5 BACKGROUND The Business Rate Relief Scheme is Croydon Council s pioneering initiative of business rate discounts aimed at small and medium-sized businesses. The scheme was expanded from July 2013, in order to accommodate a greater number of businesses across a larger area within Croydon. The eligible Opportunity Area Planning Framework (OAPF), which covers Croydon Town Centre (see map), is a large area of Croydon identified by the Mayor of ondon for regeneration. It is part of the 5 million Mayor s Regeneration Fund designed to boost local jobs and opportunities for business growth in Croydon. BENEFITS The 1.14 million funded business rate relief scheme aims to encourage expanding SMEs to relocate to Croydon Town Centre, where there is vacant quality retail and office space. Substantial discounts on business rates are on offer to growing businesses ready to take the next step into larger accommodation. Businesses will also benefit from the major transformation of Croydon currently underway, which includes quality retail (estfield / Hammersons development), cultural and public spaces and a new affordable residential community. It has unrivalled transport links to the capital, the coast and the airports. Businesses moving into premises in the specified area (see map) with an annual rateable value of 12,500 or above, stand to save tens of thousands on their business rates until March BUSINESS RATES REIEF (DISCOUNTS) AVAIABE The scheme runs from 1 January 2013 to 31 March Businesses can apply at any time but can only benefit from the relief up until the end of the programme. From December 2013, the Business Rate Relief Scheme offers greater financial assistance to eligible SMEs, to help with the early stages of expansion: i.e. - Up to 100% relief in the first year (Businesses who join the scheme by April 2014 have the potential to attract the maximum 100% rate relief due over a 1 year period. However, businesses joining after April 2014 will attract less than the maximum rate relief, as a result of the limited period available, prior to the end of the scheme in March 2015) Please see map of eligible area overleaf EIGIBIITY CRITERIA Scheme is open to all businesses that: Are expanding or moving into premises with a rateable value of 12,500 and over in Croydon Town Centre (includes Southend to Selsdon Road boundary and ondon Road to Campbell Rd boundary; Employ up to 250 people and have a turnover of up to 40m; Have been trading for a year or more; November 2013
6 Have a ease of one year or more for the new premises;; Have a minimum occupancy rate of 1 staff member per 12sq metres (however, this could be less in exceptional circumstances); Businesses not eligible for the scheme are: Under the wider objectives of the scheme business rates relief will not be provided for businesses trading in sectors engaged in any activity that may bring the scheme into disrepute. The business has already received public financial assistance above the State Aid de minimis threshold of 200,000 or 130,000 within the last 3 years; Croydon Council and the Greater ondon Authority reserve the right to re-assess the eligibility for this programme. 8 If you would like confirmation if your new postcode is eligible please contact Economic Development team on APPICATION PROCESS All you need to do is fill out our application form, including information about your business and new premises, then or send your completed application back to us (you can either apply directly to Croydon Council or be introduced by an intermediary). 9 ADDITIONA INFORMATION a preliminary Fact Find will be completed by an assessor at Croydon Council with the applicants and may in, some cases require additional information to assess the eligibility of the application. applicants must satisfy Croydon Council that they are an expanding business with viable plans to grow their business and create new jobs; as well as meet the other eligibility criteria. applicants will be advised of the decision to award or reject the application within 10 working days of the completed application (from the date that all requested information to support the application has been submitted) if successful, the business rate discount will start from the following month after the rate relief was awarded. If your application is unsuccessful and you are unhappy with a decision made, an appeals process is available. An appeal request will need to be in writing by or letter from the applicant to Croydon Council s Economic Development team, with supporting rationale for the appeal. The appeals process may take up to a month for re-assessment and decision to award the business rate relief, as the appeal may be escalated to Croydon Council s Enterprise and Innovation Board that is the governing structure for the Mayor s Regeneration Fund. ONGOING SUPPORT & MONITORING Successful applicants will be closely monitored for the period of business rates relief and help will be on hand to help you establish and grow in Croydon. e will also keep you up to date on other schemes available to help your business. For example, you may receive introductions to other business support services within Croydon Council, such as Apprenticeship & age Subsidy schemes, Croydon Enterprise oan Fund; as well as partner agencies as and where appropriate.. As part of the administration and monitoring process of this scheme you will be required to provide fully up-to-date information on a quarterly basis over the duration of your eligibility for the business rates relief scheme including: retained and new employees, business expansion plans, changes in circumstances.
