4 MassTech Overview The Massachusetts Technology Collaborative (MassTech) was established pursuant to Massachusetts General Laws Chapter 40J. MassTech is an independent authority of the Commonwealth of Massachusetts. MassTech is the legal entity running the procurement for the Provider-Consumer Research procurement to support the Massachusetts ehealth Institute (MeHI). The MeHI, along with the Massachusetts Broadband Institute (MBI), and the Innovation Institute, is a nondivisible component of MassTech. MeHI functions as a business division of MassTech. 4

5 Legal Considerations Master Agreement for Professional Services has been posted to MassTech s website. Contract will be funded in full through an ARRA grant awarded by the Office of the National Coordinator (ONC) a division of the U.S. Office of Health and Human Services. Selected firms must comply with federal flow down provisions. To the extent anything stated here is inconsistent with the RFP or Master Agreement, the written documents govern. 5

6 Legal Considerations (cont.) MassTech reserves all rights to amend, modify or otherwise clarify the RFP, the Master Agreement and any written answers to questions presented. Applications are due by 3:00 p.m. on Tuesday, August 6, 2013 via and (7) hardcopies ((1) unbound and (6) bound) are due the same date and time to MassTech in Westborough. Please review the RFP and application requirements carefully. Non-responsive applications will be rejected. 6

7 MeHI Overview MeHI is designated state agency for: MeHI is a division of the Massachusetts Technology Collaborative, a public economic development agency Coordinating health care innovation, technology and competitiveness Accelerating the adoption of health information technologies Promoting health IT to improve the safety, quality and efficiency of health care in Massachusetts Advancing the dissemination of electronic health records systems in all health care provider settings Connecting providers through the statewide HIE Managing HIE and REC grants from Office of National Coordinator 7

8 MeHI Current Programs Regional Extension Center Medicaid Health Information Exchange Support priority primary care providers implement and meaningfully use EHRs and engage in HIE Partnership with EOHHS to support key operational components of the Medicaid Incentive Payment Program Connects participants to, enables integration with, and maximizes adoption of the Mass HIway 8

9 Provider-Consumer RFP Main Objectives allow MeHI to understand the health IT needs of healthcare provider and consumer audiences, segmented by key sectors and demographics; and the requirements of each audience to support their health IT adoption. MeHI expects the selected firm(s) to conduct a needs analysis that addresses health care provider and consumer requirements both specifically and broadly. The results of this research will allow MeHI to refine its operational plan to target the best opportunities that will support widespread health IT adoption. 9

10 Evaluation Process and Criteria Clarity and quality of proposed approach. Level of expertise and experience in the healthcare market. Must be able to tailor the research, analysis and reporting methods to meet the needs of MeHI. Quality of the high-level project plan. An established survey or advisory board of healthcare professionals from which you will solicit input. Demonstrated prior knowledge and understanding that builds on health IT adoption. Membership in professional associations, such as the American Marketing Association, Marketing Research Association, and the Interactive Research association. Overall pricing and rate proposed. 10

11 Application Process The following items must be submitted to MeHI as part of an application package: an electronic copy of the Authorized Applicant Signature and Acceptance Form (see Attachment B), application and attachments with signatures.
