1 The following resolutions are provided for information, in order to make actions of Executive Council known as quickly as possible. The resolutions were passed by the Executive Council at its October, 2017 meeting in Linthicum Heights, Maryland and have been tentatively certified by the Executive Officer of the General Convention. However, until Executive Council approves the minutes of the June meeting, the resolutions texts are subject to change. If you have any questions, or if you intend to make use of these resolutions before Executive Council approves the minutes in January, 2018, please contact the Office of the General Convention at

2 AN 029a OPIOIDS The following is a true copy of a Resolution adopted by the Executive Council at its meeting from June 9-11, 2017 and amended at its meeting from October 18-21, 2017, at which a quorum was present and voting. Resolved: That the Executive Council of the Episcopal Church meeting in San Juan, Puerto Rico June 9-11, 2017 urges strong action to combat the epidemic of prescription opioid drug abuse, heroin use, and overdose deaths in the United States; and be it further Resolved, That the Executive Council acknowledges the role that prescription opioids play in leading to heroin addiction and the abuse of other synthetic opioids and calls on Episcopalians to advocate for a coordinated public health, law enforcement, and legislative response to eradicate opioid abuse and care for those affected by the disease of addiction; and be it further Resolved, That the Executive Council calls for an end to the discrimination of individuals with opioid addiction and recognizes that prior discrimination of people with drug addiction has had profound impacts on incarceration, particularly of persons of color.

3 AN 030 LINE OF CREDIT TO ST. AUGUSTINE S UNIVERSITY FOR Resolved, That the Executive Council authorizes a Senior Secured Line of Credit to St. Augustine s University of up to one million dollars ($1,000,000.00) secured by a deed of trust of certain parcels with a combined appraised value of at least $2,500,000; and be it further Resolved, That the draw will be subject to completion of due diligence satisfactory to the DFMS Treasurer, including but not limited to confirming the value of the property securing the loan.

4 AN 031 GRANT TO VOORHEES COLLEGE Resolved, That the Executive Council extends an additional $50,000 grant in 2017 to Voorhees College for emergency repair of the college library roof.

5 AN 032 ADVISORY COUNCIL ON THE STEWARDSHIP OF CREATION ROUND 3 GRANTS Resolved, That the Executive Council of the Episcopal Church, meeting in October 2017 approve the following grants recommended by the Advisory Council on the Stewardship of Creation in September 2017: 1. Trinity Episcopal Church, Mineral Point, Wisconsin. Two garden projects with signage, one speaker series, a film series and a children's faith formation series. $10, The Procter Camp and Conference Center, Ohio. Two-year program to create a tenacre native prairie habitat, with connections to public schools, Episcopal youth and young adults. $5, The Episcopal Diocese of Arkansas. Working with the Lower Arkansas-Maumelle River watershed in a permaculture and education project involving Arkansas Baptist College (an HBCU), members of Episcopal congregations and a group of young adults. $10, Episcopal Diocese of Milwaukee Haiti Project. An extension of work for The Green School Clean School project to lead efforts in reforestation, composting, food production and education in farming techniques. $10, Virginia Haiti Collaborative, The Episcopal Diocese of Southwestern Virginia. A project to establish education resources and communication around a larger project to provide solar power for St. Marc s Episcopal School in Cerca la Source, Haiti. $9, Plainsong Farm and Ministry, Rockford, Michigan. Create and publish online and print resources for the Episcopal Church to educate the church on faith and the opportunities to partner with young, community-minded farmers committed to sustainable agriculture and ecological stewardship. $8, Grace Episcopal Church, Morganton, North Carolina. A five-year plan for a Green Forum involving guest speakers. Approved for partial funding of the first year. $2,000.

