to additional work to separate the should language and consider a means of exempting non-compliant facilities going forward. TFSP will provide an implementation plan to become fully compliant with fault recording installation requirements. The motion was approved and the A-5 document will now be distributed to the NPCC Membership for approval. Review and approval of Revised Document A-6, Operating Reserve Criteria Mr. Doran, Chairman of TFCO, presented the revised document. The substantive changes to the document include: o Correct reference is made to NPCC Document C-20, Procedures During Abnormal Operating Conditions which is the document that resulted from the merger of Document C-19, Procedures During Shortages of Operating Reserve and the previous C-20 Document. o Added reference to NPCC Document C-38, Procedure for Operating Reserve Assistance. o Changes to provide consistency with the NERC Version 0 Standards. One comment received on A-06 was in the form of a letter from Abitibi Consolidated to NPCC (Ed Schwerdt). The letter asked that NPCC continue to asses the requirements for synchronized reserve and consider the use of dispatchable load as synchronized reserve. TFCO will respond to the letter. 6
7 The RCC approved the revised document and it now will be distributed to the NPCC Membership for approval. Review and approval of Revised Document A-8, NPCC Reliability Compliance and Enforcement Program Mr. Campoli, Chairman of CMAS, presented the revised document. The the major proposed revisions to the document were: Reporting and Disclosure: The Reporting and Disclosure was added as Section 3. This was taken from Section 3.2 of Document B-22 since the Reporting and Disclosure guidelines are also applicable to the RCEP requirements. Enforcement Panel As directed by the Executive Committee, a provision was added to reflect the permissibility of non-voting regulatory member observers at Enforcement Panel Hearings. Data Retention The data retention requirement was added in the new Section 6.0 of A-8. Appendix A Compliance Template A3-2, System Restoration Plan requirement was updated to reflect the requirements in the current Emergency Operation Criteria, Document A-3. In addition, Level 1 non-compliance was added. Compliance Template A3-3, Key Facility and Critical Components List is added as a new RCEP requirement as per the recommendation of the TFCO and the Inter-Area Restoration Coordination Working Group. The RCC approved the revised document and it now will be distributed to the NPCC Membership for approval. Review and approval of Revised Document B-8, Guidelines for Area Review of Resource Adequacy Mr. Henderson, Chairman of the TFCP, presented the revised document. Minor changes were made to B-08 to make it clearer. It was agreed that ownership of B-8 should reside with TFCP and that the CP-8 Working Group would be responsible for the review of the document. 7
8 The RCC approved the document with the noted change to the ownership. Review and approval of the New England Triennial Review of Resource Adequacy Mr. Henderson presented the report. The report states that ISO-NE meets the Area design criteria through 2009 with the expected transmission and generation improvements. It goes on to further demonstrate that the LOLE New England is exceeded in However market improvements and the authority to issue RFP s are actions available to ISO-NE to mitigate this risk. A discussion regarding the extent to which tie benefits are included in the assessment took place. It was indicated that if these benefits were not counted, the LOLE would be exceeded by A concern was raised that there is not a consistent approach to these studies in each Area and that efforts should be made to make the studies as consistent as possible. The RCC approved the report. Approval of CMAS Compliance Report (August 21, 2005 through November 20, 2005) Mr. Campoli presented the report and indicated that it showed 100% compliance for the reporting period. He did indicate that there was one reportable vegetation contact by Hydro One on August 25, The RCC approved the report. Review and Approval of Task Force on System Studies August Northeast Blackout Study Final Report Mr. Longhi, Chairman of the RCC, acknowledged the exhausting and outstanding efforts of the SS-38 Working Group and summarized the scope changes that had taken place during the study and the merging of Tasks 1 through 4 into this final report. The conclusions of the report were presented by Mr. Tatro, Chairman of the SS-38 Working Group. Mr. Cummings, NERC Staff, acknowledged the extraordinary work done by the SS-38 Working Group calling it the most extensive forensic analysis of power system event ever and thanked them for all their significant efforts in the industry-wide post blackout analysis. The RCC agreed that a follow-up working group should be formed, Chaired by Mr. Murphy, the Vice Chairman of the RCC, that would develop a set of recommendations based on the conclusions of the report. This working group would also develop an action plan to implement the proposed recommendations. The working group would report back at the March 8, 2006 RCC meeting. The RCC approved the report. 8
