2 2 welcome Dear Member The Northern Care Alliance NHS Group Saving Lives - Improving Lives W e would like to take this opportunity to update you on the progress we are making in creating our group of hospitals, community and healthcare services. Each of our four Care Organisations for Oldham, Bury/ Rochdale, North Manchester and Salford now has its leadership teams firmly in place, led by a Chief Officer and consisting of a Managing Director, Medical Director, a Director of Nursing, and a Finance Director. Our Care Organisations are responsible for delivering safe, high quality and reliable care to the local communities that they serve. Better Care - Locally Delivered These new local arrangements place the emphasis for operational management where it matters - in each hospital and locality. They strengthen senior leadership support at hospital-level, enabling better engagement with staff and clinical teams. Compared with the previous, more remote Trust HQ they are closer to the shop floor, understanding the challenges and issues staff are facing. These teams will also build strong relationships with each of our local health and social care partners, and our communities. Introducing the Northern Care Alliance Our Care Organisations are designed to operate within a new Group arrangement which brings together Pennine Acute Trust (PAT) and Salford Royal. This NHS Group is to be known as the Northern Care Alliance NHS Group. Scale The Northern Care Alliance NHS Group will be one of the largest NHS organisations in the country. Together, we serve a population of over 1 million people across our local communities. We bring together over 17,000 staff, manage over 2,000 hospital beds across our hospitals, and manage an operating budget of 1.3 billion. The Alliance will use this scale to deliver better patient outcomes and other benefits. Core Purpose of the Group Our Mission Statement that binds us all together is: Saving lives, Improving lives. We will deliver highly reliable care and services, at scale, which are trusted, connected and pioneering. The Alliance provides the benefits of scale but delivers this locally through multiple sites. It has 5 key roles which are not undertaken at the Care Organisation level. Develops Service Strategy across the wider population of 1m; Agrees new/replacement buildings and equipment; Agrees annual operational delivery plans with each Care Organisation; Develops a standardised operating model on the basis of evidence of best practice; Organises spread of best care across multiple sites and locations. Committees in Common Both Trusts will continue to exist and will remain as the employer of staff. Although Salford Royal has a management agreement to manage the services of Pennine Acute, both Trust Boards have delegated their functions to a Committees in Common which operates the new Alliance. Key Priorities of the Alliance We are developing our Service Strategy for our Group of Care Organisations, with five aims: To develop world-class Accountable Care Organisations in each Locality; To adopt best clinical practice and standardise this at scale, leading to consolidation of some elements of surgical services; To continue the delivery of high quality specialist services for Greater Manchester and beyond, e.g. neuro services, trauma centre and stroke services; To establish Group-wide shared clinical support services To build strong partnership arrangements with other providers to enable reliable, high quality services to be provided, consistent with changes across GM What Has Already Started We continue with our Improvement Plan for the Bury/ Rochdale, Oldham and North Manchester Care Organisations to meet the requirements of the CQC. We have successfully secured a total of 26m for service improvement for this and last year. With our local NHS Commissioners we are identifying options for high quality, sustainable service portfolios for each hospital site. We are working with our partners in the City of Manchester to develop a vibrant future for the North Manchester General Hospital site. We are designing a single shared hospital service across Bury, Rochdale and Oldham associated with Salford and/or where appropriate, with other partner organisations. Following the successful Vanguard model in Salford, and integrated services in Rochdale, we are working with our local commissioners to develop new integrated health and social care services in each locality. This includes opportunities for new models of care in the community and supporting people at home. We are also building on the digital innovation at Salford Royal - with the Global Digital Centre status and 10m funding we will spread new digital systems across all Care Organisations. We are implementing a number of Greater Manchester service changes, such as Major Trauma at Salford and High Acuity Centres at Oldham and Salford. We have recently received confirmation of capital investment monies of 48m for a new clinical building in Salford and 25m for a new clinical building at The Royal Oldham Hospital. The Alliance will work with partners in supporting all of the strategies of the GM Health & Social Care Partnership and the priorities of the elected Mayor for Greater Manchester. Future of North Manchester