2 Brief Project Name Caribbean Village Introduction Department of Cultural Affairs through its Art in Public Places Program and Miami Dade County Public Housing and Community Development request qualifications from professional artists and/or artist teams to create artworks for Caribbean Village, a new high rise offering affordable units for seniors. The selected artist(s) will design a unique artwork that will contribute to the identity of this facility and bring an unexpected and delightful encounters for residents, visitors and passers-by. 3 Detailed Description Art in Public Places Caribbean Village is a new construction, high-rise development located at the corner of Caribbean Blvd. and SW 200th Drive, in South. The project will consist of 123 affordable units for seniors with one and two-bedroom units. Proposed amenities include a fitness room, community room and computer lab. Surface parking will be provided on site with an adjoining Park and Ride transit facility. Caribbean Village is being developed on land owned by Transit with the intent of furthering their goals of encouraging affordable housing developments in proximity to the County s transit systems. The fifty-five (55) year land lease between and Caribbean Village, Ltd. commences on the date of the closing of construction financing. The land lease agreement contains provisions for two fifteen-year contract extensions. The development is being financed using local, state and federal funds, including Surtax, GOB, FHFC tax-exempt bonds, FHFC SAIL funds, and 4% Federal Low-Income Housing Tax Credits. Caribbean Village, Ltd. is being co-developed by Pinnacle Housing Group, LLC and South Miami Heights Community Development Corporation. PHG-Caribbean, LLC is the Managing General Partner with SMH Caribbean, LLC as the Co-General Partner (nonmanaging). 5 Process The Professional Advisory Committee (PAC) is a panel composed of professionals in the field of art, public art, architecture, art education, art history, or architectural history appointed by the Art in Public Places Trust. A three-member group will be drawn from the PAC to review all artists work responding to this request and recommend one or more artists for commission by the Trust. It is anticipated that a three-member group of arts professionals drawn from the PAC will identify a shortlist who will be paid an honorarium to develop specific proposals. Shortlisted artists will have the opportunity to engage in an artist orientation and site visit to meet the key stakeholders and further develop their proposals. One of the first public art programs in the country, Miami-Dade Art in Public Places was established in 1973 with the passage of an ordinance allocating 1.5% of construction cost of new county buildings for the purchase or commission of artworks, educational programs and collection maintenance. The Art Trust Fund is administered by a County Commission-appointed citizens board, the Art in Public Places Trust, in consultation with its Professional Advisory Committee. 7 ABOUT MIAMI-DADE DEPARTMENT OF PUBLIC HOUSING & COMMUNITY DEVELOPMENT We administer federal subsidies that support almost 10,000 units of public and other assisted housing. We also work with builders, developers, lenders and private housing providers to expand affordable housing opportunities in. We support self-sufficiency and offer resources for current and aspiring homeowners. As the sixth largest housing agency in the nation and undoubtedly one of the most complex and comprehensive public housing agencies, we are responsible for housing more than 30,000 residents, provides for Section 8 subsidized payments for 16,000 families and administers an array of specialized housing opportunities for special populations and the homeless. We also administer federal funding programs including the Community Development Block Grant (CDBG), the HOME Investment Partnership (HOME) Grant, the Emergency Shelter Grant (ESG), and the Neighborhood Stabilization Grant programs, designed to develop viable urban communities by providing decent housing and a suitable living environment and by expanding economic opportunities, principally for low and moderate-income households. We are primarily responsible for developing affordable housing, to include the oversight of the Documentary Stamp Surtax (Surtax) and State Housing Initiatives Partnership (SHIP) funds for affordable housing development.
