2 LETTER FROM THE CEO We are pleased to share the results of our second annual Arizona Leaders in Business Survey. Alliance Bank of Arizona s 2017 survey offers a wide range of insights about the priorities of our robust business community and the outlook these findings represent. Similar to last year, in this year s survey business leaders identified education and the closely-linked quality and availability of workforce as the top two challenges of doing business in the state. Additionally, a heightened focus on healthcare costs edged up in the most recent study, replacing state government as the third most pressing business challenge. From respondents views on growth plans, revenue expectations and even the impact of the recent presidential election on their business sectors, this survey offers a wealth of information on Arizona s multi-faceted business environment and what is on the minds of top executives. We would like to thank the approximately 500 Arizona business leaders who participated in this illuminating study. 3 ABOUT THE SURVEY Alliance Bank of Arizona sponsored the 2017 Arizona Leaders in Business Survey conducted by WestGroup Research. The following are some highlights from the initial study results based on responses of over 500 Arizona business leaders surveyed between December 6, 2016 and January 20, The majority of responses were received between January 5 and January 20, WHO RESPONDED In 2017, percentage of those who responded based on company revenue: 79% Company Revenue < $10 MILLION $ MILLION > $101 MILLION 13% 8% 5
4 DOING BUSINESS IN ARIZONA Arizona has long been known as THE place for employers seeking a first-class lifestyle for their workers. This continues to be the case, with two-thirds of business leaders selecting climate and quality of life as the top benefits of doing business in Arizona. While the state boasts beautiful weather and a high quality of life, business leaders continue to believe Arizona has an image problem, with over six in ten (62%) agreeing that enhancing Arizona s image is the action that would most positively impact business. This single undertaking is nearly 20 percentage points higher than the next most frequently mentioned action increasing the pool of STEM graduates (44%). Education and quality and availability of workforce remain top concerns among Arizona business leaders. That said, significantly fewer leaders identified the education system as one of their top three challenges this year, compared to last. The passage of Proposition 123, as well as the focus placed on education by the governor and legislature over the past year may be a signal to the business community that their call for better education for their own children, as well as a more educated workforce is being heard. In addition, this apparent willingness to listen and respond (by state government) may have contributed to the decrease in those identifying state government as a challenge (decreased from 27% to 22%). Conversely, business leaders feel the workforce lacks in problem solving and critical thinking skills, communication skills, and being self-motivated. However, in yet another indication that the state s focus on education and, in particular STEM initiatives, is making a difference, fewer executives feel the labor pool is lacking in math and science skills when compared to last year (41% in 2016 and 26% in 2017). 4
5 EDUCATION EDUCATION IS STILL A TOP PRIORITY, BUT THE STATE SEEMS TO BE MAKING PROGRESS In 2016, education was clearly the dominant issue compared to other Arizona concerns. In 2017, business leaders appeared to feel that progress is being made in this area while other issues began to emerge. Top three actions and education When asked about the top three actions or conditions that would have the most positive impact on Arizona business, those who mentioned increasing the pool of STEM graduates dropped from 61% in 2016 to 44% in While increasing the pool of STEM graduates is still considered one of the top actions, business leaders mentioned a growing number of other actions (e.g., stronger dollar) during Personal involvement of local leadership education Business leaders continue to believe that local leadership should be involved in K-12 education; however, the percentage who feel this is a top-three issue dropped from 69% in 2016 to 56% in 2017, again suggesting some progress in this area. New investments in K-12 education should focus on teacher pay Nearly eight in ten (77%) respondents who identified K-12 education as a priority issue for Valley leadership groups agreed new investments should focus on teacher pay, well above the second most frequently cited area, STEM (58%). Nearly half (45%) suggested the money go to college and career readiness. HEALTHCARE CONCERNS ABOUT HEALTHCARE COSTS ARE ON THE RISE As seen on page four, one-third (34%) of business leaders identified healthcare costs as a major business challenge, an increase of ten points from Personal involvement of local leadership healthcare In addition, when asked what should be the top three priority issues for any local leadership group that would be worth their personal involvement, those mentioning affordable healthcare increased to 41% in 2017 from 26% in Only involvement in K-12 education received more mentions (56%) than affordable healthcare during the 2017 study. 6 BUSINESS POLICY LOCAL GOVERNMENT Improving public education is still the #1 priority for local government, according to business leaders. However, the percentage prioritizing education is somewhat less, and could be seen as further evidence that the business community believes the state is making headway and can begin to broaden its focus. For example, there have been slight increases in enhancing arts and culture and funding street maintenance over the past year. 7 STATE GOVERNMENT INCREASING K-12 PUBLIC EDUCATION FUNDING, PRO-BUSINESS TAX POLICIES, AND INCREASING HIGHER EDUCATION FUNDING REMAIN THE TOP THREE PRIORITIES FOR STATE GOVERNMENT There has been a slight decrease in the percentage of business leaders who identify increasing higher education funding as a priority, though it remains in the top three. As might be expected, over seven in ten business leaders agree using existing funds more efficiently is the best way to fund the desired increases. Among the taxes evaluated, sales tax (42%) surfaces as the most palatable revenue stream, followed by corporate income tax (33%) and property tax (29%). 50 MOST PALATABLE REVENUE STREAMS PERCENTAGE % 33% 29% 10 0 Sales Tax Income Tax Property Tax Business leaders are most likely to agree that statewide legislation is on the right track in creating a healthy business climate with regard to a diversified economy, with nearly half (45%) agreeing with this statement. Slightly fewer feel legislation is heading in the right direction with regard to the regulatory environment (40%). 7
8 NEW ADMINISTRATION BUSINESSES LEADERS CAUTIOUSLY LOOK FORWARD TO THE NEW ADMINISTRATION While about half of the business leaders felt that the recent presidential election will have a positive impact on their business sector, there were also concerns about increasing threats to their business and less growth opportunities than three years ago. Impact of the election When asked to rate the economic impact the recent presidential election could have on their business sector, half of business leaders gave positive marks (54%), 30% were negative and 16% were neutral or not sure. 54% 30% 16% POSITIVE NEGATIVE NEUTRAL OR NOT SURE Threats to their business Even with some degree of optimism from the recent election, those feeling that there are more threats to growing their company today than there were three years ago increased in In 2017, 56% of business leaders agreed with this compared to 47% in In terms of specific threats, leaders expressed slight concern over the increase in direct and indirect competitors, with 51% saying this will have a negative effect on their industry, compared to 47% who expressed this concern in the 2016 study. Similarly, executives are slightly more concerned about changes in supply chain / supply costs than they were last year 35% feel this will have a negative effect, compared to 25% last year. Consistent with last year, seven in ten business leaders contend finding and hiring employees with key skills and cyber threats are the two most concerning business threats to their growth prospects. Growth opportunities The percentage agreeing that there are more growth opportunities for my company today than there were three years ago dropped to 61% in 2017 from 73% in PERCENTAGE % 61% When asked specifically about possible economic policy and social threats to potential growth, the tax burden, government s response to the tax burden, and over-regulation are most concerning to business leaders, consistent with the 2016 study. 8
9 INVESTMENT PLANS Seven in ten (69%) business leaders plan to invest in marketing, up from 58% in Perhaps this is to help address their concern about increased competition. Of those planning to expand, most of the Arizona business leaders intend to grow in the state (88%). Increasingly, those with expansion plans outside of Arizona, but in the US, decreased this year. And, fewer responding companies have a physical presence outside the U.S. 24% in 2017 compared to 37% in Among those who do, the strong majority (73%) maintain the main reason is to be closer to their customers. 9
