SNBO Forming 2012 Code Committees Advance Registration for Code Hearings Open EPA Regulatons Govern Lead Paint Renovations SNICC Reviewing 2012 IBC Amendments Call for Committee Volunteers SN-ICC has several committees that do the work of the association during the Welcome NFRC Presentation Classroom May is Building Safety Month Building Safety Month is just around the corner in May. Building Safety Month is a public awareness campaign offered each year during May to help individuals, families and businesses understand what it takes to create and sustain safe and sustainable structures. The campaign reinforces the need for adoption of modern, model building codes, a strong and efficient system of code enforcement and a well-trained, professional workforce to maintain the system. SN-ICC is in the process of securing an official proclamation from Governor Brian Sandoval. We encouraged all of the jurisdictions in Southern Nevada to follow suit with their mayors and councils to proclaim May Building Safety Month in every community. The campaign is presented by the Code Council and its 50,000 members worldwide through its Foundation along with a diverse partnership of professionals from the building construction, design and safety community. Corporations, government agencies, professional association, nonprofits and more come together to

The committees include: Education, Membership Services, Web Site, Public Outreach, Finance & Assets, and Ethics. April 12 Chapter Meeting The next SN-ICC Chapter meeting will be April 12, The April SN-ICC Chapter meeting will feature a presentation by Peter Mulvihill, Nevada State Fire Marshal. Due to the subject matter, a larger turnout than usual is expected. Please RSVP to ensure enough seating and food. Chief Mulvihill will update us on the key legislation affecting the Nevada State Fire Marshall Division and discuss the expected code adoption schedule. Chief Mulvihill heads the State Fire Marshal Division for the Nevada Department of Public Safety. He has over 33 years of fire protection engineering, construction and fire service experience. Chief Mulvihill is a member of the Society of Fire Protection Engineers and the American Society of Civil Engineers. SN-ICC meetings start at 11:30 a.m. and generally end at 1 p.m. Meetings are held at Sierra Gold, 6515 S. Jones Blvd. (215 & Jones), on the second floor. May 10 Chapter Meeting to Honor Industry Icons Irene Porter and Steve Holloway have, between them, dozens of legislative victories for the construction industry in Nevada. The industry will suffer a great loss as both retire from active leadership of their respective organizations. Steve has already retired from AGC and Irene will be retiring later this year. The first comprehensive swimming pool and spa code to upgrade pool safety and meet the requirements of the Virginia Graeme Baker Act will soon be available for adoption by jurisdictions and use by contractors. The Swimming Pool and Irene Porter is executive director of the Southern Nevada Home Builders Association. She will be retiring later this year after more than 30 years. Introducing New Members Steve Holloway is the just retired executive director of the Associated General Contractors of Southern Nevada
3 3 of 6 4/2/2012 7:12 AM Spa Code (ISPSC), published by the Code Council and coordinated with the other I-Codes, is expected to be available in March and will include the Association of Pool and Spa Professionals standard, "American National Standard for Suction Entrapment Avoidance in Swimming Pools, Wading Pools, Hot Tubs and Catch Basins." (Reprinted from ICC enews) Advance Registration Now Open Let your voice be heard! We invite you to Register Now for the 2012 (Group A) Code Development Hearings, April 28 - May 6 in Dallas, Texas. Help Shape and Develop the 2015 I-Codes The hearings offer Building Safety, PMG and Fire professionals the opportunity to help shape the 2015 I-Codes. This event is an excellent way for building professionals, ICC Members and non-members to learn more about the code, get involved in the code development process, and be heard! Hearing participates will consider proposed code changes to the following (Group A) codes: Christopher S. Dyka has been a Las Vegas resident for more than 28 years and in the Architectural community for more than 27 of those years. A student of UNLV and ASU, a licensed general contractor and residential designer, he has been involved in all facets of the construction process. He has worked for a few Architectural offices, but has been fortunate to call Larry Tindall Residential Design and Greene Tindall Architecture his home for more than 20years. Always looking for a challenge and to and learn something new, the construction industry has been a great fit. Scott Kassel, P.E., is currently the quality manager for special inspections and material testing at 3B Engineering. He has experience since 1995 in the field of construction materials testing and observation, including research applications. Scott has provided supervision and management of field and laboratory testing associated with earthwork, asphalt paving and concrete paving operations for commercial, residential, industrial and public works projects. Steven Kwon is the President of GKG Builders in Las Vegas. His company specializes as a general contractor, including commercial, industrial and land development, and does feasibility studies and urban planning as well as complete architectural services He is a Past member of Clark County Steering Committee Architectural Task Force, and has served on the Equal Rights Commission Nevada for the past three terms. Young Leonard is currently the General Manager of SunStone Building Specialties here in Las Vegas. SunStone has been in business since 2004 and is the local leader in Natural Daylighting products as well as Life Safety products representing manufacturers for Smoke Guard, Kalwall and Solatube. He is originally from Chicago and has been involved in fabrication sales or construction sales for the past 33 years. Julie Mark is currently Lead Sustainability Consultant for Energy Inspectors' Las Vegas division. She assists in providing builders and developers with energy efficiency and sustainable consulting services and solutions. She holds a Bachelor of Science in Architectural Engineering from the University of Colorado at Boulder, with an emphasis in structural engineering and sustainability. Bobby Tavakoli is President of On Guard Fire Protection in Henderson. He has over 14 years experience in fire sprinkler systems and is NICET Level 4 Certified. His Company holds a contractors license in Nevada and California were he is actively involved with promotion and installation of life safety systems. On Guard Fire Protection is also a member of NFPA, NFSA, and SNHBA 2012 SNBO Code Committees Forming The Southern Nevada Building Officials (SNBO) is requesting the assistance of industry representatives in reviewing the 2012 edition of the various model construction codes for possible adoption by local governments in Southern Nevada. The following are the codes to be reviewed: 2012 Building Code 2012 Residential Code 2012 Energy Conservation Code (IECC) 2012 Uniform Mechanical Code 2012 Uniform Plumbing Code 2012 Swimming Pool and Spa Code
