Project Title 5 th Street de and Bicycle Connections 5a. Provide a description of the project and a clearly defined scope of the improvements to be made utilizing Transportation Alternatives funds. This project includes the design and construction of a node on dedicated land at the Fifth Street Station development, and connecting bicycle trails, including a bridge over Biscuit Run. The constructed trails will provide a connection to Fifth Street as well as to neighborhoods to the south of the development on the other side of I-64. This area is central to a network of bicycle facilities for the City of Charlottesville and Albemarle County, along the City s southern border at Moore s Creek. The Fifth Street Station development will provide connectivity from Bent Creek Road near Fifth Street and along Bent Creek Road through the development to Avon Street. The project will also convey dedicated land and cash contribution to Albemarle County prior to the issuance of the first Certificate of Occupancy within the project. The Fifth Street Station project is anticipated to be open before Thanksgiving Related to the project, VDOT is widening the bridge over Moore s Creek at Bent Creek Road connecting to Fifth Street, to include a dedicated 10 lane for bicyclists and pedestrians. This project also includes design work for additional connecting trails, included in the County s Greenway Plan and the Metropolitan Planning Organization s (MPO s) Long Range Transportation Plan. These trails have beend depicted in planning documents for many years, and the availability of dedicated land and cash contribution from the developer affords an opportunity to use those funds as match to further the design and construction of additional trails for the network. The scope of the project will include: Design and construction of a node for bicyclists at the connecting point of trails Design and construction of bicycle/multi-use trails from the signalized intersection at Bent Creek Road, south along Moore s Creek Design and construction of bridge over Biscuit Run to continue the trail along Moore s Creek to connect with Fifth Street Design and construction of a trail south along Buisuit Run, under I-64 to connect with an abandoned road, used as an informal bicycle/pedestrian trail Design of additional trails along Moore s Creek to Old Lynchburg Road, including a segment going south on Old Lynchburg Road to connect to an existing asphalt trail Design of an additionl trail south along Biscuit Run to connect with neighborhoods. This will also serve as a future connection to the Gateway project envisioned by Habitat for Humanity to connect with Southwood, a 100-acre trailer park that Habitat acquired. Habitat plans to redevelop Southwood into a model, mixed-income, transportation-oriented neighborhood for current and future residents 1

Design work for the additional trails could be reduced in scope or delayed. Project Concept 18. Has the sponsor performed an on-site evaluation of the project to determine the project s constructability and cost? If yes, provide date and attendees. Collins (developer for Fifth Street Station) 19. Describe any possible challenges or obstacles that will require additional design consideration, cost or design waivers. The project includes a water crossing over Biscuit Run, which will involve multiple parties, including the Army Corps of Engineers. Design work for trails not constructed in this phase will require significant engagement and negotiations with homeowner associations for support and right of way. There are slopes to contend with on the dedicated land at Fifth Street Station. The sitework for the development is extensive, with very high retaining walls. This has constrained the available area for the node, and the planned vehicle access and parking spaces may not be possible for the node in that location. An alternate parcel may be more suitable, owned by the developer, but not dedicated to the County. The possibility of dedicating this parcel has been raised with the developer s attorney. The connection at Fifth Street may prove unworkable at the proposed location, but an alternate connection point may be possible further south on Fifth Street at a signalized intersection. Challenges noted by participants at the public meeting on October 22 include: Homeless camp near I-64 Homeowner opposition fear of burglary (for the design sections of the trails only. Dedicated land and right of way is available for the trail segments to be constructed under this proposal) 20. The use of federal transportation funds requires compliance with the Americans with Disabilities Act (ADA); describe how this project will meet these design requirements. If this is a pedestrian and/or bicycle facility, include a description of the proposed surface (concrete, asphalt, etc) and width of the completed facility including any bridges. Our intent is to use asphalt for the constructed trails, since a high volume of use is anticipated. Much of the trail will be in the flood plain. The design of the trails will consider the cost and effort for maintenance. Participants at the public meeting expressed a preference for crushed stone or stone dust (or dirt!). The bridge is expected to be wood, using a standardized design from previous Albemarle County bridges. The width is proposed to be 10 for the trail and bridge. 21. Describe any anticipated challenges to meeting ADA design requirements including slope / terrain, RW limitations, historic features, etc. There are significant slopes to contend with at connection points with Bent Creek Road and Fifth Street. 4

