3 1.0 Overview Harrogate College is bringing forward a hybrid planning application seeking outline permission for up to 89 dwellings (with all matters reserved except for access), and detailed permission for an all-weather sports pitch with associated access, car parking, open space, landscaping, drainage infrastructure and demolition of buildings. In addition to facilitating the delivery of a new all-weather sports pitch, the residential element of the scheme will unlock the second phase of Harrogate College s investment programme, which includes: new IT infrastructure to develop state-of-the-art online and distance learning course; and an expanded curriculum to help the College become more responsive to the needs of employers and learners in the local area. Lexington Communications has been commissioned by Harrogate College to coordinate a public consultation on the proposals before an application is submitted to Harrogate Borough Council. Local and national planning guidance has been adhered to throughout the consultation programme. This Statement of Community Involvement details the public consultation programme, and how the views of local residents and stakeholders have been gathered and used to shape the hybrid planning application. 4 2.0 Planning Policy and Guidance: Role of Community Involvement Planning guidance states that pre-application consultation with local communities, Local Authorities and statutory consultees can bring a number of benefits to the process of informing planning applications. Against this background, Harrogate College has sought to consult with interested parties - in accordance with the principles and guidance of local and national planning policy throughout - in relation to the hybrid planning application. 2.1 The Localism Act 2011 The previous coalition Government stated its intention to hand power back to communities through its legislative programme. Central to that aim is the Localism Act 2011, which received Royal Ascent on 15 November The Localism Act seeks to provide the local community with a voice throughout the planning process, highlighted in the Department for Communities and Local Government s paper, Decentralisation and Localism Bill: an essential guide, which outlines one of its principles as: Empowering communities to do things their way by creating rights for people to get involved with, and direct the development of, their community. Elaborating on this, the Localism Act outlines that developers must notify the local community about its proposals to bring the proposed application to the attention of a majority of the persons who live at, or otherwise occupy, premises in the vicinity of the land. It goes onto state that the publicity must explain how the developer can be contacted by those wishing to comment on, or collaborate on the design of, the proposed development and that developer must consider the feedback received by having regard to any responses to the consultation. 2.2 National Planning Policy Framework (NPPF) On 27 March 2012, the previous Government published its National Planning Policy Framework (NPPF). The document seeks to streamline national planning policy to promote sustainable development. Explaining the rationale behind its plan to reform the planning system, then Minster for Planning Greg Clark MP, expressed a need to engage with local communities regarding planning matters. In the foreword of the NPPF, Clark states: Yet, in recent years, planning has tended to exclude, rather than to include, people and communities... This National Planning Policy Framework changes that. By replacing over a thousand pages of national policy with around fifty, written simply and clearly, we are allowing people and communities back into planning. Lexington Communications 4

5 2.3 National Planning Practice Guidance The National Planning Practice Guidance (NPPG), a new online national planning guidance resource, was launched on 6 March This streamlined planning practice guidance does not replace the NPPF, but is intended to make planning guidance more accessible and easier to keep up to date. With regard to consultation and community engagement, the NPPG notes: Pre-application engagement by prospective applicants offers significant potential to improve both the efficiency and effectiveness of the planning application system and improve the quality of planning applications and their likelihood of success. The guidance states that this can be achieved by consulting the Local Planning Authority, statutory and non-statutory consultees, elected members and local people, with the level of engagement proportionate to the nature and scale of the proposed development. Against this background, Harrogate College has sought to consult and engage with the local community and interested third parties prior to the submission of a hybrid planning application, and undertake this process in accordance with the aforementioned policies and guidance. 2.3 Harrogate Borough Council: Statement of Community Involvement Formally approved in March 2014, Harrogate Borough Council s Statement of Community Involvement sets out the Local Authority s approach to involving local communities and stakeholders in the preparation of the Local Plan and the consideration of planning applications. Section 4 of the document explains the importance and value of involving the local community in the pre-application stage of development proposals: All applicants should consider the benefits of involving the community in developments which are considered likely to have an impact on the community Early public involvement in significant planning applications will benefit everyone and the Borough Council want to improve the amount, quality and effectiveness of community Involvement In carrying out consultation with the public, applicants must seek to ensure all interested parties, particularly the community and stakeholders, are made aware of the proposal. 