1 INVITATION TO TENDER For the carrying out of a scoping study of South East Asian national innovation systems and in-country support for the delivery of a tailored leadership development programme for innovation policymakers Deadline for submission: July 28th :59 GMT 1. Background to Nesta Nesta is a global innovation foundation, based in the UK. We back new ideas to tackle the big challenges of our time. We use our knowledge, networks, funding and skills - working in partnership with others, including governments, businesses and charities. We are a UK charity but work all over the world, supported by a financial endowment. To find out more visit As the lead partner for the Global Innovation Policy Accelerator, suppliers contract, if they bid successfully, would be with Nesta. 2. The Global Innovation Policy Accelerator Nesta are partnering with UK government agency Innovate UK and a unique team of academic, public and private sector organisations to lead the design and delivery of a brand new tailor-made development programme for innovation policymakers - the Global Innovation Policy Accelerator. The programme was first piloted in the four countries of the Pacific Alliance, Colombia, Chile, Mexico and Peru in It is now to be rolled out to other Newton Fund countries: in to India, and to Indonesia, Malaysia, the Philippines, Thailand, and Vietnam. The Policy Accelerator is funded through the UK government s Newton Fund and we aim to deliver executive development to national cohorts of senior policymakers from the main innovation institutions, while strengthening the implementation capabilities of their teams. The Policy Accelerator has the potential to make a real difference to national innovation systems and drive greater inclusive economic development. 2 We believe this contract is an excellent opportunity for an innovative supplier looking to build their reputation, contacts and network within their country's innovation system, as it provides sustained and regular privileged access to an influential top team of policymakers. In addition it offers the opportunity to build connections and expertise from interaction with leading UK-based innovation experts. 3. What is being commissioned through this Invitation to Tender This Invitation to Tender has been prepared by Nesta to invite proposals for the carrying out of: A) A scoping study of one-to-four South East Asian national innovation systems ( Indonesia, the Philippines, Thailand and Vietnam, from now on referred to as South East Asia or South East Asian nations/countries) - primarily in (Note that Malaysia is not included in this invitation to tender as a supplier has already been commissioned for that jurisdiction). B) For local support in-country to the Global Innovation Policy Accelerator consortium during the delivery phase of the Programme in South East Asia - primarily in This opportunity therefore requires from the supplier three distinct areas of capability: Research and analysis skills for the scoping phase - with a particular focus on national innovation systems. Development programme support skills, which are likely to involve facilitating meetings or workshops of senior policymakers, and acting as liaison between senior policymakers in-country and the Policy Accelerator delivery team in the UK. Credibility of the individual and / or the organisation with key players in the relevant national innovation ecosystems. The main activities expected are set out in more detail below: A) Scoping phase: The supplier s role involves research and investigation activities in the scoping phase of the Policy Accelerator: i) Scoping the national/regional innovation system(s) of one or more selected South East Asian nations 2
3 Literature review and synthesis: in order to get a sophisticated and actionable analysis of the strengths, weaknesses, opportunities and threats of one or more South East Asian national / regional innovation system(s). This review should draw on a wide range of English and appropriate other language sources, including multilateral agencies, national government, and academia as well as think tank/consultancy reports and high quality media. Institution and influence mapping: To ensure analysis is as focused as possible we will use an established framework to map and compare innovation policy goals, institutions/framework conditions and organisations involved in creating and exploiting knowledge, and in supporting and enabling innovation. ii) Scoping the leadership training needs of innovation policymakers of one or more South East Asian nations Clarifying target market and current offer: Building on the activities in i) above, the supplier will profile the potential target communities for innovation policy capacity building development. Working with national and regional experts, you will assess existing provision of training on innovation policy design and implementation in one or more South East Asian nations. Assessing skills gaps and identifying demand: This will involve the supplier undertaking and analysing a small number of in depth interviews with key policymakers across the innovation system of one or more South East Asian nations focusing on: gaps at the system, organization and individual scale, using purposive sampling technique and established