3 3 ACI World Report July 2013 Message from Angela Gittens Director General, ACI World Dear Colleagues, The ACI World/Europe Annual Congress & Exhibition 2013 in Istanbul was a resounding success, showcasing an exceptional line-up of diverse speakers and panellists. With the conference theme of Dynamic Airport Business Transformation, airports large and small gained insights on strategies and tactics to be resilient in the face of current and emerging challenges. Our keynote speakers, Dr. Temel Kotil, President and CEO of Turkish Airlines, and David Scowsill, President and CEO of the World Travel and Tourism Council, exceeding our expectations, both delighting and informing the audience and setting the table for the ensuing discussions. Against the backdrop of public protests in Istanbul s Taksim Square nearby, (which stimulated their own share of discussion among our delegates and attendees) our event unfurled seamlessly. Our gracious hosts, Dr. Sani Sener and his staff from TAV Airports Holding, kept us informed up-to- theminute as to external developments and, with their warm hospitality and cool competence, ensured that all events, professional and social, were productive, enjoyable and on schedule. advancing meaningful discussions on the future of our business. Prior to the start of the Congress, ACI World held its first Safety Symposium featuring topics of particular interest to senior executives, including the role and responsibility of the Accountable Executive, presented by the Chair of the ACI World Safety and Technical Standing Committee, Brett Patterson, Vancouver Airport Authority s Director of Airside Operations. We were particularly honoured to have the keynote address given by Ad Rutten, Amsterdam Schiphol s Executive Vice- President and Chief Operating Officer who is also the World Governing Board s liaison to the World Safety and Technical Standing Committee. As the preeminent sponsor of the Airport Excellence (APEX) in Safety programme and the President of the ACI Fund for Developing Nations, as well as a generous and reliable donor of funds and expertise to ACI programmes to benefit airports from the least developed nations, Ad s message was an inspirational call to action from someone who walks the talk. The symposium proved to be so productive that we have been asked to include it in the 2014 World/Asia-Pacific Annual General Assembly in Seoul, South Korea next May. Our most senior and influential industry leaders from all corners of the globe could be easily spotted, day-in and day-out, in and around the Congress & Exhibition venue and the social events. We were pleased to have a full range of industry partners joining us, with delegates from the airline, air navigation service, regulatory, manufacturing, service and supplier segments of our industry, At the World Annual General Assembly itself, the membership elected Fredrick J. Piccolo, President and CEO, Sarasota Manatee Airport Authority, as the incoming Board Chair and Mr. Declan Collier, CEO of London City Airport, as incoming Vice Chair. Their two-year terms will commence in January I look forward to working with Rick and Declan over the new two years as they

4 ACI World Report July have proven themselves time and time again to be committed and visionary leaders. ACI Members also supported several resolutions that clearly articulate the airport perspective on key issues that will come before the ICAO Assembly at its Triennial Assembly 24 September through 4 October this year. They are described in this month s issue. Thank you to all who attended and trust that you agree that the quality of the sessions was truly outstanding and reflective of our industry working in concert to further our position on the world and regional stage for the benefit of the communities we serve. It was a great week. At the gala dinner, held at the stunning Çırağan Palace Kempinski in Istanbul where we were treated to spectacular entertainment by Turkish and Korean performers, we honoured our ASQ Award winners and new inductees to the Director General s Roll of Excellence: Malta, Cancun, Juan Santamaria (Costa Rica) and Shanghai Pudong Airports. We are always glad to take the opportunity to recognise and congratulate the success of these airports that work so hard to meet and exceed the expectations of their customers. This year, a record 117 new graduates joined the ranks of AMPAP and 5 graduates took home associate diplomas.

