3 North District Global Trade & Logistics Los Rios CCD RFA Application Abstract The Los Rios Community College District is applying for a Deputy Sector Navigator (DSN) Grant for its National Award Winning Global Trade program. The Global Trade and Logistics sector program at Los Rios is known as the Center for International Trade Development (CITD). It is consistently recognized nationally, statewide and regionally as exhibiting the best practices and best outcomes for its global trade programs. President Obama awarded the CITD in 2010 his E Award for outstanding export service organization in the United States. The CITD is housed in the Los Rios CCD stand alone, Economic and Workforce Development Center alongside the US Export Assistance Center, SBDC, BEC, COE, and a large contract education program. The Global Trade and Logistics Center is distinguished from traditional industry sector definitions as it embraces and assists all industry sectors in the region by providing leading edge business trade skills, training, education, workshops and counseling to business and identified and targeted industry across the region. A 23 member coalition of leadership from government, nonprofit organizations, education and business in the North region of California has identified global trade as one of the top five priorities of the Next Economy in the Capital region of California. Specifically, the goals and mission statement is stated as follows: Encourage innovation, new business creation, capital formation and the scaling up of key industry sectors in the region and through enhanced trade, link the region to the outside world. This coalition leadership group recognizes that the Los Rios CITD is the key partner of the Next Economy and is equipped with the staff, tools and skills to help the community meet and achieve these regional objectives. Consistent with the language and provisions of SB1402 and SB1070, and in addition to the objectives identified in the RFA, the Los Rios CITD will provide education, training and services that contribute to regional economic growth through enhanced trade while providing other services to the regions workforce generating continuous improvement of job skills. One on one counseling, seminars, workshops and conferences will be provided by the CITD to businesses, workers, students and entrepreneurs to foster the growth of new revenue, new markets and new jobs while retaining existing ones. The U.S. Government calculates that for every $80,000 in new or increased export sales by a California business, one new job is created or retained. The North region CITD program estimates that it will create over $6million in export sales during the performance period and provide global trade workshops, training, internships and certificate credentials to over 500 employers, students, workers and faculty. In close alignment and collaboration with the statewide sector navigator, regional navigators, local consortium and regional colleges, the CITD DSN will help create new curriculum, develop an industry recognized certificate program and provide employer designed internships which embrace global trade and logistics that create successful career pathways and jobs for students. The CITD DSN program will create a minimum of 20 student internships during the performance period sphere.

The Greater Sacramento Capital region, which is better defined as the North region for purposes of this grant, is a region whose needs, economy and future are best identified by its Next Economy panel and its findings (see below for more detail) The report concludes that the region has very specific industry sectors of growth; 1. health, advanced manufacturing, agriculture and environmental, ICT, Construction and building industry and Education U.S. Census Bureau, MSA information correlated with NAICS codes calculates that there are approximately 70,000 businesses in the North Region which host over 650,000 employees. It is these sectors and their workforce that will be provided assistance with global trade and logistics services, education, training and support. The Sacramento Region is considered one of the fastest growing MSA regions in the U.S.A according to the 2011 Census Bureau reporting and is the 6 th largest exporting region in the state. Snapshot of the Global Trade Industry in California: California is the ninth (9th) largest economy in the world with a Gross State Product of $1.9 trillion dollars, According to the U.S. Census Bureau, In 2012, California alone exported $159 billion dollars in merchandise and an estimated $50 billion in services, that directly support 1,274,900 jobs in California. To consider the size, scope and impact, one should note that from a report by the U.C. Berkeley 2006 Haas School of Business Export Service Opportunities for California, (1) California is home to over 70,000 exporting companies, 1 in 5 of all companies that export from the U.S.; (2) California ports handle nearly $600 billion in merchandise trade (3) 35% of food and agricultural production is exported, affecting all major economic regions of the State; and (4) the information, communications and technologies industry derives $40 billion in revenues annually from exports. Every other major tradable sector in California is export dependent Jobs that Support Global Trade: Labor Market Information: Jobs in global trade cut across all major industries and functional areas. Manufacturing, wholesale and distribution, professional services, IT, banking and finance, research and development and education industries all have large numbers of jobs that are supported by trade. Exports support more than one quarter of all manufacturing jobs in the United States, or about10 million jobs. In turn, the level of manufacturing activity creates a powerful multiplier effect that drives demand for logistics, banking and finance, research and development services, which all support high paying jobs. The North region s business and labor demographics match this trend. The distinction as to whether an occupation is focused on serving and supporting business conducted domestically, versus supporting business that is conducted internationally is not apparent in labor market information collected and compiled by the Employment Development Department or the U.S. Department of Labor. 1

