Executive Summary This Community Engagement Update Report outlines the post-submission consultation undertaken by the Applicant for Creggan Wind Farm (hereafter referred to as the Proposed Development), prior to its submission of an Addendum relating to its application for consent for Creggan wind farm near the village of Glenbarr in West Kintyre. Creggan Wind Farm Ltd is a wholly owned subsidiary of Burcote Wind Limited. During this latest consultation process, the Applicant s proposals for a wind farm at Creggan, near Glenbarr on the West Kintyre Peninsula in Argyll and Bute, received a broad range of comments and feedback from the local community, which have influenced the revised design of the proposed development submitted in the Addendum. Levels of local support have been seen to increase since the beginning of the community consultation process and leading up towards submission of the Addendum for the application of consent. As with its pre-application community consultation, the Applicant has carried out a thorough consultation process in relation to its Addendum for the Proposed Development. As an energy generating project of greater than 50MW installed capacity, the application for consent will be determined by Scottish Ministers under the terms of the Electricity Act 1989 (as amended), and as such there is no formal requirement to undertake an Addendum consultation exercise. Following on from the pre-application consultation process, the Applicant has used a variety of methods for engaging with the local communities close to the Proposed Development site to inform them of the changes that it has made to its proposals since submitting the original application for consent in December This has included: a public exhibition in November 2014; face-to-face meetings and postal/ correspondence with stakeholders including local Community Councils, local ward councillors and near neighbours; leaflets and newsletters distributed in the local area to update the community about the changes to the proposal and advertise the public exhibition and; a public notice in the local media to keep the community informed. Members of the project team have made themselves available at all times to respond to questions from members of the public, Community Councils and other organisations. 2. Introduction This Community Engagement Update Report has been prepared by Orbit Communications (PR and Public Affairs) Ltd in relation to its Addendum to an application for consent to the Scottish Government Energy Consents and Deployment Unit (ECDU) for consent (including deemed planning consent) for an 19-turbine (approximately 62.7MW) wind farm at Creggan, located on a site to the north- east of the village of Glenbarr, West Kintyre in Argyll and Bute Background to the Creggan Wind Farm Application In December 2013 the Applicant put forward proposals to develop a wind farm consisting of 19 turbines, tip height up to 125 metres, with an installed capacity of approximately 62.7MW at Creggan Page 4 of 34
5 (capable of producing approximately 143,135 megawatt-hours [MWh] of electricity annually), near Glenbarr on the West Kintyre Peninsula of Argyll and Bute. Since the submission of this application for consent the Applicant has worked continuously to ensure that the scheme put forward for consideration has taken local concerns into account, is well-designed and appropriate to its location. As a result, the Applicant has made considerable changes to the original proposals submitted. This includes altering the proposed site layout, moving the wind farm up to the north-east of the site and therefore significantly increasing the distance to nearby residential properties and Glenbarr village. The wind farm now comprises 18 turbines with a tip height up to 110 metres with an installed capacity of 54 MW (capable of producing approximately 165,564 megawatt-hours (MWh) of electricity annually). As with the original application for consent, the Applicant has confirmed that it will create a Community Benefit Fund (CBF) worth 5,000 per MW of total installed generating capacity per year. Based on these proposals, this would provide funds worth approximately 270,000 per year, or approximately 6,750,000 over the 25-year lifetime of the Proposed Development. The plans below show the site in relation to nearby settlements, and the proposed turbine layout on the site. 7 3. Local Community Consultation 3.1. Timeline The timeline below sets out the key activities in relation to the consultation carried out for the improvements to the proposals. Website The revised plans for the proposed development were announced on the 24 th of October The dedicated project website was updated with electronic copies of the newsletter to allow those out with the 7.5km radius of the project site an opportunity to view the contents of the newsletter. Immediately following the public exhibition, copies of the exhibition boards as well as a downloadable feedback form were uploaded to the website to allow anyone who had been unable to attend the exhibition to read about the proposed improvements and provide their thoughts and feedback Public Exhibitions Locations Given the location of the site, it was decided to host the project update public exhibition concerning the Proposed Development in Glenbarr, the nearest settlement to the project site. The venue Glenbarr Village Hall, was well known to local residents, and had good access for any with disabilities or mobility issues. In order for as many people as possible to be able to attend the exhibition, it was held from 3.00pm until 8.00pm to allow people to visit after work and around any other commitments. 