2 Rationale Egerton C.P. School is the working environment for many groups of individuals and plays host to many others. It is important, therefore, that a safe environment is established in which children and adults can work together with confidence. In order to promote this we must all take responsibility for being vigilant and be aware of possible risks. Children and adults should be encouraged to look out for themselves and one another and share any concerns they may have swiftly and appropriately. We must also, however, be aware of the need to keep a balance between security and safety and the maintenance of a comfortable, welcoming learning environment. This policy aims to address and provide guidance on this balance, identifying individual and group responsibilities. Aims To provide, as far as we are able, a safe, secure and healthy working environment for staff and children at Egerton C.P. School, and visitors. To encourage those at Egerton to take responsibility for being vigilant and to be aware of possible risks whilst also feeling confident and comfortable within their environment Objectives Be vigilant around the school premises for intruders finding a balance between challenge and confrontational behaviour. Maintain electrical equipment to an appropriate standard. Administer appropriate procedures according to fire regulations. Have procedures in place for the safe administration of medicines and for dealing with accidents and illness. Have a procedure in place for reporting faulty equipment. Maintain regular checks of the building andoutdoor equipment, safety and security. Be aware of the pressures on all staff and the possible effects which stress may have. Give guidance on lone working and personal safety. Give guidance on the use of images. Inform about what should be done in a case of emergency. Administer appropriate procedures for checking CRB s & ID of visitors. Administer safer recruitment policy. Responsibilities of individuals Know the safety measures and arrangements to be adopted in their own and ensure that they are applied. working areas Observe standards of dress consistent with safety and/ or hygiene. Co-operate with other employees and the safety representative in promoting health and safety measures. Report any hazard or breakage. Follow health and safety instructions and use appropriate safety equipment and protective clothing. Maintain safety tools and equipment. Report any incidents, accidents, assaults or near misses. Set a good example to the children in their care. Supervise pupils and ensure that they know about emergency procedures and safety measures. Ensure that pupils bags, coats and belongings are safely stowed away. Include all relevant aspects of safety in the curriculum please refer to the PHSE policy. Make parents/ volunteers aware of safety procedures in the classroom/ work area. Give clear instruction and warning as often as necessary. Responsibilities of post-holders Those responsible for others should ensure that: Members of their team are complying with health and safety regulations Supply teachers, temporary staff and new members of permanent staff are made familiar with health and safety procedures. The headteacher or school site supervisor is informed if any difficulties occur. They set a good example. They keep an overview of the areas for which they are responsible. They keep up-to-date with new pieces of advice relating to health and safety. They keep an overview of equipment and substances kept in their areas. All donated equipment is safe for use, if necessary seeking specialist advice. 4 Responsibilities of the Headteacher and the Governing Body to regularly review the safety and security of the school building during the Premises Sub- Committee meetings. to undertake risk assessments as and when required. to put into practice the procedures described in associated policies i.e. first aid, emergency, fire, reporting of defects. to act upon referrals from employees. to record and inform relevant external agencies as and when appropriate. to ensure access to this policy and other health and safety information as legally required. to ensure that a termly walkabout is conducted to review health and safety in practice in school. The Governing Body and Headteacher have agreed that the following procedures/ codes of practice shall be followed within the school: Risk Assessments Risk assessments involve: A careful examination of the potential hazards of any given situation or area; consideration of the existing controls, procedures and arrangements to reduce risk; the opportunity to consider whether any further controls, procedures or arrangements to reduce risk are possible. Risk assessments should be carried out by persons who have received training, but, as far as possible, should also involve those who are most likely to be affected by the risk or who will be responsible for ensuring the procedures are adhered to. Risk assessments should be regularly reviewed, at least annually, or more often if necessary. For detailed guidance on completing risk assessments please refer to the Bolton Council Risk Assessment Completion Guide available in the Health and Safety Manual on the Bolton LEA website. Electricity Egerton School has opted into Local Education Services premises package, which includes the testing of portable and fixed appliances. Registers are kept in the office itemising each appliance and details of tests carried out. Electrical items received or purchased by the school are recorded in the register by the Bursar or Stock Holder. Staff should be vigilant for: Damage to plugs and switches Damage to leads Correctly fitted connectors Coloured insulation of the internal wires not showing at plug or appliance Damage to outer case of equipment November 2011 Page 4 of 14