8 New Leadership Elected at Annual General Assembly Fredrick J. Piccolo Elected Chair and Declan Collier Vice-Chair ACI World Report July During the 23rd Annual General Assembly in Istanbul, Turkey on 10 June 2013, Fredrick J. Piccolo, President and CEO of the Sarasota Manatee Airport Authority was elected Chairman of the Airports Council International World Governing Board by a unanimous vote of the members. Additionally, Declan Collier, Chief Executive of London City Airport, was elected Vice-Chair. Both Mr. Piccolo and Mr. Collier will begin their two-year leadership terms in January of Mr. Piccolo is currently Vice Chair of the ACI World Governing Board and Mr. Collier is currently President of ACI Europe. ACI World Director General Angela Gittens stated, Today, we welcome two very qualified airport leaders whose industry expertise and knowledge will help further guide and steer ACI to provide its members with the tools, services and strategies to continue achieving operational excellence. Mr. Piccolo expressed his appreciation following the vote. 9 9 ACI World Report July 2013 Airport Service Quality Award Winners and Director General s Roll of Excellence Inductees Honoured at Gala Dinner Airports Council International (ACI) honoured recipients of its 2012 Airport Service Quality (ASQ) Awards and inductees to ACI s Director General s Roll of Excellence during the ACI Europe and World Annual Congress & Exhibition Gala Dinner and ASQ Awards Ceremony at Ciragan Palace Kempinski in Instanbul, Turkey on 11 June Director General s Roll of Excellence Four new airports were inducted into the Director General s Roll of Excellence which recognizes airports that have ranked among the top five in Airport Service Quality (ASQ) for five years. New Inductees Cancún International Airport Juan Santamaria International Airport Malta International Airport Shanghai Pudong International Airport ASQ Awards ASQ Awards were presented in four categories that included: Best Airport by Region, Best Airport by Region (Fewer than 2 million Passengers per Year), Best Airport by Size, and Best Improvement. At its 2012 World Annual General Assembly in Calgary, Alberta, Canada, ACI announced that it would discontinue the Best Airport Worldwide award category to focus more attention on categories that facilitate comparison, particularly airport size and region. 15 15 ACI World Report July 2013 Record Number of Airport Executives Join the Ranks of AMPAP 2013 saw 117 airport executives received their International Airport Professional (IAP) along with 5 AMPAP Associates. The graduation ceremony took place in Istanbul, Turkey after ACI Annual General Assembly on Monday June 10th in front of an audience of airport leaders from around the world. 54 Graduates and Associates were present to receive their Diplomas from ACI World Director General Ms. Angela Gittens, Mr. Mohamed Elamiri, Deputy Director, ICAO Safety and Security Audits Branch, SITA`s Catherine Mayers and Dr. Pierre Coutu, AMPAP Programme Executive in front of an audience of over 400 senior airport executives.

16 ACI PaxFlash and FreightFlash Global Passenger Traffic Grows Modestly by 1.8% in April ACI World Report July Passenger traffic at airports increased modestly by +1.8% in April Airports also reported moderate increases of +2.4% in international passenger traffic and 1.3% in domestic passenger traffic compared to April Regional disparities persist with markets like the Middle East posting significant year-over-year gains at +10.2% in passenger traffic, while North America and Europe remain almost flat at -0.3% and +0.4% respectively. Many major European airports are feeling the brunt of the economic slowdown. Madrid (MAD), Paris (CDG), Frankfurt (FRA) and London (LHR) all experienced declines in traffic during the month of April. However, other airports such as Dubai (DXB), Istanbul (IST) and Kuala Lumpur (KUL) continue to experience double digit gains. Total freight traffic worldwide increased by +1% in April Growth continues to be mixed across airports since approximately 50 percent of the world s top twenty air freight Regional disparities persist with markets like the Middle East posting significant year-over-year gains at +10.2% in passenger traffic, while North America and Europe remain almost flat at -0.3% and +0.4% respectively. hubs registered declines in air freight volume for the month of April. Looking at the volume of traffic over a twelve month horizon, from May 2012 to April 2013, there is negligible growth in air freight at a +0.4%. Nevertheless, Hong Kong (HKG) and Memphis (MEM), two of the world s busiest air freight airports, posted relatively strong gains amidst the economic uncertainty in April at +4.5% and +4.3% respectively. 