4 Clyde Gateway Annual Report The scale of the task can be measured by the fact that Clyde Gateway has been given 20 years to achieve the turnaround in terms of creating 21,000 new jobs, constructing 10,000 new homes, increasing the population by 20,000 and delivering 1.5 billion of private sector investment.

5 SECTION 1 Chair s Report and Review It is less than two years since Clyde Gateway was officially incorporated but ever-changing economic and trading conditions have meant our work has been invigorating, demanding and exciting in equal measures. All of our partners the Scottish Government, Scottish Enterprise, Glasgow City Council and South Lanarkshire Council have given us the task of leading the way on achieving social, economic and physical change across the East End of Glasgow and parts of South Lanarkshire. The challenges in doing this cannot ever be underestimated. Communities such as Bridgeton, Dalmarnock, Parkhead, Rutherglen and Shawfield were once densely populated by skilled local workers who were employed in the sorts of industries that brought prosperity to the West of Scotland and which made immense contributions to the local, regional and national economies. It is no secret that these communities have experienced a painful and long-term decline over the past four decades or so but now the conditions are right, with the impending completion of the M74 motorway and Glasgow hosting the 2014 Commonwealth Games to begin to revive their fortunes, and for the Clyde Gateway area to become an industrial and business powerhouse once again. The scale of the task can be measured by the fact that Clyde Gateway has been given 20 years to achieve the turnaround in terms of creating 21,000 new jobs, constructing 10,000 new homes, increasing the population by 20,000 and delivering 1.5 billion of private sector investment. But thanks to the commitment and effort from our partners, we have been able to begin our work immediately from a position of strength, and what you will read in this, our first ever Annual Report, will demonstrate that we have made a very solid start, particularly in winning the confidence of those who matter most of all people who live in the local communities which we will help transform. A lot of hard work has gone on behind the scenes in getting the best possible structures in place, and it has been my privilege to Chair a Board of Directors who have been drawn from all walks of life and from all backgrounds but who share a common vision of wanting to make a difference and have an impact. The support from all our partners has been first-rate, and while it is a team effort, I would like to give special mention to Gerry Gormal at Glasgow City Council, Jim McCaffer at South Lanarkshire, Derek McCrindle at Scottish Enterprise and Alisdair McIntosh and Robbie McGhee from the Scottish Government for their commitment and involvement. Special thanks must be given to Councillor Chris Thompson, who in addition to being my vice-chair has also taken on the task of chairing Clyde Gateway Developments Limited (CGDL). Ian Manson and the small, but talented and highly motivated team at the Clyde Gateway offices at Bridgeton Cross, Glasgow also deserve mention for their efforts in taking the URC forward. We have made good progress since December 2007 in what have been challenging economic circumstances. However, we all accept that there is still a great deal needing to be done to regenerate and reinvigorate the communities within Clyde Gateway so that they are re-established as one of the best places in Scotland to live and work. 6 Clyde Gateway Annual Report Clyde Gateway Clyde Gateway is the name given to an area that includes a large part of the East End of Glasgow, including Bridgeton, Dalmarnock and Parkhead, together with Rutherglen and Shawfield in South Lanarkshire. The vision of Clyde Gateway Urban Regeneration Company (URC) established on 27 December 2007, is to create a dynamic and sought after city location, with a strong community, which will attract major investment and establish itself as one of the foremost places in the West of Scotland to live and work, supporting Glasgow s ambition to be a world class city-region. There are three strategic goals which provide a more detailed framework for our activities: Sustainable Place Transformation to focus on the overall infrastructure and environment of the area which in turn will increase its attractiveness as a place to live and work. Increase Economic Activity to target major employers into the area and work with existing businesses to maximise growth which in turn will generate employment opportunities for local people. Develop Community Capacity to ensure there is long-term investment in the community which will lead to increased levels of both community participation and private sector investment. Left: Tullis Street Memorial Gardens signage Right: Clyde Gateway brochure Far right: Clyde Gateway website To achieve this, we are wholly committed to working with all public, private, community and voluntary organisations, locally, regionally and nationally, in a joint effort to regenerate our historical communities. What we are setting out to deliver is on a scale and at a level never seen before. We have repeatedly said since our inception that physical change on its own is not enough to achieve success. Social and economic change will be every bit as important, and people will be put at the very heart of our ambitious plans. This means being proactive in seeking out new opportunities while listening and responding to local wishes and needs. It really is a whole new approach to regeneration. 7 SECTION 2 Progress Towards Delivery of Business Plan Establishing Clyde Gateway (1) Governance/Staffing As with every organisation in the start-up phase, Clyde Gateway had to devote time and resources to ensure that effective governance arrangements were established and key staff recruited to take the company forward. Our Board of Directors has a wholly independent chair, together with members from each of the partners as well as locally based business and community representatives. (Full details of the members can be found on Page 20 of this report). There have been 20 Board Meetings held in the period February 2008 September 2009 as well as 7 meetings of Clyde Gateway Developments Limited, the body which has responsibility for the trading aspects of the URC. The Chief Executive was recruited in May 2008, and the full permanent staffing complement was put in place within 6 months. The volume of work involved in the early months also required the URC to employ staff through secondment arrangements with some of its partner organisations. (2) Communications Working closely with a small locally based I.T. design company, a new website was created in February 2008 under a new domain together with some promotional materials, including an information leaflet for distribution at key locations within the local communities. This was backed by the placement of adverts within local and community based newspapers. Some initial feedback from local residents and members of the URC Board indicated that the logo and typeface being used was unpopular. In September 2008, a new corporate identity was chosen by the board, with the winning design being created by a company located in the heart of the Gateway area. The new logo was first used at the launch of a 16-page booklet, distributed widely across the communities, outlining the aims and objectives of the URC. It was later incorporated in a revamp of the website. 5

