Agreement Contract means the contract for services or Purchase Order (PO) issued to formalize the accepted Proposal. Consultant means the person(s), firm(s), or corporation(s) appointed by the City to carry out all duties, obligations, work and services described in the Request for Proposal and all associated documentation, which may also include mutually agreed revisions subsequent to the submission of a Proposal. Both Consultant and Proponent are complementary in terms of duties, obligations and responsibilities at the Request for Proposal stage, through evaluation process, execution and delivery of the services. Project Manager means City staff member responsible for coordination of the Services with the City being provided by the Consultant. Proponent means responder to this Request for Proposal. Proposal means the submission by the Proponent. RFP Request for Proposals shall mean and include the complete set of documents, specifications, drawings and addenda incorporated herein, and included in this Request for Proposal. Services means and includes the provision by the successful Proponent of all services, work, duties and expectations as further described in this RFP. 4 City of Coquitlam RFP No Burquitlam-Lougheed Neighbourhood Plan Market Analysis Request for Proposals Burquitlam-Lougheed Neighbourhood Plan Market Analysis The City of Coquitlam ( City ) is issuing a Request for Proposals (RFP) to select a professional, qualified and experienced consulting firm to provide a Market Analysis (the Services ) to support the development of the Burquitlam-Lougheed Neighbourhood Plan (BLNP). 1.0 INTRODUCTION AND PURPOSE The Evergreen SkyTrain Line is a significant long-term (100-year+) transportation investment for Coquitlam that will improve transportation choice for residents and help shape new growth over the long term. Originally adopted in 2002, the existing Burquitlam and Lougheed Neighbourhood Plans guide change along a key segment of the long planned rapid transit line, which is now under construction. Significant new development pressures and changing housing market conditions, triggered by the Evergreen Line, make it a good time to revisit the Burquitlam and Lougheed Neighbourhood Plans through a combined Plan update. Once complete, the updated Burquitlam-Lougheed Plan will guide growth over the next 25 years and will aim to ensure that new growth in Burquitlam and Lougheed integrates with existing neighbourhoods and recognizes the long-term potential of this corridor, while at the same time identifying the infrastructure, services and facilities necessary to support this planned growth. Given the similarities, contiguous urban form across neighbourhood boundaries, and common major infrastructure, City staff have proposed a consolidated BLNP process to update and replace the individual Neighbourhood Plans. A combined planning process provides an opportunity to strategically update land uses around stations in both neighbourhoods, prior to the 2016 Evergreen Line opening. The combined update will provide a comprehensive response to new growth pressures and changing market conditions along the Evergreen Line/North Road corridor. Updating the Burquitlam and Lougheed Neighbourhood Plans are key actions identified in the City s Transit-Oriented Development Strategy (adopted 2012) and an A Priority in Council s 2014 Business Plan. 5 City of Coquitlam RFP No Burquitlam-Lougheed Neighbourhood Plan Market Analysis 1.1 Context Coquitlam is currently the fastest growing municipality on Metro Vancouver and has an existing population of 138,000. The City s population is projected to increase by over 87,000 people in the next 30 years, potentially reaching a population of over 225,000 by Approximately 45% of this growth (40,000 people) is expected to happen along the Evergreen Line Corridor with the majority focused in the City Centre, and a smaller portion in the Burquitlam and Lougheed neighbourhoods. The BLNP area is approximately 560 hectares (1,400 acres) and has a current population of 20,000 (2011). The neighbourhood plan area interface with Burnaby to the west, Port Moody to the north, the TransCanada Highway to the south, and Blue Mountain Street, Austin Heights and Maillardville to the east (Attachment 1 Location Map). This area is influenced by nearby commercial areas such as Korean business node at North Road and Lougheed Hwy, the Lougheed Town Centre Mall in Burnaby and the new the commercial node at North Road and Cameron Street. 1.2 Purpose This analysis will seek to: 1. Assess the current market characteristics of the residential and commercial market in the BLNP area and provide a review of current market trends. 2. Identify the land use implications of various market factors in the BLNP area. 3. Determine the potential future housing and commercial demand, including potential/feasible housing types, over a given timeframe. 4. Assess land use options from market perspective. 5. Inform the larger Burquitlam-Lougheed Neighbourhood Planning process. 2.0 SCOPE OF SERVICES The Scope of Services includes, but is not limited to, the following: 2.1 Residential Market Analysis 1. Existing Market Context Assess the current characteristics of residential markets, including historical and recent housing supply, demand, absorption trends and sale prices in the context of the BLNP area and the File #: / /1 Doc #: v1 Page 5 of 16

Provide a study area assessment that identifies the neighbourhood s strengths, weaknesses, opportunities and challenges that contribute to our understanding of the residential markets. 2. Market Position Identify the advantages and disadvantages that influence the position of the BLNP area to compete for a share of overall residential markets relative to other suburban transit-oriented (TOD) areas in the region. 3. Viability of New Types Identify trends in new residential products throughout the Region that may be viable in the BLNP area. 4. Potential Demand and Supply Projection Determine future housing demand by different housing types that can be anticipated in the neighbourhoods in 5, 10, 15 and 20 year increments. Prepare a demographic assessment, including an overview of the existing and projected population, and a housing profile (existing housing structure and tenure). This should consider: a) Housing projection for a transit-oriented development (TOD) neighbourhood; b) Anticipated build-out capacity versus demand; c) Comparison with other TOD neighbourhoods; d) Estimated housing mix and demand: i. Short term and long term housing demand; ii. Development scenarios for optimal housing mix in the short and long-term; iii. Pro Forma Analysis of potential redevelopment scenarios. 2.2 Commercial Market Analysis 1. Existing Market Context Examine the existing commercial (retail/service and office) market context in the BLNP trade area and its place in the broader region. Provide a local market context and a comparison with similar markets within the region. Identify the competitive market positioning of the BLNP commercial area and the sub-areas within the study area, and how they fit within the commercial hierarchy that exists today. 2. Market Position Identify the advantages and disadvantages that influence the position of the BLNP area to compete for a share of overall commercial markets relative to other suburban transit-oriented (TOD) areas in the region. What is the market for specific commercial uses/opportunities related to the location context? File #: / /1 Doc #: v1 Page 6 of 16

