3 Metropolitan Sewer District of Greater Cincinnati Information Technology Division Request for Qualifications (RFQ) for Information Technology Support Services January 29, 2013 Rev Purpose The Metropolitan Sewer District of Greater Cincinnati (MSDGC) requests qualification applications from firms interested and specialized in providing MSDGC with as-needed services in the area of Information Technology and Support Services. The purpose of this RFQ is to establish Master Service Agreements (MSA s) with a short list of consultants for the purpose of assisting MSDGC with the work described in this RFQ. Selections will be made based on qualifications in accordance with the provisions of this RFQ. This RFQ is for five (5) separate and distinct categories of work: Category 1 Systems Development Category 2 Infrastructure System and Security Management Category 3 Expert Services Category 4 Systems Implementation Category 5 Generalized IT Departmental Support In order to be considered for any category, the Applicant must submit a Qualification Questionnaire (QQ) for that category. Applicants may submit a questionnaire for one or more categories, including all five if they are so qualified. Separate QQ s are required for EACH Category, and EACH separate QQ MUST meet the requirements for submittal described in this RFQ. 2.0 Background 2.1 MSDGC Description The Metropolitan Sewer District of Greater Cincinnati, Ohio (MSDGC) was created in 1968 by an agreement between Hamilton County and the City of Cincinnati. This agreement consolidated the City s Sewer Department with Hamilton County s Sewer District. Under the agreement, MSDGC is a County Sewer District, with the management and operations provided by the City of Cincinnati. The agreement is a 50-year contract between the two governments. MSDGC provides wastewater removal and treatment for a majority of Hamilton County s 850,000 population of residents and businesses, serving 43 of the County s 49 political subdivisions. MSDGC s service area includes numerous municipalities and unincorporated areas covering more than 400 square miles. Over 200,000 separate sewer connections tie into MSDGC s 3,000+ miles of sanitary and combined sewers. 2.2 Global Consent Decree In 1996, MSDGC completed a Combined Sewer Overflow (CSO) Long Term Control Plan (LTCP) to comply with federal and state requirements. Subsequently, MSDGC entered into negotiations with the government aimed at developing a comprehensive agreement addressing key wet weather Page 3 of 17

4 issues within its service area. The intent was to produce a fully integrated master Wet Weather Improvement Program (WWIP) that included an update of the 1996 CSO LTCP, a Capacity Assurance Program Plan (CAPP) focused on sanitary sewer overflow (SSO) control and sanitary system capacity, and a Water-in-Basement Program (WIB). With this purpose, an Interim Partial Consent Decree (2002) and a Global Consent Decree (Consent Decree on Combined Sewer Overflows, Wastewater Treatment Plants, and Implementation of Capacity Assurance Program Plan for Sanitary Sewer Overflows) were agreed to by MSDGC and the government as entered by the U.S. District Court for Southern District of Ohio Western Division on June 9, The proposed Wet Weather Improvement Program report was submitted to the government in June of 2006 and is currently under review. 2.3 Organization MSDGC has assigned responsibility for the execution of the work described herein to the Information Technology Division (IT). A Project Manager from IT, or his/her designee, will manage the MSA process and associated Task Orders (TO). Selected Applicants will be required to assign a single point of contact who will report to the designated Project Manager from MSDGC. Selected Applicants are also responsible for providing updates to their business organization and other information affecting the MSA directly to the Governance and Procurement Section within the OOD. Failure to do so, or to meet the requirement in a timely manner, may cause delay in all aspects of MSA and TO administration, including invoice remittance. Complete contact information for MSDGC personnel can be found on our website: Scope of Services - Categories 3.1 General Responsibilities The work described below is to be performed by the selected Applicant(s) FOR EACH CATEGORY and shall include but not be limited to the tasks described and identified by MSDGC to be performed in the execution of the work. 3.2 Category 1 - Systems Development The work includes system architecture and design, enterprise application integration, software programming, and database design. Applicant must have expertise in one or more of the following: Programming languages:.net, Java, SQL Web development technologies: XML, JavaScript, J2EE Relational databases: Oracle, SQL Server Development tools: Visual Studios and API Analytical and ETL tools: SSAS, SSIS, and SSRS Mobile Application Development 3.3 Category 2 - Infrastructure System and Security Management The work includes strategic evaluation, recommendation, and/or implementation of technology infrastructure, system and security management solutions. Applicant must have expertise and demonstrate best practice approach in one or more of the following: IT Cyber and Physical security (patch management, configuration management, access control, encryption, load balancing) Network architecture and remote access solutions Page 4 of 17

