1 Co-operative Actions of R&D in EUROCONTROL Action on Airborne Separation Assurance Systems CARE/ASAS Management Board Notes of the Eighth CARE/ASAS Management Board Meeting (27 June 2001) 0. Colin Goodchild (University of Glasgow) was also invited. 1. Approval of the agenda The Agenda as distributed was approved. 2. Review of the Minutes of the seventh meeting and review of the list of actions The minutes of the last meeting were agreed. It was also agreed that the minutes were ready for publication on the CARE/ASAS web-site. Action 8.1: Mick van to publish minutes of 7 th meeting on the CARE/ASAS website. All actions were reviewed and closed. Most of them were completed. Few actions generated new actions and were discussed during the course of the meeting. Result: A message was received from Roland Rawlings (AMN) confirming the lack of availability of Ed. Ed will be removed from the MB list. Nevertheless, to keep the EATMP domain/programmes informed about CARE/ASAS activities, Francis proposed to send via the draft notes of the MB meetings. Result: Francis received the material. 3. Housekeeping of CARE/ASAS reference documents 3.1. CARE/ASAS Action Plan The current version available on the web is version 4.4. This is a living document. The activity descriptions need to be updated to reflect what has been delivered. Concerning the Management Board member list: Richard Pugh replaces Fiona Harrison (see action 7.2); Ed Bailey will be removed (see action 7.4); CARE/ASAS/EUROCONTROL/ Version October 26, 2001 page 3

The members attending the meeting approved this unanimously. Action 8.2: Francis to develop version 4.5 of the action plan with an updated membership list CARE Framework Agreement and status of signatures Some confusion between the Framework Agreement and the Activity 3 contract occurred within NLR. Action 8.3: Mick van to send a new copy of the Framework Agreement to Ronald van Gent. Action 8.4: Ronald van Gent to accelerate process of signing the Framework Agreement within NLR. Because Colin Goodchild is becoming a new member of the CARE/ASAS MB, it is necessary for the University of Glasgow to sign the CARE/ASAS Framework Agreement. Action 8.5: Mick van to send a copy of the Framework Agreement to Colin Goodchild. Action 8.6: Colin Goodchild to get the Framework Agreement signed within the University of Glasgow Other items There is on on-going problem with the address of Heribert in EHQ (CARE/ASAS member list). Action 8.7: Mick van to check the CARE/ASAS Management Board member list. There is a need to follow more closely the CARE/ASAS lists. Action 8.8: Francis to develop a CARE/ASAS contact list document. Action 8.9: Mick van to update the list in accordance with the contact list document. It is also necessary to check the versions of the documents available on the website. Action 8.10: Francis to update the CARE/ASAS reference document list and to check which versions of the documents are available on the website. 4. Activity CARE Website Nothing to report ASAS Thematic Network The idea of an ASAS Thematic Network (ASAS-TN), which was presented at the last MB meeting, made progress. Compared with Activity 0, the ASAS-TN wants to take more initiatives, to improve coordination between ASAS related projects and seeks also to involve more partners coming from the industry. The proposal is going to be made to DG Research by September 2001 under the GROWTH Programme (Key Action 4, TP4). If the proposal is successful, the ASAS-TN will be run as a standalone project. Activity 0 will be then put in dormancy and will cover communication aspects not addressed by the ASAS-TN if any. To be efficient, the ASAS-TN will be managed by a core team six principal contractors and EEC as the leader. The core team involves the aircraft industry (AIRBUS and BAESystem), the ground industry (Thales ATM), ATS providers (ENAV and LFV) and R&D (NLR). Members will be invited to join the ASAS-TN consortium so as to get the same benefits as all participants. Page 4 CARE/ASAS/EUROCONTROL/ Version October 26, 2001

5 A meeting of the core team is planned on 28 June 2001 to define more precisely the content of the work packages. The EC is willing to sponsor activities that involve the participation of our US colleagues. The ASAS- TN will be therefore use as a tool or a mechanism for the FAA/EUROCONTROL Action Plan 1. Mid-July 2001, a meeting is schedule with the EC to see how our proposal is progressing Next ASAS TIM An ASAS-TN workpackage is dedicated to the organisation of Technical Interchange Meetings (TIMs) and Workshops. This will replace Activity 0 initiatives in this area (actions 7.11 and 7.12). If the ASAS-TN proposal fails, we will reconsider this issue. Normally, an AP1 TIM should be organised in 2002 in the USA. Coordination is necessary. Action 8.11: Francis to contact Gene Wong (FAA AP1) to coordinate on the next AP1 TIM