2 What Green Infrastructure Grant Opportunities does EFC have? 4 Integrated Solutions Construction (ISC) Grant Projects in conjunction with EFC Clean Water State Revolving Fund (CWSRF) projects Follows CWSRF schedule & application process Green Innovation Grant Program (GIGP) Natural green infrastructure applications Follows CFA grant schedule & application process 5 Integrated Solutions Construction (ISC) Grant Integrated Solutions Construction (ISC) Grant Program Provides grant dollars for the incorporation of green infrastructure practices into CWSRF-financed CSO / SSO / stormwater projects. Grant covers 50% of construction cost. Green infrastructure practices must treat a minimum of 25% of the water quality volume from a combined, sanitary, or storm sewer system There is a $5 million limit on EFC grants awarded to individual municipalities Grant-only projects are not eligible 6 2

4 Integrating Green Infrastructure into Existing Gray Infrastructure Planning Efforts Green infrastructure considered as early in project planning as possible, but no later than preliminary design; results in a comprehensive plan to address project needs EFC now requires green infrastructure to be evaluated as a stormwater solution for all CWSRF Projects All projects involving stormwater, including inflow abatement, must evaluate a green, or green/gray combination, infrastructure alternative. 6 16 ISC Grant - Application Process To be considered for the next round of ISC grant funding, applicants must: Be listed on the Annual List of the 2018 IUP (see EFC website for information on how to list a project and deadlines) Submit an acceptable CWSRF financing application indicating an interest in the ISC grant Submit an engineering report or amendment that describes the green infrastructure features (contact EFC for details) Additional information on EFC s website: ISC Grant Projects 17 EFC to give preference to projects that: Result in the greatest water quality improvement & removal of stormwater from sewers through the use of integrated infrastructure Are positioned to advance to construction Photo Credit: Syracuse University ISC Grant - Program Requirements All awarded projects must comply with the following state requirements: Environmental Review Requirements (NEPA-like review) Minority & Women Owned Business Enterprise (MWBE) Smart Growth Davis-Bacon Prevailing Wage American Iron and Steel 18 6

7 4/14/ ISC Grant Ineligible Activities Projects costs which are NOT GRANT ELIGIBLE include: Equipment for maintenance of green infrastructure, such as vactor trucks, street sweepers, sewer cleaners, etc. Land acquisition & landfill projects Wetland construction or restoration required as compensation (mitigation) for adverse impacts to wetlands or other environmental damage caused through construction activities 20 Green Innovation Grant Program (GIGP) 21 Green Innovation Grant Program (GIGP) Highly competitive, award-winning grant program Projects focused on green, wet weather infrastructure After 8 rounds, $140.2 million has been awarded to 190 GIGP projects across New York. In 2016 (Round 8), EFC allocated $10 million in funding for 9 GIGP projects. Apply through the Consolidated Funding Application (CFA) 7

8 Green Innovation Grant - Application Process 22 To be considered for a GIGP grant, applicants must provide: Feasibility Study Project Location Map Conceptual Site Plan Site Photographs 23 NYS Environmental Facilities Corporation Green Innovation Grant Program EFC funds highly-visible public green projects that: Protect and improve water quality Spur innovation in the field of green infrastructure for stormwater Build capacity to construct and maintain green infrastructure Facilitate transfer of new technologies and practices Provide multiple benefits in the communities where they are built Practices Eligible for GIGP Funding Bioretention Construction or Restoration of Floodplains, Riparian Buffers, Streams, or Wetlands Downspout Disconnection Green Roofs and Green Walls Porous Pavements Stormwater Harvesting & Reuse Stormwater Street Trees/ Urban Forestry Stream Daylighting 24 8

9 Ineligible Activities Projects which are NOT ELIGIBLE for GIGP funding include: In-line and end-of-pipe treatment systems that only filter or detain stormwater 25 Underground stormwater control and treatment devices, such as swirl concentrators, hydrodynamic separators, baffle systems for grit, trash removal/floatables, oil and grease, inflatable booms and dams for in-line underground storage, and diversion of flows Project costs not directly attributable to water quality improvement, including: asbestos abatement and amenities, i.e. bus shelters, benches, light poles, traffic devices, etc. 26 How do I apply? 27 Applying for GIGP Apply through the Consolidated Funding Application (CFA) Required Application Elements: Feasibility Study Existing Conditions Plan Conceptual Site Plan Site Photographs Application Deadline: Summer 2017 (follows CFA schedule) 9
