1 PASTORAL CENTER SERVICES FOR THE PARISHES 1 Diocesan Chief Finance Officer (CFO) The Diocesan Chief Finance Officer is in charge of the business and temporal affairs of the Diocese. If there are legal questions, questions regarding finance, assessments, Deposit and Loan Fund, etc., he should be contacted directly. Under the Supervision of the CFO, there are seven main Directors: Superintendent of Catholic Schools The Superintendent of Catholic Schools is appointed by the bishop to be the Chief Executive Officer of the Office of Catholic Education (OCE) and is responsible to the Bishop for the organization, administration, and supervision of the elementary and secondary schools and licensed preschools in the Diocese of Fresno. The OCE is a service office that supports pastors, school administrators, and teachers in their respective ministry to Catholic school students. The Superintendent reports to the Bishop and the Diocesan Advisory Board of Education in all matters affecting the schools in the Diocese. The Superintendent is also responsible for the dissemination and execution of all diocesan educational policies in the Catholic schools and preschools of the Diocese. Contact the Superintendent of Catholic Schools with any questions regarding Catholic School education, including pre-school. In the United States, the Catholic school continues to be one of the Church s most effective instruments for passing on the faith from one generation to another. Individuals born after 1982 are nearly 8 times more likely to attend Mass one or more times per week than those who did not attend our schools. Today, despite many challenges, Catholic Schools in CA educate over 200,000 students. The Diocese of Fresno educates close to 6,000 of that total number. Our goal, then, is that all of our students leave our Catholic schools: With a personal relationship with Jesus Christ and become active members of a parish community. With the ability to live a morally productive life; caring for the less fortunate and marginalized in our society. With a capacity to make responsible decisions and the ability to accept both personal and social responsibility for his/her actions With a hunger for knowledge and a solid foundation of skills in the academic content areas 1 Issued January 2001

2 With the ability to work and communicate productively and respectfully with others and With the desire to be a patriotic and responsible citizen Director of Cemeteries There are three Catholic Cemeteries in Fresno: Calvary established in 1885, Holy Cross established in 1922, and Saint Peter s established in The office is located in Saint Peter s cemetery at 264 N. Blythe Avenue, Fresno CA The major cross street is Highway 180. Office hours are Monday thru Friday from 8:30 a.m. to 4:30 pm and closed from noon to 1:00 p.m. for lunch. Direct line: , crascon@dioceseoffresno.org Construction/Property Manager The Construction/Property Manager (CPM) oversees all phases of construction including remodeling, purchasing, selling, property donations, leasing/renting/property management of all real property throughout our 8-county diocesan territory. Please note that prior to project commencement (including volunteer work & real estate transactions) regardless of the dollar amount, Pastor/Administrator is required to submit a Initial Request for Project Approval (IRPA) form to the diocese CPM department for approval by the Bishop and/or his Vicar General. The CPM serves as construction & real estate representative/advisor/consultant to The Bishop, Vicar General, diocesan CFO, Pastors/ Administrators, Principals, Building & Finance Committees & governmental & private agencies. The CPM acts as liaison between the Bishop s office, Pastors/ Administrators, Principals, contractors, engineers, title companies, tenants, landlords, property owners, real estate agents, property managers & outside legal counsel, as needed. The CPM prepares, administrates & reviews construction & real estate contracts between the Diocese of Fresno corporation(s) (on behalf of parish, mission or school) and the other legal entity. Maintains property records, performs site visits, processes claims for Religious, Welfare & Church property tax exemption, completes annual U.S. census surveys and Business Property Statements, as required by law. The CPM is responsible for updates and monthly distribution of construction & real estate status reports to the diocesan CFO, Vicar General and the Bishop. Reports new construction additions, demolitions, land acquisition/depositions information to Risk Management for insurance coverage. Assists with the creation of new parish boundaries by decree. Oversees construction & real estate contract administration by department staff. Construction & real estate research & resource provider. Diocesan Benefits Manager The Diocesan Benefits Manager is responsible for administration of all Diocesan benefit

3 plans. Facilities Manager The Facilities Manager is responsible for the operations and maintenance of the Pastoral Center and all facilities managed by the Chancery office. Risk Manager/Insurance Manager The Risk Manager/Insurance Manager is in charge of all safety/insurance and risk management for the entire Diocese and handles all accidents and insurance claims resulting from accidents or covered insurance claims resulting from accidents or covered insurance claims for monetary benefits, safety procedures, compliance to safety regulations, building inspections, regulatory compliance (other than building permits), approval of field trips and fundraising functions/festivals/processions occurring throughout the Diocese. Review of contracts; general/basic legal questions, disturbances, disagreements with vendors; regulators/law enforcement/security concerns insurance questions should be should be directed to the Risk Management Department. Director for Parish Financial Reporting The Director of Parish Financial Reporting reviews, monitors, and coordinates financial reporting for parishes and schools. Controller The Controller is in charge of all accounting for the Diocese, oversees all accounts payable and accounts receivable, and is responsible for billing and the automated payroll system. The Controller also oversees all Information Technology needs for the Pastoral Center, Catholic Cemeteries, and St. Anthony Retreat Center/STYCC in Three Rivers. Director of the Office of Ministries The Director of the Office of Formation and Evangelization supervises all the staff involved in supporting ministry in the parish. This includes the Bilingual Media Center, Catechetical Ministry, Youth and Young Adult Ministry, Family Life, Hispanic Ministry, Migrant Ministry, Multicultural/Multilingual Ministry, and School of Ministry. The Director addresses all questions of ministry, lay organizations and movements. Director of the Office of Stewardship and Development The Director of Development is in charge of development of financial resources for the Diocese, in particular the Our Faith, Our Family, Our Future capital campaign and the Bishop s Annual Appeal. Office of Canonical Services and Marriage Tribunal The Judicial Vicar is in charge of the Tribunal and can be reached at the Chancery Office in Fresno. Refer all canonical questions, particularly those regarding marriage (e.g., dispensations, permissions, transmittal of documents, annulments, lack of form, etc.) to the Tribunal.