Dissemination of CARE/ASAS results Francis developed a draft document on the rules for the dissemination of the CARE/ASAS results. The proposal was sent to the MB for comments. Eric made comments asking for an increased involvement of the MB; they have been integrated. Action 8.12: Francis to distribute the Dissemination of CARE/ASAS Results document to all interested parties Others items F2WGO IATA and NLR have set up a Free Flight Working Group-Operational (F2WG0). To avoid duplication or overlap with CARE/ASAS, the Terms of Reference of the F2WG0 were coordinated during a meeting hold in Brétigny on May 2, 2001 involving Steve Zerkowitz, Ronald van Gent, Eric Hoffman and Francis. The first meeting of the F2WGO is going to be held at NLR on September 28, Francis has been asked to present the current status of ASAS during this meeting ATM Seminar in Santa-Fe None of the two papers related to Activity 3 and proposed for the Santa-Fe Seminar were accepted CEAS conference The Confederation of European Aerospace Societies (CEAS) is going to organise a CNS/ATM conference in November 2001 in Germany. The German society is called DGLR and Prof. Dr. Mensen is the local coordinator. DFS is supposed to provide the venue for the conference. Heil Volker from DFS contacted Francis to see if he could make a presentation on the status of ASAS. Action 8.13: Francis to contact Dr. Mensen to get more details about the CEAS Conference. 5. Activity 1 - Problem Dimension 5.1. Dissemination of the A1 report The Activity 1 report has been successfully distributed to a large audience through paper and electronic copies. 6 Notes of the Eighth CARE/ASAS Management Board Meeting (27 June 2001) 6. Activity 2 - Validation Framework (Leader EEC) 6.1. Current status on co-operative work The report on WP1.1, WP1.2, WP2.1 and WP2.2 has been produced. Blandine Lemaire under contract with EEC spent two months at CENA in Toulouse to work with Béatrice Raynaud. The draft report was reviewed during a workshop held at CENA on May 4, 2001 with the participation of EEC, University of Glasgow, Sofréavia and CENA. Béatrice has addressed comments from the meeting in a revised version and Francis performed some editing. The result of this work is version 0.7 of 12 June This version has been circulated to the MB for comments. During the MB meeting no further comments were made and the document was accepted as a CARE/ASAS deliverable. Action 8.14: Mick van and Francis to develop version 1.0 of the Activity 2 report (released version) and to make paper copies. Action 8.15: Francis to write an introductory letter and to disseminate the document though electronic and paper copies Status of the call for tender To overcome the limitations of the co-operative process, there is now a move to a Call for Tender within Activity 2. A draft Technical Annex to define the next Activity 2 steps was developed by Activity 2 participants and reviewed during the Activity 2 workshop in May. On the basis of this draft Technical Annex, Francis developed a new version, which was circulated to the CARE/ASAS MB members. Comments were received and were integrated. Comments came also from INTEGRA people. Links to INTEGRA work were added to the Technical Annex. However, the INTEGRA metrics and the traffic sample generator are still undergoing validation (at NLR and EEC) and are not expected to be approved before December The Technical Annex was considered mature by the CARE/ASAS MB to launch the Call for Tender. After discussion and to take into account the summer period, the proposed date for the reply was set to September 17, It is expected to start the work early in October Action 8.16: Mick van to issue the Call for Tender for Activity 2 as soon as possible. Ken noted that there is a de-facto consortium (i.e. Organisations having worked in co-operative mode), which makes the attempt to build another consortium very unlikely to succeed. Francis explained that this was the CARE/ASAS rule: 1) Organisations involved in the co-operative mode have an advantage because they participated in the definition of the work to be done, 2) there is no guaranty for these organisations to be selected because of the open Call for Tender. Who is right? Organisations complaining because there are not selected despite they have spent their own money on co-operative work or organisations doing nothing but complaining because they see this process as unfair. Francis reported on the ATM Symposium during the previous week on EUROCONTROL funding for R&D. Guido Kerkhofs insisted that EUROCONTROL has to play with the current rules to award contracts. The CARE/ASAS mechanism through an OPEN Call for Tender is already a deviation from these standard rules. In any case, other bids are highly encouraged and sufficient time is awarded to build new consortia. If the result of the Activity 2 Call for Tender is a single proposal, the CARE/ASAS MB will have to revisit this issue and will have to come with new bright ideas. 