General Hospital We are working with commissioners and providers in the City of Manchester to develop a shared vision for the future of the North Manchester General Hospital site, ensuring that the proposed changes create the Manchester Single Hospital Service and the Manchester Local Care Organisation as well as support the continued provision of services for people in the North East Sector. North Manchester General Hospital (NMGH) has a vital role to play in in the city and will continue to provide hospital services, including emergency and maternity care, to the local population and beyond. We are planning for it to become an integral part of the new Manchester University NHS Foundation Trust in months time. This will extend the benefits of the new Trust across the whole of Manchester and will enable us to build on the existing expertise at North Manchester in community care, frailty, chronic disease and end-of-life care. With existing, strong links to the local community, the NMGH site also provides us with an Jim Potter Chairman opportunity to invest in new facilities and services on the site which can play a role in improving the health and wellbeing of the local population. As part of this, a new 5m purpose-built Intermediate Care Unit is currently being built on the hospital site and this will provide patients, particularly older people, with first class care and support to build their independence before they return home after a hospital stay. The unit will have 24 bedrooms, all with en suite facilities, and will have medical and nursing staff to support people that have ongoing medical needs during their rehabilitation. Summary These are exciting times: a new name, a new sense of purpose, and new investment alongside a commitment to continue to work closely with our staff, our communities and our partners to provide high quality care to our patients. All of this, together with the spirit of teamwork which exists in all of our Care Organisations will enable us to fulfil our crucial mission of Saving Lives, Improving Lives. 3 membership news 4 Group Council of Governors As part of our exciting work with Salford Royal NHS Foundation Trust to create a Group, Salford Royal s Council of Governors spent time thinking about how the public and staff members and communities of both organisations could be represented, and ready itself for the eventual creation of a Group Council of Governors. In March 2017, Salford Royal s Council of Role of a Governor Governors are either elected by the public, patients and staff or nominated by one of the partner organisations, such as a primary care trust. The governors will attend meetings of the Council of Governors and advise on strategic issues such as the development of new healthcare services. Governors also have an important role in liaising with the wider membership and ensuring their views are reflected at meetings. Governors approved bold changes to its own composition; and agreed to establish a subcommittee of the Salford Royal Council of Governors, to be known as the Shadow Group Council of Governors Committee. This committee would comprise of all Salford Royal Governors and newly elected Shadow Governors from the Pennine constituencies. From 1st April 2017, Salford Royal s Council of Governors will be made up of: Public Governors Staff Governors Apponited Governors 5 x Salford 2 x Rest of England & Wales 1 x Salford Health & Social Care 1 x Clinical Support Service and Terty Medicine 1 x Surgery & Neurosciences 1 x Corporate and General services 1 x University of Manchester 1 x Salford City Council The Shadow Group Council of Governors Committee will include all the Salford Royal Governors along with: Shadow Public Governors 5 x Bury & Rochdale 3 x Oldham 2 x North Manchester Shadow Staff Governors 2 x Bury & Rochdale 2 x North Manchester 2 x Oldham Shadow Apponited Governors 2 x Local Authority (from Manchester, Bury, Rochdale & Oldham local authorities) 1 x University of Salford Experience required You don t need any special experience or qualifications to be a governor. You do need to be enthusiastic and willing to represent not just your own views, but also the views of the people in your community or staff group. Elections to the council of governors will take place annually and governors will generally hold office for a period of two or three years after which time they will be eligible for re-election or re-appointment. Elections for the Shadow Group Council of Governors Committee have now finished and the successful candidates will be announced soon. Our public members Bury, Rochdale, Bolton and Rossendale 6,009 Manchester and Salford 2,424 Oldham and Tameside 3,489 Rest of England 442 Our membership continues to grow and we now have 12,372 public members. We are keen for as many members as possible to play an active role in shaping how the Trust is managed and is developed for the future. We also have 9,425 staff members now. Quality Account Report We have published the Quality Account report for the Trust. Quality Accounts are annual reports to the public from NHS providers about the quality of services they provide. The aim is to enhance public accountability by listening to and involving the public, partner agencies and, most importantly, acting on the feedback we receive, both during the process and following the publication of this report. 