Create resource materials and handbook for use by other churches and diocese on how to conduct a similar experience to the River of Life event conducted in the summer of $7, All Saints Episcopal Indian Mission of The Episcopal Diocese of Minneapolis. Advance the food justice work at First Nations Kitchen by launching a second community meal that will increase access to healthy Indigenous food, and increasing collaborative community programming. $5, St. Mary s Episcopal Church with Minnesota Interfaith Power and Light (St. Paul, MN). A project to host a trip for members of non-tribal congregations to northern MN to visit with native congregations and native water protectors at the site of the proposed pipeline in Minnesota, hosting a series of talks and events. $5, Trinity Episcopal Church, Bloomington Indiana. A solar installation project with faith formation, parish celebration and youth training and involvement. $6, St. James Episcopal Church, Bozeman, Montana. Seed money to organize the Montana Faith and Environment Coalition. $3, The Episcopal Church of the Advocate, Chapel Hill, North Carolina. To support the education, communication and digital resources production efforts of the Piedmont Patch project expansion of food production. $7, All Saints Episcopal Church, San Leandro, California. Support the development of new chapters of the Holy Hikes ministry through advertising, administrative support and communications. $6, Diocesan Council, Inc. and The Trustees of the Protestant Episcopal Church of the Diocese of Delaware. To support the diocese in continuing their project of bringing all diocesan property into compliance with the Genesis Covenant. $5, Third Order Society of St. Francis, Hicksville, New York. To support a trained cadre of leaders to teach and train others in issues of climate justice. $5,000. Be it further resolved, That the Executive Council of the Episcopal Church, meeting in October 2017 approve the following grant recommendations by the Advisory Council on the Stewardship of Creation in September 2017 pending separate budget re-allocation: 17. Grace Episcopal Church, Morganton, North Carolina. A five-year plan for a Green Forum involving guest speakers. Additional funding for the second year. $2,000.

7 18. St. James Episcopal Church, Bozeman, Montana. Seed money to organize the Montana Faith and Environment Coalition. Additional funding to meet their full request. $7, The Episcopal Church of the Advocate, Chapel Hill, North Carolina. To support the education, communication and digital resources production efforts of the Piedmont Patch project expansion of food production. Additional funding to meet their full request. $2, Third Order Society of St. Francis, Hicksville, New York. To support a trained cadre of leaders to teach and train others in issues of climate justice. Additional funding to meet their full request. $5, Diocese of Spokane, Washington. Support funding for the workshops and network expansion of Creation Care Ministries. $5, St. David s Episcopal Church, Friday Harbor, Washington. Establish a community composting program for the church campus. $2, St. Mark s and St. John s Episcopal Church, New York. Communication, theological resources and meditation bench for the hoop house project. $2, St. Andrews Episcopal School of Fort Pierce, Florida. Funding of staff time for the Living Shoreline Project of the Indian River Lagoon. $8,600.

8 AN 033 AFFIRM FAIR AND EQUITABLE REPRESENTATION AND CONDEMNING RACIAL GERRYMANDERING Resolved, That The Episcopal Church (TEC) affirms the need for voters to be represented fairly and equitably, and commits to representation for all Americans in the legislative bodies of the U.S.; and be it further Resolved, That TEC affirms that one-person-one-vote means that the votes of people of all races and ethnicities are fairly represented, counted, and accounted for; and be it further Resolved, That TEC commits to advocating and engaging at the federal, state, and local level to ensure fair districting and representation; and be it further Resolved, That TEC commits to opposing any form of partisan gerrymandering which has the same effect of racial gerrymandering; and be it further Resolved, That TEC commits to advocating against any form of political district mapping that has the effect of diluting the votes of people of color at the statewide and national level.

14 FFM 084 TRUST FUND #1161, HOLY TRINITY SCHOOL OF HAITI Resolved, That Trust Fund # 1161, Holy Trinity School of Haiti be established as an investment account for the Diocese of Haiti, Petion-Ville, Haiti, which may withdraw principal and/or income upon request, and may add to the principal at its discretion.

15 FFM DIVIDEND RATES FOR THE DFMS TRUST FUND PORTFOLIOS Resolved, That the dividend rate for 2018 for the DFMS Trust Fund portfolios available to support the operating budget of DFMS be set at $1.06 per share based on 5.0% the average yearend market values of the portfolio for the five years ending 2016; and be it further Resolved, That the dividend rate for 2018 for Trust Funds in the DFMS Endowment Portfolio that are not available to support the operating budget of DFMS be set at $1.06 per share based on 5.0% the average yearend market values of the portfolio for the five years ending 2016.

16 FFM 086 TRUST FUND #809 THEOLOGICAL EDUCATION FOR LATIN AMERICA AND THE CARIBBEAN (1977) Resolved, That the Executive Council authorizes the Treasurer to use income distributed from Trust Fund No.809 during 2017, up to $349,170.00, for educational and theological programs (including continuing education and individual scholarships) as recommended by the Commission on Theological Education for Latin America and the Caribbean (CETALC) at its meeting in Mexico City, Mexico, July 31 August 5, 2017; and be it further Resolved, That disbursement of funds will be conditioned upon the receipt of appropriate documentation to secure financial and operational accountability acceptable to the Treasurer; and be it further Resolved, That any balance not awarded during 2018 be reinvested.

