1 VILLAGE OF MARSHALLVILLE Spring 2016 Thanks for 48 years of service! Utility billing clerk, Marilyn Hardgrove, retired effective January 1, 2016, after serving in this position for 48 years. Thank you for your devotion and loyalty to the Village of Marshallville. This kind of dedication is hard to find. If you see Marilyn wish her a happy retirement! A SAD GOODBYE Utility Superintendent Rex Shaffer passed away on February 11, 2016, after battling cancer for over a year. Rex was our superintendent since Rex loved the community and his level of dedication was unmatched. He could fix anything, and during the course of his employment he saved the village thousands of dollars by being able to accomplish so many things on his own. It wasn t unusual to see him stop the Village truck as he drove the streets and pick up a piece of litter. He truly made a difference. Please keep the Shaffer Family in your thoughts. He will be greatly missed. Boil Water Alerts, Snow Parking Bans, and Other Items If an emergency arises in the Village we are required to let a local media outlet know about it. The media outlet we use is FM WQKT. Does everyone listen to it? Will 100% of the citizens hear it? The answer is No. However, it is the hope that in a town the size of ours your neighbors, friends, or family will alert you to the news item. In the case of a boil alert, it is a precaution we are required to issue in the event of a water break. If water is deemed to be unsafe you will receive a notice on your door to alert you of the issue. MARSHALLVILLE INCOME TAX QUESTIONS Who needs to file income tax? Everyone who receives a W2 needs to file. Only earned income is taxed. What if I pay income tax to another entity? You will still owe.5% to the Village of Marshallville. Marshallville s income tax rate is 1%. However, we credit.5% that you paid to another city. You will owe us the remaining.5%. For example, Wooster City has a 1 ½% income tax. If you work in Wooster and earned $30,000 you had $450 taken out of your pay for Wooster City. On line E under Credits on the Marshallville Income Tax form you enter the Income Tax paid to Other Cities (not to exceed.5%). You can only claim a credit of $150 for the City of Wooster. Your 1% owed to Marshallville minus the.5% credit means you owe Marshallville $150 ($300 due to Marshallville -.5% credit of $150= $150). If you have questions, please call the town hall. We will be glad to assist you. Delinquent tax filers: the income tax department is auditing the 2013 and 2014 tax returns. A number of residents have failed to file or have failed to pay the tax due. I would strongly urge you to file (even now) to avoid being summoned to Mayor s Court presided over by Judge William Rickett. Again, if you have questions call the town hall. It is easier to work through this before you receive a summons.

Do I need to file? Only earned income is taxed. Retirement and interest income is not taxed. If this is the only income you receive, please mark the appropriate box on the Village Income Tax return (right under the name section) stating you have no taxable income. I haven t lived in Marshallville a full year. Do I have to file? Yes, you need to file for the months you lived here. If you moved into Marshallville in September, you need to file a return and only owe 33% of the income tax to Marshallville (the portion of the year you lived here). Utility Bills are due the 15 th of each month. Delinquent accounts are due for shut off on the 26 th of the month. MAYOR S OFFICE It s an honor to back in the position of mayor. After two months on the job my schedule has been fairly consistent at the town hall. I am usually in the office M-F between 8:30 and 9:00 AM, and I am usually there until early afternoon. The schedule is often interrupted with meetings, but if you call the town hall and leave a message I will return it the next business day or sooner. LET IT FLOW A message from our utility department. Our sanitary sewer plant and collection lines are all fairly new, but do require maintenance. One area of concern that affects all of us in increased costs and possible line disruptions is the flushing of items down the drain that are not supposed to be flushed. The number one item and problem causer: CLOTH RAGS. Each month we remove nearly a wheelbarrow full of rags, that can cause serious problems, from our wastewater treatment plant. Please do not flush rags, plastic items, toys, or put grease down your drain. These items increase all of our utility costs. GRANT WRITING UPDATES In order for the Village of Marshallville to survive and improve infrastructure we heavily rely on grants. Since 1999 we have received over $6,000,000 in grants and low or no interest loans. We are the Northeast Ohio Small Government Grant Program s leader in grants received since That program has funded 5 of 19 projects for which we have applied. We are in the finals for our North Main St/SR 94 Waterline Replacement this year. We have applied every year since 2008, and finally may be able to get funding to replace the line that is subject to breaks and constant repairs. We should know by July 1 st. This project has an estimated cost of $261,000 with $26,500 being Marshallville