25 NWRO Forestry Continues to provide support and training to NW Tribes. Site visits will continue. Forest Development and Forest Health projects will continue to be funded as funding become available. Will continue to work with Central Office for revision of national handbooks, manuals and policies for more efficient operations at the field level.
26 BIA Northwest Region FY 18 Forestry Environmental Compliance Wildlife Biologist provided Technical Assistance on NEPA and other environmental compliance for the following: 19 Categorical Exclusions (CatEx) such as for Coquille s Joe Ward cutting permit; 13 Environmental Assessments (EAs) such as for Quinault s Wolf Den Logging Unit and CSKT s Ferry Basin harvest. Five (5) Endangered Species Act Section 7 consultations completed, such as for Makah s Chop Chop harvest

30 BIA NW Region Fire Management 2018 Fire Predictive Services Outlook: Due to the wet and cool weather, fire danger indices remain far too low for wildfire risk and are not expected to rise to the levels needed for potentially large fires until late June or early July. In July and August, longer range projections suggest warmer and drier than typical weather coming to the area. Current projections do not indicate an early arrival for fire season. However, if July and August turn out to be warmer and drier than typical weather, the Region may see normal, or even heavier than normal, large fire activity late in fire season depending upon the amount of lightning received. National Significant Wildland Fire Potential Outlook Issued May 1, 2018.
31 BIA NW Region Fire Management 12 Tribes and Agencies that have active wildland fire programs: Grand Ronde, Warm Springs, Umatilla Agency, Fort Hall Agency, Couer D Alene, Nez Perce, Spokane, Colville, Quinault, Yakama, Kalispell, Salish/Kootenai. 3 Geographic Coordination Centers: NW Coordination Center, Rocky Mountain Coordination Center, Great Basin Coordination Center. Readiness Reviews conducted for all Tribes and Agencies. Due date to NWRO FMO/AFMO July 1, 2018.

35 Land Titles & Records Land Area Representations On January 13, 2016, the Census Bureau (Census) and the BIA signed a memorandum of understanding to promote communication and collaboration between the two agencies and improve the dissemination of accurate data for American Indians and Alaska Natives The Northwest GIS Coordinator, with the assistance of the Branch of Geospatial Support (BOGS) in Lakewood Colorado, researched and digitized a Land Area Representation (LAR) of both on and off
36 Land Area Representations - cont. reservation tracts for 40 Tribes in the Northwest Region. A geodatabase containing feature classes of each reservation s LAr was delivered to the Census Bureau on May 1, A second wave will be conducted for other land areas including Public Domain Allotments, Homesteads and other Dependent Indian Communities. cont.
37 Land Area Representations - cont. To more accurately represent Indian lands the BIA has a trust responsibility for, BOGS will continue to work on updating and maintaining these datasets. This will be a joint effort between the BIA-BOGS and Region LTRO s BOGS will provide all updated information to Census Bureau as additional data is corrected and mapped. 39 Fisheries NW Fisheries Biologists engage in or oversee tasks that protect, enhance, and conserve the fish that sustains NW tribes. These biologists venture into tribal treaty fishing rights, usual and accustom fishing sites, and management plans with OR & WA; they are part of technical teams to develop environmental compliance documents; and they assure development of tribal skills in fisheries and natural resource management. NW Fisheries Biologists also assist in project management and allocation and monitoring of BIA FW&R funds for Hatcheries, Endangered Species, Invasive Species, and Youth Initiatives (focused on

We expect to double this award when the remaining funds are released from Central Office. 43 Invasive Species Invasive Species (IS) The Northwest Region received 19 proposals and funded 2 projects in the amount of $77,933: Metlakatla Spokane
44 Tribal Youth Initiative Program The Tribal Youth Initiative Program (TYIP) focuses on science and its application for conservation and resource management For FY 2018 the TYIP was allocated $750,000 nationally for competitive funding to tribes NWRO received $331,806 to fund 7 projects proposed by tribes and inter-tribal organizations
45 NW Region Irrigation Projects Modernization Modernization studies completed for the Flathead Indian Irrigation Project and the Wapato Irrigation Project. A scaled down modernization study will be completed for the Fort Hall Irrigation Project later this year. Funding to implement modernization will most likely come from a combination of Operation and Maintenance Funds and appropriated Construction
46 Range and Agriculture Noxious Weeds The Northwest Region received 14 proposals and funded 21% ($120,075) of all the projects submitted. There is a possibility that the remaining projects, IS and Noxious Weeds, will be funded within the next few weeks.
47 Rangeland Inventory and Management Plan The Northwest Region funded Five Tribes to update and work on their Range Inventory using $470,322. Burns Paiute Tribe Salish and Kootenai Tribes of the Flathead Reservation Shoshone-Bannock Tribes of the Fort Hall Reservation Spokane Tribe Yakama Nation Yakama was awarded $50,000 to update their Agricultural and Range Management Plans and Environmental Assessment.
48 NW Water Rights Active Projects: Current Activities Klamath Basin Adjudication: begin discussions of sustainable resource management, monitoring enforceable tribal determined claims, preparing to defend claims in next phase of the adjudication Snake River Basin Adjudication: implementing the 1990 Fort Hall Settlement (Bannock Creek equitable adjustment, reservoir reset date, Grays Lake Management Plan) Flathead Basin Adjudication: preparing to defend claims in the adjudication, finalizing Assessment & Recommendations report for use by the Working Group on Indian Water Settlements U.S. v.