4 Improvement Plan Care Quality Commission re-inspection Following the CQC s published report in August 2016, the Trust has made good steady progress on implementing the Trust s Improvement Plan with particular focus on supporting staff and stabilising our fragile services. Workforce recruitment and retention continues to be a key component and driver to the sustainability of our fragile services. The Trust is putting a huge amount of effort in recruiting staff into key areas. Our priority is to ensure these key services including; A&E, medicine, maternity, paediatrics and critical care are fully supported, are safer, more reliable, more efficient and effective. Over the last six months the Trust has: Increased focus on recruiting more permanent staff in maternity services, critical care and paediatrics Increased and strengthened skills and leadership of nursing across all our wards Successfully interviewed supernumerary shift coordinators to start in Jan 17 Secured 44 new Nursing Associate posts who will join the Trust in Jan 17 Recruited 149 health care support workers and progressed recruitment of 70 more health care support workers Strengthened medical cover and increased presence of senior doctors at our A&E department at North Manchester General Hospital with support from neighbouring Trusts Enhanced GP and primary care input directly into the A&E department at North Manchester General and enhanced our community care services provision Strengthened leadership across our maternity services and have employed 58 new midwives Agreed collaborative working with St Mary s Hospital (Manchester) to support our maternity staff at North Manchester General Hospital Strengthened nursing standards by introducing a standardised performance Nursing Assessment and Accreditation System (NASS) to support nurses on our busy wards Introduced an improvement learning collaborative with staff looking at quality of care and management of deteriorating frail and elderly patients Developed a targeted recruitment campaign for 100 band 5 and 6 nurses Our Improvement Plan is monitored by the Improvement Board and discussed monthly at the Trust s public Board meeting. It is publicly available on our website. We are expecting the CQC to visit us and carry out its formal re-inspection of Pennine Acute and our services any time from the beginning of September. The CQC will undertake a number of unannounced and announced visits across all of our sites as part of the re-inspection process. The CQC will inspect our services under a combination of both the old and new regulatory framework. Again, this will involve groups of inspectors speaking with staff, patients and our stakeholders. This is an opportunity to demonstrate and speak positively about the improvements and progress that has been made at ward, departmental and service level since March last year. North Manchester General Hospital New 5m Intermediate Care Unit Construction work is well underway now on the new purpose-built 24 bed community Intermediate Care Unit situated in the grounds at North Manchester General Hospital, which will help ease bed blocking and support elderly patients being discharged from hospital. The unit is a joint partnership between the Trust which runs the hospital, its healthcare commissioner Manchester Health and Care Commissioning Group (MHCC), and Manchester City Council. The cost of the new unit is expected to be around 5 million and will open by December The unit will be low-rise in design and have a welcoming homely feel for patients with a sunken communal garden and a mock apartment to help patients adjust to home life again. It is being built on an old overflow car park to the North of the hospital site. The new unit will support patients who do not require, or no longer need, specialist acute hospital care and treatment, but who do still need support within a community setting. The unit will offer patients support in the transition period between illness and recovery. 500,000 investment in specialist radiology room at North Manchester General Hospital PATIENTS are set to benefit from better quality images and reduced radiation dose as a result of a 500,000 investment in a specialist radiology room at North Manchester General Hospital. The fluoroscopy room has undergone a make-over and had 10 year old equipment replaced and updated to the latest models. A new Toshiba Ultimax-I fluoroscopy machine has been installed and the room has been redecorated and remodelled to provide an extra door into the room to avoid staff being irradiated. Fluoroscopy is the study of moving body structures, similar to an x-ray movie. A continuous beam is passed through the body part being examined with the beam then transmitted to a your services TV-like monitor so that the body part and its motion can be seen in detail. As an imaging tool, fluoroscopy allows physicians to look at many body structures including the skeletal, digestive, urinary, respiratory and reproductive systems. 6 7