8 Clyde Gateway Annual Report Clyde Gateway Developments Limited (CGDL) In addition to the creation of the URC, Clyde Gateway Developments Limited (CGDL) a trading company limited by shares, with the shares owned 100% by the URC was formed in December CGDL follows the same strategic objectives as its parent body and has been established as the main delivery vehicle for commercial property projects within the Clyde Gateway operating area, particularly the acquisition and development of land and buildings. By 31 March 2009, 20.2 hectares, including 12,512 m 2 of land and buildings had been acquired at a gross cost of 14.4m, comprising 20 different sites. The activities of CGDL are governed by a Board of 5 Directors, all of whom are from the parent company, but other individuals with a specific expertise in property and finance will join the CGDL Board during 2009/10. Three Year Operating Plan The initial work and activities of Clyde Gateway are being directed by the contents of an Operating Plan covering the period , the details of which have been discussed and approved by the Board. The Operating Plan contains 77 million of expenditure. The majority of this is to be spent on strategic site assembly, as well as site infrastructure and development, particularly in key locations such as Dalmarnock, Shawfield, Bridgeton/ Mile End, Rutherglen and London Road near the M74. However, there will also be considerable sums spent on skills and training initiatives for local residents, improvements to public spaces and the provision of specialist business support, as well as the continued development of partnerships with individuals and organisations living and working within our communities. 9 Other Key Achievements Progress has been made on the development of strategic studies on transport, contamination and drainage, the outcomes of which will have an impact on the URC s activities over its entire lifespan. Working in partnership with the Glasgow-based construction company City Building LLP we have provided trade apprenticeships for local residents, some specifically for school leavers while others are tailored for older residents. We have also created a number of new construction jobs through community benefit clauses in our contracts for improvements to public spaces around Bridgeton and Rutherglen Station. 7

