3 Laurel County PRIDE Report Program Funding Summary: Total Community Grant Program $271,572 Education Grant Program $140,775 Homeowner Septic System Programs $532,875 Wastewater Construction Projects $165,000 Corps of Engineers Projects $1,073,750 EPA Earmarks $2,500,000 Grand Total $4,683, Homes Affected by Wastewater Treatment Programs Program Total Homeowner Septic System Programs 187 Wastewater Construction Projects 154 Corps of Engineers Projects 76 EPA Earmarks 150 Grand Total 567 Cleanup Summary: 12 streams/lakes/rivers cleaned 25 dumps cleaned up 291 roadways cleaned miles of roadway cleaned 1,616 appliances collected 8,442 tires collected 5,034 bags of trash; 1, tons of trash, and 210 cubic yards of trash collected 6,519 volunteers worked 29, hours Community Grant Summary: Laurel County Fiscal Court, the City of London and the Laurel County Solid Waste Department have received 9 community grants totaling $271,572 to cleanup illegal dumps, purchase recycling trailers, a baler, forklift, scales, and surveillance cameras. 3

4 Education Grant Summary: All Saints High School, Bush Elementary, Camp Ground Elementary, Cold Hill Elementary, Cornerstone Christian School, East Bernstadt Independent, Hazel Green Academy, Johnson Elementary, Laurel County Pre-School, London Elementary, North Laurel Middle, Somerset Community College-Laurel Campus, South Laurel High, South Laurel Middle and Sublimity Elementary has received 34 education grants totaling $140,775 for outdoor classrooms. Homeowner Septic System Summary: A total of 187 septic systems at a cost of $532,875 have been installed in Laurel County: 40 homeowners have received septic system loans in the amount of $112, homeowners have received grants in the amount of $420,015. Wastewater Construction Projects: Wood Creek Water District Colony School Funding: $165,000 PRIDE $40,000 Applicant $150,000 Laurel County Board of Education $500,000 Corps of Engineers Sec. 531 Program $855,000 Total Project Cost Description: In 2002, Wood Creek Water District received $165,000 to extend sewer lines to the Colony School area. The City of London Wastewater Treatment Plant will be used. This project will affect 154 households, eliminating 80 failing septic systems and 17 straight pipes. As of August 2003, the district is awaiting approval of plans by the Kentucky Division of Water. Total Wastewater Construction Funds: $165,000 4

5 Wood Creek Water District Phase II Corps of Engineers Projects: Funding: $500,000 Corps of Engineers Section 531 $165,000 PRIDE Wastewater Construction Grant $150,000 Laurel County Board of Education $ 40,000 Tap-on fees (Local cost share) $855,000 Total Project Cost Description: Wood Creek Water District received $500,000 to extend sewer service (approximately 27,000 L.F.) to the Colony School area to serve a potential of 154 new customers. The project will include the removal of one package sewer treatment plant from Colony School. As of August 2003, the project design is approximately 95% complete. Laurel County Fiscal Court Funding: $501,000 Corps of Engineers Section 531 $135,450 Department of Local Government (grant) $ 44,150 Laurel County $680,600 Total Project Costs Description: In 2001, Laurel County received $501,000 Corps of Engineers Section 531 funds to connect 39 homes to sewer service in the Northland Estates area and nearby 60 homes. Construction bids were opened August 15, 2003, and the contract is expected to be awarded at the next Fiscal Court meeting. Construction is scheduled to begin in early September. 5

6 The City of Corbin Sampson Street Funding: $72,750 Corps of Engineers Section 531 $21,250 City Utility Commission $94,000 Total Project Cost In 1999, the City of Corbin received $72,750 Corps of Engineers Section 531 funds for the Sampson Street wastewater line. The project will provide service to 16 homes with failing septic systems. Construction is complete and project closeout is in progress. Total Corps of Engineers Funds: $1,073,750 6

7 Wood Creek Water District Phase I Funding: $2,500,000 EPA Earmark EPA Earmark Projects: NOTE: Upon completion of the project the total project cost will be $2,600,000 The Wood Creek Water District received a $2,500,000 EPA Earmark in the FY 1996 EPA Appropriations Budget. This project will provide funding for the water district to construct a sewer collection line in the Wood Creek Lake area. The project will affect 150 households. Construction is complete, the system is in operation, and the project is nearing closeout. Total EPA Earmark Funds: $2,500,000 7