5 your services The Royal Oldham Hospital The Royal Oldham Hospital your services New Maggie s cancer support centre opens A new cancer support centre has opened in the grounds of The Royal Oldham Hospital Maggie s Oldham. The centre opened on Friday 9 June 2017 and is now up and running providing free emotional, practical and social support to people with cancer and their families and friends. Maggie s Oldham has been designed by acclaimed architect s drmm and was developed by Maggie s working in partnership with the Trust to enhance the cancer care and support already on offer. The Centre was officially opened by principal donor to the Centre and founder of The Stoller Charitable Trust, Sir Norman Stoller and Maggie s Chief Executive Laura Lee. 1m investment in additional CT scanner The Royal Oldham Hospital has installed a new additional state-of-the-art CT scanner which will bring a wide range of benefits to patients and clinicians.over 1.2 million is being spent at the hospital which will see the provision of an additional CT scanner and building works within the radiology department to provide extra radiologist offices and improved facilities in the interventional day-case unit.new facilities will include a new CT scan room and control room which will have direct access to the Emergency Department for the urgent imaging of their patients, meaning that there will be a 30 minute maximum wait from referral within the emergency department to the patients undergoing their scan. Blood Counts charity fund The Mayor of Oldham Councilor Derek Heffernan joined staff, patients and volunteers at The Royal Oldham Hospital s hematology unit on 21 March to officially launch the hospital s new Blood Counts charity fund. Raising money for the unit, which is housed on ward F11 at the hospital, the fund will be used to purchase additional equipment and enhancements to facilities to assist staff at The Royal Oldham Hospital to provide the highest standard of care to patients. The Mayor completed a tour of the unit and cut a cake which was decorated with the Blood Counts charity logo which was shared with patients and relatives on the unit. Blood Counts cupcakes were also sold in the Café Royal restaurant at The Royal Oldham Hospital for staff and visitors to Artwork by Waterhead Academy students goes on display A group of Year 11 GCSE Art Students from Waterhead Academy in Oldham have created a fantastic piece of artwork to brighten up the main corridor at The Royal Oldham Hospital. The students aged 15 to 16 years of age took part in a series of workshops with artist Rob Vale to create Cephalopod - a huge series of circular sections cropped from drawings and paintings they had created in advance. In pairs, the students digitally created individual tentacles, bringing all of the many elements together in single octopus form. The image was designed specifically for the corridor space at the hospital in which it will be permanently displayed, as an artwork that flows down the space, inviting visitors to explore its detail and the hospital beyond. Students undertook all stages buy to boost the charity funds. The hematology unit treats patients with chronic long term blood disorders and blood cancers in the integrated day case and 22 bedded inpatient unit. Most patients attending the department are receiving chemotherapy and can be in hospital for prolonged periods of time combined with numerous day case attendances. of the design process inclusive of working to an initial brief, combining a range of freehand drawings, along with ICT graphical designs through to visiting their completed work at the Royal Oldham Hospital. 8 9

6 your services Fairfield General Hospital Rochdale Infirmary your services Fairfield General and Greater Manchester hospital stroke services now best in England The Greater Manchester Stroke Operational Delivery Network have had their improvements recognised nationally with three of Greater Manchester s units including the specialist Primary Stroke Unit at Fairfield General Hospital in Bury, now placed in the top 10 in England. Greater Manchester now has the best scoring hospital stroke pathway in the country with all stroke patients having access to care rated as A (the highest available rating) by The Sentinel Stroke National Audit Programme (SSNAP). This reflects the transformation stroke services have undergone in Greater Manchester in the last two years ensuring patients have access to better quality hospital care and timely specialist treatment. SSNAP rates stroke services and rated Fairfield General Hospital s Stroke Unit, one of three specialist stroke units in Greater Manchester, as the best in England out of 228 units nationally. It was closely followed by Salford Royal, also a specialist stroke unit, in second place and Trafford General s stroke unit fourth. Mayor of Bury opens new MRI unit A new magnetic resonance imaging (MRI) unit at Fairfield General Hospital in Bury was officially opened by His Worshipful the Mayor and Consort of the Metropolitan Borough of Bury, Councillor Mike Connolly and Mr Ian Hargreaves. The Trust has invested over 2.2m on the new scanner and subsequent building work to house it. The unit contains a new state-of-the-art MR scanner which will provide images for around 6,000 patients a year. Housed in a brand new unit which is accessed via the radiology department at the front of the hospital, the