Potential Demand and Supply Projection Determine the amount and type or categories (e.g., local vs. regional, big-box vs. small footprint) of commercial space that can be supported by the area in 5, 10, 15 and 20 year increments. Provide a pro forma analysis for potential redevelopment scenarios over both the short and long-term. This should consider: a) Commercial floor space projection for a transit-oriented development (TOD) neighbourhood; b) Anticipated build-out capacity versus demand; c) Comparison with other TOD neighbourhoods; d) Estimated commercial mix and demand: i. Short term and long term commercial demand; ii. Development scenarios for optimal commercial mix in the short and long-term; iii. Pro Forma Analysis of potential redevelopment scenarios. This will be determined, in part, by the amount of commercial space that can be absorbed in the BLNP area (and the sub-areas) based on consumer expenditure, population growth, and anticipated future competition from local/regional shopping destinations. Also, provide a geographic/spatial assessment of the potential location and extent, including existing nodes and corridors, of the projected commercial floor space that are economically viable based on local and regional trade areas, anticipated residential growth, new or emerging commercial development forms, and effect of Evergreen Line operation. 2.3 Strategic Directions For both the residential and commercial analysis recommend the strategic directions for development in the BLNP area regarding a competitive market position for the BLNP area, and sub-areas, based on local and regional market position. 2.4 Preferred Option Review Once the City has developed the preferred land use option, provide a high-level review of the preferred option from a residential and commercial market perspective and against the findings of the final market analysis report. Start up meeting with the BLNP staff team, including the project manager and division manager; 2. Ongoing liaison with the project manager regarding progress, direction, input and additional information requests; 3. Meeting with project manager and division manager upon completion of the Technical Memo discuss initial findings and directions; 4. Meeting with project manager and division manager upon completion of the Draft Report to discuss findings and recommendations; and 5. Delivery of Final Report that integrates input on the Draft Report. 6. Review of preferred land use option prior to Council and Public review (see 2.4 Preferred Option Review, above). 3.0 PROJECT DELIVERABLES In addition to the process of acquiring input and presenting findings at key milestones in this process, the deliverables will include, at a minimum, the following: 1. Preparation, coordination and facilitation of the project process, including the elements identified in above in Section 2.0, any presentation materials, and coordination with City s project manager. 2. Technical Memo of the initial findings for review by City staff before proceeding with the draft report. 3. Preparation of a draft report which will include, at a minimum, the following: An executive summary Presentation of all data generated or collated, either within the text of the report or in a technical appendices Maps and graphics, as appropriate A description of the research methodology, including a complete list of all data sources and key informants The findings of analysis and research in response to the three (3) key work tasks; and An identification of additional recommendations and possible next steps. 4. All deliverables shall be provided both as an electronic pdf format and, upon request, in a native (editable) format, as required. 4.0 PROJECT ORGANIZATION AND MANAGEMENT The City s key staff contact will be Andrew Merrill, the Project Manager for the Burquitlam-Lougheed Neighbourhood Plan. The Project Manager will solicit feedback from key staff at each phase of project development and may involve a small group of additional staff in meetings with the Consultant. It is intended that the Consultant work collaboratively with the Project Manager and other City staff, as required, throughout the process. 10 City of Coquitlam RFP No Burquitlam-Lougheed Neighbourhood Plan Market Analysis 6.0 BUDGET Budget information will not be provided. 7.0 INSTRUCTIONS TO PROPONENTS The Proponent is required to create a project team with the appropriate skill sets and expertise to carry out the work as identified in this RFP. Changes to the project team must be approved by the Project Manager. 7.1 Cost of Proposal The City will not assume any responsibility or liability for any costs incurred by the Proponent in the preparation of a Proposal. 7.2 No Claim Except as expressly and specifically permitted in this RFP, no Proponent shall have any claim for any compensation of any kind whatsoever, as a result of participating in this RFP including accepting a non-compliant bid, and by submitting a Proposal, each Proponent shall be deemed to have agreed that it has no claim. No contractual, tort, or other legal obligations are created or imposed on the City, or any other individual, officer, or employee of the City with respect to the RFP documentation or by submission or consideration by the City of any Proposal. 7.3 Acceptance of Proposal The City reserves the right to waive formalities in, accept or reject any or all Proposals, or accept the proposal deemed most favourable in the interests of the City. The City is under no obligation to proceed with the RFP and, should it decide to abandon the same, it may, at any time, invite further proposals or such other submissions for the provision of the services, or enter into any discussions or negotiations with any party for the provision of such services. No alterations, amendments or additional information will be accepted after the closing date and time unless invited by the City. The City is bound by the provisions of the Freedom of Information and Protection of Privacy Act. Proponents submitting proposals are advised that such proposals may be treated as public documents, and the contents of the same may be disclosed upon written request, if required to do so pursuant to the Act. 7.5 Closing Date Proposals will be received by the City on or before 2:00 pm local time Tuesday, October 7, 2014 (Closing date and time) Instructions for Proposal Submission Proposal submissions are to be uploaded through Qfile, the City s file transfer service accessed at website: 1. The City will not be liable for any delay for any reason including technological delays, or issues by either party s network or program, and the City will not be liable for any damages associated with Proposals not received. Proposals will not be opened in public. Proposals may be withdrawn upon request by an authorized representative of the Proponent, sent to prior to time set as closing time for receiving Proposals. 7.7 Acceptance Period for Proposals The City requests that Proposals received as a result of the RFP be open for acceptance for a period of 60 days from the Closing Date. Proponents are requested to confirm the period for acceptance. 7.8 No Binding Contract The City may, after reviewing the Proposals received, enter into discussions with one or more of the Proponents, without any such discussions in any way creating a binding contract between the City and any Proponent. There will be no binding agreement with the City until a formal, written agreement has been negotiated with a Proponent and/or a City purchase order has been issued. 