1 City of Davis City of West Sacramento City of Winters City of Woodland County of Yolo EX Officio Caltrans District 3 University of California, Davis Yolo County Transportation District 350 Industrial Way Woodland, CA FAX: Request for Quotes for In-Plant Bus Inspection Services Due November 14, 2016 The Yolo County Transportation District (Yolobus) is having nine (9) forty foot (40 ) transit buses manufactured by Gillig at their Hayward, California Plant in December The District is requesting quotes from firms interested in providing in-plant inspections of all work performed, make certain all systems are working properly, test drive all buses, provide YCTD weekly written updates of inspections performed, work completed, and recommended corrective work to be performed by Gillig Inc. Prepare Pre-Award Buy American Audit Report a. Buy American Certification b. Purchaser s Requirements Certification c. Federal Motor Carrier Vehicle Safety Standards (FMVSS) Certification

2 2. Pre-Production Activities a. Pre-Production Meetings b. Review of bus specifications, characteristics, manufacturer/oem Specs, approved equals, subsequent engineering changes, required inspection and release forms, all notes and communications 3. Review Internal Quality Control a. Review documented internal control program b. Conduct random checks for verifications c. Record findings and report to District d. Final review of compliance with contract specs, reporting any discrepancies and defective items and bring to attention of Gillig quality control staff before sign-off and documentation to District 4. Inspection of Production Buses Monitor all phases of production-testing and pre-delivery activities at Gillig plant site. Technical documentation of step of the build process. a. Develop checklist of items, specifications, contract documents b. Final review of compliance prior to conditional acceptance c. Correction of any discrepancies and deficiencies and documentation 5. Production Meetings/Open Issues 6. Communication and Reports Daily project updates, photos, notes, tracking, communication with District on a daily basis during build. Program deliverables shall include at a minimum: a. General Overview of Activities b. Production Status c. Inspection Activities d. Open Issues Report e. Other 7. Post Delivery Buy America Audit & Report Proposal Written proposals shall be submitted and shall include the following: 1. Cover Letter a. Interest in performing the above work program b. Acknowledgement of acceptance of District sample contract including insurance requirements, FTA Overlays and requirements contained in sample contract 2. Brief Statement of Qualifications 3. Personnel to be assigned to the proposed project and resume for each person 4. Cost per bus proposal broken down at a minimum by task items 1-7 above Questions All questions shall be directed to Mike Luken, Deputy Director of Operations Planning and Special Projects at mluken@yctd.org (530) Timeline Proposals must be received no later than Monday, November 14, 2016 at 5:00pm and shall be submitted electronically to Mike Luken, Deputy Director of Operations Planning and Special Projects at mluken@yctd.org or via dropbox.com at. If submitting via dropbox, please send confirming as well to mluken@yctd.org that your firm submitted via dropbox and include the link address to your submission in the contents of the . The District reserves the right to reject any and all proposals for this project. Proposals shall become the property of the Yolo County Transportation District.