5 22. Is the project located within a designated historic district or within a downtown business district? If yes, how will the project improve the aesthetic value of the affected area? What economic impacts will the proposed changes have? 23. It is expected that the sponsor will maintain the facility for its useful life. Provide details regarding maintenance and upkeep of the completed facility identify who will be providing upkeep, what services will be provided, how long the services will be provided and where the funding for these services will come from. The improvements for this project are all within Albemarle County. Project Improves Transportation Network 30. Does the project provide new access (access that does not currently exist) to transit stations, commuter lots, bus stops, etc.? If yes, provide a description of the public transportation links and explain how this TA project will improve the existing network. The project is located adjacent to a new development, currently under construction. The terminus at Fifth Street provides access to Charlottesville Area Transit (CAT) Routes 3, 4 and 6. The connection across I-64 makes it feasible for residents in southern neighborhoods to ride a bike to the node to connect with CAT routes. Location of proposed TAP Project 31. Does the project provide connections to existing regional trails or pedestrian / bicycle facilities? Does the project provide a missing link in the existing transportation network? If yes, explain making sure to identify the specific location and connections provided and the missing links addressed. Include a location map to demonstrate the connections and/or missing link. The major connection for this project is to the bike lanes along Fifth Street. The project will link southern neighborhoods across I-64 to Fifth Street Station and Fifth Street, which provides connections to Harris Road/Jefferson Park Avenue. The map of proposed improvements is provided in response to question 6. 6

7 32. Does the project provide bicycle/pedestrian facilities where none previously existed? If yes, explain why this location was chosen and include pictures of the proposed location. The proposed trails are consistent with bicycle/pedestrian trails depicted in the County s Greenway plan, the City s 2015 Bicycle and Pedstrian Master Plan Update, and the MPO s Long Range Transportation Plan. There are rustic trails in some of the trail locations, which will be upgraded to multi-use standards. 33. Does this project increase opportunities to meet daily needs without motorized transportation? If yes, give specific destinations served including schools, libraries, shopping, healthcare, etc. and the anticipated number of persons that will benefit or use the facility. The Fifth Street Station development will be a major shopping destination. This project provides connections to the neighborhoods south of I Does this project add features/devices that will improve bicycle and pedestrian safety (ex. crosswalks, bike/ped signals, lighting, physical barriers to separate facilities, etc.)? If yes, provide a description including any accident data available. 35. Does this project incorporate traffic calming design elements? If yes, explain what traffic calming elements are being incorporated and how they will improve pedestrian safety. 36. Is this project in the locality s local/regional transportation plan? Name the plan and explain how this project will help achieve or support the plan goals. MPO 2040 Long Range Transportation Plan. These trails are included in Chapter 8: n-capacity Elements. Projects South of Charlottesville, shown in the image on the next page excerpted from the plan. These trails are also shown in Albemarle County s greenway plan, incorporated into their Comprehensive Plan. The City s Bicycle and Pedestrian Master Plan Update 2015 depicts trails in the County in this area as part of the overall vision network. This area is a central node for the bicycle network, and will serve as a key link to other existing and planned improvements in the overall system. 7