7.9 Communication with Proponents and Addenda Questions are to be submitted 3 business days prior to the closing date quoting the RFP name and number sent to bid@coquitlam.ca If a change or additional information is warranted, the City s response will be communicated to all Proponents by means of written Addenda issued prior to the closing date and will be issued by posting on the City s website. Proponents are required to check the City s website before the closing date for addenda and updated information at Upon submitting a Proposal, Proponents are deemed to have received all Addenda and deemed to have considered the information for inclusion in the Proposal submitted. Proposal fees shall be structured in a fee matrix showing the level of effort by each team member, anticipated hours, fee rates and a total Lump Sum Fee that includes all disbursements and overhead. All information contained in this RFP and any resulting addenda will be incorporated into any agreement between the City and the successful Proponent, and therefore, must be considered by the Proponent in preparing their Proposal. There will be no opportunity to make any additional claim for compensation for additional charges that were not considered and included in the Proposal lump sum fee submitted, unless the City, at their sole discretion, deems that it would be unreasonable to do so, or there is additional services added to the Scope of Services. 8.0 GENERAL CONDITIONS The following general conditions will apply to this contract. 8.1 Notification of Award The City will notify the successful Proponent ( Consultant ) in writing of its decision to award the services. Award and issue of a City Purchase Order (PO) is contingent upon sufficient funds being available in the City s budget. 8.2 Indemnification The Consultant shall indemnify and save harmless the City, from and against all losses and all claims, demands, payments, suits, actions, recoveries and judgements of every nature and description, brought or recovered against its firm and/or the City, by reason of any act or omission of the Consultant, its agents, sub-consultants or employees in the execution of the Services. 8.3 Business License The Consultant shall maintain a City of Coquitlam or Tri-Cities Intermunicipal Business License. 14 City of Coquitlam RFP No Burquitlam-Lougheed Neighbourhood Plan Market Analysis 8.4 Intellectual Property Rights The Contract establishes the owner of the Instruments of Service in connection with this Project. The Consultant will remain owner of all Instruments of Service but the City will become the owner of the design and other materials requested and provided as defined as deliverables under this RFP. 8.5 Cancellation The contract may be cancelled by either party for any reason without cause or penalty upon 30 days written notice and the Consultant would be compensated for services and deliverables provided to that point in time. 8.6 Law The RFP and any resultant award shall be governed by and construed in accordance with the laws of the Province of British Columbia, which shall be deemed the proper law thereof. 9.0 PAYMENTS - INVOICING Upon award, a City Purchase Order (PO) will be issued to the Consultant based on the proposal submitted, and as finally negotiated to complete the Services. Invoice amounts in excess of the PO will not be accepted. In case of extenuating circumstances, the City may approve additional costs for additional Services which will require written City approval before any additional Services are provided. Invoices are to be sent in.pdf format to apinvoices@coquitlam.ca, the City s Finance Division, Attention: Accounts Payable, and must indicate the Project Name, the PO Number and the City s Project Manager s name. Payment for Services provided will be in accordance with the City PO and made at the agreed hourly rates for personnel and the monthly costs for approved disbursements. Disbursements such as photocopying, computers, faxes etc. should not be invoiced and will not be paid. The hourly rate amounts charged always reflect the cost of doing business and, therefore, payment for these types of disbursements will not be considered. Invoices submitted are to be accompanied by a summary cost status sheet of information regarding hours budgeted, hours spent to date, and projected total File #: / /1 Doc #: v1 Page 14 of 16

If the work indicated on the summary sheet and on the invoice is confirmed and approved by the Project Manager, payment is made to the Consultant net 30 days after the invoice is received by the City. Please be advised that, at any time, the City may request justification and supporting documentation for the hours of work or level of effort in the provision of the Services shown on an invoice PROPOSAL SUBMISSION AND EVALUATION CRITERIA Proposals will be evaluated by City staff according to the following criteria. This list is not intended to be exhaustive and is not ranked in order of preference or priority. The proposal submission should be clear, concise, complete and provide details on: a) Project team, description and role of Consultant team members and sub- Consultants; b) Experience and Qualifications of team members; c) Demonstrated Experience and Success; provide examples of similar successful projects, project dates, client names and contact information, description of team members role in each project; d) Work plan and methodology; breakdown of tasks necessary to complete the Scope of Services as described in this RFP; e) Proposal Price for Scope of Services; fee matrix with hourly rates and charges by level of effort (hours) associated to task and total lump sum fee including disbursements, (exclude GST); f) Value Added Services Describe your competitive advantage, value added services and benefits that would be provided to the City; g) Timelines, completion date and confirm availability of project team; h) List of all documents or data that would be required. The Evaluation Committee may, at its discretion, request clarifications or additional information from a Proponent with respect to any Proposal, and the Evaluation Committee may make such requests to only selected Proponents. If the City selects a Preferred Proponent, then it will enter into discussions with the Preferred Proponent to clarify any outstanding issues and attempt to finalize the terms of a Contract, including negotiation of scope of services and financial terms to meet with budget. The City reserves the right to accept or reject any or all proposals or cancel this RFP at any time at the City s sole discretion. Proponents agree that by submission of their proposal, they agree the City may disclose the name of their company. However, no totals, weights, prices or scores will be provided to any Proponent. Should the City proceed with additional services in future phases, the City reserves the right to sole source with the successful Proponent, or invite select companies to submit proposals or, may issue a new Request for Proposals REFERENCE MATERIALS Proponents should identify other relevant documents or data that would contribute to achieving the objectives. Once complete, the updated Burquitlam-Lougheed Plan will guide growth overthe next 25 years and will aim to ensure that new growth in Burquitlam and Lougheed integrates with existing neighbourhoods and recognizes the long-term potential of this corridor, while atthe same time identifying the infrastructure, services and facilities necessary to support this planned growth.