9 Review and Approval of Task Force on System Studies NPCC Overall Transmission Study Mr. Corey, Chairman of the Task Force on System Studies, presented the report. The overall transmission assessment (OTA) supplements the Area Transmission Reviews by performing similar analyses, but from a broader regional and interregional perspective. The report concluded that the NPCC system exhibited acceptable dynamic, thermal, and voltage response for the design criteria contingencies simulated for the base case and the transfer test cases in this study. No significant adverse system effects are anticipated due to Design Contingencies. This study also demonstrated the robustness of the NPCC system by simulating Extreme Contingencies. All Extreme Contingencies tested in this study resulted in a stable and damped response. In general, the results of the Extreme Contingency analysis performed for this assessment are consistent with the 2001 assessment and recent Area Transmission Reviews. Beyond criteria contingencies were not evaluated in the 2001 overall assessment. In this assessment, the system response was stable and within applicable emergency limits for several of the beyond criteria contingencies tested. Some contingencies resulted in adverse effects within the local area, but the system remained stable and within acceptable parameters outside the local area. One contingency tested indicated potential adverse effects outside the local area. These results are consistent with what one might expect for contingencies of this level of severity. The RCC approved the report. Review and Approval of Task Force on System Studies Under Voltage Load Shedding Assessment Report Mr. Corey presented a summary of the report. The purpose of this study was to conduct a steady state assessment and conceptual feasibility study on the potential benefits of under-voltage load shedding (UVLS) schemes in response to recommendation 8b of the February 10, 2004 NERC document August 14, 2003 Blackout: NERC Actions to Prevent and Mitigate the Impacts of Future Cascading Blackouts. Recommendation 8b states: Each regional reliability council shall complete an evaluation of the feasibility and benefits of installing under-voltage load shedding capability in load centers within the region that could become unstable as a result of being deficient in reactive power following credible multiple-contingency events. The regions are to complete the initial studies and report the results to NERC within one year. The regions are requested to promote the installation of under-voltage load shedding capabilities within critical areas, as determined by the studies to be effective in preventing an uncontrolled cascade of the power system. Results of each Area s screening study identified system conditions that could lead to system voltage instability (e.g. system load, generation dispatch, and/or contingency event). The report concludes at this point, UVLS appears to be conceptually feasible, but applying UVLS must proceed on a conservative basis. 9
10 The RCC approved the report and in order to address concerns regarding confidentiality and critical infrastructure issues, further recommended that the report be posted as confidential on the NPCC web site and that NERC be sent a redacted Executive Summary, to be prepared by NPCC Staff. Review and Approval of CMAS and Task Forces Chair/Vice Chair Term Limits and Succession Plans Mr. Kopman presented a draft proposal to introduce consistent term limits and succession plans for CMAS and the Task Forces. The RCC discussed the proposal and amended the proposal to allow the RCC to approve the chair and vice-chair nominations. Additional minor changes were made and the proposal was approved by the RCC. Approval of 2006 Work Plans The RCC was presented with 2006 Work Plans for the RCC, CMAS, TFCO, TFCP, TFIST, TFSP and TFSS. The RCC approved the Work Plans with the following revisions: TFSP Work Plan - added wording that clarified their assignment to move should language from A-5 and place in a procedure document; TFCO Work Plan added a work item for CO-1 that monitors the performance of the Regional Reserve Sharing Program, assesses its effectiveness and recommends any modifications within one year of implementation. Status Reports Proposed Revisions to NPCC Document A-03, Emergency Operation Criteria Mr. Doran reported that TFCO is working on a new draft of A-03 to address concerns raised by nuclear generators in two areas: 1. To limit the extent of the cost for additional compensatory load shedding to new relays or modifications to relays and their ongoing maintenance. 2. Determining the appropriate rating to use for grandfathered nuclear generators. Mitigation Actions Related to Recommendation 8a Zone 3 Loadability Compliance Mr. Ingleson, Chairman of the Task Force on System Protection reported on the latest status. As of the November 16, 2005, the status of the above mitigations and exceptions is as follows: 10
