Once yur prtfli has been cmpiled, yu will need t make cpies f each dcument, except yur fficial transcripts, fr yur recrds. Yur prtfli will be reviewed within tw t fur weeks upn receipt by the CCAPP ffice and yu will be ntified via if yu have any missing dcuments. 3. If yur prtfli is apprved, yu will receive ntificatin within tw t fur weeks f receipt f the applicatin by the CCAPP ffice. Yur dcuments will nt be prcessed prir t this time frame, s please leave adequate time fr prcessing when making career decisins. 4. If yur prtfli is incmplete, yu will have six mnths t submit the remainder f any missing dcuments. If yu d nt submit all dcuments within six mnths, yu will be required t submit a new prtfli and will be required t pay the prtfli review fee again. 5. If yur applicatin requires an exam, upn apprval f yur applicatin, yu will be pre-registered fr the IC&RC ADC Exam. 6 CCAPP Credentialing Respnsibilities: 1. Hire and train staff t review all applicatins fr certificatin and administer written certificatin examinatins (if applicable per plicies as required by IC&RC). 2. Ensure applicatins meet set requirements. 3. Review appeals and/r requests and direct staff accrdingly. 4. Abide by Bylaws, Articles f Incrpratin, and Administrative Agreements that gvern the crpratin. 5. Maintain the integrity f the applicatin prcess and ensure that deliberatins and certificatin timelines f CCAPP Credentialing are designed t determine whether the applicant meets standards. That determinatin is the jurisdictin and respnsibility f the Credentialing Bard. Applicant Respnsibilities: 1. The applicant agrees t abide by the Credentialing Bard's prcedures and t accept its determinatins. 2. Yur prtfli will be reviewed within tw t fur weeks upn receipt by the CCAPP ffice and yu will be ntified via if yu have any missing dcuments. 3. If yur prtfli is apprved, yu will receive ntificatin within tw t fur weeks f receipt f the applicatin by the CCAPP ffice. Yur dcuments will nt be prcessed prir t this time frame, s please leave adequate time fr prcessing when making career decisins. 4. If yur prtfli is incmplete, yu will have six mnths t submit the remainder f any missing dcuments. The written examinatin is ffered n demand thrugh SMT thrughut the state f Califrnia. All test results are kept cnfidential. 8. Upn passing the written exam, the applicant will be ntified with his/her examinatin results within fur t six weeks f cmpletin f the exam. 9. Upn passing the examinatin, a certificate will be awarded accrdingly. 10. If a candidate fails the written exam, the applicant may reapply after 60 days has passed, he/she may reapply t take the examinatin again. The candidate will nt be registered fr the examinatin prir t the 60 days. 11. The applicant will be charged the examinatin fee fr each exam taken. 12. All certificants r candidates have the right t review their wn certificatin recrds, except as nted by law. Certificatin cmplaints may r may nt be released t the certificant in rder t prvide a safe mechanism fr cnsumer prtectin. All request fr file cpies require a written request and a hld harmless statement be signed. Additinally, all dcuments remain the prperty f the Bard and will nt be released r shwn t any ther party unless required by statute, law, plicy r regulatin. Cpy files/dcument fees may apply. 4

7 CRITERIA FOR THE ALCOHOL DRUG COUNSELOR CREDENTIALS CADC I (Certified Alchl and Drug Cunselr Level I) Cmpletin f an Assciate's Degree in Behaviral Science r Allied Mental Health Prfessin must include 315 hurs f required SUD educatin in AA/AS degree (See Sectin: Required Educatin fr Credentialing) 2,080 hurs f verified wrk experience Pass IC&RC ADC exam OR 315 hurs f required SUD educatin (See Sectin: Required Educatin fr Credentialing) And 3,000 hurs f verified wrk experience Pass IC&RC ADC exam CADC II (Certified Alchl and Drug Cunselr Level II) Cmpletin f a Bachelr's Degree in Behaviral Science r Allied Mental Health Prfessin must include 315 hurs f required SUD educatin in BA/BS degree (See Sectin: Required Educatin fr Credentialing) 4,000 hurs f verified wrk experience Pass IC&RC ADC exam OR 315 hurs f required SUD educatin (See Sectin: Required Educatin fr Credentialing) And 6,000 hurs f verified wrk experience Pass IC&RC ADC exam CADC I/II CERTIFICATION CONDITIONS Certificatin will be granted fr tw (2) years, and will expire n the applicant s birthday. Certificatin is renewable upn cmpletin f all bard requirements fr cntinuing educatin and submissin f fees. The CCAPP ffice may refuse t act n the applicatin if there is evidence the individual vilated the prfessinal Cde f Cnduct; there is evidence f falsificatin f recrds; r a current suspensin/revcatin, as evidenced by the review prcess as required by state regulatins is discvered. Any certificatin denied, suspended r revked by CCAPP Credentialing prvides the applicant with the ability t request an appeal. Appeal requests must be submitted in writing t the CCAPP ffice within 30 days. See Disciplinary and Appeals Prcedures sectin fr further explanatin f this prcess. Applicants applying fr certificatin must live and/r wrk in the state f CA fr at least 51% f the time t becme certified at the reciprcal level. This is an IC&RC requirement. Any persn wh is certified by CCAPP and fails t apply fr renewal f certificatin has a perid f ne cycle (tw years) t renew. Failure t d s will result in a lapsed certificatin. 5

