The selections will be made by the Academic Board of the consortium : the IMAB 1[1] (the International MSc Academic Board) as defined in the agreement reproduced in the appendix n 1. Admission criteria: - Excellence of the candidate: outstanding achievement in the applicant s first degree (180 ECTS), which should be in either: electrical engineering, electronics, computer science, mathematics, robotics, physics or industrial engineering. The candidate will have to justify an equivalent of B in the European standard (corresponding to an average of 14/20 in, 7/10 in and 2.1 in the ). - Language ability: teaching being given mainly in English, the candidates must demonstrate sound knowledge of the language (the requirement for competence in English is equivalent to TOEFL with at least 213 points (computer based)/550 points (paper based) or IELTS at grade 6.5, or a Cambridge Proficiency Certificate of English at least grade C). Knowledge of either French, Spanish or Catalan is not compulsory, but will be an advantage. - Student motivation to undertake the Masters and relevance to his or her professional development. 23

2 Application Procedure: The documents requested are: Letter of application outlining rationale for wanting to undertake the programme; Curriculum Vitae; Certified copy of the university Bachelors degree or equivalent, with an English translation and the notation results; Proof of level of competency in English; Letter of recommendation, preferably from the university or institute that awarded the first degree; Administrative papers: A copy of a valid ID document and a copy of the passport. The students apply first online through the official website of VIBOT Masters. They must also send the application form together with the documents requested, by post, at the address of the coordinator (see the example of application form in appendix n 8). Each application is then checked by the coordinator. The coordinator can be contacted by mail, fax, phone or post during this application procedure by the students, should they have any queries about application modalities. The coordinator will consult relevant embassies to ascertain the equivalence of training level for a given course in case of doubt. Selection Process : Applications to the programme will be administered by the coordinator and made available to the IMAB for selection in two categories: a general category of students and a special category of students (Asian Windows). The application files will be available on the website (specific member access intranet of IMAB) and on paper. The maximum and minimum number of students in each cohort are set to respectively 40 and 30. All eligible candidates will be ranked according to their academic results. The selection will be finalised, applying the criteria detailed above, through a (possibly video-conference) meeting of the IMAB. Offers of admission (which might at this stage be conditional to obtaining a certain grade) will subsequently be issued by the coordinator The timescale for the first year for the procedure of selection is as follows: Marketing/publicity Nov (for information) Call for application January 31, 2006 Closing date for applications March 01, 2006 Selection by the IMAB and initial offers March 20, 2006 Review of conditional offers and final offers July 15, 2006 Each applicant, successful or not, will be informed by the coordinator of the outcome of the selection. A list with the names of selected applicants will be available on the official website of the Master. A first information pack about the modalities of coming to Europe (travel, housing, visas...) and the academic and administrative details (matriculation, payement of fees...) will be sent together with the successful applicants letters. The coordinator shall ensure, through the provision of relevant documentation, in particular on the web, and through the induction week, that information is provided or made available to students on the following matters: Administration of the Course, Aims and objectives of the Course, Course and examination regulations, Methods of assessment, Feedback and evaluation, Matriculation, Payment of tuition fees, Graduation arrangements, Codes of discipline, Complaints procedures, Academic appeals procedures, Regulations (see the Memorandum of agreement in appendix n 1). Registration: Students will be matriculated at each Partner university at the commencement of each year of study and will sign the undertakings relating to adherence to the relevant Statutes, Ordinances, Regulations and Rules of the Partner university at that time. Students will receive a matriculation/student card from the university at which they matriculate and may be required to show this card to authorised persons on the premises of that university. 24

