2 Introduction The Leeds Innovation District brings together the Leeds NHS Trust, University of Leeds, Leeds Beckett University, Leeds College of Art and Leeds City Council in an ambitious partnership to create a 21st century science and innovation park in the centre of Leeds. It will provide a base for entrepreneurs, start-up and scaleup companies to mix with established hi-tech businesses and tap into the expertise of worldclass education institutions to create innovative new products and services. The Innovation District will help drive the economy of Leeds and the Leeds City Region by: Enhancing our ability to commercialise knowledge produced by our universities and health system, helping us retain and grow start-ups and scale-ups that have been spun out of universities. Driving greater collaboration between industry, researchers, clinicians and public sector leaders, boosting larger firms in the city, and attracting new inward investment to the city. Boosting growth of priority sectors, particularly through a focus on health and life sciences, creative and digital, and advanced infrastructure and urban services, whilst retaining flexibility to exploit wider opportunities recognising Leeds is a broadbased economy, its universities have a wide range of capabilities, and opportunities will be created where different sectors come together. Strengthening the collaborative ecosystem to support innovation and business growth through key account management, business development, access to finance, events and meet-ups. Creating a flagship project as part of the national industrial strategy, and as part of a wider network of innovation assets, capabilities and locations for business investment and growth across Leeds and the City Region. Developing an exemplar for high quality, sustainable, inclusive and productive urban development by providing a range of business spaces and supporting commercial, conferencing, hotel, and residential development, linked by high quality public spaces and leading-edge physical, digital and energy infrastructure. Supporting the wider strategies of modernising the estates of Leeds Teaching Hospital, the universities, and the Council to support high quality research, teaching and provision of health and public services. The next steps for the Innovation District is to focus on the development of three key areas: A physical framework which will knit the District into a seamless whole. A commercial strategy which will set out how to deliver the priorities. The further development of the Partnership which will provide strategic oversight and direction to ensure a streamlined approach to new development. 4 The Idea By 2025, Leeds will be recognised as a world class location for innovation. Leeds Innovation District, a new innovation district in Leeds, will ease physical, digital and organisational barriers, opening previously siloed institutions, to create a collaborative ecosystem. The District is focused on delivering higher value knowledge-based activities and business applications with the potential for direct and positive benefits on productivity for Leeds and the wider city region. 4

6 The City The Leeds Innovation District will not operate in isolation its location immediately adjacent to the major cultural, financial, retail and nighttime centres of the city means that it is primed to take advantage of the rich array of existing and planned uses which attract and retain the businesses and talent essential for success. 10 The Opportunities The foundations for the Innovation District have already been laid it is the largest centre for knowledge-based industries and financial services outside the capital and attracts some of the best and most innovative companies and researchers from within the UK and further afield. It also consistently ranks as one of the best cities in terms of liveability in the UK. The Innovation District will be focused on the academic and economic strengths of the city, namely health innovation, engineering, financial and business services, data analytics and digital technologies. The District will be supported by a wide range of uses becoming a place where commercial, educational, residential, student accommodation, cultural, arts and leisure uses all play together to create a vibrant 24 hour experience. A cornerstone of the District is the Leeds General Infirmary (LGI), which under a 250m development scheme will see the completion of the Leeds Children s Hospital, and an extensive expansion of several departments including academic and research facilities. The expansion of the LGI will release the historic Grade I listed Gilbert Scott General Infirmary building for reuse, as well as surplus land immediately to the east along Calverley Street and Millennium Square. Together these sites offer significant development opportunities in the heart of the Innovation District. The future development of Leeds Innovation District is bright and intended to attract a wide range of developers and investment. 12 Leeds Innovation District Layers In order to realise maximum benefits and to provide a comprehensive and coherent operation, Leeds Innovation District is composed of three core layers: Organisational Digital Physical LEEDS BUSINESS IMPROVEMENT DISTRICT The Organisational LEEDS LEP COLLEGE OF ART Combining key stakeholders and external partners, a single point of governance will be formed to develop and deliver core strategic programmes, engage in new partnerships, practices and approaches, and enable an efficient strategy to delivery system. The scale of opportunity at Leeds Innovation District is vast. The collection of partners who already call Leeds Innovation District home is significant, and their role in the future of the place is paramount. The hospital, universities and city council have developed a governance body to create a single point of contact, and a single point of decision making because each of the partners understand that speed of delivery and certainty is vital for the future success of Leeds Innovation District.? 13 The Digital Central to Leeds Innovation District is the creation of a platform of digital projects and services designed to improve and enhance user experience and to amplify research, operational, environmental and economic benefits for all stakeholders. The digital layer of Leeds Innovation District is multifaceted dealing with both internal and external stakeholders and the collection and dissemination of information and data to constituent members and the general public. It is best described as Leeds Innovation District's digital hub. The platform will: Be accessible by stakeholders, staff, and in large part, the general public. Manage and increase everyday engagement, integration and participation. Organise and develop the digital aspect of the Living Lab - a test bed and showcase for Leeds Innovation District projects. Facilitate relationships between researchers, students, entrepreneurs, businesses and investors. Be responsible for the management of big, open data and the considered, transparent communication of its use - the Data Hub. Integrate a site-wide sensor network to enable data-driven services and evidencebased decision making. Develop a "guide" application which allows users to move, meet, and reserve spaces more efficiently. Facilitate mentoring. 15 The Physical The physical framework for Leeds Innovation District focuses on the delivery of a highly permeable, legible network of routes and spaces - a revitalised urban connective tissue which better connects not only the four key institutions, but the District as a whole. It will ensure wider connectivity to other parts of the city and create the foundation for new development and existing communities to thrive. The physical framework will: Prioritise pedestrians wherever possible. Provide enhanced legibility through the creation of gateways, signage, public realm treatments and improved frontages and physical connections. Ensure development opportunities are thoroughly integrated in the public realm network. Create open spaces and streets which are conducive to meeting and collaboration. Enhance permeability through the city, particularly through the four major institutions. Expand cycling infrastructure to better connect disparate parts of the city, Leeds Station and Leeds Innovation District. Create the physical aspect of the Living Lab which tests and prototypes Leeds Innovation District projects - initially comprised of portions of Woodhouse Lane and Millennium Square. Create curated installations and spaces which effectively showcase Leeds Innovation District projects. 24 The Process is Underway Leeds Innovation District already has a considerable concentration of assets. However, with the University of Leeds, Leeds Beckett University, Leeds Teaching Hospitals NHS Trust and Leeds City Council all in the process of developing significant new projects, there is tremendous momentum building which will create major transformation within the next five years. A mix of businesses, across a range of sectors, is conducive to increased innovation and business dynamism. The business mix, based on current and planned development is likely to be based around the research strengths of the major institutions, particularly around business and engineering, medical, financial and digital technologies. In order to create a thriving mixed-use area with 24hr activity, other uses such as residential, student accommodation and nighttime activities will also be required. Nexus 8m development.
