Kier & Wright has provided comprehensive civil engineering and land surveying services to both public and private sector clients since As a local firm founded in Santa Clara, we have decades of local experience and are highly familiar with the standards and requirements of local regulatory agencies such as the City of Santa Clara, the City of San Jose, the City of Sunnyvale and the County of Santa Clara. We have completed numerous projects within the vicinity of the District s projects and the District s existing campuses, including several projects at District campuses. Since 1972, Kier & Wright has completed well over 1,000 projects at numerous schools throughout the Bay Area and its surrounding regions, and has provided design services for many public K-12 schools. We are very comfortable with DSA plan review processes and are familiar with the type of detailing (i.e. details such as fire system equipment that are usually not required by municipalities or other agencies) and presentation expected and, therefore, usually receive very minor comments to submitted plans. Furthermore, Kier & Wright is extensively experienced in providing land surveying services for K-12 District campuses, and currently provides on-call surveying services for the Redwood City School District and the Livermore Valley Joint Unified School District. Additionally, Kier & Wright field survey staff routinely provide contractors with construction surveying services at public school campuses. As such, Kier & Wright is experienced in scheduling and coordinating field survey and construction staking work on school campuses, and is familiar with the necessary steps that must be taken to efficiently schedule work. We have resources in place for fingerprinting, criminal background checks and drug testing and can acquire updated fingerprinting and criminal background checks for field survey personnel that will be dispatched to District campuses. We are also able to provide drug tests, if requested by the District. Our Santa Clara field survey operation is located within close proximity to District project sites, allowing us to quickly and efficiently schedule and dispatch 18 of our highly experienced field survey personnel from this office location. I, Mark Knudsen, P.E., will be the primary point of contact regarding this submission, any requests for additional qualifications, any resulting interviews or project-specific requests for proposals, and any resulting contract. In Section 5, we have included a resume for myself and resumes for three additional senior staff members in our Santa Clara location who will be available for assignment to District projects. Each crew is equipped with a fully stocked truck, digital levels, rods, layout staffs and a Trimble S-series Robotic Total Station with a Trimble TSC3 Data Collector running the latest Trimble Access software. Our crews use Trimble R-8 and r-10 GNSS receivers and Trimble Business Center Software to adjust traverses by both conventional and GPS methods. Since 1972, Kier & Wright has completed over 1,000 projects at numerous schools throughout the Bay Area and its surrounding regions. The following list includes representative examples of local public schools where Kier & Wright has completed civil engineering and land surveying projects within the last 5 years. BUCHSER MIDDLE SCHOOL AUXILIARY GYM AND GIRLS LOCKER BUILDING MODERNIZATION, SANTA CLARA UNIFIED SCHOOL DISTRICT 2012 Kier & Wright provided all topographic surveying and civil engineering for the Buchser Auxiliary Gym project on Benton Street in Santa Clara. Grading and drainage plans were prepared for a new gymnasium and locker building and also plans for correction of inadequate drainage in the vicinity of the gym. A new storm drain system was installed to drain areas subject to flooding. The project was successfully closed out with the DSA. In 2010, prior to the design phase, Kier & Wright completed a detailed campus-wide aerial topographic and boundary survey used for base mapping in improvement design. BUCHSER MIDDLE SCHOOL BELLOMY STREET ABANDONMENT & S/W EASEMENT ON WASHINGTON STREET, 2013 Kier & Wright provided the Santa Clara Unified School District with plats & legal description for street vacation. BUCHSER MIDDLE SCHOOL ADDITIONAL TOPO/UTILITY SURVEY, 2013 Kier & Wright provided the Santa Clara Unified School District with additional topographic/utility surveying services for Buchser Middle School improvements. SANTA CLARA HIGH SCHOOL BUILDING J MODERNIZATION Contact: Dean Tatsuno, AIA, IBI Group, Kier & Wright provided all topographic surveying and civil engineering for the Building J Modernization Project on Benton Street in Santa Clara. The existing paved school yard was construct in the 1950 s without benefit of a storm drain system, and flooded during rain storms. Kier & Wright prepared topographic survey and civil engineering plans to repave the school yard in the vicinity of Building J and provided a storm drain to correct the drain age problems. The project was successfully closed out with DSA. The civil engineering services were provided to the project architects, BFGC-IBI Architects. The project also required preparation and processing of off-site street improvement plans for new driveway construction and other frontage improvements. The project was successfully closed out with DSA. The civil engineering services were provided to the project architects, BFGC-IBI Architects. Constructed in TOPOGRAPHIC UTILITY SURVEYS OF QUICK START LUNCH SHELTER AREAS (SEVEN CAMPUSES), REDWOOD CITY SCHOOL DISTRICT In early 2017, the Redwood City School District selected Kier & Wright to complete all topographic surveying services for its Measure T-funded Master Plan projects. Kier & Wright recently completed topographic utility surveys for lunch shelter areas on seven Redwood City School District campuses for Quick Start lunch shelters improvements within the District s Facilities Master Plan. The surveys show detailed grade information, finished floor of adjacent buildings, and location and depth of underground utilities for lunch shelter areas at Roy Cloud Elementary School, Taft Elementary