1 YOUR OTE. Dear Academy Member: As an AMCP Member eligible to vote per Bylaws, you are entitled to cast a ballot in the annual election to fill vacancies on the AMCP Board of Directors. Through your active participation, the President-elect, Treasurer and two Directors will be elected. Officers who are elected will commence their terms at the conclusion of the AMCP Managed Care and Specialty Pharmacy Annual Meeting (March 27 30, 2017). The Treasurer and Directors serve on the Board for two years while the President-elect serves a total of three years one each as President-elect, President and Immediate Past President. In an effort to provide Academy members with more information upon which to base their selection, the candidates have each prepared a biographical summary addressing their qualifications, a platform statement and response to one question posed by the Committee on Nominations. To ensure your vote is counted, please review the instructions in this booklet and on the official ballot that will be sent via US mail to the preferred address AMCP had on file as of October 13, 2016, and return the completed ballot in the envelope that is provided with the ballot. Ferrell, RPh, MBA Sr. Director, Clinical Account Management Express Scripts Platform Statement I am grateful for the opportunities to have served at AMCP since becoming a member back in I would like to now serve as your President for AMCP. As a past member of the Board of Directors I have been part of the great work ensuring AMCP remains relevant as the premier national pharmacy organization for managed care pharmacy. My experience as a Committee Chair gave me insight on how to bring the voice of the members to the AMCP Board of Directors. One critical issue we are facing is defining the role of managed care pharmacy in the continued implementation of the Patient Protection and Affordable Care Act (PPACA). AMCP must continue to provide education and critical legislative information and resources to help managed care pharmacists and stakeholders navigate the dynamic requirements that are driven by the legislation and agency actions. The mandate may increase costs and must be assessed both clinically and economically. AMCP has been able to work directly with CMS in the past in a trusted advisor role and should leverage this similarly with the PPACA mandates. Our great strengths with AMCP Legislative Committees and State Advocacy Coordinators will bring a diverse member knowledge to support the education and outreach to legislators and state and federal agencies. The key is to ensure AMCP supports and nurtures these resources by promoting members to become involved in the process. I am confident the Board of Directors and Staff can meet the challenges of PPACA. Biographic Statement Stan Ferrell has over 28 years of healthcare industry experience and is currently a Senior Clinical Director at Express Scripts. In this role, he leads the strategic planning and provision of services for health plan clients with multiple lines of business. He previously has held positions as a Clinical Director within Medco Health and Walgreens Health Initiatives, supporting the development and delivery of clinical solutions to payers. In addition, Stan has extensive leadership experience in pharmaceutical sales and marketing management from his work within the pharmaceutical industry. Stan has been an active AMCP member since He is the Past Chair of the AMCP Educational Affairs Committee, Past Chair of the AMCP Program Planning and Development Committee, and also served on AMCP Board of Directors. Stan continues to support mentoring students through his work as Diplomat for the AMCP Student Chapter at the UNC Eshelman School of Pharmacy. Managing Specialty Pharmaceuticals in the Era of Biosimilars Specialty medications have become the classic double edged sword within managed care pharmacy. The high cost, high touch drugs like any technology has both a positive and a negative unintended impact. The biologically produced medicines can provide breakthroughs in treating life ending diseases like Cancer and sometimes curing diseases like Hepatitis C. By one public measure presented by AARP Public Policy Institute, a year s supply of the average widely used specialty drug retailed at $53,384, more than the median U.S. household income during a period of 2006 to Even by managed care pharmacy standard analysis the costs and trends are unsustainable as payers grapple with providing access to the high tech medications. AMCP is a critical link to finding a path to sustainability as a new era of biosimilars has dawned with the third biosimilar approval in the United States. The organization s mission is to empower its members to serve society by using sound medication management principles and strategies to improve health care for all. Society needs pharmacy leaders within healthcare that are educated in the facts of safe, reliable specialty medications. Managed care pharmacists have to also incorporate principles of cost-effectiveness and population health as they support both private and government health payers in decisions about the new biosimilars. This requires all stakeholders to have facts and not perceptions. The rise of traditional generic drugs to the market in the 1980s was a time when physicians and patients felt that generic manufactured medications were inferior. Eventually the FDA defined equivalency ratings seen in the Orange