17 17 ACI World Report July 2013 Airports Vote Yes Empowering ACI to Act on Assembly Resolutions that will Further Advance the Airport Industry On 11 June 2013 At the 23rd ACI World General Assembly in Istanbul, Turkey, the world s airports unanimously supported the following resolutions that empower Angela Gittens, ACI World s Director General, to begin work on the following key priorities. RESOLUTION No.1: AIRPORTS URGE ICAO, STATES AND OTHER STAKEHOLDERS TO WORK COLLABORATIVELY TO SUPPORT AND PROMOTE THE USE OF AIRPORT COLLABORATIVE DECISION MAKING (A-CDM) The Assembly resolves that ACI urge ICAO and other parties to: 1. support airports in all parts of the world to introduce A-CDM by ensuring that the regulatory framework is in place and that appropriate guidance material and technical assistance is available; and 2. use innovative solutions to meet the challenges ahead and manage increases in traffic using the existing airport infrastructure while delivering operational benefits, reducing costs, improving efficiency and protecting the environment. RESOLUTION No.2: ACI URGES ICAO AND STATES TO ENSURE THAT AIRPORTS ARE CONSULTED BY AIR NAVIGATION SERVICE PROVIDERS AND AIRCRAFT OPERATORS BEFORE IMPLEMENTNG NEW PERFORMANCE BASED MANAGEMENT ROUTES SO AS TO AVOID ADVERSE NOISE IMPACT ON THOSE COMMUNITIES The Assembly resolves to urge ICAO and other parties to: 1. acknowledge that ACI supports the potential safety, efficiency and environmental benefits of PBN; 2. acknowledge that when new PBN routes are planned, it is important for airport operators to have early involvement with the aircraft operators, air navigation service provider, the civil aviation authority and also the local community; and, 3. recommend that States, when considering PBN routes arriving at and departing from airports, ensure that air navigation service providers and aircraft operators involve airport operators from the outset so that they may consult fully with local communities in order to avoid adverse noise impact on those communities. RESOLUTION No.3: AIRPORTS SUPPORT THE DEVELOPMENT OF NEXT GENERATION SECURITY The Assembly resolves that: 1. ACI should continue to work constructively with ICAO, States and other industry partners to develop and test next generation screening capabilities; 2. such work should recognize the needs of airports and be developed in ways that inform all parties of the benefits and limitations of new approaches; and The Assembly further resolves to urge ICAO and other parties to: 1. recognize that airports are central to the development of better security; 2. provide such support as is necessary to develop systems which work in the interests of passengers and other stakeholders while maintaining the integrity of the aviation security system; and 3. develop guidance in cooperation with ACI that will establish best practices that can be used at airports worldwide.

RESOLUTION No. 4: RESOLUTION No. 6: 18 AIRPORTS URGE STATES AND OTHER STAKEHOLDERS TO WORK COLLABORATIVELY THROUGH ICAO TO REACH AGREEMENT ON MEASURES TO REDUCE AVIATION S IMPACT ON THE ENVIRONMENT The Assembly resolves to urge States to: 1. recognize the collective will of the aviation industry for ICAO to reach an agreement at its 38th Assembly to develop a comprehensive package of technological, infrastructure and operational measures complemented by market based measures (MBMs), as necessary, to reach the goal of carbon neutral growth by 2020; AIRPORTS ESTABLISH A VISION TO ENSURE THAT PASSENGERS NEEDS ARE ADDRESSED BOTH WHEN THE SYSTEM OPERATES WELL AND DURING PERIODS OF DISRUPTION The Assembly resolves to urge ICAO to: 1. establish core principles that could help States to develop and achieve satisfactory passenger service in both normal operations and periods of flight disruption; and, 2. work with industry to develop guidance material to assist States to prepare and test contingency plans for periods of flight disruption. 2. work collaboratively through ICAO to develop a comprehensive proposal for a single, global MBM mechanism to address international civil aviation CO2 emissions, and to complement the role of technology, operational and infrastructure measures; and 3. recognize the contribution that industry as a whole, working through ATAG, and airports in particular, can make to being part of the solution. RESOLUTION No. 5: AIRPORTS SEEK GREATER REGULATORY FLEXIBILITY TO RECOGNIZE INCREASED COMPETITION AT AND BETWEEN AIRPORTS WHICH WOULD BRING DIRECT BENEFITS TO ALL STAKEHOLDERS The Assembly resolves to urge ICAO to develop policies and guidance that encourages States: 1. to avoid economic regulation of airports in areas where competition is already effective; and 2. to consider carefully the degree of economic regulation necessary where competition has yet to develop, but competitive constraints and the potential for competition already exist.