6 North District Global Trade & Logistics Los Rios CCD RFA Global trade, particularly exports create demand for occupations across all of the aforementioned sectors, job growth projections include the growth resulting from global trade, but are not separately identified. As a rule of thumb, $1 in $10 dollars generated in California is the result of an export, a relative share of jobs supported by trade can be estimated at 1 in10. Economic Modeling Specialists, Inc. (EMSI), provides high-quality employment data and economic analysis for the nation and regions of California through their website, which was utilized to determine what the job market will look by 2020 for various positions. Banking and finance, research and development, and logistics will see an increase in employment opportunities through Global Trade Workforce and Business Skills and Knowledge gaps: The most apparent business skills and knowledge gaps are prevalent in four primary domains: 1) marketing the understanding of places, people and use and exchange of goods and services around the world, 2) management and cross cultural communications how to communicate both verbally and non-verbally in a multi-cultural environment; 3) logistics, supply chain management the understanding of global transportation systems, supporting rules and regulations, including both import and export logistics, and 4) the financial and accounting systems, terms of payment, letters of credit, duties and tariffs, record keeping, and transactional practices. Each of these areas has its own unique nomenclature. A recent review conducted by the Adjunct Professor Candice Smith at the Business School of Los Rios Folsom Lake College revealed that in contrast to many Global Trade and Logistics certificate and curriculum offerings in institutions of post-secondary education in the Bay Area and certain parts of Southern California, the North State region from the Oregon to Stanislaus County and Nevada to the Interior Bay Area is devoid of any significant curriculum and certificate offerings to students. In fact the only true for credit course which apply global trade learning and practical application is a course developed and implemented through a partnership in 2010 with the Sacramento CITD and the Folsom Lake College (Global E Bay) Business 300 Unlike the various regions in California that house major gateways for logistics and global trade ports, the great central valley region in California is starved for certificates and courses offered by experienced faculty involving international trade, customs, logistics, international finance, global market research, global marketing and promotion, export and import basics and advanced study, export compliance, export management systems, import duties and tariffs. Doing What Matters identifies the Sacramento Capital Regions Prosperity Plan as the definitive community needs statement for the Greater Sacramento Region, The Next Economy s Capital Region Prosperity Plan embraces the following mission statement as the key to grow jobs and investment: 2

The plan emanates from the Next Economy group which is a broad based public and private partnership comprised of 23 regular member organizations which include the top businesses, government, education and private enterprise leaders in the California (North) region. Next Economy is the regions effort to create effective strategies and actions to drive job creation, movement, and innovation. The 5 overarching goals of Next Economy for the six county Capital Region are: (1) foster a strong innovation environment; (2) amplify the region s global market transactions; (3) diversify the economy through growth and support of core business clusters; (4) grow and maintain a world-class talent base; and (5) improve the regional business climate for growth. It is with these overarching regional goals as a template that the Deputy Sector Navigator program for global trade and logistics will establish its program. Inventory of Regional Assets: In 2004, the State of California abolished its California Trade and Commerce Agency, thereby reducing any government provided trade assistance programs to solely the CCCCO CITD network. The Agency was located and headquartered in Sacramento and Sacramento area businesses and its community enjoyed a large concentration of trade assets in the region up until However, as documented and recognized by President Obama in his April 2013 national E Award to the CCCCO CITD. It is noteworthy that the Community College CITD continued to expand and grow exports and help companies in California, despite the absence of the States only trade agency for over 8 years The government, private sector and public sector leadership of the Sacramento Capital Region s Next Economy project recognizes and publicly states that its community