9 CREDENTIAL RENEWAL PROCEDURES: The purpse f recertificatin, r renewal f certificatin, is t enhance the quality f alchlism and drug abuse cunseling delivered t the public and t meet the requirements fr recertificatin by the IC&RC. This is accmplished thrugh cntinuing educatin curses; cunseling skills (basic curses), including at the Masters level, may nt be used fr renewal. A ttal f 50 hurs f cntinuing educatin must be dcumented as fllws: at least 40 hurs (including six hurs f cunselr ethics) must be cmpleted in wrkshps and seminars in cntinuing educatin units by a CCAPP apprved prvider and up t 10 hurs may be btained in prfessinal develpment. Recertificatin is required every tw years t cnfrm t IC&RC requirements and in supprt f the industry s best practices. The CCAPP Credentialing reviews such plicies n a bi-annual basis. CRITERIA FOR RENEWAL OF CERTIFICATION - EVERY TWO (2) YEARS The applicant must be credentialed by the Califrnia Cnsrtium f Addictin Prgrams and Prfessinals (CCAPP). The applicant must submit a renewal applicatin t CCAPP including: A. A cmplete applicatin frm fr Renewal f Certificatin. B. Dcumentatin n the applicatin frm, r attached sheet, f the cmpletin f at least fifty (50) clck hurs f educatin/training significant t the field f chemical dependency cunseling. In additin t shwing the hurs n training n the applicatin frm, cpies f certificates r transcripts verifying training/educatin must be attached t the applicatin. Where a questin exists abut the relevancy f such training/educatin, the burden f respnsibility falls n the applicant t demnstrate t CCAPP thrugh further dcumentatin (i.e., syllabus f curse, wrkshp bjectives, agendas, utcmes, letter frm instructr, etc.) that such training shuld be cnsidered valid and relevant tward fulfilling the applicant's renewal f credential requirements. It is essential that the applicant include all cpies (nt riginals) f certificates, further dcumentatin, etc., with his/her applicatin fr renewal f certificatin t CCAPP. Failure t d s may result in CCAPP deferring renewal f certificatin t the applicant until such requested items have been submitted t the CCAPP ffice. C. A signed and dated Cde f Ethics/ Cde f Cnduct. D. A signed and dated "Scpe f Practice" frm. CREDENTIALING RENEWAL POLICIES 1. All materials fr Renewal f Certificatin must be received by the CCAPP at the address belw thirty (30) days minimum prir t the scheduled date fr renewal f certificatin. 2. Any persn wh is certified by the CCAPP and fails t apply fr renewal f certificatin has a perid f tw years t renew his/her certificatin. Failure t d s will result in the need t apply fr riginal certificatin. The current certificatin will nt be extended thrugh this perid. 3. All materials sent t the CCAPP by the applicant fr the prtfli becmes the prperty f the CCAPP. 4. The applicant must submit the apprpriate fees at the time f applicatin (all fees are nn-refundable). CONTINUING EDUCATION: ALCOHOL/DRUG COUNSELING (CCAPP prvider numbers are required: minimum 40 hurs) Minimum f 40 hurs (six hurs must be cmpleted in cunselr ethics every renewal) must be cmpleted in wrkshps and seminars in the cunseling skill, and must be given by apprved prviders with current CCAPP apprved prvider numbers. It is the respnsibility f the applicant t ensure that wrkshps have an apprved prvider number. All dcumentatin must have the apprved CCAPP prvider number be signed by the trainer, and be in alchl/drug skills. Examples include: attendance at a CCAPP cnference; nline training curses frm a CCAPP prvider; designing & presenting a training fr a CCAPP prvider (must be dcumented in a letter frm a supervisr t receive credit); classrm educatin (schl must be issued an apprved prvider status t be accepted. All hurs fr renewal may be cmpleted as cntinuing educatin frm a CCAPP apprved prvider. II. PROFESSIONAL DEVELOPMENT HOURS (CCAPP prvider numbers are nt required; maximum 10 hurs; cannt be cunted tward cntinuing educatin hurs) Maximum f 10 hurs can be used fr renewal and are nt required t be cmpleted if all hurs are cmpleted as cntinuing educatin. Prfessinal develpment hurs are trainings that the applicant has attended that enhance prfessinalism. Examples Include: presentatin f alchl/drug cunseling and related tpics (must dcument in a letter frm supervisr t receive credit); trainings attended at a place f emplyment (sexual harassment, etc); self-imprvement wrkshps and seminars; CCAPP Bard f Directrs meeting participatin; CCAPP District meeting participatin; and apprved CCAPP cmmittee vlunteer wrk (dcument by submitting letter r certificate verifying participatin). If advancing at renewal time, within 60 days f expiratin f current credential, submit the 50 hurs f cntinuing educatin as required abve in the renewal sectin. 