19 Page 2 March 21, 2014 Executive Summary: cont'd/ Updating the Burquitlam and Lougheed Neighbourhood Plans are key actions identified in the City's Transit-Oriented Development Strategy (adopted 2012) and an "A" Priority in Council's 2014 Business Plan. The proposed scope and process set out in this report includes concurrent review of both plans and preparation of a combined "Burquitlam-Lougheed Neighbourhood Plan" (B-LNP) to replace the individual Plans. The B-LNP process is proposed to be carried out over a two-year timeframe, between spring 2014 and late 2015, and involves three phases: (1) Background, Ideas and Opportunities (2) Land Use and Policy Options Development (3) Preparing a Draft Plan and Servicing Assessment. Background: Coquitlam's Growth Context and the Burquitlam-Lougheed Corridor Currently the fastest growing municipality in Greater Vancouver (up 3.2% between 2012 and 2013 according to BC Statistics) Coquitlam has an existing population of 138,000. The City's population is projected to increase by over 87,000 people in the next 30 years, potentially reaching a population of over 225,000 by A significant proportion of this growth is expected to happen along the Evergreen Line Corridor (~45%, or approximately 40,000 people) and generally within walking distance (~800m or a 10 to 15 minute walk) of planned stations in or near City Centre, Burquitlam and Lougheed neighbourhoods. Burke Mountain in Northeast Coquitlam makes up another key growth area for the City and is anticipated to accommodate about 25% of new growth (~23,000 residents) in the next 30 years. Planningfor the last significant 'greenfield' area in the Burke Mountain area (north of existing Neighbourhood Plan areas) is currently under way through the Northwest Burke Vision (NBV) process. The Burquitlam and Lougheed neighbourhoods today have a combined population of 20,000 (2011) and jointly make up the North-Clarke Road corridor. The existing neighbourhood plan areas interface with Burnaby to the west. Port Moody to the north, the TransCanada Highway to the south, and Blue Mountain Street, Austin Heights and Maillardville to the east (Attachment l - Location Map). Proposed B-LNP Update The Burquitlam and Lougheed neighbourhoods are closely linked, as they share the Evergreen Line routed through these areas, as well as North Road, a key transportatipn and commercial corridor. While each neighbourhood includes pockets of unique local identity, they also rely on an interconnected transportation network and are characterized by similar broad land uses (i.e., residential areas and commercial nodes), some of which carry over into Lougheed from Burquitlam, and vice versa. 20 Page 3 March 21, 2014 Background: cont'd/ Proposed B-LNP Update cont'd/ Given the similarities, contiguous urban form across neighbourhood boundaries, and common major infrastructure, staff propose a consolidated B-LNP process to update and replace the individual Neighbourhood Plans. A combined planning process provides an opportunity to strategically update land uses around stations in both neighbourhoods, prior to the 2016 Evergreen Line opening. Preparing a joint plan, rather than two separate plan updates, is more efficient and can save time, enabling Community Planning staff to work on multiple work plan items in a timely manner. The combined update will provide a comprehensive response to new growth pressures and changing housing market conditions alongthe Evergreen Line/North Road corridor. The 100-year Evergreen Line investment sets a strong foundation for shaping growth and densification over the long term. Within this context, staff propose that the B-LNP focus on guiding new growth over the next 20 to 25 years in a manner that is appropriate to the existing neighbourhood, while also setting the stage for future phases of planned growth overthe longer term (beyond 30 years into the future). Current Planning for the Burquitlam-Lougheed Corridor Official Community Plan and Related Policy A long-standing objective of the Citywide Official Community Plan (CWOCP) is to promote high density, mixed-use and pedestrian-friendly 'transit-oriented. development' (TOD) within walking distance of rapid transit stations. The Burquitlam and Lougheed Neighbourhood Plans, initially adopted in 2002, were a proactive TOD response to the Millennium Line Station in neighbouring Burnaby and the planned extension of rapid transit to Coquitlam City Centre (see Attachment 2 for current land use plans). Located around planned rapid transit stations, the 'Transit Village Commercial' and 'Urban Quarter' land use designations within the B-LNPs support transformation of low density, auto-oriented properties into high-density, mixeduse and pedestrian-friendly centres. The growth 'nodes' established by these designations are shown on Attachment 2 (red stripes/red Crosshatch). The intent of these designations is to integrate a diversity of retail, restaurants, services, employment and high-density apartment uses with walkable streets around stations. Both current Plans also include multi-family residential to help transition from the highest density Transit Village Commercial areas near stations to one-family residential areas further away from station nodes. 21 Page 4 March 21, 2014 Background: cont'd/ Current Planning forthe Burquitlam-Lougheed Corridor cont'd/ Official Community Plan and Related Policy cont'd/ A portion of the Lougheed Neighbourhood is designated as a Municipal Town Centre in the Metro Vancouver Regional Growth Strategy (RGS) and the Burquitlam station area is identified in Coquitlam's Regional Context Statement (RCS) as a Frequent Transit Development Area (FTDA). This means these nodes are regionally important growth areas that are targeted to accommodate high and medium density housing, employment, commercial, parks, cultural, institutional and community uses, and are also expected to be served by a range of rapid and high frequency transit connections. Transit-Oriented Development Strategy (TDS) Following confirmation of Evergreen Line funding in 2011, the City experienced a significant increase in development interest on lands near stations, often involving higher densities than allowed in the Burquitlam and Lougheed Plans. In response. Council adopted a TDS in July 2012, which identifies growth areas and planning objectives around all Evergreen Line stations in Coquitlam - including Lougheed, Burquitlam and City Centre. The TDS is not a land use plan like the Burquitlam and Lougheed Neighbourhood Plans, but rather a Council endorsed 'strategy' that includes high level policies that guide more detailed neighbourhood plan updates and evaluation of interim OCP amendments. The TDS is organized around key objectives, supporting policies, and geographic focus areas identified as 'Core,' 'Shoulder,' and 'Transit Corridor' (See Attachment 3). TDS 'focus areas' are described below - each type considers land uses under existing plans, as well as areas not currently designated for higher densities but considered potential future TOD areas. Core areas are in close walking distance to stations (typically 5 minute walk and/or existing commercial uses) and identified for the highest-density residential, commercial and institutional land uses in the neighbourhood. Shoulder dixeidis are generally within a minute walk (~800 metres) of stations and expected to transition from high residential densities closest to stations to lower density further into the shoulder. Transit Corridor axedis are outside the 'core' but expected to have strong connections to stations, providing potential opportunities for higher densities in limited locations (i.e.. North Road). The TDS limits the extent of the 'shoulder' to recognize stable single-family areas, such as Oakdale, as well as areas beyond a 10 to 15 minute walking distance of stations. This high-level policy guidance will be further considered as part of the B-LNP, through local level consultation and analysis to determine which areas may be ready and appropriate for potential land use change. 