1 SHENLEY BROOK END SCHOOL FIRST AID POLICY AND PROCEDURE Linked Policies: Health & Safety Review Information Reviewed by Personnel, Premises, Finance and Audit Committee 15 May 2012 Reviewed by Policy Committee January 2014 Adopted by full governing body on 13 June 2012 The term school is used throughout this policy. Shenley Brook End School is registered as an academy under the Academies Act 2010.

2 Policy Statement Our policy is to ensure that there are adequate and appropriate equipment and facilities for providing first aid in the school. The school will seek to ensure its actions are in accordance with its public sector equality duty (under the Equalities Act 2010). Policy Governance The Headteacher will report on the use of this policy to governors on a termly basis. The Governing Body is responsible for reviewing this policy three-yearly. 3 Policy Implementation Who is responsible? The member of staff with overall responsibility for first aid provision is the Business Manager. The day to day responsibility for checking the contents and restocking of first aid containers is delegated to the Matron. 1 Matron is in school every day from 9am until 3.30pm and is based in the medical room, in the corridor between the school office and the dining hall. Outside of these hours all first aid enquiries should be directed to the school office. It is the responsibility of the member of staff organising the activity to ensure adequate first aid provision is in place. The names (and extensions numbers if appropriate) of current first and emergency aiders are displayed in all classrooms and offices. First aid record books are kept in the following places:- Front Office/Medical Room Science Prep room 1 PE Office Details of contact numbers for the nearest hospital casualty department and other medical services are kept in the Front Office and the Medical Room Who is a designated first aider? Someone having completed a first aid training course with a school selected first aid training provider. First aiders give immediate help to casualties with common illnesses or those arising from specific hazards at school and ensure an ambulance is called if necessary. Designated first aiders hold an appropriate first aid qualification and appointed persons are listed in Appendix A. Who is an appointed person? Someone who takes charge when someone is injured or becomes ill. Appointed persons are not first aiders and do not give first aid treatment for which they are not trained but they do have emergency first aid training as appropriate. They are expected to take charge in a situation requiring first aid eg calling for an ambulance, or other professional medical help. Employees who are appointed are listed in Appendix A. 1 When Matron is not available a trained member of staff has this responsibility. First Aid January 2014 February 2012 Page 3

4 Ratio of First Aiders to Pupils Employers must provide adequate and appropriate equipment, facilities and qualified first-aid personnel. The Regulations do not oblige employers to provide first aid for anyone other than their own staff, but employers do have health and safety responsibilities towards non-employees. The Health and Safety Commission (HSC) guidance recommends that organisations such as schools, which provide a service for others, should include them in their risk assessments and provide for them. The suggested numbers of first-aid personnel for more than 100 employees in a lower risk category is one additional first aider for every 100 employed. The school would therefore require three first aiders. First Aid Boxes, Equipment and First Aid Facilities We have two sizes of first aid boxes; British Standard BS8599 compliant medium size (located in designated areas in the school) and British Standard BS8599 compliant (travel size for trips, mobile use). 5 The travel size contains:- ITEM QTY first aid guidance leaflet 1 sterile plasters 20 sterile dressings with pads (2 x large/2 x medium) 4 triangular bandages 2 safety pins 6 moist wipes 10 disposable gloves 3 saline eyewash 1 cold packs 2 thermal blanket 1 sick bag 1 antibacterial bottle 1 roll of microporous tape 1 sterile eye pads 2 conforming bandage 1 First aid boxes are kept in the following rooms in the School:- Art office DT prep room (DT2) Food Technology (FT2) Front Office (1 x Reception and 1 x Mobile box for in school) Medical Room P.E Office Science Prep Rooms Staff Room (Phase 1) Staff Room (Phase 3) Theatre Kitchen (Green Room) LTC Reception The first aid boxes in departments (Art, DT, Food Technology, PE, Science and LTC) are checked monthly (term time) by a designated person (CTSA) in each department. They are expected to notify Matron of items used that need replacing. All other first aid boxes are checked monthly (term time) by Matron (in Matron s absence a designated person will be appointed by the Business Manager). Matron will ensure adequate stocks of replacement articles are maintained. A medium size first aid box is also kept in Matron s tray in reception. This should be used if a first aider is called to an incident on the school site and will enable easy access to basic first aid equipment such as gloves, dressings, resuscitation mask. 6 First Aid at School Events The event organiser must, in consultation with the Director of Extended Learning, their Team Leader or, if necessary, the Leadership Group, decide if the activities or destination or the specific health problems of one or more of the students calls for one of the staff present to be a qualified first aider. Full contact details of all students to be present should be recorded and kept with the designated member of staff. At least one designated first aider should be present at all events. First Aid on School Trips The trip organiser, in consultation with the Director of Extended Learning, will decide if the activities or destination, or the specific health problems of one or more of the students, calls for one of the supervisors to be a qualified first aider. The trip leader or accompanying staff/designated member of staff will have delegated authority to take medical advice on behalf of a student who is ill on a school trip. Three travel first aid bags are available for use on trips. Trip leaders are expected to take the first aid bag when they collect the trips pack and to make the decision about how many first aid bags are required for the trip. If the party is to divide into groups at any time, a first aid bag should be available for each. If you use anything from the first aid bag you will need to notify Mrs Cunningham in the front office to ensure the used items are replaced asap. Drugs and medicines must not be administered unless prescribed by a doctor and supported by written parental permission and completion of Record of Drugs/Medicines Administered Form (Appendix B). Any non-prescribed items to be taken, or if necessary administered (travel sickness tablets, sunburn lotion, Paracetamol etc), should be supported by written parental permission and completion of Record of Drugs/Medicines Administered Form (Appendix B). European Health Insurance Card (EHIC) An EHIC card must be presented to the trip leader prior to the departure date for trips to EEA member states. The trip leader must retain these cards for the duration of the trip and return the EHIC cards to parents / guardians when the trip is completed. The EHIC card entitlement is for state provided medical treatment only. EEA states where the EHIC card is valid are:- Austria, Belgium, Bulgaria, Croatia, Cyprus (not Northern Cyprus), Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden and Switzerland. 7 Trip Leaders must ensure that appropriate medical insurance is in place for trips to EEA states and non EEA countries. Medical Information: Copies of the parental consent forms must be taken on the trip in order to refer to any medical information given. If a pupil has a potentially serious medical condition such as epilepsy or a heart defect, the leader and group leaders should be aware of the nearest hospital with accident and emergency facilities, and the emergency number of the student s doctor. Travel/PE Fixture first aid boxes/bags are located in the:- Front Office (x3) (checked by Matron) Medical Room (x1) (checked by Matron) P.E Office (x3) (checked by CTSA) Minibus 1 (x1) (checked by SBE Minibus Driver) Minibus 2 (x1) (checked by SBE Minibus Driver) A monthly check on the contents of the travel boxes/bags is made. Any use of first aid materials and deficiencies should be reported to the Carole Cunningham who will arrange for their replacement. Guidance for Staff in the Event of a Situation Requiring First Aid Whilst the school has a number staff that hold the first aid at work qualification, every member of staff is expected to use their best endeavours at all times, particularly in emergencies, to secure the welfare of others in the school and to do what they can in a first aid situation. In general, the consequences of taking no action are likely to be more serious that those of trying to assist in an emergency. The first member of staff on the scene of an incident requiring first aid, must first assess whether the situation is a cause of continuing danger for any person in the vicinity (eg if an electric current is present or falling masonry). If this is the case action must be taken to ensure the safety of everyone in the area. An initial assessment of the situation should include the nature and severity of any injuries. This may be minor and able to be dealt with within the school or may require professional attention. However you must err on the side of caution. Always call for Matron who has been trained in initial assessment and if she is not available do not hesitate to call for an ambulance. If in doubt do not seek to move an injured person. It is important to keep the injured person warm and a blanket is kept with the first aid kit in the office for this purpose. Even on a warm day the body temperature of a person in shock may drop considerably. First Aid January 2014 February 2012 Page 7

