2 Please accept my appreciation for the excellent job you and your staff have done over the past year in providing services to MWBEs, Parramore residents and the citizens of Orlando. The change in leadership and combining of two divisions was an enormous undertaking but went smoothly and efficiently. Thanks to your leadership and dedication combined with your staff s teamwork and energy, the dollars paid to MWBEs on city contracts was more than fifty percent higher than the previous year, and members of our target population continue to be placed in jobs paying living wages. Your commitment and excellent work help Orlando to continue to be an inclusive city that is representative of our diverse population and provides equal contract opportunities for our minority and women-owned enterprises to grow. 3 MESSAGE FROM THE DIVISION MANAGER To The City Beautiful: The MBE and BLUEPRINT Division continues to make lasting impacts for minority firms and the Orlando community as a whole. I come with years of experience in public service and a profound commitment to expanding what the division does for MWBEs and Orlando residents, particularly those from vulnerable communities. Our mission statement is to increase the opportunities available to MWBEs in both governmental and private procurements as well as to place residents of the Community Redevelopment Area and most especially its Parramore Neighborhood in jobs. Success requires working to meet our goals through integrated initiatives; ones that enable us to move forward on multiple fronts, resulting in an increase in the division s impact on its constituencies. In moving toward this ideal, we have combined the Minority Business Enterprise with the BLUEPRINT Employment Office to create the MBE and BLUEPRINT Division. PERFORMANCE: During the most recent period, staff members in the new division were responsible for payments of $14.1M to MWBE subcontractors and $6.9M to MWBE prime contractors. These payments of $21M represent a 56% increase over payments made to MWBEs during the last fiscal year. Pg. 3 This amount includes dollars paid to both primes and subs on city projects inclusive of the BLUEPRINT Community Venues ones; though, dollars paid on the latter only account for $681.6K of this amount. These staffers also provided economic and life benefits to hundreds of residents in the Downtown Community Redevelopment Area (CRA), where the Parramore Neighborhood is situated, too. The staff functions that made this possible were comprised of a myriad of training sessions calculated to provide soft skills to the clients to help them get jobs or move into better positions. Examples of topics from the sessions include résumé preparation, appropriate workplace communication skills, successful interview techniques, and OSHA 10 and 30. This division s Certification Board is committed to changing its rules when it helps minority and women-owned businesses more fully participate in contracting opportunities, including both city and private contracts. The results of these changes undertaken by the Board stand as a testament to such commitment. To wit, Hispanics no longer have more steps to follow than other minority group members to gain certification. In addition, MWBEs can now gain city certification for their expanded business lines. Consequently, the Board s changes make for

4 MESSAGE FROM THE DIVISION MANAGER (continued) a program that proactively fosters business growth and allows MWBEs to react quickly to changes in the business environment with a certification process affecting each minority group member the same. Evidence of our ambition to do better with MWBE and BLUEPRINT programming is our continual efforts to assess, evaluate, and redirect how we carry out our work to create more contracting opportunities, certified MWBEs, and jobs for qualifying residents. Illustrative of this ideal is the way the division now puts on events: Outreach and networking events alike must be collaborative and involve majority-owned companies, MWBEs, city departments, organizations that provide technical assistance, and information about specific upcoming contracting opportunities. If we need to staff another s event to ensure effective outcomes for our clients, that is what we will do (and have done). For example, the MBE and BLUEPRINT Division staff served as employment interviewers for Spectra Food Services and Hospitality during its marathon job fair to hire hundreds of workers to staff the Orlando City Stadium. In closing, the division s long-standing commitment to community services continues as staff members volunteer to work with displaced business owners from storm-ravaged Puerto Rico, explaining how to do business with the city, highlighting the value of city certification, and walking them through the entire process. The members of the Orange Technical College s School Advisory Committee (SAC) elected me as chair, and another colleague nominated me for the African-American Chamber s prestigious Eagle Award as MBE Advocate of the year. We are proud to share with you information about our banner year, during which we made many needed changes that markedly improved our performance while continuing to invest in the community. 