3 Students will be entitled to use the services of all the universities at which they matriculate. The Partner universities will be entitled to include details of successful students on their alumni databases, once graduated. The students will register in Le Creusot during the induction week (September, Year 1). This registration includes the matriculation, the payment of fees for the whole course and the subscription to the Erasmus Mundus Insurance. The details of the students will be passed on to the other universities to ease the local registration process. Examination criteria: Each semester accounts for a quarter of the final mark (ECTS detailed in part 2.2 and appendix n 7). Students will be evaluated through continuous assessment throughout each of the three sixmonth taught periods. Administration of the assessment process will be conducted and recorded according to the appropriate consortium universities normal codes, published procedures and an common pedagogic agreement between the three universities partners. The continuous assessment will correspond to essays, presentations, common projects, exam-type class test. In each university, a local Board of Examiners will be responsible for VIBOT examinations in accordance with the regulations and procedures of the consortium. At the end of each semester, the results of the continuous assessment and a certificate of ECTS validity per student will be communicated by each consortium university to the coordinator. The fourth semester, corresponding to the masters thesis, is evaluated based on three components: the thesis report (25% of the mark), the defence of the work (public viva, 25% of the mark), and the assessment by the host laboratory or company supervisor (50% of the mark). The Masters Degree is awarded to students achieving a global average of 50%, provided none of their four semesters averages is below 40%. Students reaching a global average of 75% will obtain the masters degree with the distinction Cum Laude. Should a student average below 40% for one of the semesters, the Masters VIBOT diploma will not normally be issued. Such students will however receive an academic transcript for the course, which might be validated as a post-graduate certificate or post-graduate diploma in one of the institutions. They are also given the possibility to retake modules at the next opportunity (i.e., the subsequent year). Remedial work might be suggested in exceptional cases (diseases, accident,...) by agreement of the IMAB. The IMAB has an academic and executive role in the Master and is composed of seven members: two academic representatives per university, plus one representative of the coordinator. The IMAB convenes trice each year (see 2.21) and consortium agreement. During the selection in March 2006, four categories of responses will be issued: unconditional offer for suitable candidates having already validated 180 ECTS, conditional offer for suitable candidates awaiting their Bachelors results, waiting list and rejections. The full list of 26 third country students and 15 European students will be issued at that time and finally ratified in July. Composition of the full list: Third country students: General category: 12 students in the main list + 12 students in the waiting list. Special category (Asian Windows): 13 students in the main list + 13 students in the waiting list European students: 15 European students. 25

Referents de demanda (necessitats de la societat) This master meets the present needs of industry for quality control and automation of industrial processes as well in the field of health with the increasing importance of medical imagery in all its forms. The key cognate areas are computer vision and robotics. Current research in these domains is particularly dynamic and finds fast outlets in the industrial world where needs are growing and companies executives are increasingly opened to implementing artificial vision solutions to improve both quality and productivity. It encompasses the most varied sectors, such as the car, agro-alimentary, and health industries. The continued evolution of these research sectors requires adapted and extremely specialized formations. The Masters proposed fills a current gap in European Education for vision and robotics discipline applied to industrial problems, medical vision and 3D imagery. 26

5 4. Fonts potencials d alumnes Els membres del consorci del màster pensem sol.licitar la "action 2" del programa Erasmus- Mundus de la Unió Europea, un cop ha estat acceptada la "action 1". ACTION 2 - Erasmus Mundus scholarships: in order to give the Erasmus Mundus Masters Courses selected under Action 1 a strong external projection, a scholarship scheme for thirdcountry graduate students and scholars from the whole world is linked to them. This scholarship scheme addresses highly qualified individuals who come to Europe to follow the Erasmus Mundus Masters Courses or to work for them. The Action is implemented through a two-step procedure: Firstly, applicants apply to the Erasmus Mundus Masters Courses and Erasmus Mundus Masters consortia select them. Applicants can apply to any of the Masters Courses selected under the Erasmus Mundus programme, regardless of the year of selection of the Masters Course (unless Masters Courses are in their preparatory year). For details on the application process see point Secondly, on the basis of this selection, Erasmus Mundus Masters consortia apply to the Commission for scholarships for the selected persons by proposing a list of potential grantees, including a reserve list which contains the same number of students / scholars as proposed for selection. The Commission will agree to the award of a specific number of scholarships. For further details on the application process see point These two steps will be repeated each year throughout the five-year period for which an Erasmus Mundus Masters Course has been selected (If an Erasmus Mundus Masters consortium is selected for a preparatory year, these steps repeat each other from the second year onwards, i.e. only four times). Details on how to apply for the scholarships in the coming years will be communicated in future calls for proposals to be published every year in March. When selecting students and scholars for scholarships, Erasmus Mundus Masters consortia shall pay due respect to the principle of gender equality. Furthermore, consortia should have a pro-active attitude towards potential grantees with special needs. Applications addressed to the Commission by the Erasmus Mundus Masters consortia shall be in accordance with the following principles: 7.2. Number of third-country students / scholars A series of "Asian windows" are expected to become operational within the Erasmus Mundus programme. This would result in additional scholarship funds earmarked for nationals from specific Asian countries. Third-country students and scholars eligible for receiving an Erasmus Mundus scholarship will therefore fall into two different categories: one "general category" in which grantees can come from any third country eligible under Action 2 (including those covered by the "Asian windows" under point below) and one "specific category" in which funds are earmarked for nationals from specific Asian countries. If a new applicant consortium applies for a preparatory year in 2006/2007, third-country students / scholars will not be funded before the academic year 2007/2008. General category An Erasmus Mundus Masters consortium (regardless of its year of selection) must reserve 12 places for third-country students and 3 places for third-country scholars who will be granted a scholarship for the Courses which start in the academic year 2006/2007. In the subsequent years for which an Erasmus Mundus Masters Course has been selected consortia will have to 27