8 Remember your First Aid Training:- D R A B C Danger Response Airway Breathing Circulation 999 situation Contact Matron directly or the school office to request first aid assistance and for an ambulance to be called. Someone should be sent to the office whilst the first aider remains with the injured person. If there is access to a mobile phone dialling 999 from that could save valuable minutes. Ensure that Matron, or in her absence the school office, has dialled 999. A member of the office staff will go outside to meet the ambulance and direct it to the scene. When ringing 999 the call handler will ask a series of questions that will include: Address and location of where the ambulance will be met (eg main entrance, entrance to sports centre, gates to school field) Who is involved (eg number of casualties, approximate age) Is the casualty unconscious or not breathing Nature of injuries In the event of a serious incident the school office will alert key staff to attend the scene. The school tannoy system may be used. The school office will contact the parents/ next of kin as appropriate. Non-999 situation If the injury is minor help the casualty to the medical room. If this is not appropriate send someone to Matron for further help. Matron must be informed of all first aid incidents. Accidents/Injury to Students or Staff For general day-to-day injuries, Matron keeps an Accident Book. This is a record which holds details of the name of the injured person, the treatment given and who administered the treatment. For more serious injuries eg an accident resulting in personal injury; potentially dangerous incidents not resulting in personal injury (near miss, dangerous occurrence or property damage only); any incident involving actual or threatened violence or verbal abuse, then you must report this immediately to the Business Manager who will complete a HSE Report of an injury or dangerous occurrence. A copy of the completed form will be kept by the Business Manager. First aid records must be kept for a minimum of three years. First Aid January 2014 February 2012 Page 8

9 The accident types that must be reported immediately to the Business Manager are fractures, other than fingers, thumbs and toes, amputations. Any injury likely to lead to permanent loss of sign or reduction in sight, any crush injury to the head or torso causing damage to the back and internal organs, serious burns (including scalding) which cover more than 10% of the body or cause significant damage to the eyes, respiratory system or other vital organs, any scalping requiring hospital treatment, any loss of consciousness caused by head injury or asphyxia, any injury arising from working in an enclosed space which leads to hypothermia or heat-induced illness or requires resuscitation or admittance to hospital for more than 24 hours. If it is not clear please speak to the Business Manager. If a student has bumped their head in school they should be sent to Matron or, if Matron is unavailable, the front office. There is a pro forma letter available from the front office, which should be completed and sent home with the student. The letter makes the parent aware of the accident and asks them to keep an eye on their child in case of concussion or delayed reaction to the bump. Students who are unwell As a general rule we try not to send students home unless it is absolutely necessary. At present, students who are unwell are sent to Matron, or the front office if Matron is not available. If it is obvious that they are ill, parents will be telephoned and asked to collect their child as soon as possible.
