Adult Crisis Assessment Ward - Multi agency project following AMH 2010 consultation outcome to reduce acute beds. Has UHB and LA divisional level project status. Outcome to improve quality of admission and treatment ward experience for service users. Need to reduce average length of stay to accommodate future bed reductions. Capital funds available to create appropriate ward environment. 2. Adult Acute CMHT Integrated Managers Multi agency group to deliver integrate CMHT management structure. This is an enabler to optimize a range if inter agency delivery responsibilities such as the Mental Health Measure and joint performance and outcome KPIs. Recruitment completed Integrated Managers commenced 3 September As part of this there is a remit to introduce merged IT systems 3 Adult Acute Supportive Recovery Unit UHB and LA implementation group delivering the outcomes of the 2011 Rehab Review recommending a locked rehab supportive recovery unit. This was based on best practice. Intended outcomes to facilitate repatriation and step down of current OOA placements, achieve a more appropriate local rehab pathway for SUs internally. 2 4 Peer Support Workers Recovery driven initiative stemming from the MH Charter. Multi agency and service user project to achieve an employment process for MH service users into paid employment. C&V has committed to being one of those employers. 5 Adult Acute Community Day Opportunities Service Review Multi agency and 3 rd sector implementation project group chaired jointly by the UHB and SU rep. Intended outcomes are a standard locality model to deliver a range of non CMHT community services based on need. This project group s work is based on a recent census and mapping of day & vocational opportunities for SUs in Cardiff and Vale. 6 MHSOP Crisis Team Multi agency implementation group delivering this service following investment from the UHB. Outcomes related to improving the quality and availability of support in the community, particularly in a crisis situation where practical help is often required. In addition this service will work alongside the Community Resource Teams and the frail elderly services to reduce general hospital admissions and improve multi agency outcomes for these clients. 7 MHSOP Review Commissioned during Summer 2011 following the AMH review. Multi- agency review team led by John Lewis as DD and supported by Mutale Merrill. Outcomes envisaged are to assess the MHSOP service against good practice, national strategy, size and dimensions of other services, and staffing models. In addition recommendations for service developments and a strategy were expected. 8 MHSOP Integration A recent change in LA MHSOP operational management structure has allowed for exploratory discussion on integrated management. Outcomes same as Adult integration. 9 Options paper to propose St David s ward transfer and loss of small number of MHSOP CHC beds Successful SU & carer engagement exercise completed with CHC on the proposal to transfer a 6 th ward in October 12 (Hamadryad to St Barrucs) to ensure CHC beds in the Vale in the future. Scheme completed and service successfully transferred October EDAS (prev SPOE) Multi- agency (UHB Addictions Services/LA Counselling and SW Team and INROADS non-stat Street Drugs Agency) - Implementation team working towards a single point of entry for all substance misuse services in C&V with expected outcomes related to improved SU experience of service access, reduced duplication, standardisation of locality based services and an integrated management structure. Dr Neil Jones Clinical Lead Addiction Services & Paul Sussex, Senior Nurse Manager Addictions Services 11 Mental Health Measure Formal UHB and LA commissioned multi agency implementation group including CAMHS, LD services and Primary Care. Ian Wile Divisional Manager Outcomes related to recovery but in the short term the Measure is being delivered within a legal framework requiring good practice models, binding schemes of work and modelling of integrated services. Recruitment plan in place for service roll out from October 2012.Lead manager and a number of team members appointed w/e from October Recovery Steering Group - 3rd sector led multi-agency group using IMROC change management process as basis of action plan. 13 New Mental Health Strategy Partnership service user focus groups planned to explore the development of a live strategic document relevant to C&V that all stakeholders can relate to and use. Support now available from Consultant in Public Health to take this forward. 4 new Crisis Assessment ward 2 All 8 Integrated CMHT Managers appointed - induction and development sessions held in August 2012.Integrated CMHT Managers in post with effect from 1 September Peer Support workers training completed in Cardiff from a National selection. All graduated from C&V based training course. One graduate has successful in obtaining post with Third Sector organisation. Cardiff LA currently recruiting for Peer Support Worker to day services 6 MHSOP Crisis REACT Service commenced on time in March MHSOP Review Completed with recommendations for service strategy developed on time. 9 All carers engagement sessions for the reconfiguration of UHB CHC beds attended and completed. Community Health Council support obtained for reconfigured service. CHC beds reconfigured with effect from October 2012 in line with the commissioning of the new MHSOP Assessment Unit on the University Hospital Llandough site 10 Single Point of Access - The EDAS Team has now been operational since 29 th October 2012 working form bases in both Cardiff and the Vale of Glamorgan and have to date had in excess of 500 referrals (approx 350 from Cardiff and 150 from the Vale). A permanent base for the Vale Service has already been established on Holton Rd in Barry but there remain concerns and challenges for locating a permanent base in Cardiff and it is currently based at House 56 CRI (CAU). 11 Mental Health Measure Implementation April Part 4 implemented extension of current mental health advocacy service June Parts 2&3 implemented new care and treatment plans integrated into 6 Full team not yet in place recruitment subject to additional resources being identified. Use of PARIS as single IT system within the EDAS remains outstanding but development work programmed by PARIS team. Potential to fund through repatriation to be reviewed

5 PARIS system, right of self referral back to secondary care explained in discharge documentation October new Primary Mental Health Service commenced. Scheme of work completed with LA s. Project plan developed for recruitment to additional PMHS posts. Communication strategy drawn up 13 Agreement from Mental Health Development Project for Service Users to lead a series of mental health strategy development events following consultation on Together for Mental Health. Clinical Risks currently related to sharing service user information. MHSOP Crisis Team not fully developed with the financial risks in the coming year and the new financial modelling in the UHB, there are risks related to the full development of this Team.