Book became a standard. But education on generics and their acceptance took a good deal of time. Today AMCP is there to support early on with biosimilar education so that pharmacists in managed care can assist collaborative decision making within P&T Committees and other healthcare entities who define policies. AMCP members need to first engage in the discussions and educational opportunities. AMCP has already been providing education on specialty medications through the educational conferences. More recently the Academy has launched a new Biosimilars Resource Center (BRC) which will be an unbiased source for educational programs for all. This resource center is a collaboration between AMCP and several other pharmacy organizations. A collective voice is important in an era of new technological change. A second opportunity is for managed care pharmacists to assist in the gathering of data and intelligence as the new biosimilars are approved in the U.S. marketplace. AMCP embarked on another project called the AMCP Biosimilars Collective Intelligence Consortium that created an opportunity of this nature. The goal is to provide another neutral, unbiased source of data gathering to actively monitor these new biologics for safety and effectiveness. AMCP has created a resource with the consortium that can compare biosimilars to their innovator product. The era of biosimilars is already upon us! As managed care stakeholders we must engage as leaders in developing the policies surrounding biosimilars. AMCP and its leadership have developed tools and resources that will assist you in leading your organizations to meeting the goal of managing the sustainable access to specialty medications. Members should also ask their organization to become involved in truly collaborating for sustainability. That may be as simple as asking others to join AMCP and attend meetings, but it can also extend to the more involved aspects such as becoming a collaborative partner in developing educational programs and resources like the Biosimilars Resource Center. 2 AMCP 2017 ELECTION

4 Candidate for President-Elect Mitzi Wasik, PharmD Lead Business Strategy Consultant Aetna Platform Statement AMCP is the go to organization as it relates to managed care pharmacy and every change in the health care landscape affects how we approach our day to day strategy. The diversity of the AMCP membership is what makes us unique and seen as the experts in the industry. AMCP s strategy is grounded in providing sound medication management principles to ensure the patient is in focus at the end of every decision. As an organization we must be prepared to keep this end goal in mind as we represent the diverse membership of the organization. We must approach with innovation in mind, as we positively influence the legislative landscape. Decisions related to healthcare are no longer solely driven from the national levels, but also regional and local levels. Our leadership, as well as our membership, needs to be on top of legislative discussions and be ready to lead as the managed care pharmacy expert. Medication management is at the forefront of our skill sets and our expertise is critical to ensure proper utilization, cost effective treatment options and overall safe medication use. AMCP s mission is to empower us to serve society using our skills and we need to initiate more partnerships with other providers to improve medication use strategies. With the upcoming years following the elections we could see significant changes and as an organization we will need to continue to stay united and be ready to take those changes head on. Biographic Statement Mitzi is the Lead Strategy Business Consultant for the Southeast market for Medicare at Aetna. She previously led the clinical pharmacy team responsible for clinical pharmacy programs that supported the CMS Stars Measures, including readmissions, MTM, SNP, and the Part D Patient Safety Measures. Prior to her managed care role, she held academic appointments at Ferris State University and the University of Illinois at Chicago in the Colleges of Pharmacy. She has also served ten years in the Army Reserves as a pharmacy technician, EMT and pharmacist. She is very involved in AMCP, previously serving on the Board of Directors and chairing multiple committees as well as staying active in task force groups. Mitzi was a co-founder and past interim President of the AMCP Midwest Affiliate as well as the Illinois State Advocacy Coordinator. She has presented at many national AMCP meetings as well as other pharmacy organization venues. With the presidential election looming there have been many discussions of the hot topics from each side and regardless of the outcome, it will be a historic event. Both candidates are putting healthcare at the top of their agendas and as an industry we can expect to see major changes in the next few years. As the experts in managed care pharmacy, we have had our fair share of significant changes that have affected our industry year over year and our attention will need to be laser focused on what those changes are forecasted to be and how they impact AMCP s overall strategy. There are a multitude of issues that we could face including cost containment, the future of ACA, the opioid epidemic and the future of Medicare and Medicaid. Because all of these issues could be the hot topic at the same time, AMCP will rely on its leadership, staff and membership