19 19 ACI World Report July 2013 ACI World and ACI Asia-Pacific Join Forces in China by Michael Rossell, Director, ICAO Relations At the kind invitation of Mr Xia Xinghua, Deputy Administrator of the Civil Aviation Administration of China (CAAC), both Patti Chau and I were invited to attend the China Civil Aviation Development Forum in Beijing, from 16 to 17 May. This has become an increasingly prestigious event as its focus has expanded from the domestic development of airports to a much broader international perspective. The two days were packed with presentations from high-level policy makers and experts from China, the US, the EU and other States, who spoke of the economic value of airports and indeed many concluded that even though the airport itself might operate at a loss, the local, regional and national economic benefits of its presence offsets these losses many times over. Definitive data on activity in China was not readily available, with a best estimate of 183 certified airports, expected to rise to 260 by ACI was honored to have been asked to moderate a session titled Airports Create Regional Economic Dynamics on the second day and allowed us to provide an overview of ACI activities: noting that most Chinese airports were members of ACI Asia-Pacific. Members of the panel included high-level representatives from Capital Airports Holding Company, Shanghai Left to right: Patti Chau, ACI Asia-Pacific; Michael Rossell, ACI World; Xia Xinghua, Civil Aviation Authority of China Airport Authority, Guangzhou Baiyun International Airport, Anchorage International Airport and FedEx Asia-Pacific. The panelists all highlighted the attraction of businesses to well-connected airports with several of these airports having evolved into aerotropoli with corporate headquarters, residential areas, and high-end manufacturing and logistics organizations all clustered around the airport. These airports also serve a wider region as hubs and tourist gateways: a function that was expected to grow significantly with the introduction of the 72- hour Visa-Free Transit Programme. Two last statistics: Boeing said it had taken 40 years to deliver its first 1,000 aircraft to China, it expected to deliver the next 1,000 in just eight years; and those aircraft would carry a lot more people, with traffic expected to increase by 2 ½ times by This would all mean busier airports. In conclusion, this was a valuable event for ACI and provided the opportunity to see and hear firsthand how the Chinese civil aviation industry was developing. It was particularly refreshing to attend a conference which focused on the economic benefit of airport development.

20 ICAO s Antigua Regional Runway Safety Seminar Focuses on Hazard Reduction By John Kim, Manager, Safety and Technical ACI World Report July From May 27 to 30, ICAO held a Regional Runway Safety Seminar in Antigua for its North and Central America and Caribbean Region, in conjunction with its Runway Safety Partners which include ACI. ICAO and partner organizations agreed that all airports in the region should set up Runway Safety Teams to focus on hazard reduction and increase cooperation and understanding among local partners. Attendees of ICAO s Regional Runway Safety Seminar, May 27-30, 2013 More specifically, airports with runways that require aircraft to cross another active runway should focus on runway incursions, and airports with aircraft that require the full length of the runway for take-off should focus on runway excursions. Additionally, airports undergoing construction should concentrate on the risk of runway confusion stemming from the temporary closure of a runway. For new airports, ACI proposed a pre-emptive approach based on the notion that Runway Safety Teams that commence their operations during construction planning, design and trial operation stages will be more effective than Runway Safety Teams that only commence work when the facility is already in operation. ICAO and partner organizations agreed that all airports in the region should set up Runway Safety Teams to focus on hazard reduction and increase cooperation and understanding among local partners. ACI informed attendees about its Airport Excellence (APEX) in Safety Program, which provides assistance to ACI members to improve their level of safety and compliance with ICAO Standards and Recommended Practices (SARPs), and its Global Training courses which provide unique training solutions through accreditation programmes, certifications, in-house training courses and E-learning.