11 New York of 18, sixteen mitigations completed. Two mitigations remain to be completed by mid December One technical exception approved by SPCTF. Quebec - of 24, nine mitigations completed. Fifteen mitigations remain to be completed before the end of Six temporary exceptions approved by SPCTF. Interim setting changes were made. Relay replacements which were originally planned for 2006 will take place in 2006, 2007, and 2008 New England of 6, three mitigations remain to be completed by the end of November 2005 Maritimes of 3, all mitigations completed. The Task Force on System Protection will review the final status of these mitigations and exceptions at its meeting in January 2006 and will submit a report to the NERC SPCTF On January 31, 2006 as originally scheduled. Development of List of Existing Area Bulk Power System Elements and Schedule for Completion of Testing as per proposed Criteria for the Determination of Bulk Power System Elements (A-10) Methodology Each Area presented its list of existing Bulk Power System elements. Each Area also reported on the status of their testing efforts utilizing the proposed methodology. The IESO and Hydro Quebec reported that they both have completed the testing of the methodology. New Brunswick and Nova Scotia indicated that they would complete their testing by March The NYISO reported that the testing would require one year to complete including NYISO task force review. NYISO will present an updated status report to the RCC at the March, 2006 meeting. ISO-NE will provide a status at March RCC meeting on their latest testing efforts. Status of the NERC Recommendations Following the Audit of the New Brunswick System Operator as a Reliability Coordinator TFCO is tracking the progress of NB in addressing the recommendations from their prereadiness audit. NB has addressed the two urgent action recommendations from their audit and is working through the remaining 18 recommendations. Motion for NPCC to formally recognize NB as an RC was approved. The RCC discussed the concern regarding the size of new Reliability Coordinator and their ability to provide the wide-area view that is envisioned for the RC function. Update on MEN Activities The 2005/06 Winter MAAC-ECAR-NPCC (MEN) Assessment and the companion VACAR-ECAR-MAAC (VEM) Assessments were completed and issued in early November. These were issued within NPCC and are posted on the NPCC member web site. The interregional transfers modeled in the assessments reflected changes to the PJM market footprint that have occurred in recent years. 11
12 NPCC Reliability Assessment Program (NRAP) Status Report The NPCC Reliability Assessment Program Summary Report has been updated (as of October 26, 2005). The full updated NRAP report will be posted in Adobe format in the Current Year NRAP folder on the NPCC Home Page. The URL to the folder is: TFCP Working Group CP-9, NPCC Review of NERC Reliability Standards The latest status report on the efforts of the CP-9 Working Group was presented. The following is a listing of activities performed by CP-9 since the last meeting: Reviewing the NERC Phase III and IV Planning Standards translation into Reliability Standards and developing Regional comments for Sets 1 and 2 Develop Ballot recommendations on Facility Ratings, Coordinate Operations and Vegetation Management Standards Coordinating and commenting on the Reliability Coordinator Certification Standards Coordinating and commenting on the TOP Certification Standards Coordination and commenting on the BA Certification Standards Coordinating and commenting on the Cyber Security Standards Coordinating and commenting on the ATC/TTC/CBM/TRM Standards Coordinating and commenting on the Resource Adequacy SAR Coordinating and commenting on the Frequency Response SAR Coordinating and commenting on the Cost and Risk analysis SAR. RCC, CMAS and Task Force 2005 Work Plans The status reports for the RCC, CMAS and each of the Task Forces were distributed. Informational Items Resource Adequacy Discussion Mr. Durkin, Chairman of NPCC, reported on a recent conference in New England on resource adequacy. He reiterated, at the conference, that there were two components that have to be addressed- security and adequacy to assure a reliable bulk power system. Security deals with real-time reliability while adequacy deals with assuring that proper assets are in place. The Energy Policy Act of 2005 made it clear that the responsibility for meeting adequacy requirements falls to the states and the provinces. 12