5 Signs of overheating Signs of liquid spillage or entry of foreign materials, ventilation ports not blocked The appliance being used for the purpose it was designed for Pupils are not allowed to connect/ disconnect electrical equipment. Legionella Egerton School has its own site specific legionella management plan, in line with legislation. This document outlines the procedures to be followed to maintain a safe water system. The legionella risk assessment must be reviewed every two years or sooner if: there is a significant change to the system in use when there are changes to the use of the building when the results of checks indicate that control measures are no longer effective if the original assessment is thought to be no longer valid Egerton School have the responsibility for the biennial review of the legionella risk assessment. The risk assessment, logs, & schematic drawings should be accessible & available to any persons who may require them (contractors etc). Monitoring & Recording: It is the responsibility of the site manager to manage the responsibilities & actions required to maintain a safe water system. Actions required as detailed in the risk assessment (flushing pipes, disinfecting showerheads etc.) should be recorded within the logs & monitored to ensure compliance. Asbestos Egerton School has its own site specific asbestos management plan, along side Corporate Property Services and in line with legislation. On completion of normal security measures e.g. signing in to the site in the visitors book, it should be ensured that:- In the event of planned works: During the lead-in period the asbestos register should be consulted & shared with the consultant/contractor. Any asbestos or suspected asbestos occurrences must be included within the specification & tender documents before submitting to potential contractors. If these works constitute major destructive works a Type 3 asbestos survey may be needed. This is because a Type 2 (sampling survey) which has already been carried out, may not have identified parts of the premises that could not be accessed at the time of the survey or there may be asbestos containing materials within the fabric of the building. In the event of a contractor coming to the premises to carry out maintenance or repair works: They should complete and sign the contactors form (see attached template). Contractors who will not complete the form must be refused authority to proceed & asked to leave the site. It is the responsibility of the Site Manager to ensure that all contractors & November 2011 Page 5 of 14

6 maintenance personnel are shown the asbestos register and survey before any repair works commence. If the asbestos register details that there is no evidence of asbestos within the area then the work can proceed. However it must be emphasised to the contractor that there may be asbestos materials concealed within the fabric of the building & caution must be taken at all times. Management in-situ: In most instances the management of asbestos will involve leaving the material in-situ. It will be a requirement of the site manager via the Asbestos Management Plan therefore to monitor the condition of asbestos containing materials (ACM s) on a regular basis, to ensure that no damage or deterioration is evident. Egerton School has a service level agreement with Bolton MBC, who take on the responsibility for the periodic review of the asbestos risk assessment. This should include information about: Fire exit to be used Assembly point Action on discovering a fire Keeping gangways clear Fire exit to be used Is the nearest or quickest available exit. Assembly point Is on the rear playground standing in class groups. Where children have been in sets or working in other groups, they should return to their class group for roll call. Action on discovering a fire Children inform someone immediately and should never try to put a fire out themselves. Keeping gangways clear Children should be reminded about hanging coats and bags out of the way. Reporting Class teachers should immediately count the number of children in the class to ensure that everyone is present. The Headteacher (or Deputy) should then be informed that everybody is present. If a child is missing then the register should be taken. November 2011 Page 6 of 14

7 Printed Daily Registers will be taken out on to the playground by office staff and handed over to classteachers. Class teachers are also responsible for checking that all adults working in their class, whether support staff, students, volunteer helpers or other adults, are accounted for. No member of staff should place themselves in danger by returning to the building to search for a missing child or adult. The Headteacher should be informed immediately in the case of a missing person, and the Fire Service should then be informed when they arrive. Business Manager On hearing the alarm sound, the Business Manager will immediately call 999 and alert the Fire Service. He/She will then collect the register lists/in & out file and the visitors book and proceed to the rear playground assembly. Other occupants of the building Kitchen staff close the metal shutter and proceed to the rear playground. The Kitchen Supervisor will inform the Headteacher whether all members of staff are accounted for. Playgroup activate their own evacuation procedure and inform the Headteacher whether all persons are accounted for. The Business Manager will ensure that the site manager, cleaner, office staff, and any visitors are accounted for. 8 Lone working and personal security The LA as a responsible employer does not expect any employee to go into a dangerous situation for which he/ she is not prepared. If you think you may be exposing yourself to danger in entering a building or site you should not do so. Staff working alone in the building If you are working alone in the building or in an isolated situation, take the following precautions: Tell somebody where you are and what time you will be home. Ensure that entrances are secure ensure that the main entrance is bolted and that you can get out of another door in case of an emergency without using a key. If you are the last member of staff to leave ensure that the door through which you leave locks behind you. If anyone suspicious attempts to enter the building or you see or hear anything suspicious contact the police using the telephone in the headteacher s room, main office or mobile phone. Always be alert when leaving the building. In the event of trespassers Where a person is not immediately recognised as having legitimate reason to be on the school grounds they should be politely asked if they need any help. Assuming the person seems to have a valid reason they should be directed towards the office where they will be asked to sign in and out and be given a visitor s badge. If it emerges that the person has no right to be on school premises they should be asked to leave by the nearest exit and observed until they do so and the most senior member of staff available should be informed. If an intruder refuses to leave becomes abusive or seems to present a threat to the safety of others the police should be called without delay. If you feel in anyway threatened do not approach but find a safe place and call the police. Don t try to physically remove trespassers from the site or engage in arguments with them. Make your point, withdraw and call the police. In the event of a break in on site Remember personal safety is far more important than the protection of property. Ensure that if children are still on site any available barriers e.g. magnetised doors are put into operation. Alert colleagues who should call emergency services and seek assistance. Monitor the intruders and check their progress. In the event of an abusive parent/ adult Make sure any meeting with any adult whom you suspect may turn abusive is conducted in a room that can easily be monitored and with members of staff within easy reach. It may be appropriate to request that an additional member of staff meets with the parent depending upon circumstances. November 2011 Page 8 of 14