21 21 ACI World Report July 2013 ACI Releases the 2nd Edition of its Wildlife Hazard Management Handbook By John Kim, Manager, Safety and Technical ACI is pleased to announce the release of its updated and expanced Wildlife Hazard Management Handbook. In its 2nd edition, the Handbook provides actionorientated guidance material for the development of a WHMP (wildlife hazard management programme) for all aerodromes, large and small, as well as practical methods to tailor, improve and expand programmes currently in place. It also provides best practices and methodologies that can be implemented by aerodrome operators to reduce the risks associated with wildlife hazards. several large civil aviation authorities and distilled from ACI member airports operational safety procedures, ICAO materials, and the wildlife management publications of other international aviation and non-aviation organizations. 22 ACI World Report July 2013 Meeting of the ACI World Safety and Technical Standing Committee By Gudjon Atlason, Manager, Safety and Operations 22 The 30th ACI World Safety and Technical Standing Committee (STSC) meeting took place in Montreux, Switzerland from May 14 to 16, 2013 and was hosted by Geneva Airport. The Committee is a much appreciated forum for leading-edge dialogue between experts in the field of aerodrome design and operational safety. The meeting was well attended, with over 30 participants, thanks to the recent augmentation of the committee s membership by members of the former Operational Safety Sub-committee and other new members. The packed 3-day meeting agenda included an update on developments in ICAO, including the newly-released Annex 19, amendment to Annex 14, ACI participation with ICAO (including Panels, Working Groups and Conferences such as the Air Navigation Conference), as well as the current status of the ACI s APEX (Airport Excellence) in Safety Programme and its future. Airport Collaborative Decision Making (A-CDM) was on the agenda, with a thorough report on the implementation of such a programme at Bangalore Airport in India. Presentations on runway friction and aircraft and runway de-icing gave rise to discussions, the conclusions of which will be shared with ICAO, IATA and other industry groups. Three working groups were formed and tasked with delivering a project outline with milestones for the development of the following: a) Key Safety Performance Indicators (KSPIs) for aerodromes - ACI Recommended Practice b) ACI Runway Safety Handbook c) ACI Handbook for Emergency Planning and Preparedness. The groups work was very fruitful and outputs are slated for delivery by year end. The completely revised second edition of ACI s Wildlife Hazard Management Handbook was developed by a sub-group of the committee and endorsed by the full committee, which thanked the organizations and people who contributed to the hard work of developing such a useful handbook. 23 23 ACI World Report July 2013 A Warm Welcome to New ASQ Participants By Sevda Fevzi, Manager, Marketing I n July, ACI would like to extend a warm welcome and congratulate the following Mexican airports operated by Grupo Aeroportuario Centro Norte (OMA), who are the latest participants to join the ASQ Regional programme: Ciudad Juarez (CJS) Durango (DGO) Reynosa (REX) San Luis Potosi (SLP) Zacatecas (ZCL) Glasgow (GLA) is now also participating in the ASQ Assured Programme. ASQ Assured is a quality management certification specifically designed and operated for airports by ACI. It is a certification of an effective service quality management process, helping airports meet the challenge of managing service quality in a very dynamic industry environment by recognizing the initiatives and processes in place at the airport. Certified airports benefit from industry recognition as well as an independent audit and report on their processes. ASQ Assured is unique in that it recognizes that providing continual high quality service is a journey, not a destination. It is designed to be a framework to help airports drive continual improvement and identify areas to focus on. ASQ Assured does not mandate an arbitrary service level. Certification recognizes airports commitment to service quality and the fact that systems and processes are in place to constantly improve the service provided to passengers. ASQ Assured is an invaluable tool to airport CEO s who want to: Chart a course of airport service improvement. Benchmark their existing service quality management processes against airport industry best practice. Strengthen their customer focused management culture.