13 Mapping of NPCC Documents to NERC Version 0 Reliability Standards NPCC has developed a document that maps Version 0 requirements to NPCC documentation. The complete document, currently in draft form, lists the Version 0 Standard Requirements alongside the pertinent NPCC documentation. In some cases the NERC Standard may not have corresponding Regional Criteria or documents. The Task Forces were requested to review the document and provide comments by the end of February, 2006 for discussion at the March, 2006 RCC meeting. Report on Protection Review of the May 27, 2005 Incident at Milton Mr.Ciufo, Hydro One Networks, made a presentation on the subject incident. The NPCC Task Force on System Protection reviewed the Protection Summary Report of the May 27, 2005 Milton Substation Disturbance provided by Hydro One in accordance with NPCC Guide for Analysis of Protection System Misoperations, Document B-21. TFSP is working with NERC to develop a process to share information relating to relay problems that may be generic. RCC requested that TFCO review the switching errors that caused the Milton event and identify any lessons learned and recommendations. Review of Disturbances Since the RCC Meeting of September 7, 2005 Mr. Doran reported that TFCO had reviewed two incidents: 1) ISO New England Inc.-October 25, 2005 and 2) Independent Electricity System Operator-September 12, In addition a third incident was discussed concerning an IESO SCADA failure on October 4, TFCO will take an in depth look at this incident and report back to the RCC at the March, 2006 meeting. Implementation of the NERC Data Confidentiality Agreement - Annex 2 Mr. Bonner, Entergy Nuclear Northeast, Inc. presented the item. Confidentiality agreements are scheduled to be signed by the nuclear generating stations, the ISO s, NRC and NERC. The agreement identifies what operating reliability data can be shared and how confidentiality will be maintained. A concern was expressed with the ISO s providing real time data to a commercial entity. It was suggested that the development of a NERC Standard related to this issue would clarify this issue. TFSP Review of Concerns Regarding Capacitor Banks at Richview and Trafalgar NPCC was notified by a third party that the Hydro One capacitors at Richview and Trafalgar did not meet NPCC criteria. TFSP conducted a review of this and found that there were no violations of NPCC criteria. Status Report on Relay Type Testing and Problem Notification It was reported that TFSP is working with IEEE to develop a procedure that will allow type testing experience to be shared. 13
14 NERC Activities NERC Board of Trustees/Stakeholder Committee Highlights Mr. Durkin highlighted the discussion at the NERC BOT and the Stakeholders meetings regarding the importance of developing a reliability structure that includes both security and adequacy (as defined above). Mr. Durkin also reiterated that the NERC BOT was going to focus on reviewing the structure for a future reliability organization including the need to bring the ERO together with the states and provinces. Operating Committee Highlights and Agenda Items Items to be discussed at the upcoming OC meeting include: the status of the investigation by the Operating Committee of frequency excursions on the Eastern Interconnection including ongoing discussions of monitoring and reporting of frequency excursions; NERC Functional Model Version 3 including further discussions on the extent to which delegation can be done and how it relates to certification of the delegated entity and reports on the Southern California Disturbances of August 25, 2005 and September 12, Planning Committee Highlights and Agenda Items Items to be discussed at the upcoming PC meeting include: The Transmission Issues Subcommittee report on Blackout Recommendation 13c- related to recommended changes to planning standards and planning practices; report on under voltage load shedding, proposed SARs related to protection systems; transmission system data reporting to EIA and DOE and the identification of eleven additional recommendations related to the blackout analysis. Critical Infrastructure Protection Committee Highlights and Agenda Items It was reported that the final Cyber Security Standard, including an implementation plan, is scheduled to be posted for industry comment by mid-january Other Matters In honor of Mr. Bob Kotecha s upcoming retirement the RCC unanimously passed a resolution acknowledging his many years of valuable service to NPCC. With his stepping down from the Chairmanship of TFSS, the RCC acknowledged, with thanks and appreciation, Mr. Corey s six years of service as Chairman of the TFSS and announced that Mr. David Conroy would assume the chairmanship with the next TFSS meeting. 14