needs global growth for economic prosperity and job creation. Since 2004, there have been only three global trade service delivery and assistance organizations actively working in the North and Far North regions. These three service organizations are the federal government (US commercial service), the Los Rios CCD (CITD) and the Northern California World Trade Center (WTC -a nonprofit corporation). The US Commercial Service and the Los Rios CITD are both global trade assistance and training programs; they are co-located within the Los Rios Workforce and Economic Development offices in Sacramento and provide the only one-stop trade assistance comprehensive program to a 22 county servicing region in the north state. The third service organization, the WTC is primarily an event hosting organization. Coincidentally, the Deputy Sector Navigator candidate managed and directed all three organizations during the past 16 years and received numerous national awards for his programs and their successes in all three organizations. (See Deputy Sector Navigator management narrative following) Global Trade Education Gaps: Curricular challenges facing Global Trade and Logistics. Few community colleges in California have made the commitment to attract expertise, develop and support contemporary international business curricula, on their own. California s community colleges as a whole, rank 26th amongst the 50 states 3

8 North District Global Trade & Logistics Los Rios CCD RFA on the International Business Education Index4 (IBEX), a measure of the degree to which community colleges emphasize international business in their curricula. Currently, only 28 of the 112 community colleges in California offer courses in international business. California s community colleges need to significantly increase the investment and effort in this area so that our workforce is more globally competitive. There is a need for global business instructors to deliver curriculum that motivates students to pursue careers in international business. The new generation of students expect that smart devices, mobile communications, digital marketing, e-research and e-business will be part of the learning process, particularly for the current generation of students. There is a discrepancy between this group and faculty which points out to different needs and expectations than what the current community college instructors are offering. Adoption of global business curriculum is often the result of external stimuli rather than internal commitment. Most often the faculty who deliver international business courses at community colleges as well as the California State University (CSU) campuses are adjunct faculty. Typically, adjunct faculties are not as knowledgeable about the curriculum development and adoption processes. Incentives are needed to foster the development and adoption of global course content throughout the faculty, both tenured and part-time. Coordination of Efforts in the Region; The lack of any global trade focused certificate/credential courses and or 4 year degrees in global trade focused curricula and provides an excellent opportunity for the Global Trade and Logistics, programs, courses, training, workshops and new career pathway strategies to succeed and flourish in the region. A collaboration of K-12, community colleges and the regional public and private 4 year partner education institutions, including the UCD Child institute for Innovation and Entrepreneurship and the regional consortium is needed to infuse existing curriculum and certificate programs with international trade components. A community based advisory group could and should be established with the regions Deputy Sector Navigators, Next Economy leaders and other representatives of businesses and workforce to assist and implement the regional student, worker and industry needs. 4

Network Collaboration Strategies: The Deputy Sector Navigator (DSN) will need to work collaboratively and in conjunction with regional partners, colleges, Consortia, faculty and employers to adequately meet the challenges of the identified needs in the region. DSN will attend regular consortia meetings and participate in a minimum of 4 collective meetings with fellow DSN s. DSN will also work with the Los Rios Workforce and Economic Development organization structure and leadership on a bi-weekly basis, which includes the Vice Chancellor for WED, the Associate Vice Chancellor for WED and the Director of WED to ensure that their meetings with Colleges, consortia, WIBs and other regional stakeholders are consistent and promotive of the objectives of the DSN program for global trade and logistics. 2. Regional Workforce Gap Identification Strategies; The Deputy Sector Navigator for Global Trade and Logistics proposes to collaborate and integrate resources to design and deliver workforce training and business development services into regional projects that advance and sustain the North regions economic growth and jobs through global trade. To fulfill this mission, the Deputy Sector Navigator will work with advisory groups, businesses, government, public and private organizations and regional consortia to to develop and deliver workforce training; and provide educational and business development services that support the following four (4) primary goals Goals Strategies Targeted Outcome GOAL #1:Expand the number of colleges Incentivize faculty and colleges to adopt international business offering global curriculum, through global course content awareness, and faculty development (LI 4) (MP 17) Increase the number of colleges offering global trade and logistics offerings by 10% GOAL #2:Expose more students to the global business and workplace environment GOAL #3:Arm incumbent workers with an industry recognized credential to make them more globally competitive Infuse industry and credential aligned international business content into existing course offerings Expand base of students that receive instruction with embedded global content aligned with industry Prepare students and incumbent workers to be more globally competitive in the labor market through attainment of industry recognized credentials in global trade and logistics Lead and prepare 60 incumbent workers or students to obtain a recognized credential. 