5 HIGHLIGHTS FY afforded the opportunities for 577 city certified minority and women-owned business enterprises (M/WBEs) to participate in city projects. More than $37.7M was awarded to our city certified M/WBE subcontractors in all three categories combined (Construction, Professional Services and Goods and Services). In this report some of the city s M/WBE subcontractors, outstanding candidates and a champion of our Division will be highlighted for their stellar performances and support of the city s projects/goals. ELECTRICAL DESIGN ASSOCIATES, INC. Electrical Design Associates, Inc. is a consulting engineering firm specializing in electrical and instrumentation design for water and wastewater facilities providing consulting engineering services primarily to the public sector. In September of 1998, Electrical Design Associates, Inc. (EDA) was formed. Their first contract was as a subconsultant for a City of Orlando project. The firm became a Certified Minority/Women Business entity with a corporate office located in Orlando. The M/WBE program allowed EDA the opportunity to work with many of the major consultants in the Orlando area on many exciting projects. Their history includes designs of multiple lift stations, 13 kv Power distribution at two of the city s facilities, process improvements at the Conserv 2 WRF, the Effluent Management project at Iron Bridge Waste Reclamation Facility and multiple studies. Studies included the Conserv 1 WRF, Filters at Conserv 2, master planning at multiple facilities and equipment assessments. EDA has grown their firm to include five (5) registered electrical engineers, instrumentation designers, designer/cadd technicians, and field supervisors with expansion to three (3) office locations; Orlando, Lake Worth and Tampa. The firm s experience includes electrical and instrumentation system designs for industrial plants, specifically Water and Wastewater Treatment Facilities located throughout the state of Florida. Electrical distribution systems covers the full range up to 13kVolt distribution systems as well as standby generator systems. Instrumentation systems design experience includes SCADA and PC based systems, as well as numerous traditional plant monitoring and control panel designs. Design experience encompasses computer/plc controlled systems utilizing SCADA based systems for interfacing to remote locations, as well as hard wired relay controlled custom solutions. In addition to managing multiple projects throughout the year, EDA actively supports various charitable organizations to raise money for scholarship funds that continually invest in the engineers of tomorrow. The city s M/WBE program has allowed Electrical Design Associates to succeed by providing clients with the support they deserve while encouraging the next generations pursuit of their passion. Pg. 5

6 CENTRAL HAULING AND EXCAVATING THE ROUTE TO SUCCESS In 1996, Herb Maharaj moved to Florida from New York. Not knowing the route life would take him he bought his first truck in 1996 and his second truck in Using his truck, he worked for another company for two years hauling dirt and other construction materials. In 1998, Herb decided to take a major leap in the business world and start his own company. As a result, Central Hauling and Excavating, Inc. was born and would take flight. Herb started what would be the first of many jobs around Central Florida under his company. By 2004, Herb had expanded his company to a fleet of 12 trucks. As a result of working with a major contractor on a Central Florida job hauling a lot of concrete material, Herb decided to expand his business even more by buying the company s first concrete crusher. Over the years, Central Hauling expanded its scope of services to include recycling of concrete and asphalt, supplier of recycled crushed concrete aggregates, excavating, site work (land clearing and grading) and demolition. Herb became a certified Minority Business Enterprise (MBE) owner with the City of Orlando in Herb says, that being a city certified MBE has help his company tremendously. Herb has had approximately 24 contracts with the City of Orlando and awarded more than 2 million dollars through their Minority Business Enterprise program. Today, Herb has 16 active trucks and owns three (3) to four (4) million dollars in equipment. Herb is always looking for ways to innovate and develop and be the next best trucking company. Herb believes in helping other small minority businesses by giving them job opportunities as well as mentoring companies on the trucking business. Herb is also interested in creating avenues for young people to learn a skill and be able to find job opportunities as a result. Herb has started a scholarship fund through the Valencia Foundation. This scholarship will provide training for youths interested in learning how to operate trucking equipment at least one Saturday per month. Central Hauling is more than a trucking company, they are a multi-service provider to contractors for material supply and disposal. Central Hauling and Excavating, Inc. is located in Winter Garden, Florida. Pg. 6