to guide the priorities and proposed solutions. Regardless of what party is in the White House 2017 and beyond, concerns of cost in healthcare overall will be a top priority. Balancing access and the cost of care will be the underlying theme of many of the conversations needed to address the issues. The pharmaceutical pipeline is full of new agents that will add advanced new treat ment options for serious diseases, but will also contribute to the already complex pro cess of coverage management. This is an area that continues to set the curve at an alarming pace upward in regards to cost, procurement and overall management. As managed care pharmacists, we have to continue to balance clinical evidence and value with the patient in sight. As an organization how do we leverage our diversity and utilize the opportunities for partnerships to help drill down into solutions for the issues above? With our diverse membership we have a wealth of knowledge and expertise to pull from and set the stage in the industry to help lead the way in discussions and solutions. As a final closing, the above issues are just a snapshot into the many issues that AMCP will face in the next few years. One of the many reasons I have continued to take an active role at AMCP is the membership. I would not be where I am today without the networking and relationships I have formed over the years. I believe in paying it forward and being a mentor for students, helping new graduates navigate the world of managed care as well as being an advocate for AMCP in many areas. As an organization we have to continue to grow our pipeline of managed care pharmacy leaders to ensure that the future of managed care pharmacy is in good hands and continues to lead the way as experts in cutting edge information for the new student pharmacist to the seasoned members. Depending on the outcome of the election, the issues could be targeted at repealing the ACA or expanding access to healthcare. Regardless, there is a significant impact to the healthcare industry and as an organization we need to be at the forefront of the discussions to help drive strategy and awareness of downstream effects. At the end of the day, the political landscape is guaranteed to keep us on our toes and one of the many reasons I love what I do day to day. 6 Candidate for Treasurer William H. Francis, RPh Vice President, Pharmacy Management Services MedImpact Healthcare Systems, Inc. Platform Statement The Academy of Managed Care Pharmacy and its membership have revolutionized pharmaceutical care delivery over the last decade with leadership and innovation. AMCP has played a significant role in the transformation our healthcare system by their recognition and adoption of better management tools and in forming alliances within the health care community to better coordinate care. The Affordable Care Act is now in place with its new programs, more regulation (sometimes contradictory) and new market challenges. There are several critical issues that will influence the future direction of AMCP that are impactful to its members over the next two years. These include: Managing the goal of getting the right drug to the right patient at the right time during a period of exponential increases in the cost of pharmacotherapy while balancing regulatory constraints against the use of managed care tools to ensure positive health outcomes. This needs to be addressed through out legislative efforts as well through our educational programs. Addressing the serious shortage of trained managed care pharmacists to meet the market demand created by the complexities of the new ACA programs. We must have new robust educational tracks in place to augment the very basic exposure student pharmacists are afforded at university. We also need a post-graduate learning track for pharmacist already in practice that will help them build the skill sets needed to be successful in a managed care environment. I would be honored to be selected to serve as AMCP Treasurer. Biographic Statement Bill s career encompasses over 24 years of administrative and clinical pharmacy practice within commercial, Medicaid and Medicare health plans and PBM settings. As Vice President, Pharmacy Management Services for MedImpact Healthcare Systems, he addresses client requests for interim pharmacy department management/administration support by providing experienced interim leadership. Within our often chaotic healthcare environment of over regulation and escalating pharmacotherapy costs, Bill helps clients balance common goals of improving patient health outcomes and experience of care with the need to manage costs in a fiscally sustainable manner. Bill also served as a board member of the Arizona State Board of Pharmacy. Bill is an active member of the Academy of Managed Care Pharmacy and the National Association of Boards of Pharmacy. He has presented at national managed care and pharmacy meetings on the practice of managed care pharmacy, pain management and transitions of care issues for Medicare, Medicaid and commercial populations. I believe the effective management of drug trend is the most important issue facing the Academy and its members at this time. Lending concern to the cost side of utilization management is the recent experience in market behavior as some pharmaceutical companies consolidate control over the supply chain of many older branded and generic drugs and raise prices to unheard of