2 Workshop Purpose Panel discussion highlighting best practices and lessons learned from recently implementing the Child Care Reauthorization program. The discussion will cover various topics, including the eligibility process, fact-finding, fraud determinations, and collecting over payments from a large, medium and small Board perspective.

4 Opportunity? OI thinks the new child care Reauthorization Law changes and the Child Care Recoupment Internal Audit report are an opportunity to improve and streamline the following processes: Lessen the fact-finding administrative burden on Boards and contractors Create a standard process to make fraud determinations Modify the current child care recoupment process Leverage changes and new Program Integrity Reporting and Tracking System (PIRTS) to simplify reporting and tracking
5 RPI Objective Build a model for equitable, high-quality, timely and standardized: CC fact-finding, fraud determination, notice of appeal rights, and recoupment processes
6 RPI - Action Needed Standardize Child Care fact-finding, fraud determination, and recoupment processes. Address TWC Internal Audit Report Child Care Collections issues. Establish processes and procedures for the Child Care and Development Block Grant Act of 2014 in effect October 1, Incorporate the Program Integrity Reporting and Tracking System (PIRTS) into the fact-finding, fraud determination and recoupment processes.
7 RPI - Deliverables Highlights Develop well-defined and standardized policies, procedures and performance expectations regarding fact-finding, fraud determination, appeal rights and recoupments (for families and staff). Define an equitable and consistent appeals policy for a child care parent with a determination resulting in an adverse action. Develop policy, guidance and procedures for reporting and tracking child care fact-finding, fraud determination and recoupment using the Program Integrity Reporting and Tracking System (PIRTS). Develop a policy proposal, including options and a recommendation for dealing with current child care debt to include an effective collections system. Create standardized training and quality assurance / control processes.