9 Should a parent/ adult become abusive they should be asked to leave the premises in a calm and non-threatening way. It might be appropriate for a member of staff to alert the police should the adult refuse to leave or if their behaviour is causing concern in any way. If any incident has occurred an incident form should be completed and it may be necessary to inform the governors and/ or LA for further action to be taken. Make sure you attend to your own emotional needs following any incident and seek help and support if necessary. All violent incidents against staff, whether verbal or physical, must be reported, using either the school s orange incident form, or, in the case of serious injury, the Personal Assault form, Appendix 2 to the Violence to Employees Code of Practice. First Aid Responsibilities The following people currently hold a first aid qualification: First Aiders: Mrs King, Ms Gransden, Paediatric First Aid: Mrs Back, Miss Warren and Mr Ashton (Lunchtime Supervisor) Although these people can be requested for advice and support during the school day, it is asked that discretion is used as to the frequency and timing of any interruptions to their normal school duties. First Aid Equipment There are a number of first aid kits in school. These are kept in Y3, Y6 and YR. These boxes contain approved equipment, together with guidance on the treatment of injured people. They also contain latex gloves, which must be used for first aid treatment, particularly if blood is present, this is to reduce the risk of infection and is disposed of in the designated bin situated in the hygiene suite.a Mrs King will be responsible for the stocking of the first aid supplies, excess supplies are to be kept in the Staffroom. For the supervising lunchtimes and of an out-of-school visits there is a first aid travel bag available staff must ensure that this is taken onto the yard and on trips. Procedures In case of concern about the health of an individual the following precautions should be followed: The child is sent to a qualified first aider / or one sent for. The injury / concern is checked and an assessment made of the level of treatment needed. A decision will be communicated to the class teacher and or Headteacher / office as necessary. Parents are informed when necessary. Levels of action include: Treatment on school premises for minor ailments / accidents Minor Accident Book. Treatment on school premises with a sticker sent home informing parents of the nature of the incident/ accident Minor Accident Book. November 2011 Page 9 of 14

10 If parents are unavailable and the injury is considered to be sufficiently serious then removal to hospital Accident Form. If very serious injury or there is any uncertainty about the level of severity an ambulance will be called immediately and parent informed Accident Form. In each case every attempt should be made to: Check the injury to the best of our ability. Inform the relevant people in the case of more serious incidents. This includes: The Headteacher The Parents The LA Keep accurate records of the injury, events leading up to the injury and actions subsequently. Consider the needs of the child as central to all actions. Medication and Supporting Pupils Medical Needs Egerton School does not administer medicine on site. Parents may choose to make arrangements for a family member to administer the medicine in the course of the school day. There is a detailed medication in school policy in school. Headlice The problem with headlice is of great concern to the local community. It is a community problem that can be a particularly sensitive area within schools. We respect the concern that parents voice when children in the same class as their own remain in school untreated. However, the responsibility for ridding children of lice rests with parents. We will do our best to ensure that steps are taken to deal with the problem as it occurs. As far as possible no one with head lice will be made to feel embarrassed by their identification. Staff will at all times be considerate as to the need for sensitivity. Procedures Annually Parents are reminded through the school prospectus and letters at the beginning of term of the need to be vigilant and ways of dealing with head lice when they are identified. If A Report Is Received Parents of children in the class are sent a letter asking them to check their child s hair Intermittently The school nurse will be asked to set up a drop-in session for parents to provide advice on treating headlice. A video might also be made available at this time. On occasions, promotional material is made available to the school and is distributed or advertised at the discretion of the headteacher. Smoking To help ensure that we offer pupils, staff and visitors a safe, secure and healthy environment, and to comply with government legislation on smoking in public buildings, Egerton School has a complete no smoking policy, which covers the school, playgrounds and playing fields. 