2 Introduction ECA has been monitoring progress of MDGs since 2005 July 2010 AU Summit: requested AUC and partners, including ECA to commence reflections on the post-mdgs era ECA initiated post-2015 consultations in November 2011 and has worked with partner institutions in identifying Africa s priorities for the post-2015 development agenda This work eventually culminated in the Common African Position on the post-2015 development agenda (CAP) in 2014 ECA s role has extended beyond developing the CAP to other post-2015 processes, developing goals, targets and indicators, advocacy, building alliances and supporting the negotiations 2

3 ECA s initial work on the post-2105 October 2011, Electronic survey launched to assess priority areas for post-2015 development agenda ECA commissioned four papers to explore the various options for a post-2015 development agenda November 2011, Accra Regional consultation Discussions served as basis for the outcome document and draft CAP Formal partnership created with AUC, AfDB and UNDP-RBA July 2012 AU summit development agenda 2012 MDG report shared the key findings from the electronic survey and the Accra regional consultation Resulted in AU Summit decision for partners to continue with consultations on the post-2015 development agenda and develop a Common Position 3

4 Post-2015 consultations across Africa Two sub-regional consultations October 2012 in Mombasa for East and Southern Africa December 2012 in Dakar for West, Central and North Africa One continental consultation March 2013 in Hammamet, Harmonized views and priorities of the five subregions

5 ECA support to HLC in articulating CAP Sherpas meeting, Sept 2013 May 2013 AU Summit Draft CAP presented Summit decision to establish the High Level Committee on the post-2015 development agenda (HLC) HLC mandate to further refine the CAP and build intercontinental alliances on the priorities identified Partner institutions requested to translate CAP priorities into goals, targets and indicators September 2013 Sherpas meeting Secretariat for the HLC established, ECA identified as a member of the secretariat and technical team.

7 Negotiations and Advocacy Sensitization meeting held in November Updated stakeholders including CSOs and government on the post-2015 process at global and regional levels Discussed on accountability, data revolution and post-2015 negotiations Provided guidance on how CSOs can support the negotiations process 2014 MDG report Explained the rationale for Africa s post 2015 priorities Raised awareness about the post-2015 process and Africa s priorities for the post-2015 agenda 7

8 Influencing the SDGs Retreat in May 2014 to translate CAP into goals, targets and indicators - ECA divisions represented (MPD, RITD, SDPD, ACS) to ensure technical representation for each of the pillars of the CAP Mapped CAP goals and targets with OWG proposed SDGs to identify convergence and divergence Goals, targets and indicators submitted to Africa Group in New York to inform the work of the OWG Goals, targets and indicators also proposed for use in current global indicator exercise and technical proofing of SDGs 8

9 Accountability Consultation Consultation with CSOs, governments in August 2014 Outcome document with key elements for an accountability framework developed Outcome fed into global discussions on accountability

10 Post-2015 intergovernmental negotiations ECA participated in the January 2015 Sherpas meeting to strategize on negotiations Analyzed CAP in relation to OWG proposal for SDGs and SG synthesis report Compared Africa s post-2015 position with other countries and blocs Developed a TOR for Africa s negotiators ECA will provide technical backstopping to Africa s negotiators through HLC secretariat 10

11 Conclusion ECA will continue to support member States in all aspects of the post-2015 process Dedicated support will be provided in the intergovernmental negotiations including financing for development to ensure that CAP priorities are reflected in the new development agenda. After adoption of the new agenda, ECA will support member States in transitioning to and implementing the SDGs. A key area of support will be to assist member States in integrating the SDGs in their planning frameworks 11