diagnostic indicators (provided by the Policy Accelerator team). iii) Diagnosis and recommendations Validation workshop: The results of the previous phases will be presented through expert validation workshops, held in-country, to critique and prioritise findings. The validation workshop - of not longer than ½ a day, will be primarily developed and delivered by the supplier with distance support from the Policy Accelerator consortium. Recommendations: The prioritisation exercise from the validation and other supplier work in the scoping phase will inform recommendations produced by the supplier to help the Policy Accelerator team at Nesta in the UK determine the optimum way to engage with and gain impact from the Global Innovation Policy Accelerator in the specific countries you have analysed. 3
4 Final report: The single final report will be produced by Nesta in partnership with the supplier(s) from each of the South East Asian nations, drawing together all elements of the project and recommending how we should lead the development of the Global Innovation Policy Accelerator in South East Asia. To assist the supplier in understanding what the outputs of activities might look like, we envisage it would be similar to scoping the work of our suppliers for the Policy Accelerator Pilot in Latin America. That work is available on this link: _development_needs_full_report_-_nesta_-_may_2015_1.pdf. The outputs for a single country, for example Chile, would therefore be represented in pages 7-16, 56, 62-67, and These outputs are as guidance and indicative: we encourage suppliers to be creative in their suggestions for how they would present and deliver the work. At each stage of the research the supplier will ensure the most cost-effective method is applied to achieve the desired results. The supplier will be able to draw on a bank of pre-existing data collection tools and frameworks made available to them by. In-country resources such as limited access to the UK government s network of science attaches will be drawn on as much as their availability allows in consultation with Nesta. B) Main Programmes delivery phase: Activities for suppliers in the main programmes delivery will include: i) Logistics, events and facilitation Running events, meetings and sessions with the Leaders teams and their stakeholders: The supplier would be expected to assist with the organising and facilitation of two ½-day pre-programme workshops which would bring the Leaders team from that country together face to face (November / December 2017). From the Pilot run it is likely there would be 2-3 workshop-style events over the programme s 8 month main delivery - these would be developed by the supplier in collaboration with the Leaders team of government officials and would vary according to project need - they might be for people, or possibly for as many as 80 people. (likely ~Feburary / March 2018, or June - September 2018). All face to face events involving the supplier are envisaged to be in the country the supplier is supporting for GIPA. Activities here would almost always be in partnership, with the supplier offering logistics, expertise and facilitation support to the Policy 4
5 Accelerator delivery partners. As well as the activities in the bullet point above, this could include setting up meetings with key stakeholders, helping identify or provide space for workshops, or liaising with in-country UK government science attaches from the Science and Innovation Network. ii) Support for the Leaders Programme project teams Selection: Supporting the Leaders Programme participant selection, providing expert advice to government officials and Nesta on the appropriate selection process of senior innovation policymakers, particularly around understanding the advantages of disadvantages of particular combinations of ministries and agencies (based on the scoping work and the supplier s own expertise). Providing advice and support to team projects : The teams of senior policymakers taking part in the Policy Accelerator are asked to complete a practical policy development project. The supplier will be expected to provide troubleshooting and ad hoc project support when teams experience challenges or issues with their projects. This might be calls with individual team members or helping the team set up sessions with their UK-based mentor or team coach. Helping project teams navigate their innovation system: Providing local guidance and support to the Leaders Programme team regarding navigating and working collaboratively within their national innovation system - this might include being part of conference calls when the teams are talking to their UK-based mentor or coach - approximately once a month for the 8 month duration of the programme. iii) Support to the Policy Accelerator Consortium (particularly lead partner Nesta); Offering an ad hoc additional local expert perspective to the Policy Accelerator UK partners on how the participants can make the most of the Programme - providing feedback on how meetings and activities in the supplier s country (/countries) are progressing Supporting the Policy Accelerator Consortium evaluate programme impact. This would include gathering feedback from participants, and potentially conducting one-to-one exit interviews or circulating evaluation surveys. 4. Project Timetable 5
