Background The Fehmarnbelt Fixed Link Shortens travel times from Lübeck to Copenhagen, Malmö and Lund by about one hour Changes regional economic geography But: Even today travel time from Lübeck to Öresund is shorter than from Lübeck to Frankfurt / Main, or from Malmö to Stockholm => Transnational cooperation in the FBÖ-corridor makes sense! 2 1

FBÖ TransTechTrans Cooperation Agreement Objective: To create a cross-border Innovation Arena Three organisation have signed the Cooperation Agreement (CA) Region Skåne, Sweden Ministry of Science, Innovation and Higher Education, Denmark Lübeck Chamber of Industry and Commerce, Germany Schleswig-Holstein Ministry of Economic Affairs, Employment, Transport and Technology grants further support Supporting organisations Further organisations support the Initiative as National Contact Points, or by working in the initiative s jury Invest in Skåne, Sweden Biopeople, Denmark s Innovation Network for Health & Life Sciences Life Science Nord, Germany Medicon Village, Sweden Netmatch, Denmark 4 2

FBÖ TransTechTrans - Overview 3 sponsors (1 from DE, DK and SE) 15,000 EUR / sponsoring organisation (pooling 45,000 EUR in total) Further info and downloads at 2 partners from 2 countries 1 sending (or seconding ) + 1 host organisation (from private industry, research institutes, university institutes, ) 1 R&D employee (one-way) cross-border delegation Delegation periods 1 wk 2,000 EUR 2 wks 3,000 EUR 3 wks 4,000 EUR 4 wks 5,000 EUR => 9 to 22 delegates supported during pilot phase (07/ /2014) Starting with BioTec and MedTec industries. 4 5. Cooperation Agreement (CA) Content in Brief Eligible Business Sector Restricted to BioTec, MedTec and Life Sciences during the pilot phase (July 2013 to June 2014). These sectors are stronghold industries in the FBÖ-corridor Numerous players in these industries perform R&D. Applicants must come from the above industries / sectors. Partners must present some kind of relevant idea about their cross-border cooperation, where their interests meet, or match Cooperation Agreement (CA) Content in Brief Technical content and scope Programme Support for cross-border secondment of staff between partners from two out of the three participating countries (SE, DK, DE) Duration: 1 to 4 weeks Typical set-up: one-way secondment (two-way secondment also possible) Objectives Creation of longer-term relations between the two partners Exploitation of complementary competences between partners Identify ideas for R&D projects between the partners Identify ways of implementing joint R&D projects (including financing beyond the period of funding from FBÖ TransTechTrans) 8 4

Cooperation Agreement (CA) Content in Brief Budget of the Initiative Each sponsor allocates 15,000 EUR to the Initiative Region Skåne pays to Swedish beneficiaries Danish Ministry pays to Danish beneficiaries IHK Lübeck pays to German beneficiaries i.e. no cross-border payments. No additional funding after 15,000 EUR from one sponsor are exhausted. No transfer of funds between sponsors Cooperation Agreement (CA) Content in Brief Jury Six members, two from each country One is knowledgeable about the life science industry (e.g. a life science cluster manager) One is knowledgeable about industry in general (e.g. from a business development agency) Decisions of the jury are binding. There is no legal claim to funding from the Initiative. Three to four jury meetings are planned during the Initiative s pilot phase: 18 Sep. 2013, Lund 04 Dec. 2013, Lübeck Dates for further meetings are to be discussed. There may be no further jury meetings in case the resources are used up! Submit your proposal AT LEAST three weeks before a jury meeting! (First deadline: 28 Aug. 2013!) 12 6

Cooperation Agreement (CA) Content in Brief Concluding Conference Part of the pilot phase is a concluding conference in May or June Purpose: Collect feedback and experiences from seconded staff, jury, and National Contact Points (NCPs). Provide a platform for networking and innovation. Beneficiaries, national contact points, and jury members will participate Cooperation Agreement (CA) Content in Brief Evaluation of Initiative Lessons learned will be written following the concluding conference. The outcome will be evaluated. The decision will be taken by the sponsors to Continue the Initiative beyond pilot phase Adjust / change CA and / or Terms of Reference (ToR) Open Initiative to further R&D performing sectors Cease the Initiative 14 7

8 6. Terms of Reference (ToR) Content in Brief Terms of Reference are an appendix to the CA. Eligible Participants Pairs of organisations from two out of the three countries (SE, DK, DE) One partner must be from industry. The second may be a public research organisation (research centre, university institute, etc.) SMEs and research organisations are particularly encouraged to apply Partners shall be research-performing Partners must be independent from each other (no partnership with own subsidiary, parent company, branch office, sales office, etc.) Individuals are not eligible to apply Terms of Reference (ToR) Content in Brief Who can be seconded (eligible staff)? R&D staff (early stage or experienced researchers level) Including technical staff and R&D managerial staff Must have been employed in the organisation for at least six month before secondment Must be continuously employed by the seconding organisation six months after secondment (in order to secure further development of acquired knowledge, and cooperation with the cross-border host organisation) Rules of Mobility and Nationality Seconded staff can be of any nationality Shall comply with EU regulations on mobility, passports, and visa 8 May

Seconding organisation: continued payment of the seconded employee s salary during his or her absence from workplace Host organisation: providing workplace required to make secondment successful Administrational and material costs are covered by beneficiaries In case of exceedance of funds from Initiative the beneficiaries will cover the exceedance (no additional payment from the Initiative). 18 9