levels. The rate of introduction of so many new medications creates a challenge to review as well as learn to manage the complexities of appropriate utilization. Utilization management of many new oncolytics, with their narrow patient targets, is especially difficult. Even the FDA, in their desire to make new cancer treatments available to the public, has not always been able to correctly assess the benefits of new agents. AMCP members must find additional resources to manage use and the costs of these new medications. The issue needs be addressed in two fronts member awareness and education and legislative action. Utilization management processes need to expand beyond traditional silos of focus. Many of these medications are delivered in care sites other than through our traditional delivery system. Managed care pharmacists in health plan environments often do not have any direct involvement with the management of medications used in infusion centers, cancer centers and even home infusion programs. Pharmacists can and need to develop interdisciplinary relationships with other care givers and offer managed care utilization tools that will improve patient outcomes in more cost effective ways. The results of such collaborations are readily measurable and will enhance the recognition of the value that managed care pharmacy practice brings to patient care. Lobbying efforts by the staff of AMCP with the participation of many of its members has positively affected legislature at both the national and state level. With so many shareholders in the biosimilar debate the Academy needs to continue to seek new venues to engage lawmakers and positively influence their understanding and evaluation of the many bills that will determine the production, use and how biosimilar drugs can be compared to innovator products. Even the description biosimilar implies these drugs are different. AMCP s presence and voice in the public square can ensure that more biosimilars can be brought to the market and that providers experience no barriers to their ability to prescribe. A second and somewhat related issue concerns the serious shortage of trained managed care pharmacists. Many managed care positions remain vacant due to a lack of applicants who possess the necessary skill sets. The unfulfilled demand for managed care pharmacists is largely created by meeting the complexities of the new ACA programs in the Health Insurance Exchange market. Additionally are the pharmaceutical care enhancements that CMS is adding in its effort to achieve continual healthcare improvement. AMCP must develop new ways to bring pharmacists into managed care settings. We must have innovative and robust educational tracks in place to augment the very basic exposure student pharmacists are afforded at university. We also need a post-graduate learning track for pharmacist already in practice that will help them build the skill sets needed to be successful in a managed care environment. The dedicated AMCP staff and the culture of volunteerism within the Academy membership can successfully address these issues. We already have what is needed an Academy committed to have managed care pharmacy improve health care for all and a brain trust within our membership that possesses the knowledge, skill creativity and will to succeed. 6 AMCP 2017 ELECTION

8 Candidate for Treasurer Billy West, PharmD, MBA National Account Director Amgen Inc. Platform Statement There have been significant and important discussions regarding the delicate balance between the costs versus the value of medical treatments in healthcare. Rapid scientific progress in our ability to understand human biology and new ways to fight disease has increased the growth of specialty medicines. While these medicines are often nothing less than scientific miracles, their high cost and utility in broad populations pose an enormous political and business challenge to society. Given the current political climate and the approaching Presidential election, 2016 will see substantial debate on how to improve health care coverage across the United States. Accordingly it is vital AMCP implements measurable steps to become the industry leader in generating thoughtful policy and market-based initiatives to address affordability challenges relating to specialty medicines while incenting continued scientific exploration and development. It would be my honor to lead AMCP in this effort. While there are many well-qualified candidates, I believe my education and professional background, including PBM and health plan experience and current employment with a prominent biotechnology manufacturer, are the ideal experiences and skills AMCP must embrace during its board selection process. This effort should be viewed as a campaign, and we must go beyond our traditional educational initiatives to achieve measurable success. We must gain executive commitment to use AMCP as a place to build innovative partnerships which surpass traditional access concessions and contract designs. This will lead to win-win outcomes that demonstrate the innovation and value of managed care pharmacy. Biographic Statement His previous experience includes health plans, PBMs, and the pharmaceutical industry. After completing a managed care residency with Samford University and BCBS Alabama, Billy was responsible for the PBM clinical and account management team of BCBS Texas as a Senior Account Director with Prime Therapeutics. Billy