s match and a $60,000, 20 year, 0% interest loan. This mix has improved our chances of funding. We have also applied for and received $239,000 in grants for the Green Street Project on Park St between Church St and Market St. This grant is funded by the Ohio Public Works Commission, the EPA, and the Muskingham Watershed Conservancy District. This project will replace the old waterline that runs from Church St to Westview; provide sidewalks on the east side of Park St. between Market and Church St; pave that portion of Park St; improve storm drainage, and utilize Green Practices to collect and filter storm water. This project is zero cost to Marshallville. We have also applied for the Ohio Development Services Agency Abandoned Gas Station Clean Up Grant. In 2010 we received the property at 3 W. Market St from the Wayne County Treasurer for nonpayment of taxes. This property served

3 as a gas station in the 1940 s and 50 s. There is a possibility that underground storage tanks are still present with possible contamination. This grant is a two phase program. The first phase is the EPA will use geophysical technology to assess the site for tanks or contamination. This is no cost to the Village. If tanks or contamination are found we go to the cleanup and removal phase of the program. Again, if we qualify, there is no cost to the village. This grant could be in excess of $100,000. Wayne County Emergency Management is moving our dispatch service to a more reliable MARCS (Multi-Agency Radio Communication System) from the current VHF radio system. This switch is causing all emergency services to upgrade their radios to the MARCS system. This carries a large price tag which we cannot afford. Marshallville s radio costs would be $35,000. Our village was elected as lead grant participant for the Ohio Development Services Agency s Safety Equipment Grant. Marshallville, Dalton, Smithville, Creston, Apple Creek, West Salem, and Mount Eaton are applying as a collaborative group to fund the new radios. The grant application was uploaded on March 9 th for nearly $347,000 in radio equipment for the partner agencies. We will hopefully know by July 1 st if we have received the grant. Did you know that Marshallville s Median Household income (50% are higher and 50% are lower) is $54,444 according to the 2014 US Census data? That is the highest in Wayne County. OTHER IMPORTANT ITEMS Barking dogs: yes, we have an ordinance regarding barking dogs. Please, if you have a dog that creates a barking nuisance take the necessary steps to alleviate the problem. Your neighbors don t want to be disturbed by incessant barking. Leash law: yes, dogs (and cats) are not to be roaming without proper restraint. Open burning: Open burning is only allowed for very specific reasons. It is never allowed for burning trash, leaves, or unclean fuel sources. The fire can only be 3ft(l) x 3ft(w) x 2ft(high) and must burn cleanly not smoky. Junk cars: yes, we have an ordinance for junk and inoperable cars. They must be kept inside a building, and car parts, tires, and other similar items also must be kept in a building. Notices will be going out in April for violations. COMMUNITY NEWS The word community comes from the Latin root, commun, which means shared. Like it or not, if you are part of the community you are sharing it. We have several wonderful civic groups in desperate need of active members to keep this idea of sharing alive. The Lions Club, American Legion, the Historical Society, and the local church groups are a big part of helping the community and really need membership to help share the work load. One club, the Garden Club, has ceased operation due to lack of membership. Please contact any one of the organizations and inquire about membership. The gift of time is greatly appreciated. Village resident, Larry Stoll, is spearheading a drive to get 15 hanging baskets like the ones in Orrville installed along Main St from Church St. to Euclid St. Buchwalter s Greenhouse has given him a quote of $ to provide the hanging baskets and to water and care for them over the summer. In January, Marshallville residents hit the 3 ton monthly total of recyclables for the first time ever. Great job! Do you get snow and rain in your trash/recycling container after it has been picked up because the lid didn t close? The reason is easy to fix! Your container is backwards at the curb. Your trash/recycling container should be placed with its wheels and handle away from the street. It should open towards the street. WHERE TO DROP OFF YARD WASTE Grass, Leaves, Branches, Stumps, Shrubs, Sod, Christmas Tress (no tinsel) Unacceptable Materials: Lumber, Pallets, Railroad Ties, Wooden Furniture There is no charge to drop off yard waste materials at the following community drop off locations. A fence? Add on to your house? You will need to contact our zoning inspector at to get a zoning permit. This permit is necessary to get a building permit or to properly install a shed or fence. Failure to do this will result in the Wayne County Building Department declining your request for a building permit, or you may be required to move or remove a structure. Be safe and call to see if your project requires a zoning permit.
