1 The Postgraduate Medical Council of Victoria (PMCV) conducts the GNMP Match on behalf of the Department of Health & Human Services. Business rules and guidelines for the 2018 GNMP Match 1. GENERAL RULES a) The PMCV will conduct the 2018 GNMP Match in accordance with the rules and Code of Conduct published on the PMCV Computer Matching website. b) Candidates and health services rank their preferences prior to the match. The process aims to match the preferences. c) Health services are responsible for determining and organising the selection process for their respective training programs. Selection of candidates is the sole responsibility of the employing hospital or health service. 2. CANDIDATE ELIGIBILITY a) Eligible candidates for participation in the 2018/2019 GNMP Match are: Victorian trained Nursing/Midwifery Graduates (citizen/permanent resident) (refer to 7a) Current Victorian resident Distance Education Nursing/Midwifery Graduate (refer to 7b) Interstate trained Nursing/Midwifery Graduate (citizen/permanent resident) New Zealand trained Nursing/Midwifery Graduate (citizen/permanent resident) Essential Criteria Eligible for registration as a Registered Nurse and/or Registered Midwife with the Nursing and Midwifery Board of Australia Australian or New Zealand citizenship or Australian 'permanent residency status' Have not previously participated in a Graduate Nursing or Graduate Midwifery Program at a hospital/health service Have either not worked as a registered nurse / midwife since registration, or worked less than 24 hours per week in the first year since registration. Completed nursing and/or midwifery bachelor degree in the academic year - January 2018 to June 2019 o NB: Course completion relates to when attendance of all academic subjects / placements are complete NOT graduation date or issue of exam results. Note: Candidates will be required to provide evidence of eligibility to prospective employers. b) The following are NOT eligible to participate in the GNMP computer match International full fee / temporary resident students Students who completed their degree prior to January 2018 These students may apply for unmatched positions directly by contacting hospitals that have unmatched places from 17 October 2018 Page 1 of 5

MATCHING PROCESS a) Candidates and health services rank their preferences prior to the match. b) Steps 1 and 2 take place during the matching algorithm procedure. i) STEP 1 includes: ii) All available positions Applicants who fall under the following eligibility criteria: o Victorian trained Nursing/Midwifery Graduates (citizen/permanent resident) (refer to 7a and 7b) o Current Victorian resident Distance Education Nursing/Midwifery Graduate (refer to 7c) STEP 2 includes: All remaining positions not allocated during Step 1 Applicants who are: o Interstate trained Nursing/Midwifery Graduate (citizen/permanent resident) o New Zealand trained Nursing/Midwifery Graduate (citizen/permanent resident) o Unmatched Step 1 candidates 4. MATCHED CANDIDATES/MATCHED POSITIONS: a) All candidates will be notified of the match outcome via the PMCV Computer Matching website on Tuesday 9 October b) All hospitals and health services will be notified of the match outcome via the PMCV Computer Matching website on Tuesday 9 October c) Candidates who are matched will not be eligible to apply for unmatched positions. d) Matched candidates are obliged to commit to the full duration of the graduate nurse / midwifery program contract. e) Organisations will not actively pursue recruitment of graduates who have been matched to another health service for the duration of the graduate nurse / midwifery program. 5. UNMATCHED CANDIDATES/UNMATCHED POSITIONS: PMCV will unmatched candidates a list of hospitals / health services with vacancies. Unmatched candidates will need to contact hospitals / health services directly to try to obtain an unmatched graduate position. Between 9-16 October 2018 All hospitals/health services with unmatched positions or vacancies that arise after the matching process has concluded must fill their positions in the following way: a) Hospital / health service to notify PMCV of candidate decline/vacancy i) PMCV to provide hospital / health service with list of unmatched candidates (NB: All hospitals/health services with vacant posts are ONLY to fill their vacancies with candidates from the PMCV unmatched list) Page 2 of 5

3 ii) Hospital / health service to make a direct offer to candidate. Any offers made by hospitals to be communicated with a 24 hour time period for responding. Phone offers to be followed up with an offer restating the closing date / time for a required response. b) Hospitals are to notify PMCV of the names of any candidate who:- i) Accepts an offer at their hospital / health service ii) Declines an offer at their hospital / health service iii) Fails to respond to an offer within the stated time period Any candidate reported to PMCV will be removed from the unmatched list and will not be eligible to receive any further offers in Victoria. c) PMCV will notify unmatched candidates by when a hospital / health service has filled their unmatched positions. d) PMCV will hospitals that are still filling unmatched positions with updates to the unmatched candidates list (NB: This may be several times in a day, to prevent offers being made to candidates who recently accepted an offer with another hospital). From 17 October PMCV will post the names of any hospitals with graduate vacancies on the Computer Matching Website. Hospitals / health services that have a vacancy will be sent the full list of matched candidates, including candidates who declined a Victorian offer. Hospitals must NOT make an offer to anyone on this list. Hospitals / health services with remaining vacancies can offer positions to unmatched candidates and applicants who were not eligible to participate in the Match i.e. anyone who is not listed on the matched candidates list. Hospitals / health services to advise the PMCV of all candidates accepting a Graduate Nursing / Midwifery placement, until the commencement of the graduate year. 6. APPLICATION OF BUSINESS RULES These business rules only apply to the 2018/19 Match. Candidates are not guaranteed a placement in There is only one round of matching (i.e. step 1 and step 2 as described below). Page 3 of 5

4 7. ELIGIBLE STEP 1 CANDIDATES a) Victorian trained Nursing/Midwifery Graduates (citizens/permanent residents) - Graduates from the following higher education providers. 5 b) Current Victorian residents Distance Education Nursing/Midwifery Graduates will be included in Step 1. The following are some examples of candidates who fall under the category Current Victorian residents Distance Education Nursing/Midwifery Graduates: o An enrolled nurse (EN) making the transition to registered nurse (RN) through distance education at an interstate faculty who currently resides in Victoria (e.g. studying by distance education at Charles Sturt University) o A nursing/midwifery graduate from an interstate faculty who has studied by distance education, and who currently resides in Victoria (e.g. studying by distance education at the University of South Australia). o The following is an example of candidates who cannot be included in Step 1: A nursing/midwifery graduate from an interstate faculty who lives interstate. Documents are required for verifying eligibility for Current Victorian residents Distance education nursing/midwifery graduates only. These consist of:- Two forms of identification with current Victorian address (e.g. current Victorian driver s licence, recent utility bill with Victorian address, or recent bank statement showing address); and Evidence of enrolment as a distance education student (e.g. letter from education provider verifying enrolment as a distance education student). If a letter of enrolment is provided with the candidate s Victorian address then only one further document of identification is required. Declaration form to be completed and signed by candidate.