new equipment scanned its first patient in mid-december. The new installation means that Bury residents will no longer have to travel to Rochdale Infirmary to be scanned. It will be used for all Trust inpatients and outpatients, and Bury GP patients. Investment in the new scanner supports the Trust s strategy for providing dedicated specialist stroke services at Fairfield General Hospital as it will allow clinicians to make a quicker stroke diagnosis. Urgent Care Centre is the best performing in the region New pilot is set to improve things further for patients While queues are building up at A&Es up and down the country the situation at the Urgent Care Centre (UCC) at Rochdale Infirmary couldn t be more different, with a staggering 98 percent of patients seen, treated and either admitted or discharged in under 4 hours in November 2016, beating the government standard by three percent. In November there were 3,975 attendances. This is an impressive feat on its own merit, however, health and social care staff within the community team are convinced things are going to get even better now that a new pilot scheme is up and running, which supports improved patient care and avoids unnecessary hospital admissions throughout Heywood, Middleton and Rochdale. The new pilot scheme, which started in November 2016, provides an emergency response vehicle manned by a multidisciplinary team of healthcare professionals that goes out in the community to people s homes. Known as HEATT (Heywood Middleton Rochdale Emergency Assessment & Treatment Team) this consists of a senior paramedic and an advanced nurse practitioner from the local Urgent Community Care Team who have access to specialist services for patients i.e. pharmacy\medication support, social care, access to a local GP and enhanced diagnostics. The team respond to emergency calls and assess and treat people in their own home and where safe, maintain them in their own home in a virtual bed or community setting. The feedback from patients so far has been fantastic. Eight new day surgery and operating theatre beds open The Day Surgery and Operating Theatre Department at Rochdale Infirmary has opened eight new 23 hour post operative beds. These new beds mean that Rochdale Infirmary patients will stay in one department from admission to discharge and will not need transferring to another hospital. Before these new beds if a Rochdale Infirmary patient needed a long recovery, some further observation or monitoring after an operation, they were transferred by ambulance to another of the Trust s hospitals. Opening eight new beds at Rochdale Infirmary will help relieve bed pressures and reduce cancelled operations at the Trusts other hospitals in North Manchester, Oldham and Bury. The new 23 hour beds will also reduce time and costs for the ambulance service, freeing up ambulance crews to attend local emergencies

7 making the headlines 12 New Bereavement Centres Open at Oldham, Rochdale & Bury and North Manchester Care Organisations Four brand new Bereavement Centres have opened at North Manchester General Hospital, The Royal Oldham Hospital, Fairfield General Hospital and Rochdale Infirmary. The Swan Suite Bereavement Centres opened in May, June and July. Prior to the new centres opening we did not have a dedicated bereavement service and all bereavement issues were handled through the General Offices at each hospital. The new centres will greatly improve the experience of patients and families following the death of a loved one. The Swan Suite Bereavement Centre at North Manchester is located opposite the General Office on the main corridor in the Quad area at North Manchester General Hospital. The Fairfield Centre is located at Entrance 3, the Rochdale Centre at the Main Entrance and the Oldham centre is at the Chalmers Keddie building. The centres will be staffed by a fully trained Bereavement Specialist Nurse. There are also plans to recruit a children and families bereavement trainer. Each Bereavement Centre will offer the following services: The provision of bereavement support to patients and families when death is expected, as well as when death is unexpected Compassionate care every time for patients and their families Equitable care to every patient regardless of place of death Families will get offered the choice for mementoes from their loved one, which will include hand, footprints and locks of hair All families will receive the correct information about care after death and receive a follow up call as appropriate from the Bereavement Specialist Nurse Bereavement resources for staff to access 24 hours a day seven days a week for patients and families, for example z-beds for relatives to stay overnight, memory boxes, and wedding, birthday, celebration, spiritual care resource boxes. 