6 Set out below is the proposed procurement timetable. This is intended as a guide only. DATE TIMETABLE Issue ITT Suppliers may confirm that they will respond to the ITT Deadline for receipt of tenders. Reviewing submissions and evaluating against selection criteria clarifications from shortlisted candidates and evaluating submissions by applying the disclosed award criteria Announcement of successful applicants Expected commencement of work. 5. Milestones and indicative budget For the activities listed in Section 3 above, including liaison with Nesta, the scoping work, and liaison and engagement with local policymakers for one country, we anticipate a budget of approximately GBP 11,000-13,000, excluding local taxes where applicable and travel expenses (see Expenses policy below). e.g. for an organisation seeking to bid for supplier role in two of the four countries, the approximate budget would be GBP 22,000-26,000, etc. We are keen to be able differentiate potential suppliers on the extent of resource they can supply for the budget in fulfillment of the the activities. Bids should be submitted with totals both including and excluding all relevant local taxes. TRAVEL EXPENSES PLEASE NOTE: we do NOT expect to cover expenses for a supplier to travel between countries e.g. for suppliers bidding for work in more than one country we expect the supplier to have suitable resource and capability available in each country to deliver the work - including the resource in each country having the existing credibility with senior government stakeholders. As a general rule, the successful candidate/s will need to be available for an immediate start on August 7th The majority of the scoping work should be completed by October 31st All work should be completed by October 31st Payments will be made in GBP, with the supplier bearing any currency exchange rate risk. The payments will be released in stages alongside agreed deliverables, providing these have been met. By the end of October 2017, we expect to have a finalised scoping report on the chosen national innovation system(s). The final 6
7 deliverables shall be clearly documented in any contract entered into as a result of this ITT, and in accordance with the terms and conditions of this ITT. Expenses: Any travel and other expenses - for example hotels, car or other travel, or other subsistence - will be negotiated beforehand with Nesta, based on best possible value, and reimbursed upon production of receipts. As stated above, we do NOT expect to cover expenses for a supplier to travel between countries. We also expect bids to be inclusive, e.g. expenses cannot be reimbursed for materials, equipment, IT equipment including software etc. which are required for completion of the activities. As a charity and in the interest of preserving charitable resources, Nesta reminds bidders that value for money carries some significant weighting in the scoring set out in Annex How to apply You may as an organisation tender for supplying these services covering more than one country. If you do so, please indicate clearly in your tender which countries you are applying to cover. You must provide evidence of prior expertise and networks in each of the countries you are bidding for. Please send us a proposal which should be in English and include the following: The countries you will be covering in your bid (one to four); An overview of the range of the skills and expertise you are able to offer; How you propose to deliver our requirements, including details of approaches and methodologies that you would expect to use, and ideas, activities and frameworks that you might apply; How you will engage with the Nesta team and key stakeholders; Key risks and how you will manage them; A proposed budget, number of days and a day rate (expenses will be left out as any travel expenses are to be negotiated beforehand with the Policy Accelerator team and reimbursed upon production of receipts); Details of your project team. Your submission should be no longer than 10 sides of A4 paper including any appendices. Your entire proposal including all supporting documentation should be ed, as a single PDF document, to florence.engasser@nesta.org.uk by no later than 23:59 GMT on July 28th All queries or clarification or further information arising from any tender documents which may have a bearing on the offer to be made to the supplier should be raised with Nesta by , at florence.engasser@nesta.org.uk. 7
8 No approach of any kind in connection with this ITT should be made to any other person within, or associated with, Nesta. If Nesta considers any question or request for clarification to be of material significance, both the question and the response will be communicated, in a suitably anonymous form, to all potential providers who have responded; have expressed an interest; or those that show an interest before the closing date for the submission of the ITT. Nesta will not reimburse any costs incurred by potential providers in connection with preparation of their responses to this ITT. If you are interested in submitting a proposal it is recommended that you notify Nesta via florence.engasser@nesta.org.uk by July 14th 2017 to express your interest. Please submit your proposal to Nesta in accordance with all the instructions and terms and conditions set out within the enclosed documentation. The questions suppliers must respond to and the applicable selection and award criteria that will be applied to proposals are set out in Annex 1 of this ITT (Evaluation of Proposals). Suppliers must respond to all questions set out in Annex 1 at the time of submission in response to this ITT. Annex 2 sets out the Terms and Conditions. 