5 IT Asset Management Server and Desktop Virtualization Business Continuity Management 3.4 Category 3 - Expert Service The work includes consultation on specific technical approaches and solutions that 1) encompass very concentrated areas of expertise 2) are outside of the scope of knowledge retained by MSD staff, and 3) involve an inefficient use of MSD staff time to perform the needed research or undergo the necessary training. This work would be needed on a periodic as-needed basis and may include such areas as emerging technologies, best practices, security management, and enterprise architecture. Applicant must demonstrate it has the technical knowledge and experience to provide IT on-call services. 3.5 Category 4 - System Implementation This work may include some or all of the following: demonstrating awareness of organizational strategies, documentation and evaluation of current business processes, determination of new requirements, defining and recommending a technology solution, designing technology solution with the appropriate level of customization and/or configuration, developing implementation plan and executing tasks (application installation, programming, configuration, application integration, and security), developing a change management plan, providing training and support. Includes project oversight, coordination, reporting, and documentation to ensure scope and schedule are met. Applicant must demonstrate expertise and success in one or more of the following: Implementation of enterprise business systems, including the following: PeopleSoft Financials, PeopleSoft EPM, Maximo, Cityworks, GIS, and SharePoint. Implementation of asset/maintenance management, decision support, and program management enterprise systems. Demonstrated track record for effective cost and schedule management 3.6 Category 5 - Generalized IT Department Support This work includes providing general support services related to MSDGC s IT Department that may be needed to augment MSDGC staff, either to fill positions temporarily until new hires are in place or where short-term needs require enhanced staffing. Contracts and assignments for departmental support will depend on the specific capabilities required and the needs of the Department for the types of work related to its business plan, goals, and objectives. 4.0 Application Package 4.1 Organization and Content The term Applicant is defined as an individual, partnership, or corporation that submits an Application in response to this solicitation. To standardize responses to this RFQ and simplify the comparison and evaluation of responses, MSDGC specifies that all statements are to be submitted on the forms provided in Attachments A F (described in Section 4.2 below) as well as the Signature Page. 6 or by calling Each Application includes a checklist for use by the Applicant and by MSDGC to determine completeness and basic responsiveness prior to evaluation and scoring. 4.2 Qualification Questionnaire (QQ) Applicants may apply for any number of categories. THE APPLICANT SHALL SUBMIT A SEPARATE QUALIFICATION QUESTIONNAIRE FOR EACH CATEGORY for which an application is being submitted. The following attachments comprise the Qualification Questionnaire that shall be submitted by all Applicants. The information presented shall be clear, complete and concise. The QQ is presented as a MS Word Document to afford the Applicant an opportunity to customize their Submittal. While the format should remain unchanged in terms of order and information provided by MSDGC, the Applicant may choose to utilize customization technics on the QQ in order to highlight their information in a professional manner. CATEGORY 1 - SYSTEMS DEVELOPMENT ATTACHMENT A - PREQUALIFICATION STATEMENT (Form) Applicant shall provide the information detailed on Attachment A. This section includes information a summary of the lead firm (or each firm in a joint venture) that contains the requested information. ATTACHMENT B - KEY PERSONNEL (Form and Attachment) Identify by name and summarize the qualifications of the personnel that may be assigned to the work described herein. The Applicant shall also identify the specialized skills and disciplines that will be required to complete the work. The Applicant shall attach resumes that shall not exceed 3 pages for each person submitted. ATTACHMENT C - CURRENT MSDGC WORK (Form) The Applicant shall provide a complete list of current MSDGC Contracts, MSA s and Task Orders currently ongoing on this form. ATTACHMENT