2 WELCOME... Dear R&D Executive It is every man's obligation to put back into the world at least the equivalent of what he takes out of it. - Albert Einstein Expanding Africa s role as a knowledge contributor on a global scale requires a concerted effort from all key stakeholders. The consistently low contribution Africa has made over the past decade to global R&D less than 1% annually - has raised concerns particularly as Africa, together with Asia, are the main beneficiaries of EU funding specifically allocated for funding research and development projects. The mass exodus of skilled professionals, averaging annually, has hampered the continents efforts to improve its infrastructure and produce significant research which could potentially have a global impact. The lack of brick-and-mortar facilities has also contributed towards the deceleration of research particularly in pertinent areas of socio-economic significance such as food security, emerging infectious diseases and ICT infrastructure. It is no longer sufficient for donors and governments to pump funding into R&D. A wide-scale innovation systems shift is needed in order to propel Africa s scientific contributions which could translate into societal change and economic growth.