4 Director of Social Justice Rooted in the Gospels and Catholic Social Teaching, this Office exists to educate, advocate and form parish and vicariate based leaders on issues inherent to the consistent ethic of life, the social mission of the Church and work for the common good. Based in Fresno and Bakersfield, its mission is to network with clergy and religious, parishioners, parish social justice advocates, chaplains and prison ministry volunteers, as well as the Office of Formation and Evangelization, and Catholic Charities throughout the entire Diocese of Fresno. The Office of Social Justice ministry represents the Diocese on Social, Environmental and Restorative Justice issues promoted by the United States Catholic Conference of Bishops and the California Catholic Conference, and strive to be a very efficient channel of communication from these bodies to each and every parish of the Diocese of Fresno. Office of Pastoral Services Health Ministers and Faith Community Nurses serve to promote and foster health and wellness for individuals, families, groups, communities and populations within a community of faith through opportunities received through health education programs and services with an emphasis on spiritual care that embraces whole-person care of heart, mind, body and soul. Also, this ministry provides an opportunity for registered nurses to become specialized in Faith Community Nursing. Director of Vocations The Director of Vocations is in charge of promoting vocations and the formation of seminarians. Possible candidates to the priesthood are first invited to attend discernment group meetings held throughout the Diocese. Direct any questions regarding vocations to the priesthood to the Director of Vocations. Director of the Permanent Diaconate Under administrative direction of the Bishop, the Director of the Permanent Diaconate plans, directs and manages the Permanent Diaconate Department of the Roman Catholic Diocese of Fresno; coordinates activities with the Permanent Diaconate Advisory Board regarding the development of the Permanent Diaconate. In general, the job duties and responsibilities associated with this appointment include planning, directing and managing the Permanent Diaconate; representing the Bishop with all Deacons; overseeing the ongoing formation and ministry of all deacons; and representing the Bishop at local, state, and national conferences, committees and meetings.

5 Director of the Office of Worship and Christian Initiation The Director of the Office of Worship and Christian Initiation coordinates preparation for liturgies and other sacramental celebrations, and collaborates with priests, music ministers, and liturgy committees in preparing for celebrations. He can be contacted for information, consultation and questions on these matters at the location of his pastoral assignment. Master of Ceremonies The Diocesan Master of Ceremonies is responsible for the preparation, coordination and execution of all Diocesan liturgies. Director of Human Resources The Director of Human Resources, under policy and administrative direction from the Bishop and the Vicar General, administers the Diocese s human resources programs including employee/employer relations, compensation and classification, recruitment and examination, staff development and training (including state mandated antidiscrimination training/certification), medical leaves of absence (including Family Medical Leave Act requirements), Equal Employment Opportunities, fingerprinting/background clearances, progressive discipline, and conflict resolution. The Director is responsible for formulating, implementing, and administering human resources policies and procedures; ensuring compliance with federal and state laws and Diocesan policies and regulations; conferring and consulting with the Bishop, Vicar General, pastors/administrators, school administrators, and Pastoral Center department heads regarding human resources programs/services, initiatives, challenges, policies, and procedures, including, but not limited to, pastoral approaches to employment related challenges. Please contact the Department of Human Resources regarding the hiring of new employees (including formal offer letters of employment), the disciplining of employees (including written reprimands, suspensions and dismissals), development of job descriptions, compensation issues, exempt versus non-exempt status issues, medical leave of absences, mandated supervisory anti-discrimination training/certification, fingerprint/background clearance requests, development of employment handbook/policies, and general human resources related issues or questions. Based on the Diocese s general liability requirements, the Director Human Resources must be consulted prior to executing employee dismissals. The Director must be engaged in all employee dismissals to minimize liability exposure to individual parishes, schools, or Pastoral Center work sites. The Director of Human Resources is responsible to investigate any accusation of abuse or harassment claimed by the alleged victim who was a vulnerable adult at the time of the reported incident.

6 Director of Catholic Charities The Executive Director of Catholic Charities is in charge of all operations of Catholic Charities throughout the Diocese. Direct all questions regarding the ministry of Catholic Charities to the Executive Director of Catholic Charities. Coordinator of Detention Ministries The Coordinator of Detention Ministries is responsible for all contacts with detention facilities and oversees the work of chaplains and detention ministers. The Director of Detention Ministries is also responsible for recruitment, formation, and development of programs and training for detention ministers. Safe Environment Coordinator The Safe Environment Coordinator oversees the compliance of the Diocese with policies and guidelines as directed by the USCCB s Office for the Protection of Children and Youth in regards to clergy, employees and those volunteers who have contact with children and youth enrolled in programs or Catholic schools within the Diocese. The Office of Safe Environment is responsible for providing education and training of Child abuse and Child Safety throughout the Diocese and preparing the annual diocesan audit as required by the USCCB. Victim Assistance Manager The Victim Assistance Coordinator responds to all allegations of sexual abuse of minors by members of the clergy and offers pastoral care for the healing and reconciliation of the victim. All allegations of abuse of a minor are reported to the Vicar General.
