1 Exhibit "A" 4489 Woodbine Road Pace, Florida Tel Fax SCOPE OF SERVICES Escambia County, Florida Design Services for State Road 95 (US 29) Improvement Project General Escambia County requests that the CONSULTANT develop construction plans for the implementation of signal upgrades at the intersections of SR 95 (US 29) at Morris Avenue, Muscogee Road, and Tree Street. Hardware/software upgrades to the signal controllers with the ability for the signals to be coordinated through wireless technology or by traditional means to ensure communication with the Escambia County/City of Pensacola (ATMS) system. Video detection will be added. Project coordination with the Florida Department of Transportation will be provided to incorporate the county s intent to extend the south bound right turn lane on US 29 at Tree Street by approximately 300 feet. The CONSULTANT will coordinate an agreement to have these improvements completed by FDOT under the US 29 resurfacing project (FPID ). This project is herein after referred to as SR 95 (US 29) Improvement Project. American will be responsible for the following tasks. Task 1 Field Review\ Data Collection ($12,293.72) 1.1 A site visit to document existing traffic signal equipment and materials. 1.2 Obtain and review survey data, utilities, existing plans, and other project data provided by the County and the State. See attached surveying proposal by Jehle Halstead, Inc. (Jhi $9,525.00) See geotechnical proposal from NOVA Engineering and Environmental, LLC.(NOVA Task #1 - $1,750.00) Task 2 Traffic Analysis ($22,976.74) 2.1 Prepare traffic analysis for the three intersections using SYNCHRO or HCS and develop new signal timings to implement in the controller. 2.2 Provide turning movement counts for Traffic Analysis. Conducted by HSA Consulting Group, Inc. (HSA $2,475.00) Task 3 - Construction Plans and Deliverables ($10,314.54) 3.1 Develop 60% plans for the replacement and upgrade of the existing signal controllers. Provide electronic deliverable of plans, design documentation. 3.2 Develop Final plans including design documentation and cost estimate. Submit 1 original and 2 hard copy signed and sealed drawings with a CD of all electronic files including documentation and cost estimate. SR 95 (US 29) Improvement Project Page 1 of 3

2 Task 4 Coordination/Utilities ($3,947.98) 4.1 Meet with Escambia County (maintenance, engineering, etc) to discuss findings of traffic analysis and proposed recommendations. Includes submittal review meetings. 4.2 Coordinate with International Paper for the intersection improvements at Tree Street 4.3 Coordinate with utility companies and provide clearance documentation for proposed design. 4.4 Coordinate with FDOT US 29 Resurfacing project (FPID ) for incorporation of right turn lane extension improvements. 4.5 Provide appropriate permitting documents. Task 5 Post-Design Services ($382.02) Exhibit "A" & "B" 5.1 Attend pre-bid and pre-construction meetings 5.2 Attend weekly construction meetings with the County and provide assistance with RFI s and CEI questions during construction. Optional Services: ($24,034.00) 1.1 Coordinate proposed pedestrian modifications at Muscogee Road. Includes retiming signal analysis. ($2,655.00) 1.2 Right Turn Lane Extension Design (total $20,814.00) Provide additional Survey (Jhi optional services not to exceed $2,500.00) Provide additional Geotech (NOVA Task #2 - $1,750) Provide Roadway Design and Construction Plans for FDOT approval, including standard details, cross sections, typical section, erosion control, traffic control, signing and pavement marking details, quantities and estimate. Will include widening of right turn lane for bicycle key hole and shoulders per FDOT requirements Provide Drainage Design\ Environmental Permitting 1.3 Provide official Joint Participation Agreement (JPA) assistance to the County including coordination if required by FDOT. Initial coordination will be included in the basic services above. ($565.00) Exclusions: 1.1 No separate utility relocation plans will be provided. Any necessary relocations will be indicated on the Signalization Plans. PROJECT SCHEDULE The total contract time will be 180 days from NTP. This includes coordination for the right turn lane extension with FDOT by late February 2016 prior to the FDOT resurfacing Phase II submittal. 60% signalization plans will be due in May 2016 prior to the FDOT resurfacing submission of Phase III plans. Final Signal plans can be submitted within 30 days after county review comments are received from the 60% submittal. Signal construction can be advanced prior to FDOT s anticipated construction in The CONSULTANT shall notify COUNTY in writing of any delays beyond the CONSULTANT S control in accordance with the Agreement. COUNTY may grant a time extension for reasons so documented at its sole discretion. SR 95 (US 29) Improvement Project Page 2 of 3

3 COST OF SERVICES The scope of services set forth herein will be completed for a lump sum amount not to exceed $49, which includes American s labor and sub consultant fees. Staff hours and fee documentation is attached. Optional Services listed above may be completed for a lump sum amount not to exceed $24, which also includes American s and sub consultant fees. 9 Quote for Traffic Data Collection December 10, 2015 HSA Consulting Group is available to conduct turning movement counts at the following intersections in Escambia County: US 29 / Morris Avenue US 29 / Muscogee Road US 29 / Tree Street TMCs will be conducted for eight hours and will include AM, midday, and PM peak hours. All vehicles will be counted, with trucks, pedestrians and bicycles counted separately. Fee will be $825 per intersection, or $2475 total. Estimated by: Michael L.