School, Orion Alternative Elementary School, Northstar Academy, McKinley Institute of Technology, John F. Kennedy Middle School and Fair Oaks Community School. FULL-CAMPUS TOPOGRAPHIC UTILITY SURVEYS (FIVE CAMPUSES) FOR PHASE I OF MASTER PLAN, REDWOOD CITY SCHOOL DISTRICT 2017 Kier & Wright is provided full-campus topographic utility surveys for use in base-mapping for design of improvements in Phase I of the District s Master Plan. The lawn was re-graded to correct existing drainage problems dating back decades. The project involved resolution of A.D.A. accessibility and drainage issues and required the development of a site plan to preserve historic configuration. Surveying services for the project were provided to the District directly and included photogrammetry and topographic survey of the campus s front walk and stairs. Between 2005 and 2013, Kier & Wright has provided services for projects at the District office and at every high school campus within the District. Services for these projects have included boundary surveys, topographic survey, civil engineering design and construction staking for gymnasiums, theater/fine arts building, track & field, solar installation and beautification projects. Most recently, in 2013, Kier & Wright completed topographic utility surveys showing detailed grade information, all trees, finished floors of all adjacent buildings, location and approximate depth of underground utilities for field houses at Prospect High School, Del Mar High School and Branham High School. CHARTER SCHOOL OF MORGAN HILL EXPANSION, MORGAN HILL UNIFIED SCHOOL DISTRICT 2013 Kier & Wright provided the Morgan Hill Unified School District with topographic and underground utility surveying services for the expansion of the Charter School of Morgan Hill located at 9530 Monterey Road in Morgan Hill. SARATOGA HIGH SCHOOL SPORTS COMPLEX, LOS GATOS-SARATOGA UNION HIGH SCHOOL DISTRICT Kier & Wright prepared a detailed design-level topographic survey and an orthophoto for the sports complex project at Saratoga High School. ADDITIONAL EXPERIENCE CITY OF SUNNYVALE TASMAN-FAIR OAKS PEDESTRIAN & BICYCLE CIRCULATION PLAN PHASES I & II, SUNNYVALE, CA Public Improvement project for the City of Sunnyvale consisting of intersection improvements, accessibility improvements including curb, gutter & sidewalk design, traffic calming measures and raised crosswalks. Work performed included complete project management through Construction Documents including site plan design, public street improvements, curb ramp designs and PS&E s (plans, specifications & estimates). Kier & Wright won a Request for Proposals as part of a pre-qualified list of proposers for Sunnyvale s Public Works improvement projects. The project included new energy-efficient street lighting and restriping of the Fair Oaks overpass above Highway 237. Improvements encompassed full street restriping and repaving to accommodate new bike lanes. The project required coordination with Caltrans and San Francisco Water Company for encroachment permits and approvals. CLIENT CONTACT: Richard Chen, Civil Engineer, City of Sunnyvale Department of Public Works BUBB ROAD SIDEWALK IMPROVEMENTS BUBB ROAD, Cupertino, CA Kier & Wright provided the City of Cupertino with public street improvement plans enhancing pedestrian access to sidewalks along a section of Bubb Road between a commercial development and McClelland Road. The area of work was bisected by Union Pacific Railroad tracks. Sections of sidewalk were extended to meet a new sidewalk crossing at the railroad tracks. All improvements were designed to maximize pedestrian safety in conformance with U.P.R.R. and City requirements. Scope included engineered site plan, topographic survey, public street improvement plans and coordination with the City and the U.P.R.R.. 15 4. TECHNICAL CAPABILITIES Kier & Wright civil and survey staff are experts in CAD drafting and design, and have extensive experience with AutoCAD Civil3D applications. Our civil and survey technicians and staff run Autodesk Civil 3D 2017 on custombuilt computers with Intel Xeon Processors. All files and data are stored and backed up to secure, off-site data servers. Kier & Wright field survey crews have the training, experience and the gear necessary to accurately, efficiently and safely perform all types of field surveying, including boundary and topographic surveys, ALTA surveys and construction staking. 20 6. C.E. SERVICES AGREEMENT COMMENTS Kier & Wright has reviewed the District s CE Services in full and is prepared to sign such a contract without any modifications. 7. COMPENSATION 1. CE Services Proposed Pricing CE Consulting. The Respondent proposes the following method and manner for establishing compensation to the Respondent for completing CE Consulting Services described in Paragraph 2 of the Consultant Agreement: CE Service General CE Consultation Meetings With Board of Trustees; Citizen Oversight Committee; Community Organizations Proposed Method and Manner for Establishing Compensation Can be charged hourly or on an hourly not-to-exceed basis. The Respondent proposes the following method and manner for establishing compensation to the Respondent for completing CE Design Services for an Assigned Project as described in Sections 3, 4, 5, 6, 7 and 8 of the CE Agreement: CE Design Service Programming Phase Design Development Design Documents Phase Proposed Method and Manner for Establishing Compensation Fees are dependent on the size of the site and the overall scope. From the services indicated in Article 5 the grading, stormwater and utilities would be affected by the numbers of at-grade parking areas, drive aisles and buildings. Fees for Bidding are dependent on the size of the site as the major task is this phase is preparation of Conformed Design Documents incorporating Addenda. Fees for construction administration are based on the overall construction duration of the project. Attendance at meetings, review of submittals and RFI responses are built into this fee. The fee for project close-out will be based on the size of the project as it requires field inspection and preparation of record drawings. 1.