9 ANNEX 1 Evaluation of proposals 1. Evaluation process Nesta will run this competitive procurement process in a manner which is open and transparent and ensures equal treatment of participants in the process. Decisions will be made on the basis of the stated criteria. Bidders must respond to all questions set out in this Annex 1 at the time of submission in response to this ITT. A Word response template is available. Please note your submission should be no longer than 10 sides of A4 paper including any appendices Selection and award criteria At the first stage of this process your proposal will be evaluated against the selection criteria listed below. Nesta will select up to five of the highest scoring suppliers for the next stage. Selection criteria Countries covered by the bid Scoring/weighting For information only You may as an organisation tender for supplying these services covering more than one country. If you do so, please indicate clearly in your tender which countries you are applying to cover. You must provide evidence of prior expertise and networks in each of the countries you are bidding for. Organisation credentials and experience: 30% Please detail your organisation s credentials including relevant experience of completing similar projects and provide up to 3 specific examples. In each case you should state a) the work undertaken, b) the timescale for completion, c) how you dealt with issues that arose, d) the value of the work, and e) the names and contact details of referees who will be able to comment on your work. Skills, knowledge and experience of proposed team: 20% Please outline your proposed team and their relevant skills, knowledge 9
10 and experience - this may be a single individual but if so you should indicate how you would deal with substitution in the event of incapacity. Understanding of the requirements of the project and proposed approach to delivering within timescales: 30% Please demonstrate you understand Nesta s needs for the project, and the needs of local innovation policymakers. In relation to this, please describe your proposed approach and methodology for meeting our requirements. Please include your proposals for scheduling the work within timeframes, and describe how you will work with Nesta and other key stakeholders. Value for money: 20% Please provide a full breakdown of your proposed fees and pricing structure including the number of days, or estimated percentage of time, each team member is likely to spend on the project, set-up and future costs. Please also indicate which team member will lead on specific aspects of the work. Conflicts of interest: Please confirm if you are aware of any potential or actual conflicts of interest which may prevent you from working with Nesta. If you consider a conflict may exist; please provide details in your response. Pass/Fail Where conflicts of interest are identified, Nesta reserves the right to exclude the supplier from further participation in this tender process Scoring methodology The following scoring methodology will be applied to responses: Score Commentary 1-3 Response provides Nesta with a poor to weak level of confidence in the supplier s ability to meet its requirements 4-6 Response provides Nesta with a moderate to good level of confidence in the supplier s ability to meet its requirements 7-8 Response provides Nesta with a very good level of confidence in the 10

12 ANNEX 2 Terms and conditions This appendix provides the terms and conditions which will govern your submission of a proposal to Nesta. You are required to read this appendix carefully together with the Invitation to Tender (ITT) brief (including all its annexes) before submitting a proposal. By submitting a proposal, you accept these terms and conditions and you agree to abide by them. If you do not agree to these terms and conditions please do not submit a proposal. 1. Submitting a proposal 1.1. By submitting a proposal you confirm that: 2. Compliance you have no actual or potential conflict of interest with Nesta (including Nesta s Trustees, officers or employees). If at any time during the ITT process you discover an actual or potential conflict of interest, please inform Nesta promptly; you have legal capacity to submit a proposal in response to this ITT and are acting lawfully, ethically and in good faith in your dealings with Nesta; you have sufficient time, skill, experience and resources to carry out the services to the highest professional standards expected of a competent supplier of services identical or similar and are able to obtain all necessary rights, licences, consents, waivers, approvals, permissions, permits, certificates and insurances necessary to provide the services to Nesta; your tender will remain open for acceptance for a period of 90 days. A tender valid for a shorter period may be rejected; all information contained in your proposal is true, accurate and not misleading; and Nesta may share your proposal with any third party as Nesta in its absolute discretion deems necessary for the purpose of evaluation Nesta reserves the right to reject or disqualify your tender where: 12