8 Proposed TAP project construction MPO Long Range Transportation Plan Bike and Pedestrian Projects south of Charlottesville (Figure 8-9) Sponsor s Ability to Administer Federal Project 37. The sponsor is required to provide an employee who is responsible for all major project decisions. This person is referred to as the sponsor s Responsible Person (RP) and may or may not be the project manager. Identify the staff member assigned as the Responsible Person for this project: Name: Billie Campbell Title: Senior Program Manager Years in this position: 16 years 38. Describe the experience and / or training that qualifies this person to be the responsible charge for a federal-aid transportation project. Professional engineer with 20 years of experience in the construction industry. Served as the Responsible Person and Project Manager for 2 recently completed TE/TAP projects, with the Thomas Jefferson Planning District Commission (TJPDC) serving as the sponsor. Currently serving as Project Manager for Phase II of the Stanardsville Streetscape project, with the Town of Stanardsville as the Sponsor. Participated in Local Programs Workshops for past 4 years, as well as the National Highway Institute Contract Administration Core Curriculum in April 2015, held in Charlottesville. 39. Select from the following the best choice describing the RP s experience: The RP has successful experience providing oversight or administering a federal aid transportation project within the previous five years. The RP has successful experience participating as a team member, but not a RP, for a federal aid transportation project. 9 Regarding the experience noted above, briefly describe the two (2) most recent federal-aid projects including project scope, phases included (PE, RW, CN), cost and whether or not the project finished on-time and on-budget. Stanardsville Downtown Streetscape Revitalization, Project Number/UPC: EN , P101, C501; UPC Scope consisted of improvements along Stanardsville's Main Street from Celt Road to Rectory Lane as well as at the entrance to Monroe Drive. Improvements included sidewalks, crosswalks, curbs, landscaping and lighting. Work included PE, RW and CN. Total project cost was $845,661, with grant funds of $674,000. The Agreement was amended April 30, 2013, and called for grant funds to be expended by September 1, All grant funds were expended by May VDOT conducted the final inspection on May 9. The landscaping was not completed until the fall. The date of completion noted on the C-5 form was October 28, Work was completed within the project budget. Emmet Street/Jefferson Park Avenue Bike/Pedestrian Improvements, EN , P101, C501 UPC Project scope consisted of installation of a separated, 5-foot wide minimum bicycle lane which travels northbound and turns to head east along JPA, creating a cycling link through the intersection; installation of 5-foot wide minimum sidewalks along the southeast corner of the intersection; a new east-west crosswalk across the intersection; signage, retaining walls, and landscaping. Phases were PE and CN. Grant funds paid for construction only, with Design Work allowed as match. Total project cost was $382,542.47, with grant funds of $300,000. A\The agreement executed September 21, 2012, calling for grant funds to be expended by October 1, Final inspection was conducted vember 13, Work was completed within the project budget, with some additional match applied for the design and construction administration work. 40. Describe the RP s role and responsibilities while overseeing these projects. Overall responsibility for the project, working closely with the localities (Town of Stanardsville and City of Charlottesville) to ensure that the project scope met their needs. Worked closely with engineering consultants on project design and responding to VDOT comments. Obtained authorization from VDOT to move forward with each phase of the projects. Issued the Invitation for Bids, conducted the bid openings, and entered into contracts with the successful bidders. Worked with contractors to ensure compliance with Civil Rights and other project requirements. Visited the site for progress meetings and to conduct Davis Bacon interviews. Reviewed material test reports. Reviewed payroll records and submitted paperwork to VDOT Civil Rights. Prepared and submitted all invoices and progress reports to VDOT, maintained financial records, submitted all required paperwork for project closeout. 41. Has the RP completed VDOT s Core Curriculum on-line training found on VDOT s Locally Administered Projects webpage ( VDOT is required by federal regulation to ensure that the sponsor is adequately staffed to ensure the project is satisfactorily completed. Sponsors may supplement their staff with consultants, including project management duties. Is the Responsible Person also the Project Manager (PM)? The sponsor s staff and their consultants must have a working knowledge of the locally administered projects (LAP) process and the federal regulations affecting federal aid projects. 10 Regarding the experience noted above, briefly describe the two (2) most recent federal-aid projects including project scope, cost and whether or not the project finished on-time and on-budget. N/A Sponsor staff will serve as Responsible Person and Project Manager. See response to Question 39 for recent projects. 