then joined Amgen as a regional account manager, primarily calling on regional health plans in Tennessee. Billy is an active member of AMCP, where he served on multiple government relations committees and was most recently the Chair of the Public Policy Committee (formerly named the Legislative Committee). An issue facing managed care pharmacy today is whether it is capable of managing the growth and impact of specialty pharmacy products without government interference. Additionally, Presidential candidates have campaigned around similar policy positions of mandating out-of-pocket caps on individual spending for pharmaceutical products. Similarly AMCP members and their companies have faced potential legislation or rules that could negatively impact managed care tools critical to the profession. Utilization management programs, narrow networks, mail order pharmacies and proprietary reimbursement strategies are important to managed care pharmacy practice because they provide AMCP members with actionable programs that can help plans, employers and government payers to manage their drug trend. One way to quell this threat is for AMCP members to get involved in their local AMCP affiliate and understand state legislation that may impact managed care pharmacy. The AMCP affiliates, along with the Academy, can provide members with the resources to tell their side of the managed care story and educate legislators on managed care principles. If elected, one of my first initiatives would be to expand AMCP s advocacy and grassroots efforts and challenge AMCP members to get out of the bleachers and into the game. As many active members in the Academy know, managed care pharmacists can make a difference through their involvement in AMCP initiatives. AMCP has to serve as the leader and primary resource to legislative and regulatory bodies to help mitigate these potential challenges, otherwise AMCP members will have potentially adverse policies foisted upon them. AMCP and its members should continue to promote and educate legislators and consumers about managed care tools and how they are essential to helping maintain affordability and patient access. It is extremely important to our profession because taking key programs away from the managed care pharmacist via legislative and regulatory actions would limit his or her ability to impact their plan members drug spend. 8 AMCP 2017 ELECTION

10 Candidate for Director Kathryn Renouard Brown, PharmD, MHA Director Pharmacy Services Premera Blue Cross Platform Statement Managed care pharmacy is at an important crossroads. Healthcare is changing rapidly and it is vitally important that the pharmacy profession (and AMCP on behalf of the pharmacy profession) continues to lead to improve health care for all. Emerging (and not so emerging) trends include a persistent focus on cost, increasing regulatory pressures, delivery system consolidation with a focus on clinical integration, consumerism requiring increased transparency and demands for value. The emerging landscape affords new opportunities for pharmacy but we must be proactive. The passion, innovation and professional collaboration that AMCP and our members have shown has served us well and prepared us to lead the way. However, it will take continued efforts to translate the beliefs and ideals of pharmaceutical care (volume to value) into a common understanding and clear framework for improving patient outcomes, access and health care affordability. The opportunities for managed care pharmacy lie in our value equation which is the access to safe, effective, efficient and accountable medication related care and drug therapy outcomes. Technology, transparency and accountability have made the triple aim within reach. As the authoritative voice for managed care, AMCP has a platform to lead via policy, collaboration and via the provision of education, research and tools for managed care pharmacy. Biographic Statement Supporting my nomination to the Board of Directors is extensive pharmacy and health care experience including 20 years leading health plan and delivery system pharmacy operations and strategy. I am currently Director of Pharmacy at Premera Blue Cross for all lines of business with oversight for clinical, formulary, PBM management and utilization management. Previous experience includes Executive Director Pharmacy Services, Group Health Cooperative; Director of Home Infusion and Pediatrics, Multicare Medical Center; and Manger of Home Infusion and Hospice, Highline Medical Center. I received my Pharm D and MHA from University of Washington and my BS at Washington State University. Strengths include combining business and clinical acumen to manage drug costs and quality, translating evidence-based medicine into optimal drug use and improved health and application of quality improvement techniques (including Lean) in health care settings. I enjoy collaboration with other professionals to solve problems as well as team development. The most critical issue facing managed care pharmacy is affordability and access to medications. Medications comprise 15 20% total health care costs and that percentage is growing with trend drivers that include high cost/specialty drugs, increasing utilization, and inflation and decreased patent expirations. For your vote to be counted, your ballot must be received no later than 3:00 pm (eastern), Thursday, December 8, Ballot Question continued Underlying