17 FFM 087 GRANT TO LI TIM-OI CHINESE MINISTRIES Resolved, That the Executive Council wishes to enable the continuation of ministries to people of Chinese descent; and be it further Resolved, That because certain board directed trust funds have been restricted for ministry to Chinese of the Dispersion (post-communist takeover), the Executive Council agrees to grant $50,000 in increments to be agreed commencing in 2018 to Li-Tim Oi Chinese Ministries in the Diocese of Los Angeles.

18 FFM 088 UPDATED TRAVEL GUIDELINES Resolved, That the revised official Travel Guidelines for the Domestic and Foreign Missionary Society are adopted, effective 12/1/2017.

19 FFM 089 CLERGY HOUSING ALLOWANCES Resolved, That a portion of the total compensation paid to each clergy employee for calendar year 2018 shall be designated to be a housing allowance; and be it further Resolved, That the Executive Council designates as a tax-deductible housing allowance for 2018 those allowances requested and presented by clergy employees of the DFMS to the Treasurer as indicated in the attached list; and be it further Resolved, That these allowances will be made pursuant to Internal Revenue Code Section 107 and Internal Revenue Service Regulations S1.107 up to 100% of the annual cash salary of such clergy.

22 FFM BUDGET FOR THE EPISCOPAL CHURCH Resolved, That the Executive Council approves the revised 2018 Budget for The Episcopal Church.

23 FFM 093 REQUEST FROM THE EPISCOPAL CHURCH IN LIBERIA Resolved, That upon receiving written request from the Rt. Rev. Jonathan B. Hart of the Episcopal Church of Liberia (ECL), the Executive Council authorizes that $119,035 from Trust Funds of Class 26 be distributed to ECL for Cuttington University College.

24 FFM 094 DEVELOPMENT OFFICE ANNUAL APPEAL Resolved, That, beginning with the annual appeal by the Office of Development in 2018, receipts from annual appeals are applied to projects already allocated within the DFMS operating budget.

25 GAM 012 PROPOSE AMENDED BY-LAWS Resolved, That the Executive Council amend the By-laws, Articles VII and VIII to provide for attendance and reporting by the Chief Legal Officer. A copy of the proposal is attached hereto.

26 GAM 013 NEW YORK STATE PAID FAMILY LEAVE Resolved, That the DFMS will provide eligible employees with up to 12 weeks of job-protected paid family leave (PFL) once fully implemented; and be it further Resolved, That the DFMS will provide employees with a general description of their PFL rights, and in the event of any conflict between this policy and applicable law, employees will be afforded all rights required by law. This Policy should not be construed to confer any express or implied contractual relationship or rights to any employee not expressly provided for by PFL.

27 GAM/FFM 002 Leasing at 815 Second Avenue Linthicum Heights, Maryland, from October 18-21, at which a quorum was present and voting. Resolved, That the Leasing Policy and Procedure 2017 be adopted. LEASING POLICY AND PROCEDURE The DFMS will seek tenants for surplus space in 815 based upon the following priorities: a. Episcopal agencies will have first priority b. Not-for-profit organizations are preferred c. For-profit organizations will be considered (and the responsibility for any taxes generated will be agreed during lease negotiations) 2. All tenants must: a. Be financially sound and capable of meeting their rent and operating expense obligations. b. Be engaged in work or mission that is compatible with the mission and ministry of the Episcopal Church. c. Not engage in activities that disturb the enjoyment of their fellow tenants (i.e., no cooking odors, noise, or security concerns). 3. Leases will be written recognizing the typical expectations of the New York City real estate market a. Leases are typically for periods of 10 years or more 4. The Society s Officers will advise the Executive Council a. Of all lease contracts before signing, and b. Seek the approval of the Council where leases and potential renewals exceeds ten years.

28 GAM/FFM 003 Final Composition of Outstanding Loans To The Episcopal Diocese of San Joaquin Resolved, That Executive Council, meeting at Linthicum Heights, Maryland from October 18-21, 2017, hereby agree to the following terms in order to conclude all outstanding principal ($6,175,000) and accrued interest on all loans extended by The Domestic and Foreign Missionary Society to the Episcopal Diocese of San Joaquin from 2008 through December 31, 2016: 1. Executive Council expresses its profound appreciation for the steadfastness and perseverance of the people, clergy, and loyal congregations of Diocese of San Joaquin, through over a decade of legal turmoil, disruption, dispossession from their church homes, and uncertainty, now largely resolved. 2. The Diocese of San Joaquin shall pay the sum of $1,000, (one million dollars) as payment in full to by wire transfer, using instructions to be provided by the Treasurer, and do so on or before December 31, Any unpaid balance of the $1,000,000 after that date shall bear interest at the prime rate plus one percent. 3. The Diocese of San Joaquin shall bear all future costs of litigation, future support of the Episcopate, and all the costs of repair, lease termination, maintenance of recovered properties, including surplus properties being prepared for sale, as well as all future costs associated with any such sales. 4. The Diocese of San Joaquin shall pay its full assessment to the Episcopal Church beginning in calendar year 2019.