12 Clyde Gateway Annual Report SECTION 4 Community Engagement Clyde Gateway In The Community : Consultation Meaningful community engagement is an essential part of everything that Clyde Gateway does. We aim to be innovative in our approach to community engagement. We want local residents, businesses and organisations to feel part of Clyde Gateway and to work with us in ways that are both enjoyable and productive. Much of our approach has been guided by a Community Engagement Planning Group, on which sits officers from each of the partner organisations, along with the two community representatives on the URC Board. Over the past 18 months we have been directly involved in a range of consultation exercises, including our proposals for the environmental works in Bridgeton and Rutherglen as well as our plans for the development of a new business park at London Road. The contents of our booklet Clyde Gateway Character and Values which outlines how we will ensure that design is central to the regeneration throughout our area, was guided by two local workshops, the second of which saw 25 community representatives engage directly with architects and developers, as well as our own staff, to inform us what they thought was most relevant and important in terms of good design. From Thursday 26th Saturday 28th March 2009 our exhibition of proposals for 1.4m of public realm improvements to Bridgeton Cross attracted more than 300 visitors, including groups of pupils and teachers from two of the local primary schools. Everyone who came along was asked for their views and opinions, and these have been taken on board in the preparation of the final scheme, which is due to go on site in October Presentations on the work and activities of Clyde Gateway have been given to more than 20 locally based groups, including tenants/residents committees, church and faith-based organisations, schools and colleges, business clubs and Area Committees within the local authorities. All community engagement has been supported by a range of high-quality publications, including leaflets and brochures, together with some advertising in local community newspapers, all of which have helped raise awareness of Clyde Gateway among residents and businesses. 10

14 Clyde Gateway Annual Report Clyde Gateway In The Community : Supporting Events and Activities Our involvement, support and sponsorship of a range of local activities has had the twin effect of promoting a positive image of Clyde Gateway while helping improve the quality of life for local residents. We are all too well aware of the poor health statistics that blight our communities, and taking advantage of the forthcoming 2014 Commonwealth Games, we have concentrated much of our efforts on promoting sport and an active lifestyle. Clyde Gateway is one the principal sponsors of the annual East End 5K Family Run, with our financial support ensuring the quality of the event while maintaining it as a free entry. Our involvement has raised its profile to the extent that entries for the 2009 Run reached the maximum number of 2,500 more than three weeks before race day. We also are in partnership with the Cambuslang/Rutherglen Sports Forum to support the annual Primary Schools Cross Country event, the participation of 30 pupils at an Annual School of Sport at the National Sports Centre in Inverclyde, and sponsorship of a category at the Annual Awards Dinner. Our first ever Christmas Card was designed and produced by a pupil from a local secondary school, we were involved with the switch-on of the Christmas lights at Bridgeton Cross and the annual Christmas party for pensioners in Dalmarnock, and more recently we joined other local businesses and organisations in providing support for the 2009 Cambuslang Summer Festival. We will continue to try and help local people and organisations who are doing extraordinary things, and we will work extra hard to promote a positive image of both the URC and the Clyde Gateway area. 12

16 Clyde Gateway Annual Report SECTION 5 Partnership Working Clyde Gateway : Effective Delivery in Partnership Clyde Gateway is unique among URCs in Scotland in covering an area that sits across local authority boundaries in Glasgow and South Lanarkshire. We are wholly committed to partnership working and there are monthly meetings to ensure that all of our activities and projects are in tune with the priorities of our partners and funders. It consisted of an overview on our activities from officials, a tour of the area including the sites for the new facilities for the 2014 Commonwealth Games and concluded with a meeting with a number of local residents and business owners who had been part of the Steering Group for the Bridgeton Cross public realm project. 14

17 Examples of partnership working being part of Glasgow City Council s successful bid to obtain funding from the Scottish Government s Smarter Choices, Smarter Places programme which will see more than 2.4m being invested in major improvements to walking and cycling routes from the city centre through the East End and onto the Commonwealth Games facilities working with Strathclyde Partnership for Transport (SPT) and specialist consultants on a transport strategy for the Clyde Gateway area the development of an Employability Action Plan in conjunction with Glasgow East Regeneration Agency (GERA) and Routes to Work South Lanarkshire, an early outcome of which helped identify local residents who could take up emerging training and job opportunities funded by Clyde Gateway the funding of Phase 1 of the East End Regeneration Route (EERR), a key dependency for Clyde Gateway in terms of the development opportunities for sites in Shawfield and Dalmarnock, through a repayable grant of 3m to Glasgow City Council the Shawfield Remediation Group involving each of the partners, Scottish Water, SEPA and the M74 Project team, which is looking to deliver a long-term solution for contaminated land issues involvement in the Glasgow City Council Steering Group for the delivery of the 2014 Commonwealth Games membership of the Community Planning Partnership for East Glasgow 15