the issue, the US health care system is in a state of change with the roles and interactions among patients, care providers and payers evolving alongside advances in medical science, new innovations in pharmaceuticals and the rapid growth of health technologies. The next 5 years will signal significant advances in the movement towards a system where holistic care for the patient sits center stage, accountability is shared across stakeholders and value becomes the core currency of the health care marketplace. In fact, the shift from volume to value is no longer optional and is key to optimizing the cost-quality-access triad. The role of AMCP is critical in helping the managed care community navigate this challenge via education, tools, advocacy and public policy. AMCP is in a novel position to coordinate with stakeholders across delivery systems, insurers, employers, and manufacturers aimed at improving outcomes and sharing benefits to generate solutions to improve patient metrics and tracking, enhance patient engagement, and implement approaches that can drive accountability, curtail costs and incentivize quality. Moreover, AMCP can be a partner in data analytics to resolve data limitations, and help develop more robust models to resolve barriers that require coordinated solutions across stakeholders. In addition, there is an abundance of new tools and models that are being explored in an effort to improve care efficiency and bend the cost curve and AMCP is in a unique position to validate and support coordination of tools to assist AMCP membership. provides novel opportunities for improving care effectiveness and efficiency. Clinical integration will improve outcomes, satisfaction and the boom in health information will empower the patient. For the managed care community and as AMCP members, our job is to make health care work better through access to high quality, affordable medications for patents. We can do this in two ways. First, we need to make the effort to understand value and the drivers of increased costs and AMCP provides support for learning these concepts. Second, involvement is more important now than ever involvement with AMCP and other professional organizations that stand for value in health care; in your organization as an expert in medication use and outcomes and finally in your community as the focus on improving health and well-being is increasingly becoming a community wide effort. As an advocate for managed care pharmacy, AMCP members have a much stronger voice to speak for the important values of managed care pharmacy to advance changes that will shape the future of US health care. It is truly an exciting era in health care and we will be able to say that we had a hand in making health care work better! We also are being increasingly asked to do more with less as the costs of health care escalate across growing requirements for improved patient outcomes. Jeffrey, PharmD Director of Pharmacy, MassHealth University of Massachusetts Medical School Platform Statement AMCP has seen a recent resurgence in membership growth. In addition to the exceptional leadership, compelling educational programs and first-rate publications, I believe AMCP is flourishing for several reasons. The national healthcare climate is redhot, and pharmaceuticals provide significant fuel to the conversation. The nation continues to galvanize concern over the unsustainable rise in healthcare costs and pharmaceuticals persist at the forefront of that conversation. AMCP continues to advocate for evidence-based decision making and appropriate utilization of healthcare resources, including medications. It is this debate over high cost pharmaceuticals that is the single most compelling issue for AMCP in the short term. In a doomsday scenario, runaway drug costs undermine our system of healthcare. It is critical for AMCP to expertly outfit its members with the tools to address the many complexities enveloped in the high-cost drug deliberations. Every AMCP member encounters this issue on a daily basis. AMCP must provide support to its members and the patients we serve at every level. Public education and legislative advocacy are essential initiatives the Academy must pursue to address threats to the underpinning of the principles of managed care. Such strategic efforts set the course for the future health of AMCP. Our constituents benefit from the Academy s efforts to influence healthcare practices and from the Academy s efforts to foster a well-informed membership. The concerns are very complex and AMCP has the depth and diversity to be a voice of reason for managed care pharmacy. Biographic Statement During my career I have worked in community, hospital/health-system and managed care pharmacy while maintaining academic appointments in universities throughout that time. From the earliest days, while in school, I sought out leadership positions in professional pharmacy organizations at the local, state, and national levels. With excellent mentoring, hard work and a vision for the practice of pharmacy, I have been fortunate to be an active participant and leader in the development and implementation of many of the evolutionary changes in pharmacy and healthcare. I have appreciated the value of interdisciplinary collaboration to navigate and improve the patchwork nature of our healthcare system. AMCP is in a solid position to advance the contributions of managed care pharmacy and I