10 North District Global Trade & Logistics Los Rios CCD RFA GOAL #4:Promote Exports which supports high paying jobs Market through a combination of business assistance and training services, which results in increased revenue, penetration of new markets, cost savings, and job growth. Assist regional businesses in expanding exports by $6 million a year and 30 firms enter new markets (MP34) 3. Workforce Gap Training Strategies: The significant global trade education and skills certificate and credentials gap identified at Folsom Lake College in the needs component above is currently being addressed with a pilot Certificate program under development between The CITD and Folsom Lake College Business School. This 16 unit course is entitled Global Business Entrepreneurship. It is a course requested by students and faculty which provides an internship program of international trade application, coupled with interdisciplinary classes. As of the date of this document, the Academic Senate has approved creation of the certificate program at Folsom Lake College, however, many steps remain until development and initiation, but the needs has been established and confirmed by Los Rios CITD and one of its premiere colleges and the gap is being addressed. Currently the Los Rios CITD offers over a dozen global trade and business workshops, training and educations classes and seminars in a not for credit style. These training and education activities are open to and have been attended by representatives of business, labor, professional trade associations, students, workforce and faculty alike.. A prerequisite of the Global Business Entrepreneurship certificate internship program will be for the students to participate (free of charge) in a minimum of 8 hours of these practitioner and faculty led classes. 4. Implement Global Trade and Logistics Regional Strategies that Support Targeted Regional Economic and Jobs Goals: Regional Goal 1: Support regional colleges in developing and offering global course content to meet the needs of local industry and expand the number of colleges offering international business curriculum through incentivizing colleges to adopt international business curriculum (LI-4) (MP-17). Obstacle: Only 28 of the 112 California Community Colleges offer international business courses; however, nearly every college has international students. They are in the business of global education whether it is the result of a proactive or reactive approach. Opportunities: Colleges and communities are in a constant flux to fulfill their mission of providing educational services and connecting students to economic 6

11 North District Global Trade & Logistics Los Rios CCD RFA opportunities. In the course of gaining community support, CEOs need partnerships and platforms. Globalization and Exports in particular are getting more attention in regional and local strategic plans. This creates an opportunity for colleges to prepare a response. When there is an incentive to cooperate, curriculum in existence at one college can be easily shared with other colleges. In fact, this has already effectively been accomplished under the California Transportation and Logistics Institute (CATLI) grant, which created this model focused on Logistics training that has been replicated many times over in other parts of California. Strategy: Identification of colleges that have adopted a global strategy, or a mission that includes globalization and assess their current state. Create a compendium of courses that have been developed by the U.S. Department of Education, Business and International Education Program, and use components of the over 66 international business courses that the CITDs have helped develop over the past decade. Devise a system to share these resources. Consult with colleges and assist them to build credible partnerships with strategic partners to leverage their brand names and awareness to capture more interest. Leveraging Strategic Partners: Multiple strategic partners could assist in assessing the market potential (based upon current and future predicted growth of globalization in that particular area) and providing guidance on content and marketing channels (perhaps market the program directly to the business community, or existing exporting/importing companies). Regional Goal 2: Expose more students to the global business and workplace environment and skills through infusing industry and credential aligned international business content into existing course offerings. (LI 3) Obstacle: California ranks 26th out of the 50 states in terms of community colleges internationalizing their business curriculum, according to a recent nationwide study by Michigan State University. For the state that has the greatest exposure and opportunities for global trade, this ranking suggests we have been losing ground