7 JAMIE WILSON Nursing THE BLUEPRINT EMPLOYMENT OFFICE CANDIDATE SPOTLIGHT Jamie Wilson registered with the BLUEPRINT Program Office in August, At the time of registration Jamie was earning $9.00/hr. working as a dispatcher with Sears. She attempted to complete two college programs within the medical field; however, was unsuccessful with the completion of those programs. That s when she learned of an opportunity to complete a Nursing Program through the Orlando Medical Careers Partnership and BLUEPRINT. Jamie states that s when my life began to change. Jamie started off in the LPN program at Orlando Tech, then gained acceptance into the LPN to RN Transition program at Valencia Community College. Jamie successfully completed the RN program at Valencia in December of Immediately after Jamie completed the RN program, she was contacted by Florida Hospital with their interest in hiring her. She accepted a position with Florida Hospital with an entry salary of $42, per year the beginning of Jamie is currently employed with Florida Hospital today and is working as an RN in the Neurology Department. Jamie says The BLUEPRINT Program helped me tremendously. It made my journey of completing my educational goals and dreams, seamless and easy. Since starting employment within the field I love, at a great rate of pay, I ve been able to purchase myself a vehicle, get myself an apartment and manage my bills. I would like to say thank you to the BLUEPRINT Program for the assistance in making this happen. When asking Jamie what she sees as her future goals, Jamie replied well, first I d like to continue increasing my salary and taking care of me. Right now I don t have any children but one day when I encounter the right guy, I d love to buy a house and one day get married but there s no rush on the children, the guy or the marriage. I m taking my time on those. WANDA ROEBUCK Substitute Teacher Wanda Roebuck, a local Parramore resident, would pass by the Blueprint Employment Office (BEO) quite a bit. I lived close by and one day I just Pg. 7 decided to stop in and as soon as I walked in everyone was so kind and willing to help, Roebuck says. Along with improving her computer skills, the BEO staff encouraged her to take classes that would better prepare her for interviews. The classes helped tremendously because interviews were something I struggled with in job searching, says Roebuck. Ms. Roebuck also completed the following BEO Workshops Success Begins With You, Conquering Long Term Un-Employment, 10 Deadly Mistakes Job-Seekers Make and Job Search Success. Ms. Roebuck enjoys helping people, particularly children so the BEO staff helped her find a job that would match her interests and passion. The BEO referred her to Kelley Educational Staffing of Orlando. She has been employed as a substitute teacher working at various Orange County schools since January In addition to this job Ms. Roebuck has since become an employee of Orange County Public Schools as an Extended Day Clerk. I m finally able to do something that has such meaning to me in being able to help and teach kids, she says. When you walk into the Blueprint Office you will leave motivated and encouraged to not only find a job but to reach your future goals. You re never standing alone as the BEO will always help in whatever way they can, explains Ms. Roebuck. SERGIO THORNTON Carpenter Sergio Thornton was referred to the Blueprint Employment Office by his uncle to look for employment. Thornton was a local Parramore resident and exoffender who had just been released from prison after serving 6 years. He was looking for any opportunity he could get just to get his foot in the door. Once Mr. Thornton registered, the Blueprint staff was able to help him create a resume, job search and learn basic computer skills. In 2015, Mr. Thornton was referred to SGL Contractors and hired as a part of their on-thejob training program as a laborer. He has been with the company for two years and was able to learn new trade skills. Mr. Thornton now works as a carpenter for the company. Mr. Thornton would recommend anyone to the Blueprint Employment Office saying, They can help you in so many ways and if you work hard as well anyone can get a job.

8 CHAMPION OF OUR DIVISION Owens Realty Services was established in 1990 in Connecticut as a full service, commercial real estate company offering property and facility management, facility maintenance, janitorial and housekeeping services. Robert D. Owens, President and CEO of the company, was initially drawn to the Florida marketplace in early 2003 after researching the City of Orlando s focus on attracting new business, innovation and entrepreneurship. Mr. Owens tentatively opened a small office in Winter Park in By 2006, Mr. Owens and his team were awarded a large contract with Walt Disney World and in 2007, the company was awarded their first contract with the City of Orlando for the management of Orlando City Hall. With a reputation for delivering a high caliber of quality for their clients, Owens Realty Services landed additional accounts that included the Amway Center, Orlando Magic, Camping World Stadium, Church Street Station, the City of Winter Park, several private investors, and most recently, the new Orlando City Soccer Stadium. Recognizing Mayor Buddy Dyer s commitment to transforming everyone s favorite destination into our country s favorite place to live, Mr. Owens, established the company s new headquarters at rd Street, located in Orange County Enterprise Zone EZ4801 in June of The enterprise zone was created in 1982 by the State of Florida to encourage the retention and expansion of businesses within designated areas. Cutting the ribbon on the newly refurbished property, Owens stated, We re thrilled that the City of Orlando is now home to our corporate headquarters. To support the local community, we invested in a struggling property that sat vacant since its completion in Pg. 8

