R21/R03): Larger Grants: (ie. R01/U01/P Grants): up to $75k, then 50% CTSA/50% Grant 80% CTSA/20% Grant 50% CTSA/50% Grant Foundation and Not for profit awards The following CTRC services will be supported at no charge to the PI: Inpatient facility fees : Outpatient chair time: Routine Supplies: Nursing/Medical Assistant, Bionutrition, & Other Services will be supported as follows: Career awards similar to K s: Small awards similar to R21/R03: Large awards similar to R s: up to $75k, then 50% CTSA/50% Grant 80% CTSA/20% Grant 50% CTSA/50% Grant Institutional Pilot Awards Inpatient facility fees: Outpatient chair time: Routine Supplies: Nursing/Medical Assistant: Bionutrition & Other Services: for Nursing Acuity 0 visits* 50% CTSA/50% Pilot Award for Nursing Acuity Higher than 0 50% CTSA/50% Pilot Award Unfunded Studies to Obtain Pilot Data Requests to support studies to obtain pilot data will be evaluated by the CTRC Budget Committee. The request will be reviewed for the following: previous funding received by the PI from the CTRC overall funding of the investigator Intensity of CTRC utilization, number of subjects, and the scientific & clinical importance * As defined in Attachment A, a nursing acuity 0 visit may include a single blood draw.
2 Industry supported studies (sponsor initiated or investigator initiated) Industry supported studies will pay 100% of CTRC charges as follows: Inpatient studies will be charged a per diem which includes use of the unit, nursing time, basic supplies, and basic bionutrition services. Any non routine items in these categories will be assessed a separate fee when appropriate. Outpatient studies will be charged for chair acuity level and will be charged for services utilized as detailed on Attachment A and Attachment B. The CTRC will review their costs and cost sharing practices on an annual basis both of which are subject to change. Current rates will be applied to all grants. Who is sponsoring my study? Industry versus NIH? To comply with federal funding guidelines, if an investigator is receiving funding from industry for a similar protocol to that described in an NIH grant, they will be charged the industry rate. Occasionally there will be an explicit partnership between NIH and industry to support an investigator initiated protocol, with joint reporting of scientific and fiscal overlap to NIH and to industry. Such studies may qualify for NIH rates and will be reviewed on case by case basis for scientific merit and fiscal compliance. 3 ATTACHMENT A Clinical and Translational Research Center (CTRC) Rates The Hospital of the University of Pennsylvania (HUP) Penn Presbyterian Medical Center (PPMC) ***RATES ARE SUBJECT TO CHANGE AND ALL STUDIES WILL BE CHARGED CURRENT RATES*** INPATIENT PER DIEM $1,070 effective until Department of Health and Human Services (DHHS) signs new rate agreement. Please note that this will change on an annual basis as will the charges to your sponsored research accounts. For all non industry studies, the room portion of the per diem rate will be covered 100% by the CTSA. The nursing & nutrition portion of the per diem rate will be cost shared as defined on page 1 of this document. Note: High level nursing acuity, bionutrition acuity or extensive supply use may incur additional charges OUTPATIENT CHAIR TIME One time charge per subject per visit as follows: Level: 0 Rate: $30 Definition: Up to 30 minutes Level: 1 Rate: $60 Definition: >30 minutes and < 60 minutes Level: 2 Rate: $120 Definition: >60 minutes and < 2 hours Level: 3 Rate: $240 Definition: >2 hours and <5 hours Level: 4 Rate: $360 Definition: > 5 hours NURSING ACUITY LEVELS Level: 0 Rate: $40 per visit/encounter Definition: One nursing intervention needed per visit. Examples: Short visit requiring a blood draw or vital signs. Level: 1 Rate: $70 per visit/encounter Definition: Nursing interventions needed average of 15 to 30 minutes for every hour or 6 to 12 hours per 24 hours. Examples: Routine vital signs, blood draw, IV placement, and height & weight.
4 Level: 2 Rate: $140 per visit/encounter Definition: Nursing interventions needed average of 30 to 45 minutes for every hour or 24 total per 24 hours. Interventions may be by one nurse only or may include >1 nursing personnel, but total nursing time per hour averages 30 to 45 minutes for every hour. Examples: Frequent vital signs and/or site checks. Frequent (no more often then q 15 minutes) sample collection. Complex specimen processing that may or may not be occurring concurrently with sample collection. Complex patient education. IV placement, infusion, and patient monitoring. Level: 3 Rate: $260 per visit/encounter Definition: Interventions involve more than one nursing personnel where ratio of nurse to patient may be 1:2 or 1:1. Total nursing required (by all personnel) does not exceed 36 hours in a 24 hour period. Examples: Constant vital sign monitoring/site checks/blood glucose monitoring. Frequent sample collection more often than q 15 minutes. Procedure require more than one nursing personnel at a time to complete (specimen collection + specimen processing). Subject with significant cognitive, emotional, health problems that require ongoing support. IV infusions that require frequent assessments and monitoring. Level: 4 Rate: $380 per visit/encounter Definition: Interventions involve more than one nursing personnel where ratio of nurse to patient may be 2:1. Total nursing time required (by all personnel) exceed 36 hours in a 24 hour period. Examples: Complex/atypical setting for complex study such as Magnet center clamp procedure in addition to: Constant vital sign monitoring/site checks/blood glucose monitoring. Frequent sample collection more often than q 15 minutes. Complex blood or specimen processing or special handling that may need to occur concurrently with specimen collection. Other procedures which involve more than one nurse. CTRC SCATTER SITE NURSING Level: 0 Rate: $40 per visit/encounter Definition: An encounter may consist of 1 blood draw, IV placement, sample pick up/processing Level: 1 Rate: $70 per visit/encounter Definition: An encounter may require up to 2 blood draws, IV placement, sample pick up/processing, administration of questionnaire, vital signs, subject assessment for a maximum of 1 hour. Level: 2 Rate: $140 per visit/encounter Definition: An encounter may require frequent blood draws, IV placement, sample pick up/processing, continuous subject monitoring for a maximum of 2 hours Level: 3 Rate: $260 per visit/encounter Definition: An encounter may require frequent blood draws, IV placement, sample pick up/processing, continuous subject monitoring for over 2 hours. The CTRC cannot guarantee that an encounter this long would be able to be accommodated. Please refer to the below note concerning more comprehensive visits.
5 *Please note that for scattersite nursing, the CTRC nurse may be on your unit (and off the CTRC unit) for a maximum of two hours per day. Patients must be within the main hospital complex or adjoining clinic sites. If more comprehensive offsite nursing is required, please contact the Nurse Manager at or the Advanced Practitioner for Research Development at for a needs assessment.