7 7. Activity 3 - Airborne Separation Minima (Leader NLR) 7.1. Co-operative work: status of the CARE/ASAS/Glasgow University/ document Colin Goodchild reported on the status of the work. To complete action 7.23 from the last meeting, Colin visited Ken Carpenter at DERA and produced a new version of the document. Ken is happy with the result. During the MB meeting no further comments were made and the document was accepted as a CARE/ASAS deliverable. It should be clear that this document was developed in the co-operative mode. A lot of issues have still to be resolved. Action 8.17: Mick van and Francis to develop version 1.0 of the Activity 3 report (released version) and to make paper copies. Action 8.18: Francis to write an introductory letter and to disseminate the document though electronic and paper copies. It is envisaged that Chris Bouman, the EUROCONTROL Panel member, will present this report at the next SASP meeting. Further comments can be expected. Action 8.19: Francis to contact Chris Bouman for the dissemination of the Activity 3 report as an Information Paper at the next SASP meeting Progress of the ASM project The main focus of the ASM project should be to try to identify the influencing factors on airborne separation minima. The OSA methodology was chosen so as to try a methodology. As a consequence, not a full OSED is developed but only what is required for the OHA. Then, within the OHA, only the aspects linked to separation minima are investigated. WP0 - Management: Everything is going along schedule. An un-planned progress meeting has been added in September WP1 OSED: Two classes of applications were initially selected: self-separation and co-operative. A specific self-separation application was selected. The selection rationale was circulated for comments. A first OSED was produced. The OHA was developed in WP2 and fed back to the OSED. A similar approach is followed for Spacing. The spacing application selection rationale was provided but Francis forgot to forward it to the MB. Action 8.20: Francis to provide the CARE/ASAS MB members with the spacing application selection document. A first version of the spacing application OSED will be available early July. WP2 OHA: A first version of the self-separation application OHA will be available early July. The task appears to be much larger than initially anticipated. The document is very large document and difficult to read at this stage. The approach is bringing good elements but doesn t cover everything. It is very much system oriented and human factors aspects are not cover very well. During the progress meeting held on 26 June 2001, Francis stressed to the Consortium to document all the lessons learned on the methodology. WP3 First quantification of separation minima: Coordination with WP2 has started. Work will continue with an hazard brainstorm/workshop, then simulation will be performed (with the hazards that can be modeled by the TOPAZ model). The last workpackage 3.3 will try to reconcile what is provided by TOPAZ with what is given by the OSA methodology. The work plan appears to be very challenging, but at this point everything seems to be still on schedule. The same methodology SC189/WG53 is also being used in other context for ASAS like NUP. We need to identify what extensions are required for ASAS compared to data-link. CARE/ASAS/EUROCONTROL/ Version October 26, 2001 page 7

8 Notes of the Eighth CARE/ASAS Management Board Meeting (27 June 2001) During the progress meeting, Francis insisted also on the need for flexibility despite the contract because we are performing studies and we are learning during the course of the project. On the overall, the ASM project is running quite well. The final meeting is planned on 18 December 2001 in Haren. Action 8.21: Mick van to book a meeting room in Haren on 18 December 2001 for the ASM project final meeting Next steps Francis will forward the documents produced by the ASM project to the CARE/ASAS MB member. The distribution policy of these documents will be explained at that time. Action 8.22: Francis to forward the two OSEDs and the Self-separation OHA to the CARE/ASAS MB members. 