22 Page 5 March 21, 2014 Background: cont'd/ The TDS and 'Locally Appropriate TOD" The TDS provides key direction for exploring 'locally appropriate TOD' through the B-LNP update to leverage the Evergreen Line to shape growth while also integrating this growth with existing lower density neighbourhoods. This involves focusing highest densities near Evergreen Line stations and the North Road corridor, and determining an appropriate transition of building densities and heights outward from station areas. Guided by six key objectives, the TDS also seeks to create compact, complete neighbourhoods that are 'great places' supported by pedestrian-friendly urban design and amenities that meet existing neighbourhood needs and support population growth. The objective of creating 'great places' in tandem with transit supportive density is particularly relevant to the Burquitlam and Lougheed Neighbourhoods given the current need for more local amenities - this will be a key area of inquiry for the B-LNP process. Recent implementation of the Community Amenity Contribution (CAC) program in this area and improvements to the density bonus system for the C-7 Transit Village Commercial and RM Apartment Residential zones provide a strong funding base for future amenities in Burquitlam and Lougheed, including a future community recreation facility. Adiacent Neighbourhoods The B-LNP process will also consider recently updated land uses in the adjacent Austin Heights and Maillardville Neighbourhoods, as well as the recent highdensity redeveloprnent proposal on the Lougheed Mall site in Burnaby and explore potential land use responses in these B-LNP'edge'areas. The remainder of this report outlines preliminary B-LNP project scope, process and public consultation ideas for Council feedback, including next steps. Discussion/Analysis: Proposed Scope of Work Based on the above discussion, the proposed general scope of the B-LNP Update process will build on the existing CWOCP and TDS by: implementing TDS objectives with 'locally appropriate TOD,' as described above; analyzing land use and policy for the overall Plan area, with a primary focus on the TDS Core, Shoulder and Corridor lands; analyzing edge areas along plan boundaries (e.g., where Lougheed Plan meets Maillardville as noted above) and unique 'land use character areas'; guiding the effective and neighbourly transition of land uses, density and built form through new development; coordinating the provision of amenities, utilities; and improved transportation networks to support higher neighbourhood densities; and integrating the Burquitlam Station with the broader neighbourhood. 23 Page 6 March 21, 2014 Discussion/Analysis: cont'd/ Early Ideas and Opportunities - Specific Scope Elements Based on existing planning policy, as well as recent development activity, the following preliminary ideas and opportunities could be considered as specific elements of the B-LNP scope (other ideas and opportunities are expected to emerge through consultation and will be considered as part of the process as well): directing/accommodating a significant proportion of the anticipated growth to areas adjacentto transit and on key redevelopment parcels in 'Core' and 'Shoulder' areas, by exploring the potential expansion of Transit Village Commercial, High and Medium Density Apartment land uses; exploring opportunities for 'gentle densification' that support 'good neighbour' urban design, increased housing variety and affordability, by considering townhousing and'housing choices'opportunities in lower density transition areas; supporting neighbourhood liveability through providing new amenities and parks/plazas with growth and densification, by developing a public amenity concept that provides direction for future identification of parks, public plazas/squares, and community facilities; and improving connections and the overall network for walking, cycling and vehicles in coordination with land use change. This could be achieved by identifying new street and pathvyay connections that could be implemented over the long term, through redevelopment and other means. Once complete, the new B-LNP would be organized using the new Neighbourhood Plan document structure (i.e., Partington Creek and draft Maillardville Neighbourhood Plans), and include updated: vision, key principles and the land use concept (i.e., 'game plan') for guiding new growth; detailed land use, transportation networks and other Plan schedules; and plan policies (i.e., residential, commercial, environment, parks, transportation, utilities) and Development Permit Area Guidelines. Preliminary Consultation Approach Staff propose that the B-LNP be developed through a comprehensive public consultation approach, which will include a variety of ways to engage the community during plan review and development. Approaches will consider the diverse population of the B-LNP area, and use measures to involve as many residents as possible. 24 Page 7 March 21, 2014 Discussion/Analysis: cont'd/ Preliminary Consultation Approach cont'd/ A Public Advisory Group (PAG) to represent the broad range of interests in the study area, and work with staff to understand the neighbourhood, and provide a local perspective as policy options are developed. Attachment 4 identifies potential stakeholders (volunteers by organization or category) that staff recommend for consideration as PAG members. Staff seek Council's feedback regarding potential stakeholder representation and will report back to Council with a proposed PAG for endorsement prior to initiating public consultation. The draft PAG 'Terms of Reference' (Attachment 5) and 'Eligibility and Application Package' (Attachment 6) are also provided for Council's information and feedback. Public Open Houses will be used to intr^oduce the proiect and get community input at key milestones. The format will Include panel displays with staff available to discuss feedback and answer questions. Innovative approaches will also be explored to more directly engage residents (e.g., discussion groups on specific topics set within an open house format/event). Electronic and print media will be used to raise awareness, provide access to project information, and identify opportunities to get involved. Proposed methods include newspaper advertisements, newsletters, a project webpage, social media, and updates. Community networks will be also used to raise awareness about the process (e.g., SD43, resident/community associations. Youth Council, ISS, SUCCESS). Council Advisory Committees will be consulted at key stages. Neighbouring municipalities of Burnaby, Port Moody and New Westminster will be informed of the process and consulted with, as appropriate. External agencies will be kept informed of the process (e.g., TransLink, Ministry of Transportation and Infrastructure, SD43, Metro Vancouver). External organizations with an interest in the neighbourhood will also be informed/engaged with during the process (e.g., Real Estate Board, Chamber of Commerce, Urban Development Institute, Greater Vancouver Home Builders' Association, BC Hydro, Fortis BC, Kinder Morgan). Following Council feedback on the proposed scope, process and consultation approach, staff will report back with a final consultation approach for Council endorsement that also meets the Local Government Act requirements. 