2. Submit a cmplete advancement 90 days prir t yur renewal date, failure t d s will result in a delay f the credential being updated n the registry fr emplyers t verify, and culd result in suspensin r terminatin frm emplyment. 3. Reciprcal (IC&RC) credentials require that the candidate applying fr certificatin live in the state that they are certified fr 51% f the year, r have reciprcated the credential t the state f residence. 4. A CCAPP credential that has been active fr an apprved tw year perid and has nt been renewed at the expiratin f that tw year perid. 2. A military r ut f state credential that has been granted cntingency reciprcity by Califrnia and given an expiratin date t meet Califrnia certificatin standards and failed t d s by that expiratin date will be cnsidered lapsed. 3. A military r ut f state credential that has been granted reciprcity and given an expiratin date (riginal certificatin date) and the cunselr fails t prvide sufficient dcumentatin fr renewal will be cnsidered lapsed. 4. A military r ut f state certificatin that grants certificatin fr mre than a tw year perid will be limited t tw years in the state f Califrnia. The applicant must renew certificatin at the assigned date t avid a lapsed credential. 5. In case f certificatin sanctins, suspensin r revcatin, the applicant is respnsible fr dcumenting requirements f disciplinary sanctins have been satisfied. Opprtunities t rectify lapsed credentials Pay all fees and penalties and meet ne f the fllwing cnditins: 1. Cunselr must request in writing t be granted a six mnth extensin frm the current certificatin expiratin date if certificatin renewal dcumentatin will nt be prvided. An extensin des nt make the certificatin active, it is still cnsidered expired, but the individual requesting the extensin will nt fall int a lapse perid which may require submitting f a full applicatin, retaking examinatins, etc. The individual will need t prvide all required cntinuing educatin units (CEU), and prfessinal develpment hurs (PDH) per renewal plicy and pay fees per renewal applicatin/plicies. 2. If certificatin lapse is lnger than six mnths, but less than ne year, the cunselr must request in writing t renew. The bard may require additinal educatin r requirements in rder t renew certificatin after lapsing fr this perid f time. 3. If certificatin lapse is lnger than ne year, but less than tw years, the cunselr must request in writing t sit fr the written examinatin, which must be passed prir t allwing recertificatin. Nte, this certificatin will be cnsidered a new certificatin. 4. If certificatin lapse is lnger than tw years, the cunselr must request in writing t apply fr certificatin as if an riginal applicant. It is the cunselr s respnsibility t fllw the renewal guidelines and prvide apprpriate dcumentatin fr renewal r certificatin in a timely manner. 9

14 Field Wrk Practicum Curse Overview: This is a 45-hur curse ffered by the institutin in which students receive training r educatinal units. Students registered in a field practicum curse meet n an nging basis fr seminars, which are supervised and directed by an assigned instructr. The curse instructr will ensure that the student is enrlled in the curse and cmpletes 255 hurs at an "apprved agency setting" where direct supervisin is prvided by a CCAPP apprved supervisr. The instructr shall be available fr cnsultatin with the student. The instructr als will be an intermediary with the agency, the student, and the educatinal institutin. The 255 hurs begins during the 45 hur curse f the practicum class/classes and must be cmpleted within ne year f the cnclusin f the practicum class. Supervised Field Wrk Practicum (Internship) Curse Overview: The student must be under the direct supervisin f a CCAPP apprved supervisr and supervisin must be prvided n a weekly basis. The agency will cmplete necessary evaluatin frms t be sent t the curse instructr befre credit can be granted fr the curse. Practicum Descriptin: The practicum cnsists f 300 hurs (255 hurs field setting and 45 hurs classrm setting) f specialized and supervised field wrk in a selected setting that will affrd interns the pprtunity t develp and refine knwledge and skills in addictin cunseling. Philsphy and Ratinale fr the Practicum: The applicatin f values, knwledge, and skills in the practice setting is essential t prfessinal addictin cunseling. The field wrk practicum, r internship, is the means by which students learn t apply and integrate acquired knwledge and values, and refine the skills that are taught in the classrm. This "learning by ding" apprach is the mst taxing frm f educatin, but it is essential t adequate preparatin fr prfessinal practice. Learning Objectives: The field wrk practicum is mre than a simple bservatin, r the assignment f insignificant tasks. It is direct, hands-n experience in all areas f