6 reserve 13 to 18 places for third-country students and 3 to 4 places for third-country scholars every year. Asian students eligible under point are not excluded from this general category. On the contrary, because the funds for the Asian Windows are additional to those available through Erasmus Mundus, it is expected that the general category include also students from countries eligible under the Asian Windows. from this general category. Without prejudice to the respect of high academic standards, in order to ensure a geographical balance across third-country students / scholars, Erasmus Mundus Masters consortia shall respect the following basic criteria when selecting third-country students / scholars: No more than 25% of the selected third-country students should come from the same country. Each selected third-country scholar should come from a different country (but they can come from the same countries as students); No more than 10% of the selected third-country students should come from the same institution (20% where a Partnership under Action 3 has been established). If consortia want to diverge from these criteria, special permission to do so must be obtained from the Commission. Specific category ("Asian windows") An Erasmus Mundus Masters consortium (regardless of its year of selection) may have the possibility to select 13 additional Asian students via the additional funds available under the "Asian windows" who will be granted a scholarship for the Courses which start in the academic year 2006/2007. In the subsequent years for which an Erasmus Mundus Masters Course has been selected consortia may have the possibility to select 8 or 9 additional Asian students every year. The country distribution of the 13 additional students must be: 1. 5 Indian nationals; 2. 4 Chinese nationals; 3. 2 nationals from Afghanistan, Bangladesh, Bhutan, Burma/Myanmar, Cambodia, East Timor, Indonesia, Laos, Maldives, Mongolia, Nepal, North Korea, Pakistan, Philippines, Sri Lanka or Vietnam; 4. 1 Malaysian national; 5. 1 Thai national. These figures per country are to be considered as maximum ceilings. The Commission reserves the right to adjust the number of proposed students according to budget availability. If a consortium is not in a position to select all or some of these additional students for the Courses which start in 2006, the unused funds will be transferred either to the respective "Asian window" budget of the following year or to other Courses which can absorb more students. The distribution of the students per Course for the following years will be determined in the light of the results of the present call for proposals. from this general category. Objectius de formació de l estudi: perfil de competències Característiques i objectius de la titulació: The objectives of the Masters course are: - To assert Europe as a focus points for higher education and research in the fields of Computer Vision and Robotics by delivering a cutting edge, comprehensive post-graduate level formation of excellence in Computer Vision and Robotics, aligned with the complex needs of research and industry in the fields. - To foster and enhance strong international relations in academia, both for research and teaching, to the mutual benefit of Europe and Third countries, and to disseminate the values of cultural and scientific exchanges. - To become self sustained beyond the initial European funding. The consortium will achieve these objectives and be able to deliver excellence-level higher education masters thanks to the cumulated expertise of the partner Universities: In teaching, it provides the breadth of coverage, while still benefiting from the depth of expertise each institution brings. In research, it warrants that the consortium will be able to adapt to the rapid and ever changing progresses in the fields, in order to maintain an up to date and relevant curriculum. The European Masters will draw from the international experiences of the three partner universities, in the scientific field, as shown by their involvement in international congress organization (see 2.23), and in welcoming international students, as shown by each university s international student population. It will build up on the visibility and credit that the European Recognition brings to attract further students and sponsors and become sustainable. Perfil de sortida dels titulats: The learning outcomes for the masters detailed below are complemented by the individual modules learning outcomes as detailed in the Diploma Supplement (appendix n 9). The subject-specific understanding, knowledge and skills can be delivered through the consortium thanks to the pooling of the complementary contributions of the partner institutions, in terms 29

