11 Messages The Ministry of Health has two major objectives for this year: the national healthcare strategy and development of a fair package of health services. We want to structure a health package adjusted to the Romanian state capacity and agreed with all parties involved: civil society, patients organizations, pharmaceutical industry and insurers. 12 Messages The current practice of external price referencing for medicines may reflect in delayed entry on the Romanian market of certain products in order to avoid referencing of prices in other countries. Cristian Bușoi - Member of the European Parliament

13 Messages Price referencing for drugs in the European Union should be made between countries with similar economic power. At present, countries with lower purchasing power, like Romania, are disadvantaged. Stuart Hurst - Chair Health Committee, AmCham EU

15 Messages Romania needs to review the process of reforming in healthcare financing and start from the real situation of our country. Romania spends 10-15% of the consolidated budget on hospital consumption, while this budget represents only 35% of the DGP. From these indicators, which are well below the European average, we must begin the transformation. 16 Messages We get sick as individuals, however we must understand that the drama of patients with cancer affects the social body as a whole. I was astounded to hear that the Ministry of Health has found alternatives to European treatment schemes, instead of progressing to update the list with reimbursed medicines. 17 Messages Romania must reduce bureaucracy in order to facilitate the conduct of more complex clinical trials, unlike the current situation when the predominant studies refer to efficacy and safety. Dr. Marius Tanasa Vice-President of the National Agency of Medicines and Medical Devices

18 Messages The implementation of cross-border healthcare has positive elements but also risks. Therefore, we must find a formula that would balance the benefits and risks, but also investments in infrastructure are crucial to fill this gap that separates us from other countries of the European Union.