25 Page 8 March 21, 2014 Discussion/Analysis: cont'd/ Proposed Process and High Level Schedule The proposed approach for the B-LNP update includes the three phases outlined below. The process will begin in spring 2014, with the completion of a draft Plan anticipated by the end of Council will receive regular project updates, including opportunities for review and feedback at key milestones. Phase 1: Background, Ideas and Opportunities ( ) Phase 1 will involve review of existing policy (e.g., TDS, OCP), technical studies and the physical characteristics of the neighbourhood. A combination of analysis and early input from residents and staff will help identify early ideas and opportunities for options development in Phase 2. Key Tasks: Review existing Neighbourhood Plans, TDS policy and other relevant policies. Assemble and analyze existing studies, and initiate additional study where required (e.g., transportation, market, utility analysis). Identify early ideas and opportunities (with Council, public and staff) to be further explored in Phase 2. Prepare an updated draft vision and guiding principles. Consult with Council, Advisory Committees and other stakeholders: o Establish a Public Advisory Group/Meeting #1; o Update stakeholder groups on the process; o Meet with Burnaby, New Westminster and Port Moody staff; o Public Open House #1. Phase 2: Land Use and Policy Options ( Q3 2015) The focus of Phase 2 will be to develop land use, transportation and servicing options for review and feedback based on input and background work of Phase 1. This phase will identify areas ready for change, determine what this might look like, and consider the extent of change appropriate for this Plan update. Key Tasks: Develop potential land use, transportation and servicing options. Address area amenity needs (e.g., parks, facilities, public space). Identify and draft preliminary policy options (e.g., residential, commercial, environmental, transportation, utilities and parks). Test/evaluate preliminary land use ideas, transportation options, and infrastructure implications, identifying preliminary preferences. Consult with stakeholders for feedback on potential Plan changes: o Council and Advisory Committees; o Public Advisory Group meeting(s); o Issue/area based stakeholder meetings (as needed); o Project updates to key stakeholders; o Open House #2. Following an open house, a final Plan will be prepared for Council consideration. Key Tasks: Undertake final assessment of preferred Plan components. Finalize land use and transportation network concepts. Prepare Plan policy to implement key land use and amenity concepts. Identify implementation actions needed after Plan adoption. Prepare the draft B-LNP document. Prepare updated Development Permit Area Guidelines. Prepare a coordinated Servicing Assessment for the Plan area. Consult with Council and stakeholders for feedback on the draft Plan: o Council Advisory Committees; o Public Advisory Group meeting; o Issue based stakeholder meetings (as needed); o Early circulation of draft Plan to municipalities/key agencies (i.e., SD43); o Open House #3 (following Council feedback on draft Plan). The primary output of Phase 3 will be a B-LNP for Council consideration. As noted above, the B-LNP will replace the individual Burquitlam and Lougheed Neighbourhood Plans through an OCP Amendment Bylaw. A high level Servicing Assessment will also be prepared as a 'companion'to the B-LNP to summarize required infrastructure improvements (transportation, utilities, and parks) to support redevelopment in the corridor. The Servicing Assessment will be presented to Council prior to adoption of the Plan. Interdepartmental Consultation and Collaboration Similar to the process used for the Northwest Burke Vision, a 'core review group' of staff from various departments (Planning and Development, Engineering and Public Works, Parks, Recreation and Culture, Strategic Initiatives, and Economic Development) will be used to provide input on technical and policy considerations and ensure the Plan includes the appropriate level of detail. Next Steps: Following Council feedback, staff will refine the proposed scope and process approach and begin recruiting the PAG. Staff will report back to Council with a refined scope, process and consultation approach for endorsement in the near - future, as well as the proposed PAG for Council endorsement. 27 Page 10 March 21, 2014 Financial Implications: The B-LNP update is identified as a major component in the Planning and Development Department's 2014 work plan and will be primarily undertaken with existing staff resources. External consultants may be utilized on a focused, strategic basis to assist with technical work, such as market analysis, and will be funded from the existing Community Planning division budget. A Companion Servicing Assessment will also be developed, summarizing infrastructure improvements and funding needed to support Plan implementation. Conclusion: The Evergreen Line is a significant long-term (loo-year+) transportation investment for Coquitlam that will help shape new growth over the long term. New development pressures and changing housing market conditions triggered by the Evergreen Line make it a good time to revisit the Burquitlam and Lougheed Neighbourhood Plans to manage growth in the next 20 to 25 years. The proposed consolidated B-LNP update will strengthen the local vision, implement the TDS at the local level, and help shape growth in this important corridor over the long-term. This project will be undertaken in three phases, with extensive public consultation over the timeframe. 39 Page 2 June 4, 2014 Executive Summary: The Burquitlam-Lougheed Neighbourhood Planning process is a high 2014 Council Business Plan priority and once complete, the updated Plan will guide growth in this important segment of the Evergreen Line corridor for the next 20 to 25 years. Updating the Burquitlam and Lougheed Neighbourhood Plans is a key implementation action of the TDS, seeking to shape transit-oriented development around Evergreen Line stations in a manner that builds on the strengths of the existing Plans and addresses the local neighbourhood context. Given the similarities and close relationship between Burquitlam and Lougheed, staff propose a joint planning process to create a combined Burquitlam-Lougheed Neighbourhood Plan (BLNP). A joint plan will allow the coordinated and strategic update of land uses around the Burquitlam and Lougheed Evergreen Line stations prior to the line opening in 2016, through a process that is more efficient and timely than two individual plan updates. The approach will cover the full Plan area, while also identifying and addressing distinct 'sub-areas' to reflect the unique context and policy needs of specific local areas. The resulting updated Plan is envisioned to have guidelines and policies that are specific to the various neighbourhoods across the Plan area and drawing on input from local residents and stakeholders. The proposed planning process includes three phases over an approximate 20 to 24 month timeframe:, (1) Background, Ideas and Opportunities; (2) Land Use and Policy Options Development; and (3) Draft Plan and Servicing Assessment Staff propose a consultation approach that includes: (1) Public Open Houses during each phase (in 2 locations). (2) A Public Advisory Group (PAG; potential representation shown in Attachment 2). (3) Outreach and awareness through: social media, updates, a webpage, and neighbourhood signage; newsletters/flyers to homes and businesses for Open House events (including properties outside and adjacent to the BLNP boundary); electronic and newspaper advertising for Open Houses; and contact with local agencies/organizations to help raise awareness. 