simply through lack of effort. Developing new curriculum is a long cycle and has the potential to cannibalize existing course offerings. There also is the challenge of matriculation. Opportunities: A more cost effective method to get more students acquainted with international business dimensions would be to internationalize existing courses. Instead of writing a whole new curriculum and committing significant resources to the curriculum approval process, faculty could simply update or refresh their syllabus and lectures by infusing global content into existing courses. Providing a system of stackable credentials using interdisciplinary courses at the Community Colleges and infuse the courses with components of CITD classes and certificate components from regions housing international ports. Strategy: Incentivize faculty to undertake a project to internationalize their curricula through sponsoring their participation in conferences that promote global education as part of their sabbatical or a special project.. Leveraging Strategic Partners: Four (4) California Universities have CIBER centers which include Sacramento State University, the University of Southern California, University of California, Los Angeles, and San Diego State University. The Centers for International Trade Development (Global Trade and Logistics) have existing 7

12 North District Global Trade & Logistics Los Rios CCD RFA relationships with these CIBER centers, which could be brought into service under the Doing What Matters framework. The ports and chambers also provide support for educational programs Regional Goal 3: Enable incumbent workers to be more competitive with new knowledge and skills; Enable traditional and non-traditional i.e.;(incumbent workers)and students to become more globally competitive and more competitive in the labor market through attainment of industry recognized credentials (LI-7) (MP-29) (MP-33). Obstacle: Global trade affects nearly every enterprise and the global marketplace changes with frequency. The United States and our educational institutions, in general, have been focused primarily on the domestic market; however, as mentioned earlier, this will drastically change in the next ten (10) years. Despite 10 million current jobs in the U.S. relying on exports, significant growth is projected, and there are few credentials that are industry-recognized that signal to a company that a staff member or job seeker has the requisite background to support their global trade logistics needs. Generally, we have discussed job growth through exports, however, despite there being over 700,000 importers in the United States, there is no degree program at any college or university that sufficiently addresses importing,, customs, tariffs and duties and border compliance. Opportunities: The Los Rios CITD, Center for International Trade Development (Global trade and Logistics) currently offers exam preparation for the NASBITE-Certified Global Business Professional accreditation, and provides speakers and content for the Fresno CITD based Cal Ag Ex training (in cooperation with the California Department of Food and Agriculture), These existing efforts can be re-purposed and/or integrated into the regional plans and market segments that are broadly defined in this proposal. Strategy: Identifying target segments, contextualizing the curriculum, scheduling, promoting, registering, and exit exams (or surveys). Introduce a unique certificate and or credential that is delivered in 5 to 6 instructional sessions, either in-person or online, which provides a practical internship and can be modified for self-learning. Leveraging Strategic Partners: Chambers of commerce, economic development organizations, World Trade Centers, International Ports, and industry associations can be leveraged to help promote and support these educational services. Regional Goal 4: In line with the Capital Regions Next Economy Plan, Promote exports that support high paying jobs through a combination of business assistance and training services, which results in improved regional economy, increased revenue, penetration of new markets, cost savings, and job growth. (MP34) Obstacle: Based upon statewide averages, it is estimated that only 2% of the regions 70,000 businesses are taking advantage of export opportunities. Expanding export opportunities for small businesses in the region and in collaboration with industry sectors connected with other Deputy Sector Navigators through this partnership is critical and offers a window of opportunity to opening new markets for products and services. The most compelling reason U.S. small and medium size firms say they do not export is because of the perception that exporting is not essential for their survival. The 8

