Edwards Public Works Director/City Engineer Agenda Section: Public Works Director/ City Engineer s Report 1. Purpose. The purpose of this council action is to gain council approval by way of a resolution for a grant application requesting matching of funds to construct a new sports court at the Navarre Playground. 2. Background. The Orono Parks Commission is seeking to replace the current basketball court at the Navarre Playground with a multi-purpose sports court. To help offset the cost of the project the commission requests that the city submit a grant application to the Hennepin County youth sports grant program. 3. Project Scope. Demolition of the current basketball court and construction of a multi-purpose sports court. 4. Cost. The estimated cost for the project is $47,245. The grant proposal request funding for 50% ($23,623) of the cost with the city providing the matching 50% ($23,623). 5. Funding. Funding for the City cost share for the project would come from the Parks Fund. The fund s projected 2017 end of year balance is $618, Staff Recommendation. I recommending approval of the attached resolution. COUNCIL ACTION REQUESTED Motion to adopt the resolution requesting a grant from the Hennepin County Youth Sports program for the replacement of the sports court at Navarre Playground Park. 4 Project Summary Navarre Park is one of more heavily used parks in the City of Orono. It s located near a major intersection in the Navarre Neighborhood, a mix of businesses and single-family houses. As the most densely populated area in Orono, the neighborhood is the home to many children who use the park facilities routinely. The park currently has a small half-court basketball court, playground structure, swings, and an open field. City of Orono will be removing the small half-court basketball count and replacing it with a multi-sport court. The primary motivation is to replace the basketball court that is in disrepair and replace it with a half-court basketball facility that is regulation dimensions and structurally sound. It s difficult to play basketball on the existing court as the dimensions are only 20 x 31. While basketball will likely be the game most frequently placed on the court, the City of Orono plans the new facility to accommodate other sports such as volleyball, pickleball, and badminton. The new multisport court will be 28 x 45 and it will have all the necessary painted lines so the facility can easily be reconfigured for all these sports. The City of Orono is excited to offer the community a new pickleball court. While this is a fast-growing sport, the city does not currently offer pickleball in any other Orono park. Another motivating factor is that the location of the existing basketball court violates the city s setback restrictions. The existing court is only 10 from the property line to the north. While the existing court is grandfathered in and is not violating any laws, the City of Orono is choosing to be proactive by removing the court in order to adhere to their own city building code. The new court will be moved approximately 20 and will be at least 30 from the property line to the north. 3
5 Geographic Location Map The Navarre Playground Park is located at 3422/3408 Lyric Avenue, near the intersection of County Road 19 and County Road 15. The park is central to the Navarre neighborhood within the City of Orono. The Hennepin County Property ID is Existing Court (Former Garage floor) 4

9 Improving Conditions As the pictures show, the existing half-court basketball court in Navarre Park is in need of repair. The surface is cracked. And, the small size of the court inhibits the use of the court. The exisitng court is the remains of a garage floor and sits very close to the property line and neighboring residential properties. However, the basketball hoop is in good condition and can be reused with a new court. Environmental Impact The environmental impact of the project is expected to be minimal. Surface water runoff will increase slightly due to the expansion of impervious court surface area from 620 sq. ft. to 1,269 sq. ft. However, the placement of the court into the middle of the grassy portion of the park will allow for the run off to be absorbed into the ground. 8

13 Resolution CITY OF ORONO HENNEPIN COUNTY, MINNESOTA A RESOLUTION SUPPORTING THE APPLICATION FOR A HENNEPIN COUNTY YOUTH SPORTS PROGRAM GRANT WHEREAS, the Hennepin County Board of Commissioners, via the Hennepin Youth Sports Program, provides for capital funds to assist local government units of Hennepin County for the development of sports or recreational facilities, and WHEREAS, City of Orono desires to develop an improved multi-sport court in Navarre Park for the purposes of providing additional recreational opportunities in the Navarre community. NOW, THEREFORE BE IT RESOLVED by the Orono City Council: I. The estimate of the total cost of developing the multi-court facility shall be $47,245. The Orono City Council is requesting $ 23,622 from the Hennepin Youth Sports Program and will assume responsibility for providing matching funds of $ 23,623. II. City of Orono is the owner of Navarre Park where the multi-sport court is located and shall continue to own the property for at least the functional life of the multi-sport court, which is estimated to be 20 years. Navarre Park may not be converted to a non-public or non-recreational uses within this time period without the approval of Hennepin County. III. City of Orono agrees to assume one hundred (100) percent of operational and maintenance costs for the multi-sport court. City of Orono will operate the multi-sport court for its intended purpose as stated in the grant application for the functional life of the facility. IV. City of Orono agrees to enter into necessary and required agreements with Hennepin County for the specific purpose of developing project and managing its long-term operation. V. That the Director of Public Works for the City of Orono is authorized and directed to execute the application for the Hennepin Youth Sports Program grant.