chemical dependency cunseling. Supervised Field Wrk Practicum (Internship) Hurs Requirements During the first week f the internship, a minimum f three hurs will be devted t a thrugh rientatin f the treatment prgram f the hst agency. The subsequent week f the internship will incrprate a variety f assignments that will give interns the pprtunity t practice and accmplish the bjectives f the prgram. T assist in this prcess, IC&RC has cntracted with Schreder Measurement Technlgies (SMT) t develp, administer, and scre all examinatins. SMT is an established, full-service, internatinal testing cmpany. SMT serves the needs f licensing and credentialing agencies with a wide range f test develpment and administratin services. Examinatins are administered thrugh a divisin f SMT called ISO-Quality Testing, Inc. (IQT). IQT prvides secure, user-friendly, high-quality, examinatin administratin arund the wrld. Using interviews, surveys, bservatin, and grup discussins, IC&RC wrks with Subject Matter Experts (SMEs) in the field t delineate critical jb cmpnents. The knwledge and skill bases fr the questins in the examinatin are derived frm the actual prvisin f services in the field. Examinatin questins are written by certified individuals r thse therwise deemed as SMEs in the field. SMEs are trained in item writing best practices and assisted by IC&RC s prfessinal testing cmpany when writing questins. All examinatin questins are written in a multiple chice frmat with three r fur respnse ptins. One f these ptins represents the BEST respnse and credit is granted nly fr selectin f this respnse. Exam Eligibility Requirements and Registratin IC&RC examinatins are administered exclusively by IC&RC Member Bards. The minimum scaled passing scre is 500 fr all examinatins. Scaled Scres Scaled scres are created when the number f questins answered crrectly is mathematically transfrmed s that the passing scre equals 500 n a scale starting at 200 and ending at 800. This transfrmatin is very similar t cnverting inches t centimeters. Fr example, a 10 inch ribbn is als 25.4 centimeters lng. Fr security purpses, IC&RC keeps multiple frms f each examinatin in circulatin at all times. Candidates are randmly assigned a frm. The use f scaled scres des nt influence whether a candidate passes r fails an examinatin. The passing f an IC&RC examinatin is always incumbent n achieving the minimum passing scre as it is determined in the prcess belw. Determining a Passing Scre Passing scres fr IC&RC exams are nt based n a percentage f questins answered crrectly. Instead, IC&RC uses a Mdified Angff Study t determine a cut scre fr each examinatin. The Angff methd uses a systematic and dcumented apprach t establish accurate, reliable, and legally defensible pass/fail scres. Cut scres are determined by a panel f Subject Matter Experts (SMEs) that are wrking in and have demnstrated expertise in the field. SMEs wrk with ur prfessinal testing cmpany t discuss the specific knwledge, skills, and abilities needed t demnstrate minimum cmpetence. The SMEs evaluate and rate the difficulty f each questin. These ratings are then cmbined t determine the final cut scre fr the exam. The final cut scre is subsequently transfrmed t an equivalent scaled scre. All examinatin questins are weighted equally. Use f Multiple Exam Frms Fr every IC&RC exam, there are multiple frms f the same examinatin. Each frm will use different questins but test the same cntent. Examinatin frms are updated and replaced n a cntinuus basis t ensure the security and integrity f the examinatin. The use f multiple frms fr the same exam will nt make it easier r mre difficult fr candidates t pass ne frm f the examinatin. IC&RC s testing cmpany uses statistical data n each test questin t evaluate the difficulty f each examinatin frm. The examinatins are cnstructed in rder t minimize variatins in difficulty frm ne frm t anther. The passing scres fr each examinatin frm are adjusted accrdingly t accunt fr any differences in frm difficulty. Use f Pretesting Items On each IC&RC exam, there are unweighted items that d nt influence final scres. Unweighted items are als called pretest items. Pretest items are nt identified n exams and appear randmly n all exam frms. Pretest items d nt influence final scres r pass/fail status. IC&RC uses pretest items t pilt newly written questins t ensure item quality prir t its additin t an examinatin as a weighted questin. Pretesting prvides verificatin that the items are relevant t cmpetency, measure prficiency and helps ensure the quality f future examinatins. Pretest items d nt influence a candidate s scre and prtect candidates against prly-perfrming items. Failing Scres Candidates wh d nt pass their examinatin are prvided with percentages f crrectly answered items in each cntent dmain t better fcus future study effrts. Fr security reasns, candidates will nt be prvided with their raw scre (ttal number f questins answered crrectly), ttal percentage f questins answered crrectly, r a cpy f the examinatin t review.