13 North District Global Trade & Logistics Los Rios CCD RFA emergence of global market wants, influx of global competitors, and the powerful pacific rim economy and market opportunities will have a dramatic effect on regional businesses and the regional economy. Opportunities: Growing exports is a recipe for a job creation, retention and economic growth, because it takes advantage of new sources of global demand and available purchasing power. Strategy: Promoting exports involves 4 major stages: 1) identifying companies with potential to begin or expand exporting; 2) preparing companies to export through training, one-on-one consultation, and assisting their staff to gain global competency; 3) engaging firms in export promotion activities, which generally involves participating in a trade show, trade mission, or other activity that puts them in contact with the potential buyers and facilitates primary research on customers, competitors, product usage, and buyer behaviors; and 4) providing follow-on technical assistance to assist the firm in closing the sale, by providing export finance, legal, and other support. Leveraging Strategic Partners: The Los Rios Center for International Trade Development (CITD) has a wide array of partners and community supporters and will be able to leverage this team for the foreseeable future. 5. Collect and Report data: The Deputy Sector Navigator will collect student participation and success metrics and data and identify and report curriculum and credential realignment. In addition, data will be collected and reported accounting for workforce retraining in global trade, export successes and job growth and retention. 9

28 PROJECT MANAGEMENT PLAN North District Global Trade & Logistics Los Rios CCD RFA Management Narrative 1. Deputy Sector Navigator Professional Experience: Mr. Brooks Ohlson is the proposed Deputy Sector Navigator. He is currently the incumbent Los Rios Center for International Trade Development (CITD) Director and has occupied that position since During his tenure at Los Rios Mr. Ohlson has transitioned the Los Rios CITD to the top performing CITD office in the State according to CITD Statewide Director Jeffrey Williamson and Mr. Greg Mignano, Northwestern Regional Director, U.S. Commercial Service. After only five years of revamping and recharging the Los Rios CITD program, Mr. Ohlson received the prestigious President of the United States E Award for outstanding export service program in the United States. One of only two awards of its kind awarded by the President in Congresswoman Doris Matsui jointly recognized the award by placing making a permanent statement of recognition to the Los Rios CCD CITD, E Award recognition in the 111 th Congress Congressional Record During the past two years, in addition to successfully operating the CITD, Mr. Ohlson successfully operated the largest State Trade Export Project for the CCCCO statewide Federal SBA STEP grant. helping California small businesses generate over $8 million in new export markets and sales. Prior to his tenure at Los Rios CITD, Mr. Ohlson was the Executive Director at the Northern California World Trade Center (WTC). Mr. Ohlson created the operational strategy for the fledgling non profit in 1997, when the license for the WTC was purchased by the Sacramento Metro Chamber of Commerce. As an employee of the Metro Chamber, in addition to creating fee for service, sponsorship and other revenue streams, he identified and was awarded multiple grants from the federal, state, local and private foundations to fund and sustain operations of the WTC. In 2004, Mr. Ohlson s WTC was awarded the Presidents E Award for outstanding accomplishments as an Export Service organization. Dr. Brice Harris accepted the award for the WTC in his role as Chairman of the Board of the WTC. At the time of his relocation to the Los Rios CITD, Mr. Ohlson was acknowledged by the Vice President Herbert Owida, of the WTC Association in New York City as having elevated the Sacramento/Northern California World Trade Center to amongst the top 5 in the United States in terms of programs, accomplishments and reputation. Prior to his positions at the Los Rios CITD and the WTC, Mr. Ohlson distinguished himself in various senior management positions within the U.S. Department of Commerce s U.S. Commercial Service, U.S. Foreign Service and the Bureau of Export Administration. In his Foreign Service Office position in Sweden, Mr. Ohlson managed the Export Attache office and frequently performed as the Senior Commercial and Trade officer at the U.S. Embassy in Stockholm. Due to his acknowledged professional experience in global trade, Mr. Ohlson is routinely quoted and referenced in local and statewide media articles and broadcasts. 24

29 North District Global Trade & Logistics Los Rios CCD RFA Deputy Sector Navigators successes in development of educational products within and without community college environment: Mr. Ohlson has worked with the Los Rios Community College District management and leadership for the past 16 years. He has worked within the Los Rios Community College District for the past 8 years and has successfully worked with faculty at all four campus business departments during that time. Within the past five years, working cooperatively with the Consumnes River College and the Folsom Lake College specifically, Mr. Ohlson has worked with faculty to introduce entrepreneurship certificate strategies with a global component. Specifically, through introduction in and on line environment through a not for credit summer course and finally to a for credit course, Mr. Ohlson worked with faculty at Folsom Lake College to create, develop and implement a Global E Bay business course. Several weeks ago, the Folsom Lake College Academic Senate approved the initiation of a new certificate/credential process, which is designed as a 16 unit certificate entitled Global Business Entrepreneurship. Dr. Carol Jong from the CCCCO attended this initial presentation by students from the College who were requesting the establishment of such a certificate to enhance their job opportunities. Equally important are the over 500 training. education services focused global trade workshops, seminars, conferences, presentations, executive education, trade promotion events created and hosted by Mr. Ohlson during his tenure at the WTC and CITD. The attached resume highlights more detail about these much needed programs which were delivered throughout Northern California and the Sacramento Region. 