4 4 of 6 4/2/2012 7:12 AM Building Code (IBC) Fuel Gas Code (IFGC) Mechanical Code (IMC) Plumbing Code (IPC) Private Sewage Disposal Code (IPSDC) IICC to Adjust Code Book Prices 2011 National Electrical Code SNBO is forming technical committees now so that the committees can meet to formulate operating procedures and establish a calendar of meetings in preparation for the publication of the codes. We particularly need some volunteers for the Swimming Pool and Spa Code Committee. Industry representatives are being asked to serve on the below listed SNBO technical committees to review the various 2012 codes. In addition to serving on technical committees, SNBO would like to have industry representatives serve as co-chairpersons of each committee. The SNBO technical committees are: Architectural Committee (IBC) Fire & Life Safety Committee (IBC) Structural and Grading Committee (IBC and IRC) Residential Code Committee (IRC) Plumbing/Mechanical Code Committee (UPC, UMC) Energy Code Committee (IECC) Swimming Pool and Spa Code Committee (ISPSC) National Electrical Code Committee (NEC) To sign up, complete the Code Committee Sign-up Form and return it to Sharyn Davis, sdavis@clarkcountynv.gov or fax to Meetings will begin the second week of April. SN-ICC Reviewing 2012 IBC Amendments Effective April 1, ICC will have a price adjustment on I-Codes, Commentaries, and other select items in book, CD and PDF format. The link below will get you to the ICC Bookstore in case you want to make any purchases before the price increase. /Store/Pages /default.aspx EPA Regulations Govern Renovations With Lead Paint EPA recently published regulations, to implement a portion of the Toxic Substances The Southern Nevada Chapter of the Code Council (SN-ICC) is presently reviewing national amendments proposed to the 2012 IBC. If you wish to take advantage of this opportunity and have a voice in developing the 2015 IBC, please join our 2015 Code Development Committee. The proposed amendments can be obtained here. Committee meetings will be scheduled for discussions as necessary. Most of our reviews will be independent of the group and coordinated through . As such, if you are not able to attend the meetings, you are still encouraged to participate. Since the hearings begin the last weekend in April, this task will be completed the preceding week. This is also a good opportunity for those of you that will be participating in the local amendment process for the Southern Nevada Building Code. Not only will you receive initial exposure to the 2012 IBC, you will also be exposed to proposed amendments that may be appropriate to incorporate into our local codes. If you would like to take advantage of this opportunity and influence the 2015 IBC, please notify Doug Evans at dhe@clarkcountynv.gov SN-ICC Swimming Grants Presented to Jurisdictions The Southern Nevada Chapter of the Code Council has presented grants of $1,500 to the Parks and Recreation Departments of each city and county government in Southern Nevada to provide free swim lessons to toddlers 4 years old and younger. The SN-ICC members recognize that,in addition to restricting access via barriers,teaching toddlers to swim is one of the most effective methods to reduce future occurrences of such drowning deaths. The funds must first be used to provide free swimming lessons to toddlers 4 years of age and younger. If there are an insufficient number of such toddlers to expend the entire$1,500, the funds are then to be used to provide free swimming lessons for children of any age. After completion of the swimming lessons, any remaining funds may be used for any activity that directly promotes pool safety, such as public education materials on pool safety or public service announcements. Here is a link to the actual regulation: EPA Lead-Based Paint Poisoning Prevention in Certain Residential Structures The regulations were approved in 2008 and various sections take effect beginning in 2009 for training programs for residential renovation firms, to the July 2010 requirements that affect all contractors performing residential renovation work that might disturb painted surfaces that may contain lead. Aqua Tots Children ages 6 mo. - 2 yrs. in the Aqua Tots program participated in the water with their parent/guardian. Parents learned how to assist their children in various swimming skills, learned basic safety rules, proper supervision, CPR/First Aid basics, and how to keep their children safe in and around water. Aqua Kids Children ages 3-4 yrs. in the Aqua Kids program learned various swimming skills such as front and back floats, kicking, arm movement, bobbing to safety, basic water treading movement, and various safety information encouraging them to be safe in and around water. In the Aqua Kids program, the parents attended a special water safety discussion on the pool deck to learn important water safety information. For complete details on the program, click here. Pictured below left is SN-ICC President Doug Evans presenting the swim grant check to the Mesquite city council. At right, Las Vegas Mayor Carolyn Goodman and other members of the city council accept the check from SN-ICC. To summarize the very lengthy regulations, they apply to construction companies that renovate residential structures where there might be lead paint, they apply to those who train those companies and/or certify them to comply with the federal requirements, and they apply to organizations who train the trainers. None of the regulations impose any responsibility for enforcement on local officials, nor are there any reporting or training requirements for local code officials. The enforcement of the regulations is by Federal action and can include EPA or Justice Department enforcement procedures both civil and criminal. Criminal
6 6 of 6 4/2/2012 7:12 AM sanctions under the Toxic Substances Control Act (TSCA) that would apply to contractors, are: civil penalty of $25,000 per violation, or criminal penalties of up to $25,000 per day of violation, and up to one year in prison.