6 3.0 Consultation In accordance with Government and Harrogate Borough Council planning policy and guidance, Harrogate College was keen to engage with the local community during the pre-application stage to improve the plans and to resolve any potential issues as early as possible. This section of the report sets out how Harrogate College consulted the local community ahead of finalising its hybrid planning application. 3.1 Political consultation Prior to publicly launching the plans, Harrogate College held meetings with the political representatives listed below. This provided the project team with valuable opportunities to discuss the development proposals and garner feedback on the planned consultation programme: Cllr Richard Cooper Leader of Harrogate Borough Council Andrew Jones Member of Parliament for Harrogate & Knaresborough Cllrs Pat Marsh and Clare Skardon Hookstone ward members Cllr Pat Jones and Cliff Trotter Stray ward members During these meetings with political representatives, broad support was expressed for Harrogate College s plans and comments were provided on specific details of the scheme. Harrogate College also issued a letter to the above political representatives - as well as the Council s portfolio holders for Culture & Sport, Housing & Safer Communities, Planning & Sustainable Transport, and Planning Committee members - to inform them of the public consultation launch. 3.2 Stakeholder consultation Harrogate College also informed key local stakeholders and businesses of the proposals to offer an opportunity to provide their views. A letter/ was issued to the stakeholders and businesses listed below. This correspondence included information about the plans, details of the public consultation website, and a project and community information line telephone number if the recipient wanted to directly discuss the proposals with a member of the project team. 7 During the public consultation, the development team accepted an invitation to meet with Harrogate District Cycle Action. The group has a specific interest in improving pedestrian access from Hornbeam Park Railway Station to schools to the west of the development site, and wanted to ensure that the scheme would not preclude this. Following a tour of the development site, the group expressed that the scheme had a number of sustainability benefits and confirmed that it would not impact upon delivering pedestrian improvements moving forward. 3.3 Local community consultation The public consultation programme comprised a range of methods to ensure that the local community were informed of Harrogate College s proposals and, importantly, given the opportunity to provide feedback. This strand of the public consultation is summarised below. Consultation leaflet A consultation leaflet was issued to approximately 6,000 residential and commercial properties in the local area on 10 February The leaflet included key information about the plans, contact details of the project team, the website URL, and a tear-off freepost feedback form. A copy of the leaflet can be found in Appendix 1. The leaflet distribution area is shown on the map below. Lexington Communications 7

8 Consultation website A dedicated consultation website was created for the preapplication public consultation programme. The website presented information about the plans, local housing need, and the associated benefits of the scheme. An online questionnaire, address and contact details of the project team were also included for website visitors to provide feedback and ask questions about the scheme. Press coverage The wider public were informed about the proposals via a press release, which was published by the Harrogate Advertiser and Ripon Gazette in their respective 11 February issues, and online. The press release contained information about the proposals, the public exhibition and Community Information Line number. A copy of this press release can be seen below. Lexington Communications 8

9 Community information line A dedicated Community Information Line was set up to allow local residents and other interested parties to contact the team directly to discuss the plans. The line was staffed Monday to Friday, 9am to 5.30pm, with an answerphone facility available outside of these times. Local resident visits Ahead of the public launch, members of the project team spent an afternoon visiting site adjacent residents along Hookstone Road to provide information about the proposals and deliver a copy of the consultation leaflet. This enabled residents living in close proximity of the site to engage on a one-to-one basis with members of the project team. A number of local residents noted that they valued being given the opportunity to discuss the proposals directly with Harrogate College representatives. The majority of residents expressed that they wanted to reflect on the information provided and would submit any feedback accordingly. Comments made by residents during these conversations can be summarised as follows: Supportive of Harrogate College s proposals to meet local housing needs and unlock investment to improve its infrastructure and curriculum offer; Concern regarding the proposed vehicle access and the potential for increased congestion of the local road network; Objection to development of land at Hookstone Road; Preference for the density of proposed development to be in keeping with the local area; Preference for a larger buffer between the development site boundary and new homes. As part of an ongoing commitment to public consultation, the project team is continuing to engage with a number of interested site adjacent residents on details of the development proposals. 