3. Deputy Sector Navigators leadership in region: Mr. Ohlson s accomplishments in his leadership roles in various global trade, training and export promotion are well documented and evidenced in paragraph 1 above. For his support of the Republic of Bulgaria s trade and commercial activities with California, he was appointed by the Prime Minister of Bulgaria as an accredited Honorary Consul for Bulgaria to Northern California. This recognition has provided significant enhancement to the reputation of the CITD program statewide and internationally and aided the bilateral trade relations and sales between California and Bulgaria businesses. 4.Deputy Sector Navigators accomplishments: Along with Mr. Ohlson s duties and responsibilities at the U.S. Commercial Service, World Trade Center and Los Rios CITD, came outcome oriented reporting responsibilities, data collection and dissemination and other performance deliverables. All of the federal, state, local and foundation grants required outcomes to be accomplished, identified, documented and reported on quarterly basis at a minimum. 25

30 North District Global Trade & Logistics Los Rios CCD RFA Frequently, unique success stories found within these grant projects were reported as they occurred to best capture the synergies and recognize small businesses or student successes in the media as they happen. Numerous articles about the WTC and CITD involving interviews with the Director including testimonials from local business owners and students have been generated in the region s Sacramento Business Journal, the Sacramento Bee and Comstock magazine. In addition, there have been a couple of interview broadcasts on ABC Channel 10 News and on local radio. 5. Project management scheme: The Deputy Sector Navigator will use its existing nationally awarding winning Los Rios CITD program, personnel, consultants and network of partners in the region and north state to successfully operate this new program. Adding alignment with the regional consortia and new Deputy Sector Navigators for the region will further enhance the program and bring the the CITD state of the art skill building, revenue producing and job creation program component into their sectors. 6. Use and leveraging of incumbent CITD program: The Sacramento and Northern California CITD, which is currently operated by the incumbent and proposed Deputy Sector Navigator for global trade and logistics is located in a stand-alone building owned by Los Rios CCD. The building is on a commercial street and is identified as the Los Rios Workforce and Economic Development Center. This Center is effectively a 5 th Los Rios Campus. The Global Trade and Logistics Center (CITD) will operate seamlessly in its existing offices in tandem with the one stop U.S. Export Assistance Center offices that it embraced in With the SBDC, COE and hopefully the Small Business CCCCO grant, the existing facilities will be truly a regional asset and a model for outstanding cooperation, service delivery and success. 26

Ohlson Honorary Consul General of Bulgaria Brooks Ohlson is currently the Director of the Northern California and Sacramento Regional Center for International Trade Development (CITD) a program created and funded by the California Community College Chancellors Office. Mr. Ohlson previously served for 8 years as the Executive Director of the Northern California World Trade Center (NCWTC), and the US State Departments International Visitors Program for the Northern California region. Over the past 12 years, Mr. Ohlson developed and hosted over 500 international conferences, workshops, training programs and trade missions with total participation of over 11,000 persons. One of the most significant was the 1800 attendee USA/PRC business conference in San Francisco he developed and hosted for the Chinese government. He created over $6 million in public and private sector contracts and grant funds to operate the CITD, WTC, NCIV and the Bulgarian Consulate during this period.. He elevated the NCWTC to amongst the top 5 in the U.S.A. as well as earning the NCWTC the prestigious President of the United States E Award for outstanding export service program and organization (2004). In May 2010, he received the President s E Award again, this time for the Los Rios CITD. Mr. Ohlson previously served as the District Director for the U.S. Department of Commerce Commercial Service in Sacramento. Prior to that appointment he served as the Special Agent in Charge of the South Western Regional office of the U.S. Department of Commerce, Bureau of Industry and Security, Office of Export Enforcement, Los Angeles. Mr. Ohlson served as a U.S. Foreign Service Officer, with the Foreign Commercial Service as the Export Control Attaché responsible for Sweden and Scandinavia. Following that 4 year assignment he made frequent trips to Europe, the Middle East and Asia for the Department's non-proliferation offices in partnership with USDOC, USDOS, DOD, CIA and US Customs. Prior to his tenure at the Commerce Department, Mr. Ohlson worked as a Criminal Investigator- Senior Special Agent with the U.S. Treasury Department s BATF, and US Secret Service. He is a native Californian and speaks Spanish, Swedish, Danish and Norwegian. He is a graduate of California State University. In August 2004 he was appointed by the Prime Minister of Bulgaria and the U.S, State Department as the Honorary Consul General of Bulgaria. 28