8. Future CARE/ASAS activities 8.1. Presentation of the COOPATS concept The presentation of the COOPATS concept was postponed for the second time. Action 8.23: Soren Dissing to plan a presentation of the COOPATS concept at the next CARE/ASAS MB meeting. Action 8.24: Eric Hoffman to forward to the CARE/ASAS MB Members the latest version of the COOPATS Concept Document Report on ODIAC/33 At ODIAC/33 (13 June 2001), a full day was dedicated at ASAS. Francis presented the PO-ASAS document, Eric presented the EEC Freer Flight results and Soren presented the ATSAW description. The meeting was very positive in general. A concern is the lack of contributions. A Small group was set-up to discuss terminology Applications versus Services. The proposal should be made to ODIAC/34 (12&13 September 2001). Action 8.25: Eric Hoffman and Francis to circulate the terminology proposal to the CARE/ASAS MB Members. Francis suggested considering how to organise Activity 4 in order to provide inputs to ODIAC. It was decided to start tackling such action after the ASAS Thematic Network and the Activity 2 Call for Tender issues have been addressed Proposals from the CARE Innovative Action Mick van forwarded to CARE/ASAS four proposals, which were collected by CARE/INNOVATIVE. The same happened to CARE/INTEGRA for proposals related to metrics. The CARE/ASAS MB was invited to review these proposals and to propose a course of action. Proposal n 7: Flexible routing in a small TMA: This proposal is not relevant to ASAS. It addresses 4D-planing and conflict-free trajectories in future terminal areas. Proposal n 8: Safety driven requirements for an autonomous aircraft concept: This proposal is geared at the design of system functions to support autonomous operations. This type of work is already addressed within Activity 3. The proposal is too much system oriented. Proposal n 14: A controller pilot collaborative decision making methodology for task responsibility in the future autonomous en-route airspace environment: This proposal is a conceptual study on the allocation of tasks between pilots and controllers. As the Action Plan 1 document (see section 9), which is also discussing this topic, has just been released, it is proposed to wait until sufficient comments are received on the AP1 document. 9 Proposal n 31: A study to determine the requirements for a methodology to integrate autonomous aircraft operations with ground managed airspace: This proposal wants to study the integration of strategic conflict avoidance (ATFM), transition between MAS and FFAS, and airborne separation provision based on artificial intelligence. Work on similar topics is performed in the context of MFF (concept, requirements, and procedure). It is suggested to wait until MFF results are available. The F2WGO (see section 4.5.1) is going also to work on airborne self-separation. As the result of the discussions, it was decided not proceed with these proposals which were not submitted in the context of CARE/ASAS. Action 8.26: Francis to inform Mick van on the results of the CARE/ASAS MB discussions on the CARE/INNOVATIVE proposals. 9. FAA/EUROCONTROL Action Plan Development of the 'Principle of Operation for the Use of ASAS' document AP1 was tasked to develop and present the document for RDCom19 (14-15 June 2001). Since last CARE/ASAS MB meeting, Two AP1-team meetings were held and huge amount of work was performed. At RDCom19, Paul Krois (FAA), member of the AP1 team, commented that human factors from the ATCO side were underdeveloped. The AP1 reply was that all perspectives have been addressed within the time and efforts allocated. There was unanimous support from Europe, support from NASA (Ames and Langley) and support from MITRE. After telephone negotiation with the US, the FAA agreed with two restrictions: 1) the document is only an R&D contribution (to be reinforced) and 2) the document is still open for comments. The document is now available through the FAA/EUROCONTROL website and comments are welcome. The dissemination (presentations) is going to be tracked (who, which group, when). The document was already fed to JAA (though Ed Bailey) for the CNS/ATM Steering group. It was presented at ODIAC/33. Francis is going to present it at the first F2WGO meeting in September and at the CEAS conference in November. It is expected that the document will be presented at the various ICAO Panels (ATMCP, OPLINKP, SCRSP, SASP) as a joint FAA/EUROCONTROL Information Paper Report from RDCom19 (14-15 June 2001) and future work 10. A.O.B. As far as AP1 is concerned, the PO-ASAS document approval is the main output of RDCom19. A new task is pending on AP1 to develop a plan to address safety in ASAS. We should take into account work from CARE/ASAS Activity 3, RTCA SC186/WG4, Action Plan 3. The AP1 work should start by mail. A teleconference or a meeting is going to be planned in October (second half). The goal is to converge by RDCom21 in December 2001 in Santa-Fe (USA). It is essential to continue working closely with FAA. The terms of reference of AP1 still need to be revisited. Jean-Marc Loscos will take his current duties at CENA as head of the SAS division. Luc Angerand reported on the call for tender on Human errors and vulnerabilities in the certification of aircraft issued by SFACT (French Certification Authorities). This work is coordinated with JAA. The study seeks to define a methodology to certify human machine interface. ASAS will be one candidate application to test the methodology.