10 4.0 Feedback received This section contains a breakdown of feedback received throughout the public consultation. Section 5.0 goes on to provide responses to this feedback and explain how it has helped to shape the hybrid planning application. 4.1 Community Information Line The telephone number for the Community Information Line, , was included in the information leaflet distributed to local residents, press release, and on the project website. It was staffed by members of the development team between Monday and Friday, 9am to 5.30pm, with an answer phone service available outside of these times. During the public consultation, a total of four calls were received. The details of these calls are outlined below: Date Details of enquiry Response 11/02/2016 Local resident called to discuss the proposals and, specifically, the indicative site layout. Caller lived in close proximity to the site and registered a preference for the removal of two proposed homes in the north eastern corner of the site, as well as a larger buffer between the residential development and the site boundary. Caller expressed concern that the development of land at Hookstone Road could reduce the value of nearby properties. Explained that the application for the residential element of the scheme is for outline approval and, should consent be granted, will be followed by a reserved matters application. Outlined that definitive detail on the site layout had not yet been finalised and local feedback from the consultation would be used to shape the proposals. Agreed to note the caller s request for a reduction in the density of the proposed development and amendments to the site layout. 12/02/2016 Local resident called to provide views on the scheme. Caller commented that - from their perspective as a local resident - the proposed development was too intensive. Thanked the local resident for calling the Community Information Line and advised them their comments would be noted as part of the pre-application process. Lexington Communications 10

11 16/02/2016 Local resident called to discuss the proposals. Caller registered their objection to the proposed site access from Hookstone Road and raised concern regarding the potential for increased congestion on the local road network. Caller commented that a lower number of proposed new homes would be preferable, and the development of land at Hookstone Road could reduce the value of nearby properties. 18/02/2016 Father of a local resident called to discuss the proposals. Caller expressed concern regarding the proposed vehicle access and the potential for increased congestion of the local road network. Caller commented that Hornbeam Park Avenue should replace Hookstone Road as the vehicle access into the residential development, and registered a preference for the inclusion of turning lanes into the site. Explained that a full Traffic Assessment will be conducted to analyse the viability of the proposed site access, and identify whether local road infrastructure would require improvements to cope with additional traffic arising from the development. Agreed to note the caller s preference for a reduction in the density of the proposed development. 12 4.2 s A dedicated address was activated to offer people a further point of contact with the development team to ask questions about the scheme and provide feedback. During the process, three s were received. A summary is set out in the table below: Date Details of Response 11/02/2016 A local 5-a-side football league organiser requested information on making a block booking for the proposed all-weather sports pitch. Thanked the respondent for their enquiry. Explained that - due to being in the pre-application stage of the process - Harrogate College was not yet in a position to commit to block bookings for the proposed 3G multi-use pitch. Informed the respondent that the 5-aside football league s interest would be recorded and, should planning permission be granted for the scheme, the public consultation team would make contact to provide an update on the forecasted timescales for delivering the all-weather sports pitch. 20/02/2016 A local resident ed to express support for the investment plans. The respondent lodged concern about the scheme s potential to negatively impact the local road network, and the proposed site access. The respondent commented that the College should ensure student and staff parking is contained within its site boundaries. Thanked the respondent for their feedback. Informed the respondent that the project team was in the process of finalising the plans and a number of assessments to inform the preparation of a planning application, and - once this work was complete - would provide a full written response to the points made in their . The respondent noted a preference for delivering affordable housing at the site and suggested that Harrogate currently has an adequate supply of retirement accommodation in the Borough. 13 07/03/2016 The Vice Chair of a local junior football club ed to register support for the inclusion of an all-weather sports pitch as part of the scheme. The Vice Chair noted that he did not feel there was a need for new homes/retirement accommodation in the local area. Thanked the Vice Chair for his feedback and confirmed that the project team would include him in future communications and updates about the scheme. The Vice Chair commented that Harrogate currently has a shortage of sports facilities which are available throughout the year and, as such, the delivery of an all-weather sports pitch would benefit his club. The Vice Chair requested that he was included in future communications about the scheme. 