44. Describe the PM s role and responsibilities managing the referenced projects including any challenges / delays encountered. How were these challenges resolved? N/A The Stanardsville Streetscape project combined multiple grant awards into a single project. Some design work had been completed for an early award, but there were errors in invoicing and payment that prevented reimbursement for that work. Greene County had originally agreed to be the Sponsor, but backed out of that role due to concerns about capacity and cash flow. TJPDC assumed the Sponsor role in The design phase took longer than anticipated, largely due to lengthly project review turnaround. Only one bid was received, but was deemed responsive. The construction contract was put in place July 1, Construction proceeded well, although a gas line was encountered early in the project. This was resolved quickly working with the engineer and Town mayor, who has extensive experience managing construction projects. Work was substantially complete in May 2014, but landscaping was delayed to the fall, with the project wrapping up in late September. Emmet/JPA bicycle and pedestrian improvements were part of a larger construction project, involving construction of a new apartment building and restoration of an historic inn on the same building site. Design of the site work was essentially completed as part of that larger project. There were time constraints related to a deadline for certificate of occupancy for the apartments, which required the project to move along quickly. The design engineer had no previous experience with federal projects or VDOT. The property owner contracted with another engineering firm to prepare the project manual, review the drawings, help separate the bike/ped work into a separate bid package, and perform construction administration. The project was ready for bid near the end of calendar year 2013, but the holidays limited the number of contractors attending the pre-bid conference. The project bid opening was delayed to allow for a second pre-bid conference to increase the available pool of bidders. The low bidder did not have prior experience with federally-funded projects or with VDOT, and required a lot of guidance and handholding throughout the project. The contractor was responsive to guidance and complied with all requirements, but was a bit overwhelmed by the amount of time and paperwork required. Multiple crews were on site simultaneously, completing the apartment building as well as the bike-ped project. Getting construction finished before UVA s fall semester was challenging, but all parties were able to work together to successfully complete the work and close out the project. 45. Provide PM s most recent experience managing a Transportation Enhancement / Alternatives project include brief project description, history and any challenges encountered. N/A The Emmet/JPA project was the most recent. 11 48. The sponsor must be able to demonstrate sufficient accounting controls to administer a federal-aid project. This requirement is identified in Chapter 2.2 of the VDOT LAP Manual. Briefly describe the financial management system including software and how costs are verified currently in place that will track / monitor project costs for reimbursement. The majority of TJPDC s funding is federal. The TJPD Commission has adopted Financial Management and Procurement policies and procedures to comply with the OMB Supercircular. TJPDC utilizes QuickBooks to track revenue and expenditures on an accrual basis and to produce monthly financial reports. TJPDC uses a chart of accounts to classify transactions to clearly identify fund sources and uses. TJPDC has an agency organizational structure that provides an effective work environment and segregates duties. The Administrative Assistant opens incoming invoices received by mail and forwards these to the Program/Project Manager or the Executive Director for review and processing. Invoices are reviewed to ensure that costs are eligible, represent completed work, and are within the project scope. The Finance Director receives and reviews invoices stamped and initialed by the reviewer and prepares checks for payment, using QuickBooks software. The Finance Director arranges for signatures by the Executive Director and Treasurer, or other signatories as appropriate. The Finance Director prepares Profit & Loss statements for each project on a monthly basis to provide information for reimbursement requests. The Program/Project Manager prepares requests for reimbursement, signed by the Executive Director, with copies provided to the Finance Office. Payments are generally received electronically, with all deposits reconciled on a monthly basis. TJPDC has an annual audit performed, meeting all federal requirements. The audit is reviewed by the Audit Committee of the Commission, and approved by the Commission at their vember meeting. The audit is forwarded to the National Clearinghouse and provided to all funders. Project s Readiness to Proceed 49. If awarded, this project will provide construction and design of bicycle trails that are part of a larger network, defined through the Long Range Transportation Plan, the City of Charlottesville Bicycle and Pedestrian Plan, and Albemarle County s Greenway Plan. Some elements of the network are anticipated to be included in future TAP applications, and some work will be carried out by the City and County. Faciliities in place and the overall network are presented in responses to questions 6 and Has a master plan, feasibility and/or preliminary engineering studies been completed? If yes, attach a copy of the plan / study and briefly summarize the results below. 52. Has design work started?