13 you fail to comply with the requirements of this ITT (including but not limited to these terms and conditions), your tender is incomplete, or you are guilty of a serious misrepresentation in supplying information in response to this ITT; your tender is received after the deadline set out in this ITT. Nesta will not consider any requests for an extension of the time or date fixed for the submission of responses; there is a change in your identity, control, financial standing or any other factor impacting on the selection and/or evaluation of your tender; you are or become insolvent or have a petition issued against you; you do not have the economic and financial standing and/ or the technical and professional ability to carry out the services; you are suspected either directly or indirectly of behaving in a collusive, canvassing, or anti-competitive manner or you offer or accept an inducement or reward in order to gain a commercial, contractual, regulatory or personal advantage; and/or you (or if you are a commercial entity, a director or person who has the power of control or power to make representations or decisions on your behalf) have committed any offence relating to conspiracy, corruption, bribery, fraud, money laundering or any other criminal offence related to your course of business or profession Nesta reserves the right in its absolute discretion to: refuse any tender submitted; extend the time or date for fixed submission. In such circumstances Nesta will endeavour to notify all tenderers of any change; amend any aspect of this ITT (including but not limited to the evaluation criteria and the timeline) or cease the process at any time; 13
14 negotiate the award of additional services which are a repetition of the services advertised in this Invitation to Tender to the successful bidder; limit the number of proposals invited to participate in any follow-up activity (for example, interviews) or to dispense with any follow-up altogether. Meetings will take place in London at our offices; and/ or require that you clarify your tender in writing and/ or provide additional information and/or adequate references to Nesta s satisfaction. A failure to respond adequately may result in you not being selected. 3. Tenderer Responsibilities 3.1. You shall be responsible for all of your own costs, expenses and losses which may be incurred in relation to the preparation of your tender, attendance at interviews, site visits or similar You shall at all times treat the contents of Nesta documentation as confidential, as well as any information regarding Nesta imparted to you by any other means, and only disclose such information as may be necessary for the preparation of a compliant response. At Nesta s request you shall return or destroy all documents, other materials, working papers relating to this ITT and all copies thereof including all electronic copies. When completed you shall confirm such to Nesta in writing You shall not before the date and time specified in the ITT disclose to any person the amount of your proposal except where the disclosure in confidence is necessary to obtain insurance premiums or guarantees required as part of any proposal to Nesta Any contract entered into as a result of this ITT will be on Nesta s standard terms and conditions (copy available on request). 4. Intellectual Property 4.1. All intellectual property rights in this ITT and all materials provided by Nesta or any third party acting on its behalf shall remain the property of Nesta Any intellectual property arising out of the provision of the services shall belong absolutely and exclusively to Nesta. 14
15 5. Warnings/Disclaimers 5.1. Nothing contained in this ITT or any other communication made in respect of it between Nesta or its representatives and any party will constitute an agreement, contract or representation between Nesta and any other party. For the avoidance of doubt, receipt by you of this ITT does not imply the existence of a contract or commitment by or with Nesta for any purpose This ITT does not purport to contain all the information which you may require. While Nesta has taken all reasonable steps to ensure, as at the date of this ITT that the facts contained in it are true and accurate in all material respects, Nesta does not make any representation or warranty as to the accuracy or completeness or otherwise of this ITT Nesta accepts no liability to you whatsoever and however arising and whether resulting from the use of this ITT, or any omissions from or deficiencies in it. 6. Waiver Failure or neglect by Nesta to enforce at any time these terms and conditions shall not be construed, nor shall it be deemed to be, a waiver of our rights hereunder, nor in any way affect the validity of the whole or any part of these terms and conditions, nor prejudice our right to take subsequent action. 7. Jurisdiction This ITT shall be governed by and interpreted in accordance with the laws of England and Wales and subject to the exclusive jurisdiction of the English courts. 15