09/03/2016 A local resident ed to comment on the proposals. Thanked the respondent for their feedback. The respondent commented that they objected to the plans on the basis that it could negatively impact on the character of the local area and create traffic management issues. The respondent also noted their preference for the development site to be included in the neighbouring Green Wedge. Informed the respondent that the project team was finalising a number assessments to inform the preparation of a planning application and - once this work was complete - would provide a full written response to the points made in their . 14 4.3 Consultation leaflet feedback form returns A tear-off freepost feedback form was attached to the consultation leaflet issued to residential and commercial properties in the local area. Overall, the majority of feedback received was supportive of, and positive towards, Harrogate College s investment programme and residential development proposals. A total of 80 feedback forms were completed during the pre-application public consultation a return rate of 1%. This low level response to the consultation leaflet could indicate ambivalence amongst the local community in respect of Harrogate College s proposals. Feedback indicated general support of both the investment and housing/retirement accommodation plans 68% of leaflet respondents agree that that is a need for new homes/retirement accommodation in the local area. Providing home ownership opportunities to first-time buyers was cited as the element of the scheme holding the greatest benefit for the local community by leaflet respondents. Leaflet replies highlighted a demonstrable preference for starter homes and affordable homes as the housing type most required in the local area. Two bedroom properties and retirement accommodation were identified as a priority by 36% and 33% of respondents, respectively. Markedly less enthusiasm was recorded for five bedroom properties. Comments in opposition and concerns expressed about the scheme focussed on four issues: 1) the quantum of proposed development; 2) outright objection to development on the site; 3) the potential for increased congestion on the local road network; 4) objection to the site access point being from Hookstone Road a handful of respondents suggested alternative/additional vehicle access from Hornbeam Park Avenue. A numerical breakdown of the leaflet questionnaire results and example comments received are presented below. Must build cycleways to protect vulnerable road users and vehicle congestion. Harrogate needs a vibrant student population drawn locally and from further afield. The College needs to help retain these students to work locally and build a skilled and outward looking workforce. None of this should be on greenfield land and the proposed development should be on land currently occupied by the College's buildings. The College can expand the curriculum without additional building. Most of Harrogate's recent housing developments have catered for people upgrading to bigger houses as it is believed this is the most needed. However, young couples struggle to find starter homes. We are against building on green site and extending town towards Hookstone woods. Fantastic plans that will benefit many people in Harrogate. This site is completely unsuitable for such high density housing and associated vehicle usage. The local roads do not cope with the amount of traffic. Hookstone Road is a busy enough road as it is without more traffic coming on and off a new estate onto it. Harrogate does not have a proper pitch for football or additional hockey - money from that long term could help the wider community. Help our young people get their feet on the housing ladder. Across both maps, feedback expressing support for, and opposition to, the plans is dispersed across the wards of Hookstone, Stray, Granby and Starbeck. Notably, in respect of feedback received from residents living adjacent or in close proximity to the site, there is evidence of more support than opposition. Lexington Communications 16

17 4.3 Consultation website questionnaire results As part of the website, an online questionnaire was included to capture feedback from local residents and interested third parties. Nine individuals completed the website questionnaire during the pre-application public consultation. More than 100 people have visited the website, which may suggest that local residents visited to glean more information about the proposals but did not feel compelled to follow up with comments or questions afterwards. All but one respondent registered support for the Harrogate College investment programme. 88% of respondents agree that that is a need for new homes/retirement accommodation in the local area. Providing home ownership opportunities to first-time buyers was cited as the element of the scheme holding the greatest benefit for the local community by 77% of leaflet respondents. Affordable homes and two bedroom properties were identified by respondents as the housing type most in need in the local area. 67% of respondents confirmed that either they or someone they knew are looking for a new home in Harrogate. 19 5.0 Response to feedback Harrogate College is grateful to all those who took the time to participate in its pre-application public consultation. This section outlines the applicant s response to the feedback received and explains how comments and suggestions from the local community have been used to inform the final planning application. 