Visit of EU s DG Information Society Deputy DG in Taiwan in July 2011) Interest from both sides to create win-win opportunities ICT R&D: identification of areas of mutual interest Implementation schemes in discussion with Taiwan s National Science Council, MoEA, ITRI

17 Instruments of ICT R&D cooperation EU side (1) Framework Programme 7 ( ), EU s main instrument for funding research in Europe annual budget + / - 12 billion Euro (TWD 460 billion) Objectives of international partnerships in FP7 : reinforce EU strenghts, increase market opportunities, accelerate deployment of R&D outcome, optimal use of large scale research infrastructures, science diplomacy aspect NO funding of R&D partners in industrialised countries with exceptions Since 2007, + / - 6% of FP7 grant agreements 3 Instruments of ICT R&D cooperation EU side (2) New programme starting in 2014 Horizon 2020 with bulk of money for enabling and industrial technologies (ICT, nanotechnologies, materials, biotechnology, manufacturing, space) and frontier research by best individual teams (European Research Council s grants) How it works: calls for proposals consortium of research centres (public, private) selection procedure grant agreement reporting Bi-annual Work programmes for FP7 ICT (2013 WP in preparation)

18 Instruments of ICT R&D cooperation Taiwan side Low level of Taiwanese participation in FP7 ICT so far and few contracts between researchers Taiwan has programmes similar to FP7, such as the National Program for Intelligent Electronics (NPIE) Taiwan has funding schemes (MoEA / ITRI and NSC) to facilitate international cooperation and a dedicated matching scheme for FP7 participation Unclear rules on European participation in Taiwanese R&D programmes so far 5 Priorities for increased ICT R&D cooperation European industry s view: Taiwan s intended global collaboration on system design for (bio)medical, green and automotive applications presents a unique opportunity for collaboration, as Europe s strengths are in system design which complements Taiwan s strong foundation in IC manufacturing and design. Opportunities can also be considered in robotics (ISTAG Report March 2012) Other possible areas of cooperation include Green ICT, Simulation tools, Process Engineering, Imaging Devices/sensors

19 Next steps to develop cooperation on nano electronics (1) Ad-hoc partnerships (bottom-up) supported by FP7 / H2020 and MoEA / NSC schemes. To encourage such partnerships: More networking i.e. exchange of experts in evaluation procedures More information events Individual research grants 7 Next steps to develop cooperation on nano electronics (2) Strategic cooperation on 450mm wafer transition Taiwan would join current global initiative with EU, US, Japan Action 1: joint workshops with a focus on equipment companies around the 'standard setting' for 450 mm manufacturing Action 2: facilitate contacts in view of cooperative R&D projects between European equipment companies and institutes with Taiwanese players (ITRI, companies such as TSMC) on common test of equipments / materials for future 450mm manufacturing platforms

20 Other possible areas of cooperation Robotics: look at opportunities through joint workshops on R&D areas such as safe robots, neuro-bio inspired systems with smart sensor devices and reconfigurable and adaptable robotic technology Green ICT: look at opportunities on green electronics taking advantage of Taiwan s effective supply chain for electronic products 9 Conclusion EU is a key player for ICT R&D A cooperation with EU can facilitate Taiwan s ICT industry to further climb the value chain EU is interested to make R&D with Taiwan to take advantage of Taiwan s supply chain, reactivity and innovation Taiwanese companies should look more closely at participation in EU ICT R&D
