5 Key objectives Black Sea Horizon (BSH) Project 5 to support the EU s external relations with the target region by significantly contributing to ongoing bi-regional and regional STI policy dialogues, and by increasing the knowledge base about the EU s external environment; to stimulate bi-regional STI cooperation and to strengthen the EU s economic competitiveness; to contribute to the establishment of supportive framework conditions by facilitating the pooling of resources and by identifying challenging thematic areas for mutual STI cooperation. 12 ELIGIBILITY FOR FUNDING Industralised countries: US, Canada, Australia, Japan, etc. Emerging economies: Brazil, Russia, India, China, Mexico Call for proposal clearly states that applicants based in such countries are eligible for funding The Participation is deemed essential for carrying out the action (case by case assesment) - outstanding competence/expertise - access to research infrastructure - access to particular geographical environmen - access to data Such funding is provided for under a bilateral scientific and technological agreement or any other agreement (specific arrengaments for US partners to be eligible for funding in Health, demographic change and well-beeing )

23 WHAT YOU SHOULD KNOW TO: BUILD A BUDGET IN THE PROPOSAL PHASE MANAGE THE PROJECT REPORT COSTS
24 ELIGIBLE COSTS Must be actually incurred by the beneficiary Incurred during project duration (with exception of costs related to the submission of the periodic report for the last reporting period and the final report including the costs of certificates on the financial statements and the cost of participating in final review carried out by the Commission/Agency) Indicated in the estimated budget set out in Annex 2 Incurred in connection with the action as described in Annex I and necessary for its implementation
25 ELIGIBLE COSTS Indentifiable and verifiable, in particular recorded in the beneficiary s accounts in accordance with the accounting standards applicable in the country where the beneficiary is established and with the beneficiary s cost accounting practices In compliance with the applicable national laws on taxes, labour and social security Resonable, justified and must comply with the principle of sound financial management, in particular regarding economy and efficiency
26 Accounting documentation is necessary only for direct costs. Indirect costs do not need supporting evidence because they are declared using a flat-rate.
27 Costs related to preparing, submitting and negotiating the proposal are not eligible.

32 PERSONNEL COSTS (GA art. 6.2A) Related to personnel working for the beneficiary under an employment contract (or equivalent appointing act) and assigned to the action. The salary stated on the beneficiary s payroll Social security contributions Taxes and other costs included in the remuneration (for example: a 13th month payment, complement for hazardous work or night shifts, transportation allowance etc.)

35 Time sheets are necessary, but for persons working exclusively for the project NO timesheet is required.

37 ADDITIONAL REMUNERATION FOR NON PROFIT INSTITUTIONS The ceiling is fixed at EUR per year for each full-time-equivalent (FTE), i.e. EUR for a full-time employee working exclusively for the action during the entire year. For an employee not working exclusively for the action, the ceiling is calculated pro-rata, based on the hours worked for the action. Subject to specific conditions (AGA p. 48)

39 SUBCONTRACTING If necessary to implement the action, the beneficiaries may award subcontracts covering the implementation of certain action tasks described in Annex I Subcontracting may cover only limited part of the action Based on business conditions. This means that the subcontractor charges a price, which usually includes a profit Subcontractor works without the direct supervision of the beneficiary and is not hierarchically subordinate to the beneficiary The beneficiaries must award the subcontracts ensuring the best value for money or lowest price Indicated in Annex 1
40 EXAMPLES OF SUBCONTRACTING Contract for (part of) the research or innovation tasks mentioned in Annex 1 Testing and analysis of the resistance of a new component under high temperatures, if described in Annex 1 as project task Building of a prototype or pilot plant, if described in Annex 1 as project task
41 Subcontracting between beneficiaries is not allowed in the same GA. All beneficiaries contribute to and are interested in the action; if one beneficiary needs the services of another in order to perform its part of the work it is the second beneficiary who should declare the costs for that work.

43 PURCHASE OF GOODS AND SERVICES Examples: audit certificate on the financial statements translation of documents conference fees publication of brochures creation of a website that enables an action s beneficiaries to work together (if creating the website is not an action task) contract for organisation of the rooms and catering for a meeting (if the organisation of the meeting is not an action task mentioned as such in Annex 1) contract for hiring IPR consultants/agents costs of intelectual property rights (including fees paid to the patent office for patent registration)

49 BUDGETARY TRANSFERS The budget in Annex 2 is an estimation Reported costs may differ from budgeted costs During the implementation phase budget may be transfered among beneficiaries and budget categories without the need of a notification to the Commission/Agency or an amendment if the action is implemented as described in Annex 1.
50 CERTIFICATE ON THE FINANCIAL STATEMENTS Is obligatory if a beneficiary requests a total contribution of EUR or more, as reimbursement of actual costs and unit costs calculated on the basis of its usual cost accounting practices.
51 AUDITS To check on proper implementation of the action and compliance with the obligation under the GA Conducted by the Commission/Agency staff or external persons or bodies appointed to do so

65 Documents needed to appoint a LEAR the H2020 LEAR appointment letter (signed and stamped) the LEAR role and duties document (signed and stamped) declaration of consent to the terms and conditions of use of the Participant Portal electronic exchange system (signed and stamped) copies of an official proof of identity (ID-card, Passport) carrying a photo and signature for both the legal representative and the appointed representative (LEAR) a document(s) proving that the legal representative appointing the LEAR is empowered as such, if both conditions below are met: it clearly indicates a role/function within the organization as legal representative of the organisation, it identifies and appoints a specific person (by indicating his/her personal data) as the person covering that specific role/function.

67 Roles and access rights The Primary Coordinator Contact of a project is a unique role, set/modified by the Commission/Agency. All Primary Coordinator Contacts have full, read/write access to their own and the consortium's common e-forms, and can submit to the Commission/Agency via the Participant Portal. More Coordinator Contacts can be nominated by the Primary Coordinator Contact. All Coordinator Contacts have full, read/write access to their own and the common e-forms, and can submit to the Commission/Agency via the Participant Portal. More Participant Contacts can be nominated either by the Primary Coordinator Contact or by Participant Contacts. All Participant Contacts can submit e-forms to the Coordinator Contacts via the Participant Portal. They have read/write access to their own forms and read-only rights to certain common forms.
68 Roles and access rights Task Managers can read, modify and save their own entity's forms. Team Members have read-only rights to the entity's own forms. FSIGN is the person authorised to sign Forms C for their organisation. The FSIGN is nominated by the LEAR or an Account Administrator. An unlimited number of FSIGNs can be nominated for an organisation. Then it's up to the Primary Coordinator Contacts, the Coordinator Contacts and Participant Contacts to assign FSIGNs to specific projects. An unlimited number of PFSIGNs can be assigned to a project. LSIGN is the person authorised to sign documents legally binding for their organisation. The LSIGN is nominated by the LEAR or an Account Administrator. An unlimited number of LSIGNs can be nominated for an organisation. Then it's up to the Primary Coordinator Contacts, the Coordinator Contacts and Participant Contacts to assign LSIGNs to specific projects. An unlimited number of PLSIGNs can be assigned to a project.