9 Publicity The events were publicised via a variety of methods in order to inform people about the proposals and to make as many people in the area as possible aware of the public exhibitions. This included: Public information notices placed in local newspapers (see Appendix C) Via the dedicated project website Community newsletter. Delivered to all 217 residential addresses within the consultation area, which included all those within 7.5km of the site (see Appendix B) Personnel The public exhibition was attended by the Applicant s project team and its consultants, namely: Ian Loveridge (Creggan Wind Farm Ltd) Fraser Campbell (Creggan Wind Farm Ltd) Samsara McDonald (Creggan Wind Farm Ltd) Max Aremia (3D Web Technologies) Catherine McWilliam (Orbit Communications) Event Materials The following materials were provided at the public exhibitions to give visitors as complete an impression as possible of the Proposed Development: Exhibition boards giving information on the proposal, including site location map and draft turbine lay-out (see Appendix D). 3D computer model showing how the Proposed Development would appear from anywhere in the locality. Feedback questionnaires (see Appendix E). Information leaflet/community newsletter on the proposal for people to take away from the exhibition (see Appendix B). Copies of the Applicant s Community Engagement Manifesto, which were available for people to take away from the exhibition. Page 9 of 34
10 4. Event Feedback The public exhibition was an opportunity to collate feedback from residents living near to the Creggan site regarding their views on the revised proposals. At least Barr Glen road will not be used for access which will be two/three years of hell for the residents if Blary Hill wind farm is granted Questions are one-sided Although I am opposed to this proposal I also appreciate that feedback from the community has been taken on board with the reduction of number + height as well as siting of the remaining turbines I feel that BW have taken community comments + feedback into account + have made some important changes to the layout + height of turbines The Creggan wind farm would cause lees disturbance to the village and glen road than the other wind farms. Ballygroggan would have been a better site still My comment is entirely personal being recently widowed. The fund should be distributed to the Glenbarr area first before being spent outwith the area Definitely money for school, and, perhaps, support for special needs in all the primaries in Kintyre as at the moment special needs is on the increase and this is one area where cuts are devastating New Glenbarr Hall Facility Do not want any windmills. Analysis of feedback Throughout both the pre-application and post-submission community consultation, feedback about the Proposed Development has been constructive. Members of the local community have been keen to share their views and feedback with the Applicant on both the Proposed Development and potential uses for the associated Community Benefit Fund. Members of the Applicant s project team continue to spend considerable time in the local area surrounding the Proposed Development and as a result continue to have a good dialogue with community members regardless of their position in relation to the Proposed Development. At the pre-application consultation public exhibitions in February 2012 and September 2013, local residents were most concerned about the proximity of the turbines to Glenbarr village and the A83, and the majority of comments received at the exhibition related to these concerns, and the perceived visual impact upon the local community as a result of the initial 26 turbine and then later 19 turbine layout. A number of those attending the exhibitions were keen to learn more about the Proposed Development s site access route, and its potential location in relation to the Barr Glen road. Through its consultation with the local community, the Applicant has been able to identify that site access and potential traffic impact remain the greatest concerns for the local community. At the November exhibition a number of those who attended had specific questions relating to these concerns and many noted that the Applicant s proposed access was favourable to the other wind farm applications in the area. 21 Following continued analysis by the Applicant and feedback from the local community during the postsubmission process, a number of changes have been made to the Proposed Development including: 1) The complete redesign of the proposed site layout, moving the wind farm up to the north east of the site, significantly increasing the distance to nearby residential properties