desire to represent the Academy membership with vigor and commitment to the AMCP mission. As I declared in my platform statement, high cost pharmaceuticals and the corresponding escalating expenditure on drugs is the most daunting issue facing managed care pharmacy. While managed care pharmacy may take some comfort in the relative value of drugs in the healthcare marketplace, the debate rages about the problem of high cost drugs. AMCP must face this problem squarely while appropriately supporting the varied membership of the organization. As the nation embraces and strives toward a model of health insurance for all citizens, we struggle with the contribution prescription drugs make to the economics of that model. AMCP must continue to advocate for sensible medication utilization while supporting the value medications provide in improving health. Our system of healthcare is the most expensive on earth, yet our healthcare outcomes significantly lag behind those of other industrialized nations. Research and practice innovation are necessary to make our healthcare system more efficient. AMCP has a significant role to play in informing the dynamics relative to optimizing the use of medications. AMCP has established itself as a proponent of credible research, evidence-based decision making, and impartial assessment of the value of the services our members render. AMCP must continue to be a powerful advocate for the strategies and tools we employ to optimize the use of medications. The Academy needs to continue its excellence in surveying legislative activities at the state and federal level and scanning the marketplace for trends and innovations and bringing this knowledge to its members. AMCP must also continue to develop and deliver educational content to keep the membership informed about advances in order to bring value to healthcare purchasers. In the activities mentioned above AMCP excels, but demanding issues abound for the Academy to address. The Academy lauds the pharmaceutical industry for the remarkable discoveries and innovative drug design it brings to the market while struggling with the adoption of these advances because of their acquisition cost. Academy members utilize a menu of approaches to mitigate the high cost of pharmaceuticals. A substantial portion of the AMCP membership is employed in the pharmaceutical industry. It is a challenge for the Academy to strike a balance in representing its membership when a potentially divisive issue like pharmaceutical pricing is a headline news story. AMCP should address this dilemma openly. High quality outcomes research, much of it supported by the pharmaceutical industry, assists our members in making informed policy decisions about the role of a particular drug. AMCP must continue to support the conduct, evaluation, and presentation of such research. The Academy should carefully evaluate its position on pharmaceutical pricing as legislators in state and federal government seek to solve the problem. AMCP leadership should distill the collective talent and knowledge of its members as it seeks to inform public policy on drug pricing. Academy members must avail themselves of the educational offerings and publications provided by AMCP to stay abreast of this most pressing issue in managed care pharmacy. It is incumbent upon our members to give thoughtful consideration to the impact of benefit design on the intended outcomes of the services we provide and offer feedback to the Academy to guide policy. 14 Candidate for Director Mirta Millares, PharmD, FCSHP, FASHP Platform Statement AMCP must provide state-of-the-art education, training, and tools to support managed care providers across the US. The health care marketplace is continually evolving as it responds to regulatory changes, pharmaceutical development, and consumer needs. Managed care providers need ready access to new information that can impact the delivery of care and should be proactively alerted to these developments. Through monitoring and assessment of regulatory and legislative proposals, AMCP can provide regulatory updates, along with analysis and recommendations to members and serve as a platform for intensive study, debate, and consensus-building around these issues. Managed care providers need educational opportunities to stay current on new pharmaceuticals, in particular specialty pharmaceuticals, and gain an understanding of the application of pharmacogenomic testing to target these therapies to appropriate patients. By bringing together managed care providers from different plans and locations, successful utilization management strategies can be evaluated and best practices for assuring quality and affordability can be identified and shared. Through networking opportunities provided by AMCP, new skills and competencies needed by managed care providers are made evident to the organization and can be addressed through the creation of new training, education and tools. AMCP should be the organization relied upon by managed care providers to stay current, provide a forum for discussion, debate and consensusbuilding, and provide training and tools to assure their success. Biographic Statement For the past 28 years, I ve held various roles at Kaiser Permanente (KP) Drug Information Services in California, starting as a Drug Information Specialist, then Supervisor, then Manager, and now Director of DIS and Pharmacy Outcomes Research. KP is a large not-for-profit