2 Introduction The City The City of Lampasas, covering approximately 6.5 square miles with a population 7096, is located in Central Texas, 65 miles north of Austin and 120 miles north of San Antonio. The City also shares a close relationship with Fort Hood, 23 miles to the east. Military retirees, families, contractors and soldiers transitioning to the civilian workforce choose to live and work in Lampasas because of the quality of life and business opportunities. Historically, our natural spring fed waterways attracted people, railroads and highways to Lampasas and as a byproduct the City is located at the intersection of three major US Highways-183, 281 and 190 which provide alternatives to I-35 and easy access to San Antonio, Dallas, Austin and Killeen/Temple. The City is located 21 miles west of Interstate 14, and is part of the Killeen/Ft. Hood MSA. The City is the County Seat of Lampasas County and has a strong medical, manufacturing, and banking presence. Highway improvements have kept pace with the population and housing growth to the north of Austin. Lampasas is 40 minutes from Leander; 50 minutes from Cedar Park and slightly over 1 hour from downtown Austin. Lampasas is also conveniently located close to the Colorado River, Highland Lakes, Wineries, and the Texas Hill Country. Burnet, Marble Falls, Johnson City, Fredericksburg and Llano can all be enjoyed as day trips. Fast Facts - The City operates electric, water, sewer and trash utilities; and manages the Hancock Park Golf Course, Hancock Spring fed pool, and the Lampasas Municipal Airport. The Lampasas Independent School District serves 3300 students at 5 campuses. With robust, redundant, reliable internet service delivered from a responsive, community oriented ISP, the City will attract work from home individuals and families; will increase economic opportunities through business expansion and relocation; and will produce a diverse and creative workforce. The Issues Residents and businesses are currently dependent on a non-redundant feed for all cell, long distance, and internet service. During the Summer of 2017 the City experienced 4 outages, due to construction cuts, totaling 45 hours without necessary public safety or business communications. Additionally, residents and businesses have expressed frustration with the lack of responsiveness, business solutions, and customer service when higher bandwidths are requested. The LEDC and the City

3 hope to improve customer service, provide additional options, and increase reliability with the introduction of new providers and additional capacity. The Proposal This Request for Proposals is prepared by the Lampasas Economic Development Corporation ( LEDC ) for the assessment, design and specification of Technology Infrastructure including identification of potential partners; assessment of desired capacities; identification and assessment of delivery alternatives; cost estimates; and possible anchors. Proposals must be received by 2:00 p.m. October 16, 2017 at Lampasas City Hall, 312 East Third Street, Lampasas, Texas Contacts - Potential Contractors are encouraged to contact Mandy Walsh, or Finley degraffenried, for additional information. Project Scope The Contractor shall be qualified to review, identify, assess, design, and administer all Technology Infrastructure as specified. The Scope may be modified based on the recommendation of the contractor and needs of the LEDC. Contractors should be qualified and prepared to perform the following tasks: 1. Introductory Meeting. Review of current conditions, desired outcomes, and options. Finalize and agree to Scope. 2. Design of Distribution System. Review of conceptual options related to service delivery means and routes. Analysis of potential ISP delivery technologies. Comparison of fiber to home, mesh and wireless options. Development of estimates of probable costs related to options. Review scalable options. 3. Conceptual Design of Backbone Routes. Evaluation of options for connection to backbone including, but not limited to, fiber optic and microwave. Development of cost estimates related to options. Identification and location of available dark fiber. Identification and location of fiber POP s within a 25 mile radius of Lampasas. Review scalable options if appropriate. 4. Anchors. Identification of potential anchors. Estimate of bandwidth needed/desired. Forecast of potential community bandwidth needed. 5. Ownership/Partnership of infrastructure. Development of Options related to financing, partnership, ownership and control of technology infrastructure. Identification of possible financing models including private investment. 6. Interim Meeting. Scheduled as needed for follow-up, clarification and focus. 7. Project Assessment. Development of timelines, tasks, potential leadership and desired outcomes. 8. Presentation. Meeting to deliver and present findings and report. Deliverables Contractor shall review Owner s Program and preliminary plans to ascertain the requirements of the project and shall verify requirements with Owner. Contractor shall prepare and present a written report related to technology design, cost, feasibility, and options that will ultimately improve the broadband capacity, reliability and redundancy in the City of Lampasas.

4 Basis of Selection Contractors will be selected on the basis of Best Value. Proposals will be scored by the LEDC based on experience of the contractor; experience and qualification of personnel; experience and relationship with providers; experience and successful completion of similar projects; and cost. The LEDC reserves the right to reject all Proposals and negotiate directly with the most qualified contractor. In the event a contract cannot be negotiated and finalized, the LEDC may cease negotiation with the number one rated contractor, and begin negotiation with the number 2 rated contractor. Proposals All Proposals shall include the following information: 1. Completed Proposal Form 2. Brief resumes of personnel that will be engaged with this project 3. History, including cost and timelines, of similar projects including any work with Municipal clients 4. References, including contact names, phone numbers and addresses, of similar projects undertaken by Contractor 5. Proposed schedule of tasks, timeline and staff responsible 6. Estimated cost based on Project Scope Proposals will be evaluated on the following: 1. Successful Experience with similar projects 2. Estimated Cost 3. Positive references from clients 4. Ability to meet schedule of design and project work Proposals will be reviewed and scored by LEDC on or about October 18, All Contractors will be notified regarding the results, and the highest ranked proposal will be selected to enter into a contract for Assessment, Design and Specification of Technology Infrastructure. If a Contract cannot be negotiated, for any reason, the LEDC may opt to cease negotiations with the number one ranked Contractor and begin negotiation with the number two ranked Contractor, without any repercussions, liability or threat from the Contractor that was unable to negotiate said Contract.