32 WM 027 RATIFY ELECTION OF BOARD OF EPISCOPAL RELIEF AND DEVELOPMENT Resolved, That the Executive Council, meeting at the Maritime Institute in Linthicum Heights, Maryland from Oct , 2017 ratify the election and re-election of board members for Episcopal Relief and Development.

39 WM 028 APPROVE UTO GRANT FOCUS AND CRITERIA Resolved, That the Executive Council, meeting at the Maritime Institute in Linthicum Heights, Maryland from Oct , 2017 approve the 2018 United Thank Offering Grant Focus and Criteria.

40 Att. to WM United Thank Offering Grant Focus and Criteria UTO was founded to support innovative mission and ministry that the Church budget has not yet expanded to fund. The 2018 United Thank Offering Grant session will focus on the following: Becoming Beloved Community: Racial Healing, Reconciliation and Justice Becoming the Beloved Community is rooted in The Jesus Movement. Please see this document on Becoming the Beloved Community. (LINK) The United Thank Offering will accept: grant applications for start-up costs for a new ministry, not for the continuation of an ongoing ministry unless there is a definite new direction added to the existing program; grant applications for seed money for start-up positions, either full- or part-time for a new ministry (see above); one grant application per diocese within The Episcopal Church and one per province of the Anglican Communion; one additional application from a diocese of The Episcopal Church for a companion/partnership grant this relationship may be with a diocese from The Episcopal Church and a diocese of the Anglican Communion, or this relationship may be with a diocese of The Episcopal Church and one of the aided dioceses of The Episcopal Church (for a full list of aided dioceses, please see the Application Process Form); only one additional application per aided diocese or diocese of the Anglican Communion will be accepted; the sponsoring diocese will be responsible for the final accounting of the grant. A United Thank Offering grant application must: spend grant money within one year of receipt of the grant; return the final report of the funds within one year of receipt of the grant; show a connection with The Episcopal Church or Anglican Communion; show that any property, land, or structure is owned by an Episcopal congregation or diocese or province of the Anglican Communion; show how computer equipment, if requested in the budget, will be protected, maintained and supported going forward (please note: UTO cannot fund service contracts for computers); show financial or in-kind support. The United Thank Offering will NOT fund: project site/programs for two consecutive years; capital campaigns or debt reductions;

41 Att. to WM 028 deferred maintenance (repairs or upgrades to the physical plant or facility must be tied to the specific ministry or project of the current application); operational budgets (meaning the proposed budget and program is the same as the year before); debts obligated or incurred before the date of the grant award; stipends or honoraria; employment benefits or fees, taxes, or social security costs; purchase of consumable items (e.g., food, medicine, paper goods, toiletries, fuel of any kind, school supplies, anything that is given to those attending a program, travel, mileage, overnight accommodations, etc.); o For garden projects, UTO will fund: Soil, manure, trees, bushes, UTO will NOT fund: fertilizer, plants, flowers, seeds maintenance or printing of marketing materials, or a website; however, the initial development/creation of materials, videos, or a website can be funded; fees of architects or engineers, permits or insurance of any kind, shipping costs, background checks, or fingerprinting; contingency funds or overhead costs; rent or leasing of any kind; modifications or construction of property NOT owned by an Episcopal or an Anglican Communion entity; scholarships, tuition, camp fees, or attendance incentives; previously funded requests; programs regarded to be diocesan operating budgets; incomplete grants applications; grant applications from an Episcopal or Anglican diocese that has a current delinquent/outstanding grant; grant applications that have 51% or more of the total requested budget out of criteria (these items may appear on the budget, but it must be indicated who is funding them); emergency response requests. In Episcopal dioceses within the United States, the United Thank Offering WILL NOT fund: a vehicle with a 12 or 15 passenger chassis (due to stability and insurance matters); any vehicles that are not the property of a church or diocese of The Episcopal Church. Additionally, the United Thank Offering: will only fund one-half of the amount of the cost of a vehicle requested in the United States except in aided dioceses and the budget must show where the other half of the funding is coming from; requires a proposed bill of sale, which must accompany all applications requesting a vehicle (both in the United States and in other countries); will fund a vehicle for one year only there will be NO extensions allowed after the one year (both in the United States and in other countries). Please note any grant application submitted that is not within the criteria guidelines will not be considered.