and Glenbarr village; 2) Reduction of the number of turbines proposed in the December 2013 application for consent from 19 to a final lay-out comprising 18 turbines; 3) A reduction in the height of the turbines proposed from 125m to 110m and; 4) The creation of both a heritage access trail and equestrian friendly tracks within the site s red line boundary. Based on the feedback received at the November public exhibition from the 19 completed feedback forms, there is evidence that the overall level of opposition towards the Proposed Development has reduced since the start of the Applicant s community consultation. Only 32% of those who completed feedback forms at the November exhibition said that they were Opposed or Very opposed to the Proposed Development and 47% of those who completed feedback forms saying that they were Very supportive or supportive of the Proposed Development. This is supported by 58% of those completing feedback questionnaires at the November exhibition having said that they agreed (either to some extent or fully) that the local community had had adequate opportunity to provide input to the proposals and that those views had been taken into account. 6. Conclusions Comments and feedback received from members of the local community led to a re-design of the Proposed Development including: o o The complete re-design of the site, moving the Proposed Development up to the north east of the site with the nearest turbine now located over 3km from Glenbarr village. A reduction in the height of all turbines from 125m to a maximum of 110m in order to further reduce the potential impact of the Proposed Development in terms of visual and shadow flicker effects on nearby residential properties, as well as the landscape and visual impact from the edge of Glenbarr village. o A further reduction in the number of turbines proposed from 19 to a maximum of 18. These revised proposals were presented to the local community at the public exhibition in November o The creation of a heritage access trail and equestrian friendly tracks that connect the western part of the site to the Barr Glen road as seen in Figure 2. Feedback from the first exhibition in February 2012 focused predominantly on the proximity of specific turbines on the western side of the Proposed Development to the village of Glenbarr and their visibility from the A83. This feedback led to the Applicant making a commitment that the five most westerly turbines would be relocated within the Proposed Development in order to reduce their visual impact. Page 21 of 34
22 Throughout the pre-application consultation period and subsequent consultation on the revised proposals, members of the Applicant s project team received enquiries from members of the local community relating to the Proposed Development s site access route, and its potential location in relation to Glenbarr Primary School and the Barr Glen road. As a result of this consultation the Applicant has taken specific measures to ensure that the site s access will have a minimal impact upon the residents of Glenbarr village, Glenbarr Primary School and the Barr Glen Road. At the September 2013 exhibitions, the Applicant presented local community members with the re-designed access route for the Proposed Development which ensures that no construction traffic will use the Barr Glen Road., instead accessing the site directly from the A83. One of the key local priorities identified by the CLG for the CBF was the repair of both the Barr Glen and Glenbarr roads, as both need considerable maintenance and repair. This design consideration will help to ensure that the Proposed Development will not contribute to further deterioration of the Barr Glen Road, whilst also reducing disruption to the local community during construction. Although derived from different sample sizes, it can be concluded that the level of local community support for the Proposed Development has increased between the September 2013 and November 2014 public exhibitions. This demonstrates the depth of the continued community consultation undertaken by the Applicant, and thus highlights the influence that members of the local community have been able to have on the finalised proposals. This is further emphasised by 58% of the total respondents from the November public exhibition who replied either yes or to some extent to the question: Do you feel as though the local community has had adequate opportunity to input to the proposals and that these views have been taken into account? The Applicant has continued to undertake in-depth and lengthy discussions with local community members, including near neighbours within 1.5km of the Proposed Development, to ensure that their questions, concerns and feedback were taken into consideration when shaping the final proposals for the Proposed Development as outlined in the Addendum. Members of the public in the area remain keen to put forward ideas for use of the proposed community benefit fund out of recognition of its potential to act as a catalyst for sustainable economic regeneration in the area, which currently suffers from relative geographical isolation and a declining population.