11 Photographs and Videos/DVDs This policy has the intention of protecting children from the misuse of photographic images. It aims to enable safe practice to continue and allow for the use of pictures, both still and moving, where permission is given and there are educational or recreational benefits. All parents Will be asked for permission for the taking of photographs and those objecting will be noted and their wishes met. Will be reminded that assemblies and concerts may be photographed and videoed and as such any concerns they have should be expressed to the concert organiser prior to the event. Will be reassured that videos and photographs taken within school will be used for educational purposes and that care will be taken that images respect the self-esteem of the children concerned and are not used to illustrate sensitive or negative issues. On entry to Egerton CP School Parents will be informed of school policy and permission requested for use of pictures within the establishment. Parents will be reminded of school policy and requested to contact school if they should wish to make amendments to their original consent form. Should the situation arise Parents will be asked prior to specific events if they are happy for their child s picture to be taken by the media for use as agreed between the newspaper and the school. Educational Visits Parents permission is requested on entry to Egerton CP School. A full risk assessment using the Bolton LA recommended form must be carried out for each educational visit. For further details on health and safety and all other aspects of undertaking an educational visit, please see separate policy. Pupils - Pupils and parents need to be aware of the requirements of this section. Pupils are expected to: Exercise personal responsibility for the safety of self and class mates. Wear the correct clothing and only bring items to school consistent with safety (this would preclude unsuitable footwear, knives and other items considered dangerous). Follow all the safety rules of the school and in particular the instructions of teaching staff given in an emergency. Only use, and not wilfully misuse, neglect or interfere with things provided for his/her safety. Visitors All visitors should report to the Office on arrival at the school, where they will be asked to sign the visitors book and will be given a badge to wear. They are required to observe the safety rules of the school. In particular, parents or other volunteers helping out should be made aware of the health and safety arrangements applicable to them through the teacher to whom they are assigned. They should not be asked to carry out tasks for which they are not competent, trained or authorised, e.g. if asking a visitor to carry out photocopying, they must be shown how to use the machine, and told who to refer to in the case of any problems with it. 12 Contractors in School Contractors need to come in to school for many reasons, e.g. plumbing, electricians, roofing, etc. It is important for the day-to-day management of the school premises and the long term maintenance of the building that small repairs are carried out promptly. The site manager is responsible for the day to day organisation and management of contractors in school. All contractors must sign the visitors book and be given a badge to wear. The Governing Body has a responsibility to ensure: The Heath and Safety competence of contractors The Local Authority's policies, procedures and guidance are taken into account. Under the Health and Safety at Work Act contractors have a duty to safeguard nonemployees, which would include pupils and staff. This, however, does not remove all responsibility from the Head Teacher and Governors, who must determine the impact of work undertaken by contractors in order to manage their own responsibilities under Health & Safety legislation. Consult relevant personnel, including Asset Management, or the Corporate Property Team, as appropriate. Whenever possible plan for work to be undertaken outside of normal office hours, term time etc. A site specific brief should be given to the contractor, including essential health and safety requirements. All contractors are asked to complete a sheet indicating that they have been shown e.g. the asbestos management plan, as relevant. Entrances and exits near or below the work should be locked and cordoned off if there is any possibility of persons using them being placed at risk. Children, staff and visitors should be warned about the work and informed of prohibited areas and the reasons for this. If the work is to be "phased" the Head Teacher should have a clear programme of the phasing and be kept informed of progress. Entrances and exits for children and contractors' plant will need careful consideration especially where children arrive early. Good traffic management arrangements should be implemented. It is safer to keep pedestrian and vehicular traffic separated, as far as possible. Contractors' plant, equipment and materials (especially highly flammable liquids) should be stored, sited and guarded such that they present no danger. This includes mobile plant such as tar boilers, compressors etc. Evacuation, escape routes and assembly points should be re-evaluated if necessary taking into account the progress of the work. General Where contractors are working close to the edge of roofs or on sloping roofs, then precautions of guard rails and toe boards must be used. Also where there is a danger to children and staff occupying areas underneath the roof work or rooflights, then these November 2011 Page 12 of 14

13 areas should be vacated. A contractor carrying out excavations or removing inspection or ducting covers must erect barriers to prevent persons falling in. Warning notices should be displayed, or someone stationed there to give warning to others of the danger for the whole of the time the cover is off. Occupational Health The school and governing body take their responsibilities as an employer seriously. School signs up to a service level agreement with the LA for Occupational Health services, and referrals should me made via the HR department if necessary. Preventative measures, however, are far preferred to work-related health or stress problems, and members of staff are strongly encouraged to discuss any issues with the Headteacher or Line Manager before they become unmanageable. Monitoring and Review The responsibility for monitoring, review, revision and consultation lies with the Headteacher, with the appointed Health and Safety Governor. Training needs may be identified in a number of ways: As part of school development planning, when allocating responsibilities for the coming year or term; In response to new legislative requirements; By the individual concerned or their line manager; In response to an incident or accident which has taken place in school. All training must be booked through the Headteacher, and the Office Manager maintains a record of staff training.