D CURRENT NON-MSDGC WORK (Form) List current non-msdgc work the Applicant currently has in progress, including the name of the project, client, contract amount, contract award date and anticipated completion date. ATTACHMENT E SIMILAR COMPLETED PROJECTS (Form) List all similar projects your organization has completed (up to six) in the past five (5) years, giving the name of the project, owner, contract amount and date of completion. ATTACHMENT F DETAILS OF SIMILAR PROJECTS (Form and Attachment) Provide details of the projects listed in Attachment E, which are most similar to the work described in this RFQ. Projects must have been performed under Applicant's current name and involve current principals. Applicants shall attach separate sheets (maximum 2 sheets) to provide additional information related to the project description specifically the type of expertise provided. MSDGC is looking for more than a simple commitment to assist us with achieving our SBE goals. The purpose of this section is to provide an opportunity for the Applicant to show real world examples of SBE subcontracting in order to assess the Applicant s commitment to MSDGC s SBE program. An applicant who is itself a registered SBE should provide detailed descriptions of its participation in projects and also demonstrate success in various projects of a similar nature and scope. An applicant who is itself an MSD Registered SBE or certified by the City of Cincinnati Office of Contract Compliance Small Enterprise Business Office should provide detailed descriptions of its participation in projects as a sub-consultant. Additionally, in projects where the Applicant is an SBE Prime provide detailed descriptions of past practices utilizing small business enterprises in their projects. The impetus of this Appendix is to provide relevant information in order to achieve a fair evaluation, whether or not the Applicant is a Registered or Certified SBE, or a large firm focusing on Prime contracts. It is important to demonstrate in a clear manner how the work was relevant to the various projects, and that the goals of MSDGC s SBE Program are fully understood by the Applicant. Up to four (4) Letters of Reference may be included in this Appendix, and will not count towards the page limitation. The Letters of Reference should be recent, within the last three (3) calendar years, and describe the work performed and a summary of results achieved. Applicant shall attach the resume(s) of personnel that would be assigned to the work. The Letters of Reference should be recent, within the last three (3) calendar years, and describe the work performed and a summary of results achieved. 5.0 SUBMITTAL REQUIREMENTS 5.1 Qualification Questionnaire Submission Applicants shall submit one (1) original and six (6) copies of the Qualification Questionnaire FOR EACH category submitted. All Qualification Questionnaires must be submitted and received by the MSDGC Procurement Section no later than Tuesday, February 26March 12, 2013 at 1:30 PM local time (Cincinnati, Ohio). Due to space constraints, Applicants must limit their attendance to no more than two people from each firm. The meeting will consist of a staff presentation followed by the opportunity for a thorough question and answer period. 5.5 Additional Terms MSDGC shall not be responsible for any costs incurred by Applicants as a result of their participation in this procurement process. Each Applicant shall bear its own expenses in connection with the preparation and submission of materials and the provision of any supplemental information that may be requested. MSDGC shall have no liability for cost incurred by Applicants in connection with the review and evaluation of prequalification materials nor for any findings and determinations made Page 13 of 17

14 there from. All materials submitted by Applicants shall become the property of MSDGC and will not be returned. MSDGC reserves the right to request clarification of information submitted and to request additional information from any applicant. Applicants may be invited to interview to further aid the selection process. MSDGC may select whichever applicants MSDGC determines will best serve its interest. Failure to submit an application on the forms provided shall be considered just cause for rejection of the application. The award of an MSA shall in no way be considered an exclusive agreement to provide services to MSDGC. This includes contracting with SBEs directly or indirectly through contracting, subcontracting and/or procurement activities. There are many qualified SBE firms that have performed work with MSD, but just as many qualified SBE firms that have not performed work with MSD. A tenant of the SBE Program includes providing opportunities to emerging firms as well as established firms on MSD projects. The Consultant must demonstrate an understanding of MSD s SBE goals and a commitment to using SBEs on MSD work where possible and feasible.
