3 Grant Activity Grant Activity Administration/Coordination Administration, general coordination, and reporting of the WCA Program. Start Date 18-v-14 End Date 31-Dec-16 This grant was executed by BWSR on December 16, BWSR authorized 2015 funds on vember 18, Funds were received at the SWCD on March 26, 2015 (from Dakota County). Staff reported WCA entries into elink and submitted progress reports. Also provided management of WCA files through in-house database. Provide record retention schedules for WCA decisions under delegated agreements with certain LGUs. Grant Activity Enforcement/Compliance Respond to WCA complaints or enforcement actions and determine compliance with wetland bank established by Dakota County. REGULATIONS/ORDINANCES/ENFORCEMENT Start Date 18-v-14 End Date 31-Dec-15 Provided LGU, landowner and DNR assistance with WCA noncompliance issues. Reviewed approximately 12 activities and complaints regarding wetland activities. Developed restoration strategies or a course of action to address the complaint. One Cease and Desist Order/Restoration Order was issued. Assisted the City of Eagan with identifying past on-site wetland replacement sites. Start Date 18-v-14 End Date 31-Dec-16 A total of 16 applications involving Loss or Exemption applications were processed in accordance with requirements. Approximately 40 inquiries were address to determine what requires WCA approvals and what falls under an exemption or no loss activity. These did not request a formal decision. Majority of them involved agricultural drainage work. Grant Activity Process Improvements Development of an efficient WCA process for Dakota County and its 33 LGUs. Start Date 18-v-14 End Date 31-Dec-16 Provided GIS layer update of wetland bank sites within Dakota County. Provided GIS source imagery updates of Dakota County aerials used by consultants for wetland delineations, updated FSA slide form and web page information, developed policy that was approved by Dakota County Board of Commissioners for how wetland bank credits will be pursued and funded for County sponsored projects, provided wetland bank account information to Dakota County, coordinated process with City of Inver Grove Heights for delegating WCA authority to SWCD. Grant Activity Replacement Plan Review or process Replacement Plan applications. 5 Grant Activity Technical Assistance Serve as general clearing house for WCA or wetland information. TECHNICAL/ENGINEERING ASSISTANCE Start Date 18-v-14 End Date 31-Dec-16 Provided general assistance to LGUs, landowners, organizations, consultants, county staff and Corps of Engineers on WCA projects, rules or general wetland information. Approximately 250 contacts made during Information examples includes, Audubon request for information, landowner information on pond excavations or drainage, consultant or city requests on WCA Rule interpretations, aerial photo interpretations and aerial photo requests, general landowner inquiries and assistance with application development. Grant Activity Technical Evaluation Panels Prepare, schedule, and participate in requested Technical Evaluation Panel meetings. Provide Finding of Fact documents as needed. REGULATIONS/ORDINANCES/ENFORCEMENT Start Date 18-v-14 End Date 31-Dec-16 Participated in approximately 15 TEPs during the calendar year involving wetland boundaries, no loss, exemption, replacement plan or wetland banking plan applications. 6 Grant Activity Training/Education Provide training to LGUs and distribute public information through newsletter, web, township officers meetings or public presentations. Start Date 18-v-14 End Date 31-Dec-16 Provided WCA information to Dakota County LGUs and County staff through a training event on February 3, Provide numerous one-on-one information to LGUs on and WCA Rule requirements. Provided wetland information via web site and newsletter articles. Provided WCA information to Townships Officers. Assisted landowners, consultants and LGUs with day to day WCA activities. Grant Activity Wetland Banking Pursue wetland banking or restoration opportunities with landowners and complete scoping document to determine feasibility. Start Date 18-v-14 End Date 31-Dec-16 Continued to work with two primary landowners to restore wetlands to that would generate approximately 150 acres of credit. Completed scoping document for one wetland bank application. Had several communications with BWSR staff and landowners to move these wetland bank sites forward. Developed process for Dakota County to pursue wetland bank credits and set policy for funding limits. Completed scoping document and TEP findings for the Braun Family Wetland Bank. Provided information to Dakota staff, Vermillion River Watershed Joint Powers Organization and Dakota County Commissioners on wetland bank sites being pursued, potential costs and the overall process. 7 Grant Activity Wetland Boundaries Meet with landowners, conduct aerial photo interpretations, conduct site visits and provide file documentation on the size and scope of potential wetlands located on private lands. Start Date 18-v-14 End Date 31-Dec-16 Easily the majority of WCA time over calendar year 2015 involved wetland boundary determinations and decisions. Assisted LGUs with wetland boundary site reviews and aerial photo interpretations for wetland delineation reports. Provided off-site wetland boundary determination for rural land areas and within townships. A total of 44 wetland boundary and type decisions were made in 2015 in accordance with requirements. It is estimated an addition 30 formal (written) or informal (verbal) wetland determinations were also conducted.
