2 About the service This service registered with the Care Inspectorate on 1 April Waterstone Cottage is operated by Care Visions Group Ltd. This service provides residential care for one young person. It provides close support and care aimed to help vulnerable young people who, for a variety of reasons, are unable to reside with their families. The service is provided in a single storey stone built property. The young person has their own bedroom and public space consists of a large sitting room and a large kitchen/ dining room. The cottage was a spacious, comfortable house which was being run as closely as possible to a family home. It is in a rural setting with access to local amenities and public transport. Care Vision's Mission Statement describes the company as existing "to enhance the quality of the current and future lives of young people who are exhibiting behaviour which reflects traumatic, violent or abusive pasts, and who require high quality therapeutic residential care." What people told us During this inspection we spoke with the young person who was living at the home. The young person told us that they really liked staying at Waterstone Cottage. They said they felt they got on well with the staff. They identified staff who they were close to and who they could speak to if they were worried. The young person spoke enthusiastically about the things they did with staff like going for long walks, local outings and holidays. We received a completed Care Standard Questionnaire. In response to the statement 'Overall, I am happy with the care I get here', the young person strongly agreed. We also spoke to a parent who confirmed they were very happy with the care their young person receives. The parent said that they could speak to the manager if they had any concerns and were confident that these would be dealt with effectively. Self assessment The service had not been asked to complete a self assessment in advance of the inspection. We discussed their own improvement plans and quality assurance systems which identified their priorities for development and how they were monitoring of the quality of the provision within the service. 3 The Care Inspectorate is committed to improving the health and wellbeing of all children receiving a care service. We want to ensure they have the best start in life, are ready to succeed and live longer, healthier lives. We check services are meeting the principles of Getting it Right for Every Child (also known as GIRFEC). Set up by Scottish Government, GIRFEC is a national approach to working in a consistent way with all children and young people. It is underpinned by the principles of prevention and early intervention. The approach helps services focus on what makes a positive difference for children and young people - and what they can do to improve. Getting it Right for Every Child is being woven into all policy, practice, strategy and legislation that affect children, young people and their families. There are eight wellbeing indicators at the heart of Getting it Right for Every Child. They are: safe; healthy; achieving; nurtured; active; respected; responsible; and included. They are often referred to as the SHANARRI indicators. We use these indicators at inspection, to assess how services are making a positive difference for children. We found that there were excellent outcomes for young people staying at Waterstone Cottage. The young person staying at Waterstone had been there for some time and was very settled there. He told us that he considered Waterstone Cottage a long term home and said he would stay there as long as he possibly could. A care plan was in place which clearly identified the young person's individual needs and aspirations. The plan gave staff strong guidance about how they should work with the young person to achieve their targets. Staff were very positive in their approach and the young person received consistent messages and clear expectations. All aspects of the young person's health care needs were addressed. The young person benefited from an extensive programme of activities, outings and holidays. Staff participated alongside the young person offering praise and encouragement and making the activity a fun and positive experience. Staff looked for ways to help the young person socialise with young people their own age, helping their confidence and learning how to build relationships. The rules at Waterstone Cottage were fair and sensible. The young person had negotiated incentives when they made positive choices which helped him to see where making good decisions could benefit him. The young people we spoke with told us that they felt comfortable and safe living at Waterstone Cottage. In discussion we found that the staff knew the young person well. They showed a high level of motivation, warmth and commitment towards him and wanted him to do well. Observation of staff interaction with the young person confirmed a positive ethos and a culture where staff provided very good role models. Whilst we did not examine recruitment files we were confident that the provider carried out safe recruitment effectively. All of the staff were registered with the Scottish Social Services Council (SSSC) and were aware of their Codes of Practice. The SSSC are the body who regulate care staff and decide the level of qualification for each post. We found that all of the staff were qualified to meet the qualification requirements of the SSSC. page 3 of 6

4 The service provider demonstrated a high level of commitment to training, professional qualification and best practice. Staff received regular supervision and told us they felt very supported by the manager. What the service could do better There had been very few changes to the staff team at Waterstone Cottage which provided consistency of care for the young person staying there. However we found that sometimes staff were required to carry out their shift at another Care Visions service. The impact of this meant inconsistency for the young person at Waterstone Cottage and also impacted on staff morale. This was recognised by the manager who endeavoured to keep staff in their role at Waterstone Cottage as much as possible. We suggested that Care Visions as an organisation should have a stronger overview of this and minimise the disruption whenever possible.