40 Page 3 June 4, 2014 Background: As presented to Council-in-Committee on April 7, 2014, updating the CWOCP for this area of Coquitlam is a key implementation action identified in the TDS and an 'A' Priority in Council's 2014 Business Plan. The Evergreen Line is a significant long-term (looyear-i-) transportation investment for Coquitlam that will improve transportation choice for residents and help shape new growth over the long term. The Burquitlam and Lougheed Neighbourhood Plans, originally adopted in 2002, currently guide new development along this key segment of the long planned rapid transit line. Significant new development pressures and changing housing market cohditions triggered by the Evergreen Line make it a good time to revisit the Plans through a joint planning process that is more efficient and timely than two separate processes. Once complete, the updated Burquitlam-Lougheed Plan will guide growth over the next 25 years and will aim to ensure that new growth integrates with existing neighbourhoods and recognizes the long-term potential of this corridor, while at the same time identifying the infrastructure, services and facilities necessary to support this growth. In response to Council-in-Committee feedback on April 7, 2014, this report presents a refined scope, process and consultation approach, with additional detail on proposed consultation components, for Council's consideration and endorsement. A copy of the April 7, 2014 report to Council-in-Committee with further background is available in the Councillor's office and on the project webpage at Discussion/Analysis: Planning for the BLNP Corridor - 'One Process, One Plan' The preliminary scope and process presented to Council-in-Committee on April 7, 2014 proposed to update and combine the Burquitlam and Lougheed Neighbourhood Plans to create a consolidated Burquitlam-Lougheed Neighbourhood Plan ('BLNP' or the 'Plan'). During the discussion at the April 7^^ meeting regarding the proposed approach, the following feedback was noted: concern about potential project delays by including the Lougheed Plan area; the feeling that some areas within the proposed boundaries have limited connections to other parts of the larger Plan area, and in some cases may have a closer relationship to adjacent lands outside the boundaries; overall Plan boundaries and the importance of considering local neighbourhood identity and effectively engaging residents in both Burquitlam and Lougheed; and the importance of clearly defining more specific land use transition boundaries within the Plan area (e.g., apartment to low density). 41 Page 4 June 4, 2014 Discussion/Analysis cont'd/ Planning for the BLNP Corridor - 'One Process, One Plan' cont'd/ As outlined at the April 7*^ meeting, the Burquitlam and Lougheed neighbourhoods are very closely linked, as they both host Evergreen Line stations and share North Road, a key transportation and commercial corridor. The two neighbourhoods rely on an interconnected network of roads, pedestrian connections and cycling routes, and the land use and building types tend to be consistent across the existing Neighbourhood Plan boundaries. The proposed BLNP boundary (see Attachment l) is based on a consolidation of the existing Burquitlam and Lougheed Neighbourhood Plans (by removing the boundary on Foster Avenue), and also reflects the recently adjusted Maillardville and Lougheed Neighbourhood Plan interface. This adjustment is based on Council's adoption of the new Maillardville Neighbourhood Plan (MNP) earlier this year, which involved the westward expansion of the area covered by the MNP. The proposed BLNP boundary also considers the inter-related and contiguous north-south TDS 'core', 'shoulder', and 'corridor' lands along the Evergreen Line. A combined plan review provides the opportunity to strategically update and coordinate land uses around stations and in key areas along this corridor through a consistent and focused process, prior to the 2016 Evergreen Line opening. This approach is expected to be more efficient and save time compared to separate Plan updates, enabling Community Planning staff to work on multiple work plan items in a timely manner. To address concerns regarding a joint process and combined Plan, staff propose the following additional measures to enhance local dialogue, provide greater opportunity for resident involvement, and to integrate finer-grained neighbourhood perspectives and Plan policy responses: host Public Open Houses in both Burquitlam and Lougheed in each phase; undertake direct stakeholder meetings (e.g., community and neighbourhood associations) on key topics or ideas, where needed; and identify distinct 'sub-areas' within the BLNP area that reflect the unique context/character of specific areas, and develop associated Plan policies for these sub-areas, as a part of the larger BLNP (similar to the Partington Creek and Maillardville Neighbourhood Plans). For example, interface areas between the Maillardville and Austin Heights Plans (as well as other distinct areas) may require unique sub-area policies. Staff will check-in with Council on potential BLNP sub-areas as the process moves forward. Based on the above considerations and the proposed measures to address key concerns, staff recommend a joint planning process to create one combined Burquitlam-Lougheed Neighbourhood Plan and seek Council endorsement to move forward with the consolidated Plan area outlined on Attachment 1. 42 Pages June 4, 2014 Discussion/Analysis cont'd/ Planning for the BLNP Corridor - 'One Process, One Plan* cont'd/ Land Use Boundaries/Density Transition within the Plan Area At a more detailed level. Council commented on the need to clearly communicate and define land use 'boundaries' transitioning from high density to 'gentle densification', to stable single-family areas within the Plan area. The TDS 'Core', 'Shoulder', and 'Corridor' areas are key starting points for identifying areas of potential change to the existing Neighbourhood Plans. Determining appropriate locations for specific land use change and density transition are key tasks of Phases l and 2 of the planning process. Further public consultation and technical analysis are needed to determine areas ready and appropriate for redevelopment, as well as logical transition points for changes in density and building form (ie. roads, land uses, existing physical features). Council's feedback regarding potential land use changes along Plan 'edges' (i.e., coordinating land uses on both sides of a street along a Plan boundary) will also be integrated into the technical analysis and potential policy responses for these areas. Staff will also present proposed ideas (i.e., potential land use changes) in plain language and with clear visuals, through the use of: clear visual explanations of potential land uses and densities (i.e., showing images of buildings to explain potential land uses, densities and heights); and illustrative sketches and 'photo-realistic' streetscape simulations. Proposed Scope of Work The following proposed scope of work is largely consistent with that presented to Committee on April 7, 2014, with refinements based on Council feedback. Key Scope Elements - The update will build on the strengths of the existing neighbourhood plans and TDS direction, integrating strategic adjustments and improvements by: implementing TDS objectives by exploring 'locally appropriate' Transit- Oriented Development (TOD) that considers neighbourhood context; analyzing land use and policy for the overall Plan area, with a primary focus on the TDS Core, Shoulder and Corridor lands; analyzing land uses along plan boundaries to ensure a coordinated and complementary response to adjacent Plan areas; analyzing land uses along the Lougheed Highway; guiding the effective transition of land uses, density and built form; coordinating the provision of amenities, utilities and improved transportation networks to support higher neighbourhood densities; and reviewing and integrating recommendations of the 'Burquitlam Transit and Transportation Integration Study', and assessing general approaches for dealing with parking impacts arising from the Burquitlam transit station. 43 Page 6 June 4, 2014 Discussion/Analysis cont'd/ Proposed Scope of Work cont'd/ Early Ideas and Opportunities - Specific Scope Elements Based on existing plans, the TDS, and recent development activity, the following specific ideas are proposed as part of project scope, recognizing that additional directions are expected to emerge through the process: directing/accommodating a significant portion of anticipated growth in areas adjacent to transit and on key redevelopment parcels in 'Core' and 'Shoulder' areas, by exploring potential expansion of Transit Village Commercial, High and Medium Density Apartment land uses; exploring opportunities for 'gentle densification' by considering townhousing and'housing Choices'in lower density transition areas; enhancing neighbourhood livability with new amenities to support growth and densification, by developing guidance for future parks, public plazas/squares, and community facilities; and improving walking, cycling and vehicle networks in coordination with land use change, by identifying new streets and pathways to implement over the long term through redevelopment and other means. Key Plan Outcomes Once complete, the BLNP will include updated: vision, key principles and land use concept ('game plan') for guiding growth; detailed land use, transportation networks and other Plan schedules; plan policies (i.e., residential, commercial, environment, parks, transportation, utilities) and Development Permit Area Guidelines: o 'sub-area' policies with specific direction for these key areas. Proposed Public Consultation Approach In accordance with Section 879 of the Local Government Act (LGA), the following early and on-going public consultation approach is proposed to engage a broad cross-section of residents, stakeholders and agencies with an interest in the BLNP planning process. 