5.1 Support for Harrogate College s investment programme The Harrogate College investment programme will yield long term benefits for both the Harrogate Borough economy and community, including: new IT infrastructure to develop state-of-the-art online and distance learning courses to reach students from further afield, such as those in outlying rural communities; an all-weather sports pitch for Harrogate College and community use; an expanded curriculum to be more responsive to the needs of more learners and employers in the local area. Harrogate College appreciates the support shown for securing this investment, and enhancing its infrastructure and learning experience. The residential and College investment aspects of the application are linked, because given the reductions and changes in public funding for the Further Education sector the delivery of new homes and retirement accommodation will raise enough private finance to unlock the targeted sporting, IT infrastructure and curriculum improvements. 5.2 Housing Feedback captured across the leaflet and website questionnaires shows an average of 78% of respondents agree that there is a need for new homes and retirement accommodation in the local area. Starter homes and affordable homes were cited as the housing type most required in the local area, whilst retirement accommodation and smaller properties were also recognised as a priority. The scheme has been prepared to ensure that the residential development proposals are tailored to local requirements and preferences. As such, the indicative plans include 42 homes, to cater for a variety of housing requirements in the local area, and the provision of around 47 high quality apartments, suitable for first-time buyers or older residents. The indicative layout is capable of providing a mix of housing in line with the Council s current requirements, as set out in its Strategic Housing Market Assessment, and 40% of the new properties will be affordable homes. 20 5.3 Highways and site access The project team has listened to and understands local residents views on the proposals potential impact on highways, and ensuring that access to the site from Hookstone Road is well planned. A full Traffic Assessment has been submitted along with the planning application and explains in detail: how the site s access arrangements have been planned to deliver a smooth flow of traffic to and from the site; and how the local road network can safely accommodate the additional traffic created by the scheme. The plans will incorporate measures to offer convenient site access to drivers, pedestrians, cyclists, and residents with limited mobility, and make sure that the safety of residents is prioritised. Access to and from the site will be provided via a simple priority junction on Hookstone Road. Visibility splays will be included which are in full accordance with the Manual for Streets. In addition, a pedestrian/cycle access point will be installed from Hornbeam Park Avenue. The scheme will incorporate a number of inbuilt road safety features designed to reduce vehicle speeds, and include narrower road widths which will be delivered to ensure adequate visibility and safe movement of vehicles, cyclists and pedestrians. The proposed all-weather sports pitch will be accessed via Harrogate College s internal road network. In respect of the estimated increase in vehicle trips created by the proposed residential development, the analysis incorporated the assumption of delivering 100 dwelling instead of 89 to ensure a robust assessment was made. Furthermore, the inclusion of 40% affordable homes at the site, a housing type which produces lower vehicle trips, was not taken into account. It is estimated that the scheme will create approximately 52 additional trips in the AM peak and 57 additional trips in the PM peak. Importantly, the analysis identified that the Hookstone Road / Hornbeam Park Avenue / Rayleigh Road Signalised Junction currently operates below its capacity, and is forecasted to continue to do so according to traffic growth forecasts which factor in the proposed residential development. As such, the Traffic Assessment concludes that the impact of the scheme upon the local highway network will be low, and will not affect the operations of the Hookstone Road / Hornbeam Park Avenue / Rayleigh Road Signalised Junction. The site s location will encourage new residents to use alternative modes of transport and, by doing so, lessen the pressure placed on the local road network. Hornbeam Park Railway station is adjacent to the site, and stops for the 36, 57, 57, 747, 762 and X52 bus services are all within walking distance. Collectively, these public transport services link to Harrogate Town Centre, Ripon, Ilkley, Otley, Knaresborough, Boroughbridge and Leeds benefiting new residents who either want to commute to work or explore the local area without the need to drive. 21 5.4 Development of land at Hookstone Road and Hornbeam Park Avenue Consultation with the local community and local elected members has directly influenced the density of the scheme s residential element. Some of the feedback received during the public consultation suggested that the initial aspiration of delivering more than 100 residential units was too high for the site, and that the scheme would benefit from lowering the quantum of development. As a result, Harrogate College has reduced the number of homes and retirement apartments proposed for the scheme by 15%, to 89 dwellings. By amending the site layout and density of the scheme, the project team has also been able to positively respond to a local resident s request to remove two proposed homes in the north eastern corner of the site, as well as include a larger buffer between the residential development and north eastern site boundary. The project team has considered feedback from respondents to the public consultation who expressed their opposition to developing land at Hookstone Road and Hornbeam Park Avenue. Whilst the site is currently designated as Existing Recreation Open Space by the Council, development is not prohibited if suitable proposals are brought forward. It should also be noted that the land was previously a sports playing field, but it has not been used in this capacity for more than ten years and is no longer suitable for this use.