health system providing care to over 10 million members nationwide. I oversaw a department of 40 with responsibility for coordination of Regional and National Pharmacy & Therapeutics Committees, and maintenance of Commercial, Medicare Part D, and Exchange formularies for the program. This included making recommendations for formulary placement, tiering, prior authorization, utilization management, outcomes assessments, and comparative effectiveness research. This required in depth knowledge of state and federal regulations and collaboration and consensus-building with medical groups. I am retiring from my KP position but have passion, energy, and a desire to continue to contribute to and help shape the future of managed care pharmacy in the US. Providing the highest quality of care while maintaining affordability is of critical importance to our nation s health care delivery systems both through government and private providers. The ever increasing prices of new pharmaceuticals poses a significant challenge in achieving these goals. The integration of value into the health care discussion is inevitable, however difficult it may be. Value assessment methodologies for formulary and payment decisions should be studied and elements should be considered for testing and adoption. A task force or workgroup should be convened for this purpose and charged with assessment of current methodologies, development of improvements, as well as formulating recommendations and strategies for their use. Education and training on the use of value assessment methodologies can be created for the membership and access provided via training programs, seminars, and tools. Successfully moving in the direction of value assessments may provide a needed framework for making decisions on cost-sharing via tiering and providing a more defensible basis for the out-of-pocket costs incurred by consumers. AMCP and its members should play a significant role in the national discussion on value assessments and help shape the direction taken to fully realize its potential. AMCP should seek opportunities for collaboration with entities such as ICER (Institute for Cost and Economic Reviews) to explore and test these methodologies. The Foundation can provide research opportunities for managed care plans to study the effects of value assessments on patient behavior, outcomes and affordability. 16 Candidate for Director Marissa Schlaifer, RPh, MS Principal Schlaifer & Associates, LLC Platform Statement Now is an essential time for the Academy of Managed Care Pharmacy to demonstrate leadership in the health care policy arena. More than ever before, the cost and quality of pharmaceuticals and the pharmacy benefit have the attention of payors, the media and decision-makers at all levels of government. AMCP members rely on the Academy to provide the voice, leadership, advocacy, and development of managed tools that does not duplicate what can be done within individual managed care organizations, but instead harnesses the collective expertise, experience and voices to accomplish more than we can each do on our own. Today s AMCP members have a need for expertise in new payment programs both those developed in the private sector and those established by federal and state governments. The collective AMCP membership, through the leadership of the AMCP Board, committees and staff, will provide the expertise both for AMCP member professional growth and expertise and to share with outside influencers and decision-makers as we advance practice, both through the development of new tools to manage the challenges faced in managed care pharmacy drug and benefit management and to foster the adoption of best practices and tools. And, through all of this, the most important value of the Academy must continue to be to keep the patient in the center of all that we do. Biographic Statement Marissa Schlaifer currently works as an independent consultant, assisting businesses, professional associations, trade associations and others with health care policy analysis, issue advocacy, practice advancement and business development. As a former director of pharmacy and regulatory affairs at the Academy of Managed Care Pharmacy, Marissa worked on the development of pharmacy benefits under Medicare Part D, Medicaid and the Healthcare Exchanges, and regulations and practice improvements impacting pharmacy benefits. Most recently, Marissa served as the head of policy in the government affairs department for a major PBM and pharmacy innovation company. Her thirty-year career includes experience within managed care organizations and retail pharmacy. A member of AMCP since 1992 and a staff member for ten years, Marissa currently serves on the AMCP Public Policy Committee and represents AMCP on the National Quality Forum (NQF) Measure Applications Partnership (MAP) Coordinating Committee and task forces. Today s critical issue is how the profession will address the issue of high cost drugs. Policy makers are determined to change the behavior of entities considered at fault for driving up the cost of the pharmacy benefit. In the court of public opinion, it is easy for those with the loudest voice to transfer the focus from the actual cost of medications to focus on the copays imposed upon plan members. Today we face a variation of the ongoing managed care question of the value of managed care pharmacy and how the industry manages high cost medications.