1. Public Open Houses Open Houses will be held during each of the three (3) project phases as an opportunity for the community to learn about the project and provide input/ feedback on ideas and/or policies for the Plan. To improve engagement and encourage local dialogue, open houses will be held in both the Burquitlam and Lougheed areas for each phase. Open Houses will present project information on panel displays and staff will be available to answer question's and receive feedback. Innovative approaches to allow for more face-to-face contact, interaction and conversation between staff and attendees (e.g. facilitated discussion tables on key topics) will also be considered for use at these events. Public Advisory Group Similar to previous neighbourhood planning processes, a Public Advisory Group (PAG) will be formed to represent a broad range of interests in the Plan area, including youth and seniors, and this group will provide local perspectives as the Plan is prepared. Based on the proposed PAG stakeholder composition presented for Council feedback on April 7, 2014 (Attachments 2 and 3), staff have almost completed the PAG recruitment process, and will report back to Council in the near future to have PAG members appointed by Council. 3. Outreach and Awareness A multipronged approach will be used to raise awareness of the planning process and consultation opportunities. Key outreach tools include: a dedicated webpage with project information and key documents; updates at project milestones (by subscription); direct stakeholder (e.g., community associations, key commercial land holders, Youth Council) meetings on key topics or ideas, as needed; and neighbourhood signage in select locations to provide clear notification of the process. Staff will explore potential locations at key entry points into the BLNP area (e.g., Clarke Road, North Road, and Lougheed Highway), subject to feasibility. Open House events will be promoted through: local newspaper advertisements; social media and , the City webpage, Information Bulletins; flyers/newsletters distributed to homes and businesses in the Plan area and in the adjacent'shoulder'outside the Plan boundary; community networks (e.g., schools, associations, places of worship); and notification to organizations with an interest in the Plan area (e.g.. Real Estate Board, Chamber of Commerce, utility providers). 4. Liaison with External Agencies (referrals) The following external agencies will be advised of the planning process and the Plan will be referred to these organizations at key points in the process: Cities of Burnaby, Port Moody and New Westminster, School District No.43, TransLink, Metro Vancouver, Ministry of Transportation and Infrastructure, and Kwikwetlem First Nation. Exploring Additional Outreach Opportunities At its April 2014 meeting, the City's Multiculturalism Advisory Committee (MAC), in response to a staff presentation on general neighbourhood planning in Coquitlam, provided ideas to help engage Coquitlam's diverse community. Among other suggestions, MAC also recommended getting out into the community to raise awareness and noted the importance of engaging youth and seniors. This is similar to Council's suggested ideas for more directly raising awareness of the process and ensuring clear communication. Based on Council and MAC feedback, and to supplement the four key consultation components above, staff will consider the following potential methods to enhance awareness and engagement: Developing brief, friendly web videos explaining a typical planning process, what to expect at open houses and an overview of frequently used planning terms in plain language (e.g., zoning and land use). Distributing Open House information in busy pedestrian locations of Burquitlam and Lougheed (e.g., outside grocery stores) in the lead up to Open Houses to help raise awareness and directly engage the public. Utilizing enhanced visual communication tools to illustrate proposed ideas (e.g., sketches, graphics, photos, and photo-realistic simulation). Refined Process and Timeline As noted previously, the proposed BLNP update includes three phases outlined below. The process will commence mid-2014, with completion of a draft Plan anticipated by the end of 2015 (stretch goal) and adoption in early Phase 1 - Background, Ideas and Opportunities (02-Q4 2014) Phase 1 involves review of existing policy, technical studies and neighbourhood characteristics. Analysis and consultation feedback will identify early ideas and opportunities for options development in Phase 2. 47 Page 10 June 4, 2014 Discussion/Analysis cont'd/ Supporting Parallel Initiatives Several supporting initiatives will be key inputs during Plan development and it is expected these parallel projects will be reflected in Plan policy: Burquitlam Transit and Transportation Integration Study (complete); Parks, Recreation and Culture Master Plan (in-progress); Austin-Rochester Integrated Watershed Management Plan (in-progress). The Housing Affordability Strategy (HAS), currently in process, may also include Council policy that influences the updated BLNP. Interim Development Applications Given the significant development intei'est in Burquitlam and Lougheed, it is likely that new development applications will come forward within the Plan area during the BLNP process. Consistent with current practice, these applications will be evaluated and processed according to the TDS and current Neighbourhood Plan policy. Council can also determine if applications that are inconsistent with the TDS are considered in advance of BLNP completion. As discussed on April 7, 2014, the TDS is a key guiding document for interim development and the Neighbourhood Plan update. Once the BLNP is complete and adopted, portions of the TDS applicable to Burquitlam and Lougheed will be superseded by the BLNP. The TDS will remain in effect for City Centre until that Area Plan is also updated (significant work on this is slated to begin in 2015). Next Steps: Following Council endorsement of the scope, process and consultation approach, and appointment of the Public Advisory Group (staff will be reporting back to Council shortly to have the PAG appointed by Council), staff will begin Phase 1 with initial public consultation and background research. Staff aim to hold the first PAG meeting and the first Public Open Houses in the coming months, likely in Fall/Winter Financial Implications: The BLNP is identified as a major component in the Planning and Development Department's 2014 work plan and will be primarily undertaken with existing staff resources. Conclusion: The Evergreen Line is a significant long-term transportation investment for Coquitlam that will shape growth over the long term. New development pressures and changing housing market conditions triggered by the Evergreen Line make it timely to update the CWOCP for this area of Coquitlam and develop a new Burquitlam-Lougheed Neighbourhood Plan (BLNP) to guide growth within this key corridor over the next 20 to 25 years. The proposed BLNP update will implement key TDS objectives and shape future transit-oriented growth around Evergreen Line stations. This project will be undertaken in three phases, with extensive consultation over the timeframe. Staff recommend that Council authorize staff to initiate the process for an updated Burquitlam-Lougheed Neighbourhood Plan (boundaries identified on Attachment l).