9 Now, 14 years later, Owens Realty Services has experienced dynamic growth and provides our clients with comprehensive property and facility management services for a real estate portfolio valued at $10 billion. Properties under management include State, County and Municipal facilities, healthcare facilities, public assembly/entertainment/theme parks facilities, hotels, resorts and parks, K-12 educational facilities, colleges and universities, airports, apartments and condominiums, retail, and investment properties. In addition to moving his family to Florida, Mr. Owens made a commitment to numerous local charitable organizations including: The New Image Center, Victim Service Center of Central Florida, Goodwill Industries of Central Florida, the Orlando Magic Youth Foundation, Give Kids the World, and the Winter Park Memorial Hospital Family Foundation, to name a few. He also serves on the Board of Directors for Give Kids the World and the Winter Park Memorial Hospital Family Foundation. The company supports the city s MWBE initiatives with a diligent best faith effort to meet all MWBE goals in our contracts. Mr. Owens established the Owens Realty Services Mentoring Executive Forum, est. in 2010 and the company is an active participant and supporter of the City of Orlando s BLUEPRINT Office Using Community Venues to Create a Sustainable Economic Impact with an emphasis on the Parramore District. The company has consistently worked hard to provide viable work and career opportunities for residents of the distressed urban area. OWENS REALTY SERVICES HAS CONTINUED TO STRIVE TO MEET THE REQUIREMENTS OF THE BLUEPRINT. THIS COMPANY TRULY EMBODIES THE SPIRIT OF DIVERSITY VIS-À-VIS THE BLUEPRINT. JANEIRO COULTER, BLUEPRINT SPECIAL PROJECTS MANAGER Owens Realty Services additionally supports the city in numerous other ways including membership with CREW Orlando (Commercial Real Estate Women) and the recognized and dedicated service of the company s Property Manager at the Orlando City Hall, Doris Wasson. Ms. Wasson, a LEED AP O+M and Certified Facility Manager, has worked closely with the city to support numerous sustainability upgrades, energy initiatives, and community initiatives, including an intense but respectful attention to detail during the trying Pulse nightclub event. Ms. Wasson, as Project Manager, and financially supported by donations from Owens Realty Services and other local contributors, Pg. 9 worked with CREW Orlando members to restore the city s Tower of Light, which was illuminated for the first time in 2013 since its installation in Ms. Wasson was given the honor of throwing the switch in recognition of her outstanding commitment to the project. Owens Realty Services has enjoyed national recognition with the award of six Building Owners and Managers Association The Building of the Year BOMA TOBY Awards. The company s work at the Amway Center earned a 100% cleanliness rating the highest in the NBA for three years in a row. 12 OUTREACH Inspiring Hope... Giving Support 2017 TECHNOLOGY PROCUREMENT OUTREACH EVENT AT HARRY P. LEU GARDENS The city s commitment throughout the year to continuously identify opportunities for minority and women owned (m/wbe) technology firms is the driving force behind the Technology Procurement Outreach Events. This year at the 2017 Technology Procurement event we were able to continue to help our m/wbe firms. First, a special thank you to our Chief Information Officer, Rosa Akhtarkhavari and our Chief Procurement Officer, David Billingsley for their support of the 2017 Technology Procurement Outreach Event and for their support of past events. This event enabled m/wbe technology firms to network with like vendors and to meet city staff who are a direct channel in identifying opportunities to participate in the city s contracts. Most importantly, the event gives them a road map of specific opportunities available within the city s technology arena. Technology has tangible and intangible benefits that affects culture, relationships and efficiency in a business. The value of hosting events such as this is measured and encouraged by the enthusiastic reaction from the attendees. To share just a few comments: HELPS US TO KEEP UP TO DATE ON BUSINESS OPPORTUNITIES. GIVES US AN IDEA OF PROJECTS IN THE WORKS. Each year, the city s Information Technology Department strive to utilize city certified m/wbe firms to support projects accountable to their department. Over the past three years, four city certified m/wbe technology firms have been utilized on city projects. Epic Engineering & Consulting Group, LLC. Software Development Consulting, Ace Applications, LLC, - IRIS Network discovery; Productivity Apex Inc.(PAI)- Route Optimization Application and most recently Nebbia Technology Software Development to perform a proof of Concept engagement for the TM contract form. This new form should provide data entry and edit capabilities to support the City of Orlando s contract process. These types of projects represents a piece of the pie of the city s Technology projects. The continuity of hosting these events, reaching out to minority and women owned firms, has substantiated the vision of the City of Orlando for firms such as these to prosper with the encouragement and support from our staff. Along with this, the Technology Procurement outreach events shows MBE and Blueprint Division taking action on its mission statement to increase the opportunities available to MWBEs in city procurements.