31 New Midwives Recruited and New Equipment and System Rolled Out A significant investment over 1.5m has been made by the Trust to recruit 31 new midwives to ensure we deliver the highest quality care to women and babies on the Trust s maternity departments. Last year the midwives working across the Trust cared for and helped women deliver 9,785 babies. Experts to drive research forward at Pennine Acute Hospitals & Salford Royal Seven leading experts are to drive research forward at Salford Royal and Pennine Acute NHS hospitals. They have been appointed as Clinical Research Leads and will play key roles in increasing the amount of research and supporting colleagues to carry out high quality studies to benefit both the 1.3million people in the area covered by the Trusts and the wider 3.2 million population in Greater Manchester. At Salford Royal, Professor Phil Kalra is the Principal Clinical Research Lead, with Professor Andy King and Dr David Rog as New electronic fetal heart monitors to improve safety during labour at The Royal Oldham and North Manchester General Hospitals A new electronic system which will monitor babies heart rates during their mother s labour period has been installed at the maternity units at The Royal Oldham Hospital and North Manchester General Hospital. Over 300k has been invested in the K2 medical system which provides a fetal monitoring system to support the management of women with high risk pregnancies during their labour, with the ability to digitally archive data. Electronic fetal heart monitoring is carried out to keep Senior Clinical Research Leads. Dr Jimmy Limdi and Dr Jason Raw are joint Principal Clinical Research Leads at Fairfield General Hospital in Bury and Rochdale Infirmary. The Principal Clinical Research Leads for North Manchester General Hospital and The Royal Oldham Hospital are Dr Andy Ustianowski and Dr Georgios Antoniou respectively. Together, the seven have many decades of experience of running high quality studies to improve patient treatment and care. And because research is a shared service across Pennine Acute and Salford Royal, they will be able to share their track of the baby s heart rate and is a good way of telling if the baby is coping well with labour or is encountering some problems which may result in an intervention being made or being delivered by caesarean section. The monitoring can be carried out externally which involves two sensors which are held in place with elastic belts on the mother s abdomen. One sensor uses ultrasound to check the baby s heart rate, whilst the other sensor measures the frequency and length of the mother s contractions. Internal fetal monitoring involves a sensor being expertise with up and coming researchers from all the hospitals the Royal Oldham, North Manchester General, Fairfield, Rochdale Infirmary and Salford Royal. Their specialties include kidney disease (Prof Kalra), neurosurgery (Prof King), vascular surgery (Dr Antoniou), gastroenterology and inflammatory bowel disease (Dr Limdi), geriatric medicine and Parkinson s disease (Dr Raw), neurology and multiple sclerosis (Dr Rog), and infectious diseases including HIV and viral hepatitis (Dr Ustianowski). attached to the mother s thigh and a thin wire (electrode) from the sensor put through her cervix into her uterus. The electrode is then attached to the baby s scalp to monitor its heartbeat. The new equipment purchased for The Royal Oldham Hospital and North Manchester General Hospital maternity service includes a large amount of equipment and a software package, and is part of a wider programme of improving outcomes and safety for women and children. 13

Patients' Choice Award We are seeking nominations for the Patients Choice Award as part of our Staff Awards The award gives members of the public the opportunity to say thank you and publicly recognise the outstanding care and treatment given to either them or a relative or close friend. You are invited to nominate any nurse, doctor, midwife, therapist, receptionist or other member of staff or team, including volunteers. The nominee will have shown exceptional patient care; this could be great kindness, professional expertise or expert patient care. Pregnant women and new mums invited to NHS Maternity Whose Shoes? Listening event on 19 October MIDWIVES at The Royal Oldham Hospital, Rochdale Infirmary and in the community are inviting pregnant women and those who have recently experienced local maternity services to attend a Maternity listening engagement event, called Whose Shoes? The event will be held on Thursday 19 October between 12 midday and 3pm at the Oldham Civic Centre, Rock Street Resource Centre on West Street in Oldham. The event is open to anyone who is pregnant, had recent experience of maternity services, or who works closely with maternity services across Oldham or Rochdale borough. Anyone interested in attending should contact Samantha Whelan, the Trust s Patient Experience Midwife, on or at Samantha.whelan@pat.nhs.uk Samantha said: It is really important we continue to listen to those who use our maternity services or work with our staff so that we can find ways to improve the experience women and their families have when accessing maternity services. Only by speaking with new mums, those women who are pregnant and those who have experienced our services can we really put ourselves in their shoes and understand what is important to them and how we can further improve our services and the patient experience, ensuring they are safe, responsive and family centred. The Royal Oldham Hospital also receives regular feedback via the NHS Friends and Family survey and also through the Trust s Maternity Listening & Action Group (MLAG).