8 of expertise, capacity and infrastructure for both research and teaching. The European nature of the consortium and course adds a benefit in terms of international awareness. Understanding, Knowledge and Subject- Specific skills of Computer Vision, Image and Signal Processing and Robotics: Broad knowledge of the main areas of the field, including terminology, conventions, underpinning theory, techniques and practices; Critical understanding of the applications of the techniques and systems, as well as of their scope and performance; Critical knowledge, understanding and skills in the mainstream and specialist areas covered by the syllabus. Detailed and critical knowledge of one area of specialism, incorporating awareness of current issues and research; Cognitive and core skills: Develop and apply skills in critical analysis, evaluation and synthesis, and in the design of projects and experimental models; Deploy advanced problem-solving skills and techniques towards original and creative solutions to general and specialist issues. Develop and demonstrate skills and techniques: in oral and written communication with peers and academic/industrial staff, using a range of appropriate methods to suit different levels of knowledge and expertise within the audience; in the planning and usage of industry standard tools, programming languages and numerical techniques; in the ability to identify, formulate and resolve problems. Professional Awareness: Demonstrate critical awareness of the current issues within the discipline, and make informed judgments with incomplete or inconsistent data, or where there are no professional/ethical codes or practices for guidance. Work autonomously and within teams, as appropriate, demonstrating a capability for both taking and critically reflecting on roles and responsibilities. International awareness: Develop and demonstrate the ability to operate and interact successfully and positively within multicultural environments. Gain awareness of international nature of careers in research and industry. 2. Estructura curricular The two-year study program proposed is divided into four semesters, each corresponding to 30 ECTS. The first three semesters are taught, while the last semester corresponds to the Masters thesis. The Masters is kicked off by an induction week in September, held in Le Creusot. This week purposes to facilitate the cultural adaptation of the newcomers, and to settle all aspects of their administrative registration and academic induction. It is an occasion for the cohort to meet their peers and the teaching and administrative staff. The Masters ends in July of the second year with all students returning to Le Creusot to defend their thesis through a public viva. The course provides a coherent and comprehensive syllabus, from the foundations of computer vision and robotics to the cutting edge in research and the latest developments in 30

9 their applications. The content of the three taught semesters is outlined below. The detail of all modules taught is provided in appendix n 7, along with a table indicating the corresponding ECTS, contact hours, and the thematic links between different modules. The value of each module in terms of ECTS reflects the corresponding student-effort-hours (1 ECTS = 20 student-effort-hours) and have been previously put in place and validated by each institute for the courses concerned. The first semester, S1 (30 ECTS, October-mid February), is carried out within the School of EPS (Engineering and Physical Sciences) in Heriott-Watt University, ( ). It covers an introduction to signal and image processing theory and tools, both software and hardware, including the key related area of pattern recognition and artificial intelligence. These technical subjects are supplemented by local culture studies and specific training for drafting documents in English. During this semester, students are also encouraged to access to the language centre facilities and courses. The second semester, S2 (30 ECTS, March-June), takes place in the Escola Politècnica Superior of the Universitat de Girona, in Catalunya. The semester focuses on computer vision for Robotics. It covers fundamentals and applications of robotics, as well as specific methods of image analysis (segmentation, object recognition, 3D) and specific real time hardware, both relevant to autonomy and remote operation in robots. The semester also includes and introductory study of the local culture. The third semester, S3 (30 ECTS October- January), is hosted by the university Center Condorcet in Le Creusot, an antenna of the Faculty of Sciences and Technology of the University of Burgundy, France. The semester focuses on advanced image analysis and pattern recognition for sensor data images, with an emphasis on medical imagery, through the modalities studied (Infra-Red Imagery, Ultrasound Imagery, Radio-Isotopic Imagery and X-Ray Imagery), and the intervention of medical practitioners. A module of discovery of the local culture is also provided. The fourth semester, S4 (30 ECTS February-June), the masters thesis, consists in either an introduction to research carried out in one of the laboratories of the consortium or an industry placement in a company involved in vision or robotics technologies. The majority of students are expected to carry out their thesis within one of the consortium universities lab, (as regulated by a system of quotas, detailed in the consortium agreement in appendix n 1). However, they can also choose to join another host laboratory/company for their thesis. This host will need to be accredited by the International MSc Academic Board (IMAB), the steering committee for all academic aspects, as suitable for the training intended. In particular, industry placements should have a high technical content, and will in the first instance be drawn from current research collaborations. The participation of the consortium in Action 3 is expected develop and formalize the network of such host laboratories for third countries. 3.Perfil del professorat responsable. Veure PDI adjunt 4.
